Searching for a Social Solution for the Humidifier Disinfectant Disaster in Korea (가습기살균제 참사에 대한 사회적 해법의 모색)

  • Eight years have passed since the Korean government's medical agency officially reported that the fatal lung disease found in some hospitals in 2011 was caused by chemical disinfectants used in household humidifiers, marking the introduction of the humidifier disinfectant disaster. Over the past eight years, a medical-scientific approach has been taken by the Korean government in its efforts to solve the problems in terms of relief of and compensation for the potential victims. One of the unintended consequence of this approach has been the fact that the number of "official victims" recognized by the government is quite small compared to the total number of applicants who claim to be suffering from the humidifier disinfectant disaster. This is mainly due to the fact that the medical-scientific approach relies on excessively strict, rigid, and narrow medical-scientific criteria provided by medical experts for judging the degree of applicants' bodily damage from the use of humidifier disinfectants. As a result, this medical-scientific approach is becoming increasingly criticized by patients' organizations mainly composed of rejected applicants. Based on the analysis of the limits of this medical-scientific approach and after clarifying the social implications of the disaster from a sociological perspective, this paper proposes certain social approaches focused on participatory governance as a means of dealing with the current issue. Finally, the paper emphasizes that the act of taking social responses to the humidifier disinfectant disaster should also be considered a process of enlarging and deepening democracy in Korea.

Development of a Targeted Recommendation Model for Earthquake Risk Prevention in the Whole Disaster Chain

  • Strong earthquakes have caused substantial losses in recent years, and earthquake risk prevention has aroused a significant amount of attention. Earthquake risk prevention products can help improve the self and mutual-rescue abilities of people, and can create convenient conditions for earthquake relief and reconstruction work. At present, it is difficult for earthquake risk prevention information systems to meet the information requirements of multiple scenarios, as they are highly specialized. Aiming at mitigating this shortcoming, this study investigates and analyzes four user roles (government users, public users, social force users, insurance market users), and summarizes their requirements for earthquake risk prevention products in the whole disaster chain, which comprises three scenarios (pre-quake preparedness, in-quake warning, and post-quake relief). A targeted recommendation rule base is then constructed based on the case analysis method. Considering the user's location, the earthquake magnitude, and the time that has passed since the earthquake occurred, a targeted recommendation model is built. Finally, an Android APP is implemented to realize the developed model. The APP can recommend multi-form earthquake risk prevention products to users according to their requirements under the three scenarios. Taking the 2019 Lushan earthquake as an example, the APP exhibits that the model can transfer real-time information to everyone to reduce the damage caused by an earthquake.

Risk Analysis of Jet Flame Occurred at Hydrogen Fuel Cell Vehicle (수소자동차의 제트화염 발생에 따른 위험성 분석)

  • Eco-friendly policies proposed by the government of The Republic of Korea have encouraged the use of eco-friendly vehicles. Hydrogen vehicles have exhibited the highest growth rate, although the current number of registered vehicles is low. In hydrogen vehicles, a thermally activated pressure relief device (TPRD) is installed to prevent explosions in the hydrogen gas cylinder. When discharged due to low ignition energy, hydrogen gas readily forms a jet flame. The risks induced by such jet flames were analyzed through a numerical analysis. Jet flames can activate TPRDs installed in nearby hydrogen gas cylinders. As a result, high-voltage cables exposed in the lower area of a vehicle can ignite within seconds. There was a 9.5-kW/m2 area around the vehicle (which can result in casualties) at a distance of ~5 m from the hydrogen gas cylinder, and a 37.5-kW/m2 area (which can cause significant damage) in the form of an inverted triangle toward the lower section of the vehicle. We believe that the risk factors analyzed herein should be considered for addressing accidents in hydrogen vehicles.

  • Unusual extreme weather events, which exceed a safe design capacity of the infrastructure, increase the frequency of natural disasters and has also been enlarged damage scale. Aging buildings and rapid urban progress act as weighting factors for the new composite disasters. Technological advances support detecting pre-disaster risk, real-time data analysis, and rapid response to the disaster site, but it is insufficient that emergency relief for buried alive must take advantage of the proven technologies through field tests. This study aims to evaluate directional drilling performance through underground soils and the reinforced concrete structure for primary lifeline installation in order to quickly provide relief supplies for buried alive when urban structures collapse.

Characteristics of Social Security Contained in Mecius's People-Care Theory(保民論) (맹자의 보민론(保民論)이 지닌 사회보장적 성격)

  • This paper aims to define Mecius's people-care theory(保民論), and aims to recognize the characteristics of social security contained in Mecius's people-care theory. Mecius considered to the public relief as King's obligation. So to speak, the King protects to the property of the people. Especially his people-care theory implicate to continuity of safety life, a relief fund on the property, protection of disaster damage. Continuity of safety life means to enabling the people procurable food, clothing and bury dead persons without difficulties. It's may be said that implicated to the theory and system of modern social-welfare. It is reason for his opinion that a state should construct in the minimum social safety network by taking responsibility for basis needs of life. He was a humanist so much. He thought about the pursuit of the human happiness and the improvement in quality of life. Therefore his idea nearly means to the social security system in a modern sense. His thought is not only an ideal background on the public assistance and a social relief security in the contemporary but also a relief activity system such as Jindaebup called historical prototype of social welfare. It is an important fact that his people-care theory implicate to social security system.

