"무역상무(貿易商務)에의 역사적(歷史的) 어프로치와 무역취인(貿易取引)의 전자화(電子化)" (E-Commerce in the Historical Approach to Usage and Practice of International Trade)

  • The author believes that the main task of study in international trade usage and practice is the management of transactional risks involved in international sale of goods. They are foreign exchange risks, transportation risks, credit risk, risk of miscommunication, etc. In most cases, these risks are more serious and enormous than those involved in domestic sales. Historically, the merchant adventurers organized the voyage abroad, secured trade finance, and went around the ocean with their own or consigned cargo until around the $mid-19^{th}$ century. They did business faceto-face at the trade fair or the open port where they maintained the local offices, so-called "Trading House"(商館). Thererfore, the transactional risks might have been one-sided either with the seller or the buyer. The bottomry seemed a typical arrangement for risk sharing among the interested parties to the adventure. In this way, such organizational arrangements coped with or bore the transactional risks. With the advent of ocean liner services and wireless communication across the national border in the $19^{th}$ century, the business of merchant adventurers developed toward the clear division of labor; sales by mercantile agents, and ocean transportation by the steam ship companies. The international banking helped the process to be accelerated. Then, bills of lading backed up by the statute made it possible to conduct documentary sales with a foreign partner in different country. Thus, FOB terms including ocean freight and CIF terms emerged gradually as standard trade terms in which transactional risks were allocated through negotiation between the seller and the buyer located in different countries. Both of them did not have to go abroad with their cargo. Instead, documentation in compliance with the terms of the contract(plus an L/C in some cases) must by 'strictly' fulfilled. In other words, the set of contractual documents must be tendered in advance of the arrival of the goods at port of discharge. Trust or reliance is placed on such contractual paper documents. However, the container transport services introduced as international intermodal transport since the late 1960s frequently caused the earlier arrival of the goods at the destination before the presentation of the set of paper documents, which may take 5 to 10% of the amount of transaction. In addition, the size of the container vessel required the speedy transport documentation before sailing from the port of loading. In these circumstances, computerized processing of transport related documents became essential for inexpensive transaction cost and uninterrupted distribution of the goods. Such computerization does not stop at the phase of transportation but extends to cover the whole process of international trade, transforming the documentary sales into less-paper trade and further into paperless trade, i.e., EDI or E-Commerce. Now we face the other side of the coin, which is data security and paperless transfer of legal rights and obligations. Unfortunately, these issues are not effectively covered by a set of contracts only. Obviously, EDI or E-Commerce is based on the common business process and harmonized system of various data codes as well as the standard message formats. This essential feature of E-Commerce needs effective coordination of different divisions of business and tight control over credit arrangements in addition to the standard contract of sales. In a few word, information does not alway invite "trust". Credit flows from people, or close organizational tie-ups. It is our common understanding that, without well-orchestrated organizational arrangements made by leading companies, E-Commerce does not work well for paperless trade. With such arrangements well in place, participating E-business members do not need to seriously care for credit risk. Finally, it is also clear that E-International Commerce must be linked up with a set of government EDIs such as NACCS, Port EDI, JETRAS, etc, in Japan. Therefore, there is still a long way before us to go for E-Commerce in practice, not on the top of information manager's desk.

  • CRM(Customer Relationship Management)은 새로운 비즈니스 환경에서 기업의 이익과 경쟁적 우위를 차지할 수 있도록 하는 비즈니스 전략 모델이다. CRM 모델의 고객 응대 기법으로는 인터넷, E-mail, SMS(Short Message Service), 텔레포니 서비스, DM(Direct Mail)이 고객 접근 방법 매체로 이용된다. 최근 기업들의 수익성 모델 향상을 위한 노력으로 기존 고객의 이탈 방지 및 유지, 신규 고객의 가입 및 유지를 통한 비즈니스 모델을 다각화하고 있다. 본 논문은 CRM 채권 센터의 Avaya사의 예측발신시스템(Predictive Dialing System)을 기반으로 하였다. 예측발신시스템 구축 시 인입 콜(Call) 객체 처리를 위한 회선에 비해 대기 상담원이 적을 경우 실시간적 고객응대에 한계가 발생하였다. 기업의 입장에서 충분한 대기 상담원을 준비하지 못하는 이유는 고가의 유지비용 때문인데, 이를 해결하기 위해 본 논문에서는 불필요한 아웃바운드 상담을 줄이고, 과도한 콜백(CallBack) 적재를 감소시키기 위해서 고객 채널 통합을 위한 콜 객체 관리 메커니즘을 제안하고, 설계 구현 하였다. 성능 평가는 제안된 모델과 이전 모델의 실 데이타 값으로 평가 하였다. 제안된 모델은 대형 CRM 센터에서 효율적으로 이용될 것이다.

