  • The government and the Korea Occupational safety & Health Agency have continuously carried out safety activities such as supervision, inspection, technical guidance and financial support in order to reduce safety accidents at the construction site. However, the number of disasters at construction sites is increasing every year. So analyze the results of the supervision and inspection of the Ministry of Employment and Labor, the projects related to the small-scale construction work of the Safety and Health Corporation, and the technical guidance project of the disaster prevention technology guidance organization. It is also necessary to establish an improvement plan for the disaster reduction of the small-scale construction work site for this project.

  • The type and proportion of construction work varies depending on the stage of progress, and the frequency of inspection and defect occurrences are different. If it is determined to be defective after the inspection, a delay may occur, and additional manpower and resources are required. Therefore, it is necessary to prevent these risks by classifying, deriving, and managing key management woks according to the progress. This study aims to contribute to the efficiency of the supervisor's inspection work by identifying the types of construction that should be managed intensively for each construction progress and deriving the time when defects occur frequently in each construction type.

책임감리가 건설사업관리(CM)로 전환시 도입된 역량지수(ICEC)에 대한 도로건설기술자들의 인식 분석(I) - 역량지수 등급 체계를 중심으로 - (An Analysis of Perceptions by Road Construction Engineers on ICEC Framework at the Time of System Transition, from Responsibility Supervision to Construction Management(I) - Main Focus on ICEC Framework -)

  • 1994.1월 도입된 책임감리제도의 20년 시행 결과를 평가하고, 이 제도가 건설사업관리(CM)에 흡수 통합된 과정을 살펴보았다. 본 연구의 기초자료로서 건설사업관리와 함께 도입된 건설기술자 역량지수(ICEC) 등급 체계를 요약했다. 본 연구에는 도로분야 건설기술자들을 대상으로 건설사업관리와 역량지수에 대한 설문조사를 실시하고 그 응답자의 반응을 분석한 결과를 수록했다. "책임감리가 건설사업관리로 전환된 점에 대한 의견"을 묻는 설문에 응답자의 50%가 CM으로 전환되어야 한다고 답했다. CM으로 전환되어야 한다고 응답한 시공분야 기술자는 48%인 반면, 감리분야 기술자는 38%로 낮았다. "역량지수를 경력 40%, 자격 40%, 학력 20% 비율로 산정하는 방안에 대한 의견"을 묻는 질문에 '현행과 같은 40%, 40%, 20%가 적정하다'는 응답이 46%였다. 그러나 학 경력자와 등급이 낮은 자격의 기술자들이 경력 비율을 높이라고 요구한 것으로 나타났다.

Direction of CM Services Defect Liability in the CM Contract

  • The execution of a construction project involves the engagement of many participants. Generally, the Authority uses CM to certify that the Work is built according to the contract documents. The CM work scope is expressed in the Construction Technology Management Act and its Regulation. The mandated and delegated CM services are limited to the construction period. If Contractor is required to repair a construction defect, the Contractor should bear the burden of the inspection service for the defect repair, because it is associated with him. Nevertheless, CM should submit a bond to provide the inspection and supervision service for the defect repair. These may result in conflict with each liability. Therefore, CM service in the law and regulation was investigated and analyzed in this study to classify the characteristics of CM contracts, and it was suggested that the CM liability for the inspection and supervision service for the defect repair should be reconsidered.

지구 물리탐사에 의한 시공감리성 연구 (A Study on the Possibility of Construction Supervision by Geophysical Prospecting)

  • 본 논문에서는 토목.건축 구조물의 시공감리를 위한 지구물리탐사방법의 적용 가능성을 연구하였다. 이를 위하여 제주도 삼양지역에 건설된 삼양수원지의 지하 차수벽의 시공상 부실공사 여부를 지구물리학적인 방법중 전기탐사(전기비저항, 자연전위법)를 중심으로 연구하였다. 수원지 내부에 2개의 물리탐사 측선을 배열하고 부실 시공에 의한 해수유입 여부를 알아내기 위해 각 측선에서 간조와 만조 때 각각 1회씩 전기비저항값을 측정하였으며, 정확성을 높이기 이해 각 측선에서 자연전위법(self-potential method) 탐사를 간조와 만조에 전기탐사와 함께 실시하였다. 탐사결과 얻어진 전기비저항값과 전위차로부터 수원지에서의 시간에 따른 지하구조를 해석함으로써 부실 공사 여부를 해석하였다. 연구결과 만조와 간조 때의 전기비저항값의 차이 및 분포로부터 지하를 통해 해수가 유입됨을 알 수 있었으며, 각 측선에서의 자연전위값의 이상치를 보이는 것은 해수의 유입경로를 보여주는 것으로 판단되어 삼양수원지의 해수침입원인은 부실 공사와 사후처리의 미흡으로 인한 것으로 판단되었다. 본 연구결과 비파괴검사의 일환인 전기비저항탐사와 자연전위탐사 등 지구물리탐사방법이 구조물의 시공감리에 유용함을 시사하고 있다.

