A Study on the Administration for the Han River Water Quality Control (漢江 水質保全 行政에 관한 硏究)

  • This thesis purports to overview the diverse administrative and organizational factors and plannings developed by the government organizations, municipal or otherwise, to tackle the Han River water pollution issues in the past years. This thesis also looks into the ever-worsening Han River water pollution problems, in particular, in terms of the various government plans ostensibly designed to reduce the pollution level but with little success. Also dealt with are the efficiencies with which the laws and decrees on water pollution the administrative organizations put to use in the prosecution of the diverse antiwater pollution projects involving the Han River basin. From the early 1960's up to the 1970's the government had concentrated on the growth-oriented economic policy with the result that little attention had been paid to the water pollution and other environmental issues that are bound to arise from the massive economic growth. Belatedly, the five-year Hah River Development Project was initiated in 1982 with emphasis on reducing the water pollution level at Hah River to the minimum. The following are the gists of the thesis and recommendations for the future antiwater pollution plans by the administrative organizations: 1. Documents to date indicate that the irrigation projects along the Han River area had been the main focus of attention during the Yi Dynasty and under the Japanese rule of the country. 2. Despite that the water pollution issue became the subject of many debates among the academic and research institutions in the 1960's and in the 1970's, the administrative organizations in charge of the Han River water quality control failed to come up with a concrete plan for the river's water quality control. 3. Nevertheless, the water pollution of the Han River area in fact began in the 1950's, with the unprecedented concentration into Seoul of population and the industrial facilities on a larger scale, in particular, enforced by the government's strong growthoriented policy in its Economic Development plans in the 1960's. 4. Starting in the 1960's, the Han River water pollution level dramatically increased, but the government was reluctant to promulgate or put into effect strong measures to curb the many factors contributing to the river water pollution, thus worsening the environmental issues along the Han River basin. 5. The environmental protection law and other laws and decrees relating to the antiwater and air pollution issues that were subsequently put into effect underwent so many changes that efficient anti-water pollution policies could not be effected for the Han River basin. The frequent organizational reshuffle within the administrative units concerned with environmental problems has resulted in the undue waste in personnel management and finance. 6. The administration on the environmental protection could not be efficiently carried out due to the organizational overlapping. Under the existing law, frequent organizational frictions and inefficiency are bound to occur among the central government offices themselves, as well as between the central government and the Seoul city administration, and among the city's administrative offices over the conservation of the Han River basin and over the river's anti-water pollution issue. 7. In the planning and prosecution of the Han River project, political influences from the president down to the lower-level politicious appear to have been involved. These political influences in the past had certainly had negative influence on the project, nevertheless, it appears that in the recent years, these political influences are not all that negative in view of the fact that they serve as a positive contributing factor in developing a better water quality control project along the Han River basin. The following are a few recommendations based on the data from the thesis: First, officials in charge of the Han River water quality control should pay attention to a careful screening of the opinions and recommendations from the academic circles and from the public should be made so that the government could better grasp the core issues in the environmental problems that require preventive and other necessary measures. Second, vigorous redistribution policies of population and industrial facilities away from the Seoul area should be pursued. Third, the government should refrain from revising or revamping too frequently the laws and decrees on the anti-water pollution, which is feared to cause undue inconveniences in the environmental administration. Fourth, a large-scale streamlining should be made to the existing administrative organization in an effort to do away with the inter- and intra-organizational friction. It is recommended that a secretariat for the Hah River basis conservation be established. Fifth, High-level administrative officials, with a thorough knowledge and vision on the Han River water quality control, should be prepared to better deal with the budgeting and personnel management for the Han River water pollution control not only at the control government, but also at the Seoul city municipal government levels. Environmental issues should be kept distinct from political issues. Environmental issues should not serve as a window-dressing for sheer political purposes. Sixth, the Hah River proiect should also include, along with the main Han River basin, those areas covering North Han River, South Han River, and the tributaries to the main river basin. The 'Han River Basin Water Quality Control Board' should be established immediately as a means of strengthening the current Han River basin water quality control policy. Seventh, in drawing up the Han River proiect, the administrative officials should be aware that Han River basin is a life line for those people in the region, providing them with not only a sheer physical space, but with a psychological living space for their everyday life.