어업용 유류의 안정적인 공급에 관한 연구 (A study on the Stable Supply of Fishery Oil in Korea)

  • The policy of suppling tax-exempt fishery oil in Korea has a history of almost 40 years, which was initiated by the National Federation of Fisheries Cooperatives in 1965. In 1999 the volume of fishery oil supplied to the earning fishermen and fishing entrepreneurs amounted to 8,390 thousand DM, 500 billion won in total. This paper analyzes the oil supplying system to fishermen in Korea and shows that the structural obstacles to the stable provision of fishery oil lies in the ineffective bargaining power (fixing price). Provided that the NFFC as a buyer, which is not equipped with the storage facilities for oil bids for a unit-price contract of fishery oil, there exists a possibility of collusion among 5 local oil refineries corporations to influence the oil price, making it difficult to reach a resonable price of oil. Though the international bids and direct imports following the liberalization of oil imports would help lower the unit price, purchasing and importing the oil out of season at a lower price would not be guaranteed without the oil storage facilities. Furthermore, the current supply system of oil is quite vulnerable to the extraneous factors and, say when the oil price soars unpredictably, it is almost impossible to supply low - priced fishery oil to fishermen. The National Federation of Fisheries Association of Japan(Zengyoren), for instance, possesses 10 oil storage facilities, which had been built across the country during the last 20 years (1964-1984). The storage capacity of these facilities reaches 0.6million DM(by kind, 0.56million DM for A heavy oil, 38thousand D/M kerosene, 5thousand D/M for diesel fuel oil). Allowing no intermediary of production associations(fisheries cooperatives) the NFFA's capacity for keeping oil in reserve rises much higher. As these storage facilities can keep the oil amounting to as much as of 70 days demand in reserve, a stable supply of fishery oil on favorable terms is secured. In contrast with Japan case, unequipped with the storage facilities for fishery oil, Korea does not have much bargaining power for bringing down the price of fishery oil. To make matters worse, the oil storing capacity of the member cooperatives is the volume of only 8 days demand. In case the oil price rises, it is almost impossible to supply the oil to the fishermen at a price lower than the price risen.

SWIFTNet TSU BPO의 계보학적 연구 (The Genealogical Study on SWIFTNet Trade Service Utility and Bank Payment Obligation)

  • 본 연구는 SWIFTNet TSU 선행연구의 고찰과 함께 지원업무의 내용을 살펴본 후, 이를 토대로 전자무역에 활용하기 위한 전략점 시사점을 분석하였으며 그 결과 얻어진 내용은 다음과 같다. 첫째, SWIFTNet TSU BPO의 거래를 개시할 때에 은행과 수입업자가 교환한 거래약정서에서 은행의 채권보전에 관한 규정을 설정하는 조치가 필요하다. 아울러 송금방식의 결제보다 비용은 더 들어가지만 SWIFTNet TSU BPO는 수출자에게 자금공여를 해주는 장점을 가지므로 수입자의 입장에서는 수출자와 매매계약을 할 때 제품 가격 인하의 주도권을 확보할 수 있다고 보았다. 둘째, SWIFTNet TSU BPO도 단일화된 공유기반의 플랫폼을 구축함으로써 보안성과 안정성 및 편리성을 갖추어야 한다. 이를 위하여 은행은 업무처리에 대한 서비스를 제공하기 위한 새로운 시스템을 구축할 필요가 있다. 나아가 SWIFTNet TSU BPO가 완전한 글로벌 시스템으로 완성되기 위해서 전세계의 무역거래자들이 만족할 수 있는 획기적인 결제 솔루션으로 거듭나야 하며 전자무역 결제시스템을 위한 기술적 표준화가 선결되어야 한다. 셋째, SWIFTNet TSU BPO를 은행결제와 다른 부가가치의 무역서비스 기능과 융합시키며 신속성, 외환결제 리스크 경감, 편리성, 비용절약 측면에서 우위성을 갖고 있으므로 여러 국가에서 더욱 편리하게 사용할 수 있도록 은행과 수출입업자, SWIFT의 협력 강화가 이루어져야 한다. 넷째, 무역유관기관들은 빠른 시일안에 은행지급확약통일규칙(URBPO)에 관한 지식의 습득이 요구되며 제도적으로 신속하게 확산될 수 있도록 글로벌 차원의 노력이 필요하다. 이와 함께 참여은행들에게는 거래 수수료에 대한 충분한 보상도 이루어져야 한다.

