The purpose of this paper is to develop a model for selecting the best contractor in the Gaza Strip using the Artificial Neural Network (ANN). The contractor's selection methods and criteria were identified using a field survey. Fifty four engineers were asked to fill a questionnaire that covers factors related to the selection criteria of contractors practiced in Gaza Strip. The results shows that the dominant part of respondents (91%) confirmed that the current awarding method "the lowest bid price" is considered one of the major problems of the construction sector, "award the bid to the highest weight after combination of the technical and financial scores" represented 50% of the respondents. The criteria weights were determined based on Relative Importance Index (RII. Ninety-one tenders(13 projects) were used to train and test the ANN model after re-evaluating the contractors depend on the weights of factors to select the best contractor who achieves the highest score. Neurosolution software was used to train the models. The results of the trained models indicated that neural network reasonably succeeded in selection the best contractor with 95.96% accuracy. The performed sensitivity analysis showed that the profitability and capital of company are the most influential parameters in selection contractors. This model gives chance to the owner to be more accurate in selecting the most appropriate contractor.

The current research focused on exploration of a well known Korean fashion and clothing industry cluster, Dongdaemun Fashion Town(DFT). Many clothing and fashion wholesalers in DFT with various business formats are trying to obtain competitive advantages. For the empirical study, a questionnaire was developed. Items measuring descriptive statistics for each business and contractor selection criteria were included in the survey. 161 data from Employees of various wholesalers of DFT were used for statistical analysis. Majority of DFT customers were buyers of Internet shopping malls and street retail shops. 64% of them used domestic contractors for sourcing products. Most of them managed less than three contractors. Contractor selection criteria were factorized as flexibility, production ability, stability, fame and location. Wholesalers were segmented into three groups: product oriented, flexibility oriented and stability oriented groups. Group differences in terms of business practices were assessed and strategic implications were included.

Project Management Consultant (PMC) plays a vital role in the overall performance of any project. Selecting right PMC for right project is the most crucial challenge for any construction owner. Thus, PMC selection is one of the main decisions made by owners at the early phase of construction project. It is not easy for the project owner to select a competent PMC due to the fuzziness, imprecision, vagueness, incomplete and qualitative criteria of the decision. This paper presents a model for selecting PMC contractor using the Fuzzy Analytical Hierarchy Process (FAHP). And a fuzzy number based framework is proposed to be a viable method for PMC contractor selection. A case study to illustrate the application of the model is also presented in this paper.

Using green construction equipment, there are some disadvantages like increasing construction costs and delaying the schedule. Despites of disadvantages, green construction equipment is necessary for decreasing environmental load in construction industry. Therefore, this study proposed checklist for green construction equipment selection. For the checklists, criteria of the checklist were drawn by literature review in the aspects of contractor and a survey was performed in order to measure weights of the criteria. When a contractor choose the green construction equipment, this checklist can support an objective decision-making.

In a very competitive construction business environment there is a need to measure and manage business performance across a wider spectrum of business success criteria. The Balanced Scorecard (BSC) and Triple Bottom Line (TBL) reporting concepts are emerging as champions in the race for sustainable business success. The construction business organisations are often judged based on their financial performance as well as wider performance. This paper aims at developing a universally accepted tool for assessing contractors' wider business performance in the construction industry. A prototype of web-based business performance measurement system has been developed to help contractors assess their own performance aimed at uplifting their performance. The consultants/clients can also use the tool to measure contractors' performance in a value-based contractor selection. The system was developed based on the research conducted among 63 senior construction professionals and therefore further research with the participation of a large number of managers across different countries and also an upgrade of the system will be required.

In recent years, it is natural that the development and the maintenance of information systems are strongly dependent on outside service providers for economic reasons, especially in public sector. There has been an unexpected growth in the number of selection activities for outsourcing related works. At this time, selection of the contractor generally considers the proposals received based on the RFP(requested for proposal) and determines the ranking by experts committee. However, it is difficult even for expert giving a specific numeric score in weighting criteria or rating alternatives. In this context, an extended fuzzy TOPSIS method is applied for selection problem of IT proposals. A numerical illustration is also provided to demonstrate the applicability of the approach. This approach is very practical to help decision makers in assessing proposals during the selection phase under uncertainties.

This paper is concerned with identifying the importance of the pre-qualification factors used in selecting contractors and also in determining the importance of various criteria used for the award of contract. The study was carried out through questionnaire survey administered to a population of 60 respondents in consultancy and client's organisation. The data analysis included a statistical comparison of means and interpretation. The result of this study showed that experience of the contractor is the most important prequalification factor while technical expertise is the most important criteria in the award of contract. The result of this study will enable clients, consultants and contractors to lay emphasis on the influencing factors in terms of pre-qualification and award of contract.

건설시장의 세계화, 다양한 조달시스템의 부각 및 정보기술의 발전 등에 따라 해외건설사업을 겨냥한 건설업체들의 시장확대 및 수익창출의 기회가 증가하고 있다. 하지만 방대한 량의 계약문서, 장기적인 투자회수기간 및 자금조달 등의 부담과 더불어 환율, 이자율, 물가상승, 신용 등의 다양한 해외건설사업의 리스크 또한 현저하게 증가하고 있어 이들을 사업대상으로 하는 종합건설업체에게는 상기 리스크들에 대한 적극적인 관리가 요구된다. 본 연구는 다수의 해외건설사업을 수행하는 종합건설업체의 측면에서 최적의 사업포트폴리오 선정을 위한 의사결정모델을 제안한다. 여기에는 프로젝트 레벨과 기업레벨의 리스크를 통합적으로 관리하기 위한 기업수준의 리스크 관리 시스템을 대상으로 하여 건설산업에 포트폴리오 및 VaR(Value at Risk) 개념을 소개하고 기업의 전략적 목적에 근거하여 의사결정을 위한 다기준(Multi-criteria)이 제안된다. 의사결정 과정에서 정량적 분석과 더불어 의사결정자의 리스크 태도에 의한 정성적 평가가 가능하도록 해당 건설기업의 효용개념을 도입하였다. 또한 수집된 해외공사 실적자료를 기반으로 시나리오 분석을 통하여 상기 의사결정 방법론에 대한 검증을 실시하였다.
