  • Background: Few studies have examined the performance of the public long-term care insurance (LTCI) from the perspective of geographic equity. This study investigated regional variations and associated factors in the supply and utilization of nursing home care within and also between Japan and Korea. Methods: A comparative dataset was developed by extracting data from 2013-2015 LTCI statistics yearbooks and Organization for Economic Cooperation and Development regional statistics, as well as other comparable data in Japan and Korea. The unit of analysis was the prefecture in Japan and the province in Korea. We computed variation indices and conducted regression analyses for regional variations within each country and decomposition analyses to examine the variations between the countries. Results: The overall regional supply and use of nursing home care were higher in Japan, but the regional variations in Korea were larger than in Japan. In both countries, the nursing home supply was negatively associated with the proportion of older people with independent living. Nursing home use was also negatively associated with the supply of hospital beds and home care agencies in Korea; the relationship was the opposite in Japan, however. The country-based differences were more likely to be explained by differences in the distributions of the variables included in the analytical model than country-specific characteristics. Conclusion: Regional-level nursing home supply and use were unequal in both countries, and the contributing factors were not the same. Policy efforts are needed to advance regional equality in long-term care (LTC) and collaboration between health and LTC institutions for frail older people, especially in Korea.

  • The horticultural seed industry has made great progress in the last fifty years of its history after the independence of this country. The industry has accomplished self-sufficiency in major vegetable seeds and has even gained international competitive edge in certain crop seeds, particularly in hybrid cultivar development. However, the industry is facing a crisis at present coming from excessive competition among the domestic seed companies as well as the foreign currency crisis of the country. Several major seed companies have already been acquired by multinational corporations. Many people in the country as well as agriculturists are concerned about this situation. Although it is true that the industry is undergoing hard times, this crisis can be turned into a chance for making new progress depending on the joint efforts of the groups responsible, i.e., private companies, public institutions, and policy makers. Therefore, we have to turn this crisis into an opportunity for self-reform and progress. We should not be discouraged or give up. We Propose some ideas for the Progress of the seed industry. Public institutions and policy makers should do such things in cooperation as 1) training human resources for future breeders, 2) securing a wide range of genetic resources and improvement of the management system, 3) basic science research including biotechnology, 4) releasing breeding stocks from germplasm enhancement through use of exotic accessions, 5) support for breeding region- or use-specific cultivars, and 6) collection of foreign agricultural information for breeding cultivars for overseas markets. Eventually the responsible group for the final development of commercial cultivars, production, sales and management is private companies. Therefore, private companies also should have to do their best to develop competitive cultivars with a missionary spirit and endeavor for both domestic and overseas markets in cooperation with public institutions. Management based on competition, professionalism and rationalism is also urged. We are going to conclude with optimism that we can make a new vault of progress once the private and public sectors closely cooperate for the development of Korean horticultural seed industry by overcoming this crisis.

  • Background The demand for aesthetic procedures continues to grow globally, particularly in East Asian countries. The popularity of specific aesthetic procedures varies, however, depending on the particular East Asian geographical region being studied. This study aimed to evaluate the experiences of and attitudes toward aesthetic procedures in five East Asian countries/regions, including China, Japan, South Korea, Hong Kong, and Taiwan. Methods To recruit participants, an online questionnaire was designed and distributed on social media networks between May 2015 and March 2016. The statistical analysis was conducted using SPSS software, version 22.0. Results A total of 3,088 people responded (approximately 600 in each country/region). Of these, 940 participants (47.8%) responded that they had experienced at least one aesthetic procedure in the past. Taiwan had the highest number of participants who had experienced at least one procedure (264/940, 41%), with primarily non-surgical experiences. Only in South Korea did surgical cosmetic experiences exceed non-surgical cosmetic experiences (55.9% vs. 44.1%). The popularity of particular procedures and the motivation for undergoing aesthetic procedures varied by country. Conclusions The popularity of aesthetic procedures continues to evolve. Similar trends were observed across the East Asian regions; however, each country had its unique demands and preferences. The information provided by this study can help aesthetic plastic surgeons further understand the patients in their corresponding region, customize their practice, and develop the requisite skills.

  • Ginseng and ginseng products are distributed in approximately 190 countries around the world. The size of the ginseng market varies by country and there are no accurate statistics on production and distribution amounts per country. Therefore, it is difficult to make predictions about the global ginseng market. Governments and ginseng trading companies are in need of comprehensive data that shows the current status of the ginseng market to help them establish effective import, export, and sales and marketing policies. To addressthis need, this study examines the approximate size of the world ginseng market based on estimates of recent quantities of ginseng distributed in specific country as well as production by major ginseng producing countries. In 2018, global ginseng production was about 86,223 tons based on fresh ginseng. China produced 50,164 tons, South Korea 23,265 tons, Canada 11,367 tons, the US 1,285 tons, Japan 30 tons, and other countries a combined 112 tons. The value of global ginseng production is estimated to be approximately $5,900 million, with $2,870 million (48.6%) in China, $2,489 million (42.2%) in South Korea, $478 million (8.1%) in Canada, $54 million (0.9%) in the USA, $4 million (0.1%) in Japan, and $5 million (0.1%) in other countries. The value of ginseng products consumed for the last five yearsin South Korea was $1,162 million in 2014, $1,280 million in 2015, $1,548 million in 2016, $1,638 million in 2017, and $1,762 million in 2018, showing that the market has been increasing in recent years. In particular, the Korea Ginseng Corporation (KGC), the biggest global ginseng company in South Korea, recorded sales of $1,207 million in 2018. This represents about 69% of the South Korean ginseng market, and about 20% of global production. Since interest in alternative medicine and health food among consumers is increasing globally, the market for ginseng is expected to expand into the future.