균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발 (Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students. Effects of variety, region and season on near infrared reflectance spectroscopic analysis of quality parameters in red wine grapes

  • The wine industry requires practical methods for objectively measuring the composition of both red wine grapes on the vine to determine optimal harvest time; and of freshly harvested grapes for efficient allocation to vinery process streams for particular red wine products, and to determine payment of contract grapegrowers. To be practical for industry application these methods must be rapid, inexpensive and accurate. In most cases this restricts the analyses available to measurement of TSS (total soluble solids, predominantly sugars) by refractometry and pH by electropotentiometry. These two parameters, however, do not provide a comprehensive compositional characterization for the purpose of winemaking. The concentration of anthocyanin pigment in red wine grapes is an accepted indicator of potential wine quality and price. However, routine analysis for total anthocyanins is not considered as a practical option by the wider wine industry because of the high cost and slow turnaround time of this multi-step wet chemical laboratory analysis. Recent work by this ${group}^{l,2}$ has established the capability of near infrared (NIR) spectroscopy to provide rapid, accurate and simultaneous measurement of total anthocyanins, TSS and pH in red wine grapes. The analyses may be carried out equally well using either research grade scanning spectrometers or much simpler reduced spectral range portable diode-array based instrumentation. We have recently expanded on this work by collecting thousands of red wine grape samples in Australia. The sample set spans two vintages (1999 and 2000), five distinct geographical winegrowing regions and three main red wine grape varieties used in Australia (Cabernet Sauvignon, Shiraz and Merlot). Homogenized grape samples were scanned in diffuse reflectance mode on a FOSE NIR Systems6500 spectrometer and subject to laboratory analysis by the traditional methods for total anthocyanins, TSS and pH. We report here an analysis of the correlations between the NIR spectra and the laboratory data using standard chemometric algorithms within The Unscrambler software package. In particular, various subsets of the total data set are considered in turn to elucidate the effects of vintage, geographical area and grape variety on the measurement of grape composition by NIR spectroscopy. The relative ability of discrete calibrations to predict within and across these differences is considered. The results are then used to propose an optimal calibration strategy for red wine grape analysis.

신자유주의 교육정책에 따른 교사채용 문제점 및 해결방안 -기간제 교사 증가 추이를 중심으로- (Effect of neoliberal education policy on the appointment system of teachers -Focusing on the growth of contracted teachers)

  • 본 논문의 목적은 교원정책에 있어 신자유주의 정책의 문제점과 그에 따른 신자유주의교육 정책을 비판하는 데 있다. 신자유주의정책이 효율성과 유연성을 가졌다고는 하나, 사교육비 증가와 더불어 교육시스템에서 사회층 재생산을 강화시켰다. 상시적인 정규교사가 고용되어야 하는 자리에 기간제 교사를 무분별하게 고용하고 있다. 전국 초 중고교의 기간제 교사수는 1999년 300명이였던 것이 2005년 1만3,419명, 2009년 2만 3,784명으로 늘어난데 이어 2011년 3만 5,717명, 2015년 4만 2,042명으로 급증했다. 신자유주의 교육정책으로 인해 우리나라의 교원임용 정책은 교원의 양적수급에는 기여하나, 비정규직인 기간제교사의 증가는 결국 교육의 질을 저하시키고 있다. 입시위주교육, 과다한 사교육비, 경직된 학교조직에 대한 교육 문제 해결하기 위해 교육에 유연한 방식을 도입하여 자유경쟁, 효율성을 높이려고 신자유주의적 교육개혁이 추진되었으나, 이로 인해 오히려 학생과 학부모입장에서는 사교육비의 증가, 학교의 계층재생산 기능의 부작용은 더욱 강화되었고, 교사의 입장에서 볼 때 고용의 불안정화에 따른 수업의 질이 저하되기에 이르렀다. 교육시장에서 교사 수급균형의 문제는 항상 일어난다. 그러나, 공교육의 질을 높이기위해서는 무분별한 기간제 교사채용을 통제하고, 비정규직교사의 정규직전환을 법제화해야한다.

