신기후체제의 출범과 중국 항만의 온실가스 규제에 관한 연구 (A Study on Launching of New Climate System and Greenhouse Gas Emissions Regulations in China's Ports)

  • 기후 변화는 전지구적인 대응이 필요한 글로벌 문제이다. 기후 변화에 대한 주요 대책 중에 하나인 온실가스(GHG) 배출량은 국제 사회의 관심을 받고 있다. 기후 변화를 해결하기 위한 중요한 글로벌 노력 중 하나는 적용 할 규칙, 규범, 원칙과 절차를 포함하는 국제 기후 변화 체제의 확립이다. 국제해사기구(IMO) 협약 및 해양법에 관한 유엔 협약은 또한 해양에서의 온실가스 배출규제를 함께 제공한다. IMO는 위임받은 권한을 행사하기 위해서 규제 이니셔티브를 개발했다. 한편, 중국은 배출통제구역(ECA)을 설정하는 새로운 항만 규제를 발표하였다. 원양구역을 항행하는 선박 등에서 배출되는 오염을 통제하기 위해서 주강삼각주, 장강삼각주, 발해만 등 일원에 황함유 0.5% 이하의 연료유를 사용하도록 하였다. 이 연구에서는 IMO 및 중국 항만에서의 새로운 온실가스 규제를 분석하여 미치는 영향을 분석하고자 하였다. 이러한 규제를 통해 중국의 해운업계는 국제 해운 시장의 온실가스 대책에서 상당한 영향을 미치게 될 것이다.

  • 1994년부터 발효된 UN 기후변화협약은 지구온난화의 방지를 위해서 각국의 자발적인 이산화탄소 배출 저감을 의무 사항으로 규정하고 있다. 우리 나라도 21세기에 들어서면 본격적으로 이산화탄소 배출 저감을 추진해야 할 것으로 예상되지만 에너지 절약의 측면에서나 대체에너지 개발의 측면에서 다른 나라들보다 상황이 크게 불리한 입장에 있다. 기후변화협약에 대비하는 한 대안으로 태양에너지를 이용할 필요성이 상당히 증대될 것이기 때문에 앞으로 태양에너지 관련 기술에 대한 수요는 현재보다 상당히 높아질 것으로 예상된다. 이런 점을 감안해서 본고에서는 먼저 기후변화협약의 내용들을 살펴보고 이에 대응하는 수단으로서 태양에너지 기술 개발의 전망을 포괄적으로 검토하였다. 특히 우리 나라에서는 고효율 태양전지의 대량 생산 기술과 태양열 이용 온수기 및 난방 시설의 효율 증진 기술 등이 유망하다고 전망되었다.

Cluster analysis of city-level carbon mitigation in South Korea

  • 최근 지구온난화로 인한 폭염, 태풍, 폭설 등 기후변화를 급증하고 있다. 미국 뉴욕에서 개최된 제 25차 '기후변화 당사국총회(COP25)'에 따른 세계 각국은 '탄소중립' 달성하기 위한 협상을 진행했다. 도시는 경제발전뿐만 아니라 탄소중립 과정에서도 중요한 역할을 수행한다. 본 연구는 이산화탄소와 관계되는 경제요인 및 환경요인을 고려하여 엘보우 규칙 (Elbow method) 과 K-means 군집 알고리즘을 활용하여 한국 63개 도시의 탄소배출 현황을 분석하였다. 연구결과에 따른 한국 도시는 기술집약 도시, 경공업 도시, 미래 혁신도시, 중공업 도시, 서비스 집약도시 및 농촌, 가정생산집약도시로 구분될 수 있고 향후 시도별 탄소중립 목표를 실천하기 위해 구체적인 제안을 제시하였다.

  • Recently many countries agreed to reduce emissions of greenhouse gases into the atmosphere or at least to keep them at the current level at the Kyoto Protocol. Carbon dioxide has been proven to be 80% of greenhouse gases, contributing to the increase of the earth's surface temperature. It is reported that half of the $CO_2$ emissions are produced by industry and power plants using fossil fuels. In this article, we review and analysis domestic and abroad R & D policy trends relating to UN framework convention on climate change(UNFCCC).

  • Korean government has been preparing the introduction of Emission Trading as part of the framework convention on Climate Change as a relief of negative downstream effect over electricity industry. This paper develops a mathematical model amenable to analyzing the economic impact of introduced emission trading system on the national generation expansion planning. The developed model was also employed with a case study to verify its applicability.