  • Forestry as with all land matters, under the Constitution, is a State matter. Thus the States, numbering 14, have considerable autonomy in decisions on forestry and related matters. However, the Federal Government, having jurisdiction over such issues as defence, education and research, endeavours to coordinate, standardise and advise the States on matters where the States have jurisdiction. However, forestry being a major revenue earner, is jealously guarded by the States. Under such circumstances and recognising the interdependencies of impacts of decisions at the State level, the institutional organisations play an important role in coordinating state activities to ensure that the benefits to the country as a whole are not sacrificed in favour of interests of individual state. Various legislative mechanisms have been established to ensure this coordinated effort. A National Forestry Council forms the apex of national political coordination. The Federal Forestry Department is responsible for coordination of developmental activities at the State level, which are implemented be the State Forestry Departments within Peninsular Malaysia. Research is carried out centrally by the Forest Research Institute of Malaysia(FRIM), a statutory body formed in 1985 from a research division of the Forestry Department. The Stares of Sabah and Sarawak have their own Forestry Departments, independent of the Federal Department, and each with its own research unit independent of FRIM. Tertiary education in forestry is the sole responsibility of the Agricultural University at Serdang with a campus for Diploma level training in Sarawak. In the developmental area in the State of Sabah, institutions have been formed to focus on specific areas of activities. The Sabah Foundation is responsible for the long term development of the State forests with a concession of about one million ha. Sabah Forest Development Authority(SAFODA) was formed to carry out reforestation of denuded areas. Sabah Forest Industries Ltd.(SFI) is responsible for the country's only integrated pulp and paper industry with its own afforestation program to support its resource supply. In Peninsular Malaysia various states have established State Corporations to manage large "sustained yield" concessions. While wildlife and state parks are managed by the respective forestry departments in Sabah and Sarawak, it is the responsibility of a separate department in Peninsula Malaysia called the Department of Wildlife and National Parks(under the Ministry of Science, Technology and Environment). Timber trade legislation and promotion in the Peninsular is the responsibility of the Malaysian Timber Industries Board(MTIB) for Peninsular Malaysia and the Sarawak Timber Industries Development Corporation(STIDC) in Sarawak. In the area of NGOs ; the Institute of Foresters Malaysia, is the professional body of forestry in the country. A Malaysian Forestry Society caters for the public participation and interest. Other environmentally related NGOs such as the Malayan Nature Society, the Environmental Protection Society, World Wildlife Fund, Friends of the Earth and the Consumers Associations also involve themselves in specific forestry activities. A number of timber trade associations are also formed by the private sector to assist the industries.

  • This study was conducted to estimate carbon stocks of Quercus serrata with drawing volume of trees in each tree height and DBH applying the suitable stem taper equation and tree specific carbon emission factors, using collected growth data from all over the country. Information on distribution area, tree number per hectare, tree volume and volume stocks were obtained from the $5^{th}$ National Forest Inventory (2006~2010), and method provided in IPCC GPG was applied to estimate carbon storage and removals. Performance in predicting stem diameter at a specific point along a stem in Quercus serrata by applying Kozak's model,$d=a_1DBH^{a_2}a_3^{DBH}X^{b_1Z^2+b_2ln(Z+0.001)+b_3{\sqrt{Z}}+b_4e^Z+b_5({\frac{DBH}{H}})}$, which is well known equation in stem taper estimation, was evaluated with validations statistics, Fitness Index, Bias and Standard Error of Bias. Consequently, Kozak's model turned out to be suitable in all validations statistics. Stem volume tables of Quercus serrata were derived by applying Kozak's model and carbon stock tables in each tree height and DBH were developed with country-specific carbon emission factors ($WD=0.65t/m^3$, BEF=1.55, R=0.43) of Quercus serrata. As a result of carbon stock analysis by age class in Quercus serrata, carbon stocks of IV age class (11,358 ha, 36.5%) and V age class (10,432; 33.5%) which take up the largest area in distribution of age class were 957,000 tC and 1,312,000 tC. Total carbon stocks of Quercus serrata were 3,191,000 tC which is 3% compared with total percentage of broad-leaved forest and carbon sequestration per hectare(ha) was 3.8 tC/ha/yr, $13.9tCO_2/ha/yr$, respectively.

Consequently, Kozak's model turned out to be suitable in all validations statistics. Stem volume table of P. densiflora was derived by applying Kozak's model and carbon stock tables in each tree height and DBH were developed with country-specific carbon emission factors ($WD=0.445t/m^3$, BEF = 1.445, R = 0.255) of P. densiflora. As the results of analysis in carbon uptake for each province, the values were high with Gangwon-do $9.4tCO_2/ha/yr$, Gyeongsandnam-do and Gyeonggi-do $8.7tCO_2/ha/yr$, Chungcheongnam-do $7.9tCO_2/ha/yr$ and Gyeongsangbuk-do $7.8tCO_2/ha/yr$ in order, and Jeju-do was the lowest with $6.8tC/ha/yr$. Total carbon stocks of P. densiflora were 127,677 thousands tC which is 25.5% compared with total percentage of forest and carbon stock per hectare (ha) was $84.5tC/ha/yr$ and $7.8tCO_2/ha/yr$, respectively.