A Study of Pension Receipt Satisfaction According to the Preparation of the Living Cost for Aging: Focusing on Public Pensions (노후생활비 준비에 따른 연금 수급액의 만족도에 관한 연구: 공적연금을 중심으로)

  • The graying of populations is emerging as an international issue around the world, and this is a problem that is rapidly advancing in Korea as well, signaling the need for financial preparations for the aged. For this purpose, various retirement pension systems are being employed as preparatory measures for the nation's elderly. Using data from 1474 people in the 2007 panel study of National Security for the Retired, the present work attempts to look at satisfaction rates with regard to public pension receipts for the national pension and special occupational pensions according to general characteristics and factors related to the preparation for an aging society. Satisfaction with retirement pension receipts according to the type of pension was high for special occupation retirement pensions, individual retirement pensions and the national retirement pension, in that order. Looking at satisfaction rates based on the general characteristics of pension recipients, the study revealed that for the national pension, satisfaction was highest for groups with above-average physical and psychological health, groups who think appropriate living expenses for the elderly are lower, groups in which a partner also earns income, and groups who had amply prepared for their expected living expenses in later life. Regarding special occupation retirement pensions, satisfaction was high for groups over the age of 70, groups with good psychological health, and groups sufficiently prepared for their living expenses in later expenses, compared to groups for which these factors did not apply. In terms of the relative influences impacting retirement pension recipient satisfaction, satisfaction with the national pension was highest when the primary source to cover elderly living expenses was a resource other than income earned by the recipient and their partner and/or income received from children. Concerning special occupation retirement pensions, satisfaction was highest among those whose education terminated before middle school, and for those in good physical health. Based on the above results, it is vital that plans exist for preparing sufficiently for the living expenses of the elderly and for facilitating the physical and psychological health of pension recipients. Plans are also necessary to, ensure that citizens are provided with easily accessible educational programs and activities regarding general installment savings and deposits, stocks and bonds, real estate investments, individual retirement pensions, private insurance, severance pay pensions, and public pensions.

  • In urban space, public space is publicly or privately owned space freely accessible by the public. Privately owned public space to the public hosts small-scale rest facilities to serve the public in buildings of certain purposes and sizes for the sake of pleasant urban environment. The Building Act and building ordinances formulate a set of criteria for management and easement of construction standards as well as the area. When creating privately owned public space, one can get incentives through the easement of floor space index and height limit. The purposes of this study were to investigate and analyze privately owned public open space, which is freely accessible by the public, and its adjacent streets and to propose plans to improve the regulations for securing privately owned public space for more rational and practical legal applications. The study then proposed some plans to help to increase the quality of privately owned public space including applying the coefficient to suggest the type of privately owned public space fit for the features of the streets and measure the appropriate utility level differently and distinguishing the mandatory items according to the facility regulations in privately owned public space from the ones qualified for additional points in case of installation. The types of privately owned public open space should be applied differently and the content of facilities intended should be different according to whether it will serve as a resting place or grant more importance on traffic by walking, depending on the features of its adjacent streets. The privately owned public space, the frontage space of building, and the adjacent sidewalks should become a whole and be regarded as one space from the integrated perspective. The results of the study claim further significance in that it investigated privately owned open space and roadside across Seoul. They will serve as useful data to solve the problems with the privately owned public space of the city, which destroys spatial continuity by focusing on the quantitative increase of privately owned open space and creating individual privately owned open spaces and builds high-rise buildings alienated from the existing spaces, and to increase the quality of future privately owned public space.

An Analysis of Pre-service Early Childhood Education Teachers' Perceptions and Demands through Demonstration of Simulated Instruction (예비유아교사의 모의수업 인식 및 요구도 분석)

  • This study examines the perceptions and demands of pre-service early childhood teachers about the Demonstration of simulated instruction for 350 students in early childhood education at 3-4 years university located in Busan, Ulsan, and Gimhae. And through this, the purposes of study are to provide basic data based on the current level of pre-school teachers for instructors leading simulated instruction and to seek effective management plans for simulated instruction to improve teaching ability. As a result of the study, pre-service early childhood teachers recognized that simulated instructions were necessary in teacher training course and helped to improve teaching ability, but they did not actively agree to expand simulated instructions and were not very satisfied with the methods of instructors in demonstration of simulated instruction. They wanted to receive feedback from instructors who have practical teaching knowledge and skills based on field experience at least two times during preparation stage and evaluation stage of the simulated instructions. And they wanted to be guided specifically on principles and methods of preparing educational plans, effective interactions and questions with young children. They wanted the feedback, the most preferred form of feedback is form of participations by all class members and instructors. In addition to instructor's feedback, they required experience of simulated instruction in which infants and toddlers participate together.

