The Analysis of Knowledge Information Research and Development Activities for the Fourth Industrial Revolution: Focusing on the U.S. Intelligence Advanced Research Projects Activity(IARPA) (4차 산업혁명 시대 대응을 위한 지식정보 연구·개발 활동 분석: 미국 정보고등연구기획국(IARPA)을 중심으로)

  • Leading the fourth industrial revolution era requires science and technology strategies that establish original research directions at the national level. To this end, it is necessary to look at the research and development activities for the fourth industrial revolution of technology-leading countries. In this study, the research programs of the U.S. Intelligence Advanced Research Projects Activity(IARPA), an organization focusing on cutting edge research on science and technology information such as artificial intelligence, are investigated by using network analysis. The findings show that, resolving around the information identification and forecasting, decision making and cybersecurity clusters, IARPA's research programs largely focus on finding hidden information and predicting specific events, supporting decision making by considering changes in and outside organizations or establishing cybersecurity. Also, this study finds that China and Japan, representative technology-leading Asian countries, refer to the research programs of IARPA to establish their science and technology policies. The results of this study suggest implications for Korea's science and technology policies in response to the fourth industrial revolution era.

  • The blast demolition technology has been used to demolish various industrial facilities and tall buildings since 1950s in the advanced countries such as USA and U.K. It is now considered as one of safe demolition methods in the above countries. In Korea, several companies have tried to introduce blast demolition technology in the early days of the 1990s. However, this technology is still at the beginning stage and not fully adopted due to situation of avoiding technology transfer by overseas technical tie-up companies, lack of objects to be demolished and low level recognition on blast demolition. This technology shall be considered as a cutting edge technology to be applicable to demolition of skyscrapers, various industrial structures and factory buildings in the near future. Blast demolition of a pier structure was carried out under the site condition where there were already the constructed 2 pier structures of up and down line which had safety problems in an expressway construction project. The pier structures need to be demolished and reconstructed for a short period of time in consideration of the construction work process to be followed.

An Efficient Damage Information Extraction from Government Disaster Reports

  • One of the purposes of Information Technology (IT) is to support human response to natural and social problems such as natural disasters and spread of disease, and to improve the quality of human life. Recent climate change has happened worldwide, natural disasters threaten the quality of life, and human safety is no longer guaranteed. IT must be able to support tasks related to disaster response, and more importantly, it should be used to predict and minimize future damage. In South Korea, the data related to the damage is checked out by each local government and then federal government aggregates it. This data is included in disaster reports that the federal government discloses by disaster case, but it is difficult to obtain raw data of the damage even for research purposes. In order to obtain data, information extraction may be applied to disaster reports. In the field of information extraction, most of the extraction targets are web documents, commercial reports, SNS text, and so on. There is little research on information extraction for government disaster reports. They are mostly text, but the structure of each sentence is very different from that of news articles and commercial reports. The features of the government disaster report should be carefully considered. In this paper, information extraction method for South Korea government reports in the word format is presented. This method is based on patterns and dictionaries and provides some additional ideas for tokenizing the damage representation of the text. The experiment result is F1 score of 80.2 on the test set. This is close to cutting-edge information extraction performance before applying the recent deep learning algorithms.

  • Designed by star architect of Moshes Safdie, Raffles City Chongqing includes a total of 6 mega high-rise towers 250 to 380 m tall, a sky conservatory, a 5-storey high shopping mall and a 3-storey basement car parking. Located at the confluence of the Yangtze and Jailing Rivers, the site for the project is imbued with a significance that is immediately symbolic, both as a sign of Chongqing's important past and as a vivid indicator of the city's thriving present and future. The design for the project to be situated at this gateway takes as its governing idea the image of powerful sails upon the water. The outer facades of the project's eight towers - the transparent surfaces that will face the water to the north - are meant to recall a fleet of ancient Chinese ships, with their huge rectangles of white canvas filled by the wind. This is a $1.13million\;m^2$ mega scale integrated project of office, retail, hotel, service residence and high-end residence with the transportation hub and traffic circulation at various levels of the project. This paper presents the multi-dimensional hybrid design, engineering and construction of this mega scale project. The innovations and the cutting-edge technology used in this project are introduced and discussed benchmarking the design and construction of the skyscraper cluster in a major city like Chongqing of China.

  • u-City is a new concept and phenomena of applying Information & Communications Technology(ICT) into real cities in Korea. In order to effectively integrate a city with high-tech ICT infrastructure, cutting-edge ICT is being integrated into physical urban environments from the planning and construction stage of a city. There are positive expectations regarding its effect on urban planning and citizens' lives. However, construction of u-city has technical limitations as well as institutional obstacles. This paper aims at identifying problems of current u-city practices and suggesting appropriate solutions for those problems. To do so, it first collects opinions from diverse experts. Then, it draws problems and suggests solutions in terms of u-infrastructure, u-service, policy and implementation process.