Wind-induced fragility assessment of urban trees with structural uncertainties

  • Wind damage of urban trees arises to be a serious issue especially in the typhoon-prone areas. As a family of tree species widely-planted in Southeast China, the structural behaviors of Plane tree is investigated. In order to accommodate the complexities of tree morphology, a fractal theory based finite element modeling method is proposed. On-site measurement of Plane trees is performed for physical definition of structural parameters. It is revealed that modal frequencies of Plane trees distribute in a manner of grouped dense-frequencies; bending is the main mode of structural failure. In conjunction with the probability density evolution method, the fragility assessment of urban trees subjected to wind excitations is then proceeded. Numerical results indicate that small-size segments such as secondary branches feature a relatively higher failure risk in a low wind level, and a relatively lower failure risk in a high wind level owing to windward shrinks. Besides, the trunk of Plane tree is the segment most likely to be damaged than other segments in case of high winds. The failure position tends to occur at the connection between trunk and primary branches, where the logical protections and reinforcement measures can be implemented for mitigating the wind damage.

  • In this paper, we propose the controllability function and service design to efficiently implement the control of the disaster communication network, using Internet of Things(IoT) Technology. In accordance with the spread of Information Communication Technology(ICT), the era for building a disaster communications system without exclusion over the entire areas has emerged. National wireless mesh networks for public safety and disaster relief have been evolving to strengthen the pre-disaster response system using the latest technologies through the convergence of various technologies and services from the viewpoint of the command and control between disaster response agencies. In line with such a technological paradigm shift, the controllability of the objects in the IoT has been emerging as a key quality requirement of a disaster communications system. In this study, the objects are classified by the subject of control according to the IoT component, such as data, network resources and services in order to effectively implement their controllability. In addition, based on the destination of this controllability, technologies and services have been designed that can reduce the damage caused by disasters. Technologies and services that were derived from this study must be implemented in the current disaster safety network systems together with the establishment of an infrastructure for the networks in order that all persons are able to effectively utilize the disaster communications system for their safety.

Effects of Tenebrio molitor larvae oil on liver damage and blood clot formation in obesity

  • Tenebrio molitor, rich in protein, is used as an alternative protein source. Many studies have evaluated Tenebrio molitor larvae (TML) for anti-obesity effects, fatty liver relief, antithrombosis, and antioxidant effects. In this study, we prepared an experimental diet by adding Tenebrio molitor larvae oil (TMLO) to feed and administered it to adult male ICR mice for six weeks. The study assessed the weight gain of mice, prothrombin time (PT), activated partial thromboplastin time (aPTT), blood coagulation time, and the activities of coagulation factor VII and coagulation factor XII. The weight gain of mice was suppressed in the groups fed with TMLO, indicating a potential anti-obesity effect. The blood coagulation time was delayed in the TMLO-fed groups, as evidenced by amplified PT and aPTT values. Furthermore, the activities of coagulation factor VII and coagulation factor XII were diminished in the TMLO-treated groups, indicating a potential thrombosis relieving effect. The concentrations of thromboxane B2 and serotonin declined in the TMLO-fed groups, signifying potential blood circulation effects. Finally, blood triglyceride and LDL-cholesterol concentrations were reduced in the TMLO-fed groups. In summary, TMLO supplementation may have an inhibitory effect on liver damage and blood clot formation caused by obesity.

  • Ail of the world, unification and extension of market enlarged scale of international commerce. Thus, not only production but also circulation of goods is brought into relief and transportation of most freights is performed using container. Container vessels are equipped with marry kinds of securing equipments such as Lashing, twistlock. Lashing is installed mainly in container vessel for the container stack with more than 3 containers. Damage of containers often arise from irrelevant lashing arrangement and bring economical loss. Much time and cost is requested for the Calculation of forces on container and determination of lashing arrangement In this study, We developed lashing analysis simulator which performs calculation and presenst relevant lashing arrangement. It will provide more convenient and efficient environment for lashing analysis.

  • Epidural block is used for surgical analgesia, postoperative pain management, obstetric relief and management of chronic pain. Long-term pain control for chronic pain is achieved by development of epidural catheter placement technic. But long term placement of epidural catheteter has several problems, epidural hematoma, epidural absess and neural damage. We had successfully managed long-term placement of epidural catheter in patient with diabetic neuropathy who was susceptable to infection. The duration of epidural catheter placement was 416 days and specific complication was not occurred.