Estimation of Employment Creation Center considering Spatial Autocorrelation: A Case of Changwon City (공간자기상관을 고려한 고용창출중심지 추정: 창원시 사례를 중심으로)

  • In the era of low growth, many provincial cities are experiencing population decline and aging. Population decline phenomena such as reduction of productive manpower, reduction of finances, deterioration of quality of life, and collapse of the community base are occurring in a chain and are being pushed to the brink of extinction of the cities. This study aims to propose a methodology to objectively estimate the employment creation centers and setting the basic unit of industrial-centered zoning by applying spatial statistical techniques and GIS for the application of the compact city plan as an efficient spatial management policy in a city with a declining population. In details, based on reviewing previous studies on compact city, 'employment complex index(ECI)' were defined considering the number of workers, the number of settlers, and the area of development land, the employment creation center was estimated by applying the 'Local Moran's I' and 'Getis-Ord's Hot-Spot Analysis'. As a case study, changes in the four years of 2013, 2015, 2017, and 2019 were compared and analyzed for Changwon City. As a result, it was confirmed that the employment creation center is becoming compacted and polycentric, which is a significant result that reflects the actual situation well. This results provide the basic data for functional and institutional territorial governance for the regional revitalization platform, and provide meaningful information necessary for spatial policy decision-making, such as population reduction, regional gross domestic product, and public facility arrangement that can respond to energy savings, transportation plans, and medical and health plans.

A Study to Construct a Decision-making Checklist through the Analysis of Past Disaster Case (과거 재난사례분석을 통한 재난 의사결정 체크리스트 구성에 관한 연구)

  • Purpose: The purpose of this study is to create a checklist for each type of disaster and to suggest a method for establishing an appropriate response system and making accurate and rapid decision-making. Method: In order to derive checklist factors, previous case analyses (Tropical Storm Rusa (2002), Typhoon Maemi (2003), and Typhoon Chaba (2016) were conducted for typhoon disaster. Grouping was conducted to derive checklist factors by analyzing general status (climate and weather) information and characteristics by case. Result: The case study was divided into national level and county level. In terms of national unit, eight forecasts were included: weather forecast, typhoon landing status, typhoon intensity, typhoon radius, central pressure, heavy rain conditions, movement speed, and route. Local governments should reflect regional characteristics, focusing on the presence or absence of similar typhoons (paths) in the past, typhoon landing time, regional characteristics, population density, prior disaster recovery, recent disaster occurrence history, secondary damage, forecast warning system. A total of eight items were derived. Conclusion: In the event of a disaster, decision making will be faster if the checklist proposed in this study is used and applied. In addition, it can be used as the basic data for disaster planners' response plans in case of disasters, and it is expected to be a more clear and quick disaster preparedness and response because it reflects local characteristics.

A Study on the Development of Industrial Clusters in the International Science and Business Belt through the Industrial Clustering Analysis (산업 클러스터링 분석을 통한 국제과학비즈니스벨트의 클러스터 발전 방향 연구)

  • The Korean government announced plans for the International Science Business Belt as a spatial area for promoting the linkage between scientific knowledge and commercialization in 2009. R&D and entrepreneurial activities are essential for the success of the International Science Business Belt. In particular, prioritizing the types of businesses is critical at the cluster establishment stage in that this largely affects the features and development of clusters comprising the International Science Business Belt. This research aims to predict the entry and growth of firms that specialize in four industrial clusters, including Big Science Cluster, Frontier Cluster, ICT Cluster, and Bio-Healthcare Cluster. For this purpose, we employ the Swann & Prevezer's industrial clustering model to identify sectors that affect the establishment and growth of industrial clusters in the International Science Business Belt, focusing on ICT, Bio-Healthcare and Frontier clusters. Data was collected from the 2014 Korean Innovation Survey (KIS) and University Alimi for the ICT cluster, 2014 National Bio Industry Survey and University Alimi for the Bio-Healthcare Cluster, and the 2015 National Nano Convergent Industry Survey and Annual Report of Nano Technology for the Frontier cluster. Empirical results show that the ICT service sector, bio process/equipment sector, and Nano electronic sector promote clustering in other sectors. Based on the analysis results, we discuss several policy implications and strategies that can attract relevant firms for the development of industrial clusters.