  • The Signal Intelligence (SIGINT) system based on the adaptive beamformer, comprised of the AOA estimator followed by the interference canceller, is a cutting edge technology for collecting various signal information utilizing all sorts of devices such as the radar and satellite. In this paper, we present the efficient adaptive SIGINT structure consisted of an AOA estimator and an adaptive beamformer. For estimating AOA information of various signals, we employ the Multiple Signal Classification (MUSIC) algorithm and for efficiently suppressing high-power interference signals, we employ the Minimum Variance Distortionless Response (MVDR) algorithm. Also, we provide computer simulation examples to verify the performance of the presented adaptive beamformer structure.

STEREO VISION-BASED FORWARD OBSTACLE DETECTION

  • This paper proposes a stereo vision-based forward obstacle detection and distance measurement method. In general, stereo vision-based obstacle detection methods in automotive applications can be classified into two categories: IPM (Inverse Perspective Mapping)-based and disparity histogram-based. The existing disparity histogram-based method was developed for stop-and-go applications. The proposed method extends the scope of the disparity histogram-based method to highway applications by 1) replacing the fixed rectangular ROI (Region Of Interest) with the traveling lane-based ROI, and 2) replacing the peak detection with a constant threshold with peak detection using the threshold-line and peakness evaluation. In order to increase the true positive rate while decreasing the false positive rate, multiple candidate peaks were generated and then verified by the edge feature correlation method. By testing the proposed method with images captured on the highway, it was shown that the proposed method was able to overcome problems in previous implementations while being applied successfully to highway collision warning/avoidance conditions, In addition, comparisons with laser radar showed that vision sensors with a wider FOV (Field Of View) provided faster responses to cutting-in vehicles. Finally, we integrated the proposed method into a longitudinal collision avoidance system. Experimental results showed that activated braking by risk assessment using the state of the ego-vehicle and measuring the distance to upcoming obstacles could successfully prevent collisions.

A Study on the Truing of Diamond Wheel for Micro V-shaped Groove Grinding (마이크로 V홈 연삭가공을 위한 다이아몬드숫돌의 V형상 트루잉에 관한 연구)

  • This study deals with the truing of diamond wheel fur the manufacture of micro v-shaped grooves with fine sharp edges in the grinding. Fine micro v-shaped grooves are key components to fabricate LGP(light guide plate), optical fiber connector and so on. Conventional v-shaped groove methods such as etching and lithography are difficult to make grooves with accuracy and cutting by lathe is difficult to select target materials. Therefore, as a preliminary stage to developing the grinding technology that will be expected fabrications for micro 3-dimensional structure of high effectivity and accuracy and freed up the restrictions of machinability to the materials for micro v-shaped grooves, truing is carried out with resin bond diamond wheel and electroforming diamond wheel using a cup-type truer. From the experimental results, it is found that the effects according to working direction of the cup-type truer and the restrainable methods of plastic deformation that is generated at wheel edge are examined. As a result, fine micro v-shaped diamond wheel was obtained, which are applicable to micro grinding for optical devices.

Suitability of the PKNU 2 System for Generating the Orthophoto Map

  • This system is capable of obtaining quantitative information from images using natural features on the ortho-image maps that correspond with those from topographical maps. However, the qualitative information can also be obtained because because of the excellent visibility of ortho-image maps. There are plenty of promise for the use of ortho-image maps in the next generation topographic technology because of its wider applicability within the field. In keeping with the cutting edge, we produced ortho-image maps by scanning a specified area in narrow sections using the PKNU 2: a multispectral digital aerial photographing system made by ourselves. We evaluated the precision of the ortho-image maps, and performed an evaluation of the PKNU 2 system's capacity to improve the equipment of the PKNU 2. Ortho-image maps were made using Ground Control Points (GCPs) which were obtained from digital maps and aerial photographs of the PKNU 2. Thus, we demonstrated that it was possible to produce the ortho-image maps, which has a good constant level rate of less than 1m. The PKNU 2 system needs to be improving in the sensitivity of level maintenance equipment in the evaluation in terms of performance. It is thus required to survey the GCPs precisely for an accurate study.

  • As the modern-day Apartment Complex has varied community facilities such as health care center and self-improvement institutions affecting the residents' quality of life, this paper is for the in-depth understanding on how such Exterior Space vary and development plan should go. To be specific, this paper is to, based upon the theoretical contemplation on the concept and role of the Exterior Space to Apartment Complex, as well as drawing a conclusion on the development plan for subject areas as assessed. Subject areas of this paper are a total of twelve Apartment Complexes built since Year 2005 in nine different regions in Seoul. As such specialties and features as leisure of the senior citizen and female residents, the subject Apartment Complexes have provided opportunities, active and inactive, to the residents for leisure by qualitative improvement of facilities, as well as establishing the discrete brand value for the Exterior Space with featured design and spatial properties. Also notable is the eco-friendliness of the Exterior Space with cutting-edge technology, eventually appreciating the value of Apartment Complex.
