A Feasibility Evaluation on the Outsourcing of Quality Testing and Inspection

  • The purpose of this research is to evaluate the feasibility of outsourcing test/inspection activity in construction work. This research conducted a questionnaire of interested parties as well as a survey by Analytic Hierarchy Process (AHP) with experts on quality control. For the evaluation by AHP, five criteria were adopted and a number of pair-wise comparisons were conducted through two stages. Finally, the weighting coefficient to approve the outsourcing was calculated at 0.606 and it therefore appeared more reasonable to permit rather than prohibit outsourcing. According to the AHP result, it was found that outsourcing would be necessary to enhance the objectivity and specialties of quality testing and inspection, even though somewhat undesirable in terms of enhancing a sense of responsibility and systemically conducting the testing and inspection.

  • Conventional marketing research generally focuses on a single layer's benefit. A notable example is the consumer layer providing managers with partial market information to evaluate relevant strategies. As generally known, marketing management encounters complex supply and demand behaviors, thereby necessitation that a successful marketing strategy adopt multi-layer considerations, such as the consumer layer, channel-retailer layer, and marketing planner layer. In light of above situation, this study applies fuzzy theory and the analytic hierarchy process(AHP) technique to analyze the performances of marketing strategies under multi-layer benefits, In addition, conventional marketing research has difficulty in efficiently allocating the limited budget so that each desired criterion can be significantly enhanced by a group of events. Therefore, a weighting structure among the goal, layers, criteria, and strategies(i.e. a group of events) is also developed herein to trace the influential process and assist marketing managers in efficiently allocating resources(i.e.budget).

  • In recent years, it is natural that the development and the maintenance of information systems are strongly dependent on outside service providers for economic reasons, especially in public sector. There has been an unexpected growth in the number of selection activities for outsourcing related works. At this time, selection of the contractor generally considers the proposals received based on the RFP(requested for proposal) and determines the ranking by experts committee. However, it is difficult even for expert giving a specific numeric score in weighting criteria or rating alternatives. In this context, an extended fuzzy TOPSIS method is applied for selection problem of IT proposals. A numerical illustration is also provided to demonstrate the applicability of the approach. This approach is very practical to help decision makers in assessing proposals during the selection phase under uncertainties.

  • The characteristics of $I_{\lambda}$-optimality, one of the linear criteria suggested by Fedorov (1972) are investigated with respect to the D-and heteroscedastic G-optimality in case of non-constant variance function. Though having limited results obtained from simple models, we may conclude that $I_{\lambda}$-optimality is sometimes preferred to the heteroscedastic G-optimality suggested newly bv Wong and Cook (1992) in the sense that the experimenter's belief in weighting function exists in $I_{\lambda}$-optimality criterion, not to mention its computational simplicity.

Seasonal Prediction of Tropical Cyclone Frequency in the Western North Pacific using GDAPS Ensemble Prediction System (GDAPS 앙상블 예보 시스템을 이용한 북서태평양에서의 태풍 발생 계절 예측)

  • This study investigates the possibility of seasonal prediction for tropical cyclone activity in the western North Pacific by using a dynamical modeling approach. We use data from the SMIP/HFP (Seasonal Prediction Model Inter-comparison Project/Historical Forecast Project) experiment with the Korea Meteorological Administration's GDAPS (Global Data Assimilation and Prediction System) T106 model, focusing our analysis on model-generated tropical cyclones. It is found that the prediction depends primarily on the tropical cyclone (TC) detecting criteria. Additionally, a scaling factor and a different weighting to each ensemble member are found to be essential for the best predictions of summertime TC activity. This approach indeed shows a certain skill not only in the category forecast but in the standard verifications such as Brier score and relative operating characteristics (ROC).

Linear Interpolation Transition of Character Animation for Immediate 3D Response to User Motion

  • The purpose of this research is to study methods for performing transition that have visual representation of corresponding animations with no bounce in subsequently recognized user information when attempting to interact with a virtual 3D character in real-time using user motion. If the transitions of the animation are needed owing to a variety of external environments, continuous recognition of user information is required to correspond to the motion. The proposed method includes linear interpolation of the transition using cross-fades and blending techniques. The normalized playing time of the source animation was utilized for automatically calculating the transition interpolation length of the target animation and also as the criteria in selecting the crossfades and blending techniques. In particular, in the case of blending, the weighting value based on the degree of similarity between two animations is used as a blending parameter. Accordingly, transitions for visually excellent animation are performed on interactive holographic projection systems.

  • The purpose of this paper is to propose a method for selecting the preferred alternatives of Multiple- Attribute Decision-Making(MADM) problem using the Entropy measure. A decision-maker who wants to estimate exactly the weight to be applied to her/his MADM problem is usually confronted with the embarrassing situation where, although there exist a variety of weighting methods, it is hard to find a right procedure to choose a pertinent value To remedy this uncomfortable situation, the Entropy measure commonly used in information theory, Is proposed as a tool that can be used by decision-makers to more efficiently select the preferred alternatives. As a result, the method proposed in the paper can be significant in that relatively easy to understand by decision-makers.

  • The bearing design includes the steps of selection bering type, selection bearing subtype, and determining the peripheral equipments. In this paper decision making methodologies are compared to propose a stepwise decision methodology to the bearing selection problem. An artificial neural network trained with design cases is used for selecting a bearing type in the first step. Then the subtype of the bearing is selected using the weighting method, high is a kind of multi-criteria decision making method. Finally, the types of peripheral equipments such as lubrication devices, seals and bearing housings are determined using a rule-based expert system.

  • A module design aims to develop product architecture that consists physically detachable units such as module. To develop the system of module design, this paper suggests the methodology of part grouping, evaluation of modularization of a product for improving modularization. To determine modules, module concept is proposed to satisfy the objectives of a modular design. Therefore, there are functional, structural, and process modularizations in a modular concept. Module grouping can be accomplished by using an optimization model that maximizes the sum of the weighting. The present study proposes the p-median model and the direct clustering technique. The optimal clustering solution can be obtained by comparing two clustering techniques. To find the best solution among part groups, evaluation of modularization is performed based on the concept of module design. For the evaluation of modularization, evaluation criteria of modularization are used in the matrix table.

A study on the usefulness of standard evaluation tools for ambulance ride practices of paramedic students (응급구조(학)과 학생들의 구급현장실습 표준 평가도구의 유용성에 관한 연구)

  • Purpose: This study tests the validity of a standard evaluation tool of ambulance ride practices with new evaluation items and supports its application by 119 preceptors. Methods: We tested the validity of standard evaluation items collected from 19 on-site professionals assessing ambulance ride practices. New evaluation items, 'understanding of emergency rescue equipment' and 'ability to communicate', were added as additional criteria. The modified Delphi technique was used to test the three evaluation areas and ten evaluation items. We used the analytic hierarchy process to analyze the weighting value of the reconstructed evaluation tool model. Results: All three evaluation areas and 10 evaluation items within the standard evaluation tools used for ambulance ride practices corresponded with the consistency index, degree of convergence, and agreement in the modified Delphi panel. Conclusion: These results provide evidence of the consistency and usefulness behind preceptors' use of this standard evaluation tool in ambulance ride practice.