프랜차이즈 시스템의 소유구조 결정요인: 이론과 증거 (Determinants of the Ownership Structure of Franchise Systems: Theory and Evidence)

  • 가맹본부는 자신의 전략적 선택에 의해 소유구조를 결정한다. 자원희소이론, 대리이론, 거래비용이론, 혼합소유이론 등 경제학과 경영학 분야의 다양한 이론은 가맹본부가 경제적 효율성을 높이고 수익 잠재력과 생존가능성을 극대화하기 위해 소유구조를 선택하는 것으로 보고 있다. 본 연구는 소유구조에 관한 다양한 이론을 가맹본부의 전략적 선택 관점에서 비교 설명하는 한편, 기존 이론에서 프랜차이즈 시스템의 소유구조를 결정하는 핵심변수로 다루어지고 있는 가맹본부의 역사, 규모, 거래특유투자, 불확실성, 위험공유성향 등이 직영점 비율에 미치는 영향이 이론에 따라 상이할 수 있음을 가설의 형태로 제시하고 이를 실증분석을 통해 검증하고 있다. 국내 543개 프랜차이즈 브랜드에 대한 정보공개서 자료 분석결과, 가맹본부의 존속기간, 종업원 수, 영업개시 소요기간, 가맹사업기간 역수, 로열티 부과여부는 직영점 비율과 긍정적 관계를 맺는 반면 총점포수와 가맹점의 지리적 분산도는 부정적인 관계를 맺는 것으로, 초기투자규모와 가맹계약기간 역수는 유의적인 관계를 맺지 않는 것으로 나타났다. 본 연구는 이러한 분석 결과를 토대로 프랜차이즈 시스템의 소유구조와 관련한 이론 및 방법론적 시사점을 제시하고 있다.

AHP 기법을 이용한 BTO 민간투자사업 협상의 주요쟁점 특성분석 (Characteristic Analysis of Major Issues in Negotiating Concession Agreement for BTO Projects Using AHP)

  • BTO 민간투자사업에 대한 실시협약체결 협상시 주무관청이나 사업시행자 모두 많은 제약과 리스크를 가지고 협상하게 되며, 협상 결과에 따라 사업의 성패에 큰 영향을 미친다. 따라서 중요한 협상 단계에서 좀 더 효과적인 협상과 결과를 얻기 위하여 협상시 가장 주요한 쟁점들을 추출하고, 이러한 주요쟁점들이 상호간에 어떤 특성을 내포하는지를 정량적으로 분석하였다. 분석방법은 문헌연구, 연구 보고서 등과 전문가들을 대상으로 발주청, 설계사, 시공사 그룹으로 분류하여 설문조사를 수행하였고 Likert 척도, ANOVA 분석, AHP 분석 등을 통하여 주요쟁점들의 특성을 정량적으로 분석하였다. 분석 결과 주요쟁점들은 공사비 산정, 수익률, 정부재정지원, 사용료 수입보장수준, 운영비 산정, 사용료 등의 순서로 나타났으며, 또한 그룹별로 6개 항목들에 대한 상대적 중요도, 리스크를 느끼는 상대적 크기, 항목간의 객관적 자료 제시의 어려운 정도 등이 정량적으로 분석되었다. 그리고 설계사 그룹과 시공사 그룹은 다소 유사성을 갖고 있으나, 발주청 그룹은 설계사 그룹 또는 시공사 그룹과의 유사성이 적은 것으로 나타났다. 향후 민간투자사업은 계속 증가될 전망이므로 본 연구에서 제시된 내용들은 합리적인 협상에 도움 및 민간투자사업 활성화에 기여할 것으로 예상된다.

한의학임상에 기초를 둔 천연물신약 연구과정에 대한 소고 - 역사적 근거 발굴부터 천연물신약 임상시험계획승인신청까지 - (A Proposal for Research Process of Botanical Drug based Clinical Traditional Korean Medicine - Historical Evidence-Based Medicine II -)

  • Purpose : To propose various types of clinical research which is feasible for botanical new drug (IND) development processes, and suggest essential steps to development of study protocol for IND. Methods : Literature-based discussions and one research group's experience is given regarding domestic act, regulation, and system. Results : In order to get an approval of IND for botanical drug in Korea there are several types of clinical research to conduct. In quality control steps for standardized medicinal herbs, case reports or case series can be conducted, and for good manufacturing practice(GMP) steps, we can conduct case reports, case series, and retrospective cohort studies. In addition, as long as we gathered good laboratory practice(GLP) data we can conduct up to quasi-experimental studies and clinical trials including investigator initiated trials. In order to conduct these studies development of study protocol is essential. First, we obtain historical evidence including target disease and indication, efficacy, safety, and endpoints by reviewing medical classics. Second, we obtain clinically and statistically important data by conducting non-clinical studies, observation studies, and quasi-experimental studies. Third, we generate research hypotheses and purposes and explore methodologies, endpoints, clinical practice guidelines, cost-effectiveness, and commercial potential. Finally, we develop study protocol with aid of biostatistician or expert in contract research organization. Discussions and conclusions : This study have obvious limitations in that most thoughts, suggestions, and proposes are from one research group's experience. Therefore, we hope to see various types of research in this topic and process from other research group as well.