Joint Crediting Mechanism under the Paris Agreement and Its Implication to the Climate Policy in Korea

  • Before the Conference of Parties (COP) 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, most parties of UNFCCC had submitted their intended nationally determined contributions (INDCs) and to achieve their voluntary targets, some parties consider using international market mechanisms. As one of such mechanisms, Japan promoted its own bilateral mechanism called Joint Crediting Mechanism (JCM). In this study, feasibility studies and projects under JCM have been analyzed by project type, sector, country and region, which could provide some implications in designing Korea's future climate policy to achieve Korea's targets of 11.7% using international market mechanism in INDC. Since 2010, JCM has promoted 542 projects and feasibility studies in 44 countries according to the Institute for Global Environmental Strategies (IGES) database. Among 542 projects, about 80% were feasibility studies implying that JCM was more focused on project identification. However, current trends of JCM show that more projects will be soon implemented based on these feasibility studies. For sectoral categorization, projects were categorized into seven sectors-energy technology, energy efficiency, renewable energy, waste management, city, strategic planning and projects related to the country's efforts to reduce emissions from deforestation and forest degradation (REDD+). JCM projects were mitigation focused with more than 70% of projects were related to energy efficiency, renewable energy and energy technology. At the regional and country level, JCM is highly focused on Asia and especially, more than 100 projects were developed in Indonesia. Based on the analysis of JCM, in order to develop bilateral international mechanism for Korea, it is worthwhile to emphasize that Korea considers Asian countries as her partner. In addition, Korea may consider the collaboration with Multilateral Development Banks (MDBs) to implement projects identified by Korea and Asian partner countries. Furthermore, strategically, it is recommendable to develop jointly with Japan who has already capacity and networks with other Asian countries to mitigate GHG emissions. Such financial resources from MDBs and Japan may contribute to meet the 11.3% of GHG reduction target from abroad according to INDC of Korea.

세계시민으로서 아동 (Children as Global Citizens)

  • This article examines the role of children in the modern era of globalization. The twentieth century sets the tone of viewing children as independent human beings, holding inherent and universal rights. Children are no longer viewed as immature beings in need of charity care, but rather ones with evolving capacities. Several important international movements are discussed : (1) The Convention on the Rights of the Child; (2) World Summit for Children; and (3) the United Nations General Assembly Special Session on Children. Trends in the current issues ranging over children as active citizens of the global world are provided, including poverty, violence, and climate change.

2020년 이후 농업부문 온실가스 배출량 전망과 감축잠재량 분석 (Post-2020 Emission Projection and Potential Reduction Analysis in Agricultural Sector)

  • In 2014, the United Nations Framework Convention on Climate Change (UNFCCC) agreed to submit the Intended Nationality Determined Contributions (INDCs) at the conference of parties held in Lima, Peru. Then, the South Korean government submitted the INDCs including GHGs reduction target and reduction potential on July, 2015. The goal of this study is to predict GHGs emission and to analyze reduction potential in agricultural sector of Korea. Activity data to estimate GHGs emission was forecast by Korea Agricultural Simulation Model (KASMO) of Korea Rural Economic Institute and estimate methodology was taken by the IPCC and guideline for MRV (Measurement, Reporting and Verification) of national greenhouse gases statistics of Korea. The predicted GHGs emission of agricultural sectors from 2021 to 2030 tended to decrease due to decline in crop production and its gap was less after 2025. Increasing livestock numbers such as sheep, horses, swine, and ducks did not show signigicant impact the total GHGs emission. On a analysis of the reduction potential, GHGs emission was expected to reduce $253Gg\;CO_{2-eq}$. by 2030 with increase of mid-season water drainage area up to 95% of total rice cultivation area. The GHGs reduction potential with intermittent drainage technology applied to 10% of the tatal paddy field area, mid-drainage and no organic matter would be $92Gg\;CO_{2-eq}$. by 2030.

환경보호(環境保護)를 위한 국제통상규제(國際通商規制)의 합법성(合法性) (The Legitimacy of Trade Measures for Environmental Protection)

  • Trade and the environment emerged as a major and complex issue for trade negotiators in the final stages of the Uruguay Round negotiations. The agreements and other international measures employing trade measures and trade sanctions for achieving global environmental objectives are Vienna Convention on the Protection of the Ozone Layer(1985), the Montreal Protocol on Substances that deplete the Ozone Layer(1987), The Framework Convention on Climate Change(1992), the Convention on Biological Diversity(1992), the Basel Convention on the Control of Transboundary Movement of Hazardous Waste and their Disposal(1992), the Convention on International Trade in Endangered Species of Wild Faunna and Flora(1975), the Rio Declaration, the Agenda 21, etc. The texts of the World Trade Organization(WTO) incorporated certain provisions which were designed to reflect some of the environmental concerns are Trade-Related Aspects of Intellectual Properity Rights(TRIPs), Trade-Related Investment Measures (TRIMs), the General Agreement on Trade in Services(GATS), and Technical Barriers to Trade(TBT) There is the possibility of conflict between multilateral environmental agreements and WTO agreements granting waivers against trade measures and sanctions. This remains a possibility, especially between countries which are Member of WTO and which are not Members of the relevant multilateral environment agreements, and countries which are Members of both the WTO and the relevant MEAs. Measures taken under the trade-related provisions of MEAs could potentially give rise to conflicts under obligations arising in WTO texts. If the parties in dispute are WTO members while they are not members of MEAs, the WTO provisions can be granted a certain priority in terms of international norms and vice versa. When the parties concerned are both WTO members and MEAs, it will be rational to grant the WTO provisions a priority. However, such measures should neither constitute a means of arbitrary or unjustifiable discrimination between countries where similar conditions prevail, nor create a disguised restriction on trade. Also any trade measures taken should be necessary to prevent developments in trade from endangering the effectiveness of an MEA and they should be proportional and least trade restrictive.