  • 이 연구는 학교도서관컨설팅 장학 모형을 구안하고 학교도서관 문제진단을 위한 평가지표를 개발하는 데 목적이 있다. 학교도서관은 공교육 시설로서 단위학교의 교육목표로부터 국가수준의 교육목표 달성에 이바지해야 한다. 학교도서관이 학교도서관교육의 질을 향상시키고 학교교육을 개선해야 하는 책무성을 가지고 있다고 할 때, 학교도서관교육을 위한 컨설팅 장학과 평가가 필요하다. 이에 7개의 구성요소로 학교도서관컨설팅 장학 모형을 구안하였고, 시 도교육청 평가, 학교평가, 학교도서관평가 영역과 지표를 분석하고 종합하여 6개의 평가영역과 72개의 평가지표를 제시하였다. 평가기관은 자관 교육목표에 따라 제시된 평가지표를 취사선택하여 사용할 수 있으며, 평가결과를 컨설팅 장학에 활용할 수 있을 것이다.

The Improvement of China's Nuclear Safety Supervision Technical Support Ability

  • The International Atomic Energy Agency (IAEA) entails independent decision-making for the safety supervision of civil nuclear facilities. To evaluate and review the safety of nuclear facilities, the national regulatory body usually consults independent institutions or external committees. Technical Support Organizations (TSOs) include national laboratories, research institutions, and consulting organizations. Support from professional organizations in other countries may also be required occasionally. Most of the world's major nuclear power countries adopt an independent nuclear safety supervision model. Accordingly, China has continuously improved upon the construction of such a system by establishing the National Nuclear Safety Administration (NNSA) as the decision-making department for nuclear and radiation safety supervision, six regional safety supervision stations, the Nuclear and Radiation Safety Center (NSC), a nuclear safety expert committee, and the National Nuclear and Radiation Safety Supervision Technology R&D Base, which serves as the test, verification, and R&D platform for providing consultation and technical support. An R&D system, however, remains to be formed. Future endeavors must focus on improving the technical support capacity of these systems. As an enhancement from institutional independence to capability independence is necessary for ensuring the independence of China's nuclear safety regulatory institution, its regulatory capacity must be improved in the future.

건설현장에서의 안전감시단의 효율적 활용에 관한 연구 (A study on the safety supervision team's efficient using at construction site)

  • As there are more accidents which are more serious in construction site than other industries, it needs the safety management system to be SLIM on the same time, There are still lots of difficulties to prevent those accidents exactly, so it also needs a safety supervision team to prevent the accident, unsafe operation and condition before happening, which is also called as a Man-to-Man safety management method. The range of the job site in one personnel's management is very big and large, so it needs the personnel to keep watch the safety operation and prevent any unsafe/fire accidents. Also the personnel also should find out the unsafe points in the job site, and carefully supervise the dead angle site, then support the totally safety management POINT and realize the ZERO accident.

  • Supervision work deals with important data necessary for the performance management on building construction sites in accordance with the Building Act. Therefore, this study attempts to use the data from supervisory reports to measure the performance of private building projects. Performance measurement is important for systematic management. However, there are only a few cases in which performance measurement is performed because it requires strenuous efforts to collect data for measurement. First, this study derived 6 performance areas and 15 indicators through a few rounds of expert group discussions. Then, we confirmed the performance indicators with high feasibility of data collection through a survey of supervision experts. It is expected that the data of supervisory reports can measure systematically performance and assist in speedy diagnosis of private building construction sites.

  • This study proposed vision artificial intelligence-based automated supervision technology for external insulation and finishing system, and basic research was conducted for it. The automated supervision technology proposed in this study consists of the object detection model (YOLOv5) and the part that derives necessary information based on the object detection result and then determines whether the external insulation-related adhesion regulations are complied with. As a result of a test, the judgement accuracy of the proposed model showed about 70%. The results of this study are expected to contribute to securing the external insulation quality and further contributing to the realization of energy-saving eco-friendly buildings. As further research, it is necessary to develop a technology that can improve the accuracy of the object detection model by supplementing the number of data for model training and determine additional related regulations such as the adhesive area ratio.
