Delay is one of the most critical issues for construction projects and leads to huge losses in both developing and industrialized countries. The construction sector in Rwanda, a rapidly-developing nation, is no exception. Delays can be mitigated only once we have identify their primary causes, and these may not be the same in each region. This study aims to ascertain the main critical factors responsible for delays in building construction in Rwanda through an intensive literature review and questionnaire survey. A total of 40 delay causative factors were obtained from a literature review and were further classified into nine major categories. The questionnaire survey was distributed to about 80 respondents from clients, contractors, and consultants. From the list of 40 different factors, the top twelve most critical causes were identified as stoppage of work due to cash flow constraints, delay in approving design documents, confidentiality of physical plan, price fluctuations and delay in approving significant change, change orders, delay in performing inspections, Ineffective project planning, inadequate drawing details, unqualified labor, lack of materials on the market and dishonesty.

Delay on State-Funded Construction Projects (SFCPs) in Dong Thap - a province in Mekong Delta of Vietnam, as many provinces of Vietnam, have caused budget overrun through many recent years. The budget-overrun situations, in turn, have deepened the delay. Identifying critical factors affecting delay SFCPs plays a key role to mitigate negative impact of delay. 134/160 questionnaires were collected from personals working for project owners, consultants, supervisors and contractors in Dong Thap Province. Convenient sampling method was used. EFA was resulted in critical 04 factors with 20 variables caused delay in SFCPs, including: "Project technic, contractor's financial capacity and adjustment role of the government", "Regulation and Policy", "Mutual benefit support and concern between the government and residents", and "Disadvantage of construction site and weather season". Reliable measures to reduce delay on SFCPs are discussed to establish legal corridors to strictly controlling the process, consider mutual benefit between the government and its residents, and evaluating construction conditions. Those measures are considered could be applied in not only Dong Thap province, but most provinces of Vietnam as well.

Delays are one of the biggest problems facing by the construction industry and they have significant financial and social impact in construction projects. The paper presents a framework of Delay Analysis System (DAS) with the aim of analysing the impact of delay factors in Libyan construction projects. The system has designed by integrating the possible delay factors, critical activities of a project using@risk simulator. A case study of building project was demonstrated to identify the impact of delays and the sensitivity of delay factor. The case study result showed that the project might be delayed by 97 to 103 days in comparison to the planned duration. The developed DAS is a tool for analysing and identify the impacts of delay factors and assist to construction manager to take necessary measure in reducing the delay impact. The paper provides a methodology for analysing the possible delay impact in a construction project and informing to construction manager in advance of the possible delay factors.
Purpose: The aim of this study was to identify demographic, clinical, physical, and psychosocial factors affecting discharge delay in lumbar spinal surgery patients who were treated according to a critical pathway. Methods: A sample of 170 patients with lumbar spinal surgery agreed to participate in the study, between April 1, 2014 and August 30, 2015. Data were analyzed by mean, standard deviation, t-test, ${\chi}^2$-test, ANCOVA, and logistic regression analysis using SPSS 22.0 program. Results: Approximately fifty-nine percent of the participants was delayed discharge. On logistic regression analysis, female gender (OR=2.63, 95% CI=1.40~4.94), age (OR=1.03, 95% CI=1.01~1.05), spondylolisthesis (OR=4.49, 95% CI=1.90~10.61), and spinal fusion operation (OR=4.14, 95% CI=1.89~9.05) were significant factors predicting discharge delay of the participants. However, discharge delay was not related with pain, physical function, depression, or family support. Conclusion: An analysis of discharge delay may assist in evaluating and revising critical pathway for optimal care. In addition, nurses need to understand the factors affecting discharge delay of the given population who were treated according to a critical pathway.

Construction delay is one of the basic constrains to achieve the project objectives in developing countries. This study aims to find the causes and effects of construction delays in developing countries. A thorough literature review has been done following the content analysis method. The relevant literature of 28 developing countries was collected from the scholarly journals published in the period of 2006 to 2016. The different developing countries are grouped into three geographic regions, i.e. South and Southeast Asia, Middle East, and Africa. In these regions, total 53 potential causes of delay under 8 major groups are identified. Frequency and ranking of these factors have been done. The factors, delay in progress payment by owner, contractors' cash flow problem, improper planning and scheduling, poor site management, and change order by owner during construction, are acknowledged as critical causes of delay in developing countries. This study will assist both academic and professional experts providing more insight about the construction delays and project management in developing countries.

Delays in completing construction projects have significant financial and social impact to all parties involved in the construction process and in particular in developing countries. This is very evident in most construction projects in Libya and in both public and private sectors. The research study was initiated by Libyan Government and the main aim of the project is to develop a new strategy in reducing the impact of delay factors. In order to achieve this, a number of objectives have been set-to conduct a comprehensive literature survey, to conduct a comparative study of the delay factors in project completion in both Libya and UK using semi structured questionnaire and finally, to identify and analyse the causes of delay and ranked them using frequency of occurrence and severity. The critical causes of delay for construction projects were quite different between Libya and UK. For the former, the most critical causes of delay in Libyan construction industry were low skills of manpower, changes in the scope of the project, slowness in giving instruction and poor qualification of consultant, while for the latter they were financial problems, bad weather conditions on the job site and change in the scope of project. Statistical experiments including Paired Samples T-Test, was run to test the significance of the survey data in both countries Libya and UK. The statistical results confirmed the collected data from the survey were significant.
This paper examines the critical air temperature at which frost formation does not occur on a cold plate in order to improve the efficiency of a heat pump. The critical air temperature on test points is obtained from numerical analysis and a correlation of the critical air temperature is derived as a function of frosting factors (air absolute humidity, air velocity, and cold plate temperature) by least square method. Experiments are carried out to verify the correlation proposed in this study, and the prediction obtained with the correlation agrees well with the experimental data. Based on the correlation, we propose the non-frosting regions according to frosting factors.

Apportioning responsibilities of concurrent delay to the owner and the contractor is a difficult task, due to the sophisticate nature both in the schedule and in the factors that cause the delay. This research attempts to develop a simplified yet systematic approach that can be used for a fair apportionment of concurrent delay. A concurrent delay is defined herein as when the contractor and the owner have both caused independent critical path delays during the same approximate time period. Incorporating the concepts of windows analysis and critical path method (CPM), the developed approach has three "windowing of delay" steps to quickly apportion the delay in each of these windows, and a fourth step to sum up those apportioned delays to obtain each party's final responsibilities. This developed approach is found to be simple and effective at this stage; it will be tested against real cases in the near future.
Construction projects are facing delay problems. Delays in construction have been immense effect on performance or satisfactory delivery of the project. Delays have been causing project cost overrun as well as it is a source of dispute hence damaging the relationship between the project participants. The purpose of this study was to explore the causes of delay risk through a field survey study. Data were collected from construction professionals working in owner, consultant and contractor organizations. All together 208 questionnaire instruments were used and analyzed by employing statistical tools (SPSS computer program). 19 delay factors were identified by this study, out of which following factors were critical: Frequent interruptions from public (local people, pressure group etc.), changed site condition, failure to provide required construction site, unrealistic project time estimation and design errors.
Delay and jitter are critical factors in the real-time video services over ATM network. Mostly, delay and jitter problem are generated in input buffer when video are multiplexed. In this paper, we analyze delay and jitter of input buffer, and consider efficient control and flexible bandwidth allocation of video traffic. Also, we analyze decision of buffer size related maximum allowable delay.