The Research on the Management Plan of Geological Heritage in Korea using GIS (지리정보를 활용한 한국의 지질유산 정보화 구축 및 관리방안 제시)

  • To provide effective management policy of geo-heritages, concept of Korean geo-heritage has been organized based on geo-diversity, geo-conservation, geo-tourism, and earth-heritage. In addition, current status of geo-heritage in Korea has been grasped, and categorized. In case GPS (Global Positioning System) coordinates exist, spatial information was constructed as GIS (Geographic Information System). Geo-heritages were classified into a total of six categories of natural monument, scenic site, coastal sand-dune, natural cave, world nature heritage, and other types of geo-heritage. By mapping 991 geo-heritages scattered nationwide using geographical information, all statuses can now be readily identified and enable the analysis of the distribution tendencies and correlation with topography. This study was aimed at searching the political connection based on quantitatively organized and analyzed geo-heritages, which have not been mapped thus far. In addition, this study organized data that have existed only in literature, and presented example verification. Moreover, these can be used as guidelines for the future search, discovery, registration and management of geo-heritage. If additional geo-heritages are discovered in field studies or with satellite images, then more correlations may be identified and help facilitate the research on geo-heritages management plans.

Rational budgeting approach as a nutrient management tool for mixed crop-swine farms in Korea

  • Objective: Due to rapid economic return, mixed crop-swine farming systems in Korea have become more intensive. Intensive farming practices often cause nutrient surpluses and lead to environmental pollution. Nutrient budgets can be used to evaluate the environmental impact and as a regulatory policy instrument for nutrient management. This study was conducted to select a nutrient budgeting approach applicable to the mixed crop-swine farms in Korea and suggest an effective manure treatment method to reduce on-farm nutrient production. Methods: In this study, we compared current and ideal gross nutrient balance (GNB) approaches of Organisation for Economic Co-operation and Development and soil system budget (SSB) approach with reference to on-farm manure treatment processes. Data obtained from farm census and published literature were used to develop the farm nutrient budgets. Results: The average nitrogen (N) and phosphorus (P) surpluses were approximately 11 times and over 7 times respectively higher in the GNB approaches than the SSB. After solid-liquid separation of manure, during liquid composting a change in aeration method from intermittent to continuous reduced the N and P loading about 50% and 47%, respectively. Although changing in solid composting method from turning only to turning+aeration improved the N removal efficiency by 30.5%, not much improvement in P removal efficiency was observed. Conclusion: Although the GNB approaches depict the impact of nutrients produced in the mixed crop-swine farms on the overall agricultural environment, the SSB approach shows the partitioning among different nutrient loss pathways and storage of nutrients within the soil system; thus, can help design sustainable nutrient management plans for the mixed cropswine farms. The study also suggests that continuous aeration for liquid composting and turning+aeration for solid composting can reduce nutrient loading to the soil.

A Comparative Analysis on Safety Evaluation System and Requirement in the Tendering Process of Public Construction Projects - Cases of Singapore and Japan - (공공공사의 입찰과정에서 안전평가체계와 요건의 비교분석 - 싱가포르, 일본 사례를 중심으로 -)

  • Construction accident rates are reflected in the pre-qualification of public construction projects in order to prevent accidents and facilitate the safety management of construction companies. However, the construction industry is still experiencing an increase in accident rates. Hence, there is a need to strengthen existing safety evaluation systems and requirements in public construction tendering. The objective of this study was to acquire and provide basic data for benchmarking to select tenderers in domestic public construction projects. In Singapore and Japan, safety evaluation systems and requirements are applied based on various aspects in order to screen tenderers. These evaluation systems include safety regulations and institutional requirements, as well as safety performance and safety management plans of respective construction projects. This study recommends that korean public construction projects also apply similar safety evaluation systems which include comprehensive safety criteria in order to decrease accident rates in the industry.
