국내 건설업 재해율은 다른 업종보다 1.9배 높은 증가세를 보이고 있다. 건설사고 증가 추세는 현행 건설안전관리제도의 한계를 보여주는 것으로, 신중한 개선책을 통해 건설업 사고 예방을 위한 효과 제고가 요구된다. 본 논문은 건설업 안전사고 예방을 위해 표준안전관린업무를 도출하고 설문조사를 통해 IPA분석의 결과를 바탕으로 안전관리 업무에서의 서류간소화 및 중요도를 도출하여 건설업에서의 안전관리 효율을 증대하고자한다.

The quantity bill writing of organized electrical construction can be an effective to quality and process management in the construction. Therefore, in order to overcome confusion of the construction and doing an effective work, the clearly quantity bill writing is need. This paper is a focused to solve a problem of existing quantity bill as the difference in terms of work section and item information, regulatory information of ordering authority. Therefore, a terms of work section and item information, regulatory information of ordering authority has been normalized. Moreover, basic data of simplification for quantity bill writing and structure has been guaranteed.

The purpose of this study is to review and analyze the protection measures for the importer's interests through the utilization of electronic delivery order(e-D/O) with the implementation of trade facilitation measures such as the simplification of customs procedures by the Korea Customs Service. The Korea Customs Service has been introducing several custom facilitation measures through the use of EDI system in the export and import processes. Korea has also already achieved a comparable level of sophistication in trade automation and custom simplification field. However, the full benefits of the trade automation and custom simplification measures have not yet achieved through the frequent illegal delivery of the imported goods in the bonded areas. Therefore, it is argued in this study that the introduction and the full utilization of e-D/O would help to reap the trade automation and custom simplification measures in Korea. In conclusion, it is emphasized that it would be very crucial for the Korean government to introduce the trusted repository for distribution of the electronic trade-related documents and the construction of the one stop single window platform for the trade and customs facilitation.

This paper presents the results of parametric analyses to compute the axial capacity of a suction pile using 2D and 3D finite element approaches. The study is intended to simplify the process of analyzing suction piles from 3D to 2D model. The research focuses on obtaining the coefficient to be applied into the 2D model in order to obtain results that are as close as possible to the 3D model. Two 2D models were used in the analysis, namely the plane strain and axisymmetric models. The analyses were performed using two actual offshore soil data of the North and West Java Indonesia. The study reveals that the simplification of model through 2D Finite Element is achievable by applying the appropriate coefficient to the stiffness parameters. The results show that the simplified model of the 2D FEA provides more conservative results (with the difference between 2% to 7%) than the 3D FEA.

GIS 분야에서 다양하고 복잡한 원시 선형데이터로부터 수치지도 형태의 건물데이터를 형성하기 위한 일반화 기법 중 선형 단순화기 법에 대한 연구가 활발하게 진행되고 있으나 국내의 수치지도 작성내규를 고려한 단순화기 법은 연구사례가 많지 않다. 본 연구에서는 건물 준공 시 이용되는 CAD 도면자료로부터 건물 외곽선을 추출하여 수치지도 건물데이터를 생성 또는 갱신하기 위해 방법론으로 수치지도 작성내규에 근거한 선형단순화 기법을 제안하였다. 제안된 기법의 효용성을 검증하기 위하여 Douglas-Peucker 알고리듬 등 가장 효율적이고 일반적으로 사용되는 4개의 선형 단순화기법과 본 기법을 동일한 건물 외곽선에 적용하여 수치지도 작성내규 만족도 형상유사도 절점수, 선길이, 면적에 대해 비교, 분석하였다. 분석 결과, 제안된 알고리듬의 경우 수치지도 내규 만족도 면에서 100%에 가까운 만족도를 보였으며 형상유사도, 절점수, 선길이, 면적의 측면에서도 다른 알고리듬들에 비해 거의 손실이 발생하지 않아 추후 건설도면을 이용한 수치지도의 갱신 시에 유용하게 사용될 것으로 판단된다.

본 연구에서는 건설도면 CAD 자료를 활용하여 수치지도의 건물데이터를 수정, 갱신하기 위한 과정 중 건설도면의 건물외곽선을 추출하여 수치지도의 건물데이터 수준으로 일반화하는 단계에서의 선형 단순화 알고리듬을 비교 분석하였다. 특히 단순화 결과가 수치지도 작성내규에 부합하는지 여부에 중점을 두어 비교분석을 실시하였다. 선형 단순화 알고리듬은 가장 널리 이용되고 있는 Douglas-Peucker 알고리듬, Lang 알고리듬, Reumann-Witkam 알고리듬, Opheim 알고리듬을 적용하여 비교하였으며 분석방법으로는 각 절점이 수치지도 작성내규를 만족하는 비율과 시각적 분석, 절점 수, 총길이, 면적 변화율을 이용하였다. 분석 결과 수치지도 작성내규 만족도 측면에서 Lang 알고리듬과 Douglas-Peucker 알고리듬이 다소 우수한 결과를 보여주고 있으나 전반적으로 50~60% 수준의 만족도를 보이고 있어 국내 수치지도의 건물데이터를 작성하기 위한 선형 단순화 기법으로는 한계가 있는 것으로 나타났으며 이를 만족시키기 위한 선형 단순화 알고리듬의 개발이 필요하다고 판단된다.

Douglas-Peucker 알고리듬의 원리를 충실하게 반영한 단순 tree 구조의 단순화 기법은 단순화 지표가 실제 계층적 자료구조에 명확히 내재되는 장점을 갖는다. 그러나 단순 tree 방법은 단순화 지표의 계층성이 항상 보장되지 못할 가능성을 안고 있다. 그것은 Douglas-Peucker 알고리듬의 원리가 선형 사상의 국지적 특성을 충실하게 반영하지 못하는 전역적 기법이기 때문이다. 본 연구에서는 이러한 계층적 오류를 극복하기 위해 볼록다각형 탐색기법을 활용하여 형태적 대표점을 찾아 이를 기초로 계층적 자료구조를 갖는 단순화 기법 (CALS)을 구현하였다. CALS에 의한 방법은 단순 tree 방법에서 발생한 중상위 계층의 오류를 보정하는 효과가 있기 때문에 단순 tree 구조에 비해 단순화의 공간적 정확도를 향상시킨다.

The Ministry of Construction & Transportation(MOCT) in Korea handles electronically 38 kinds of approval and permit operations under the Construction Civil Affairs Administration System(CCAS) so that applicants may apply for construction permits with ease and concerned public offices may process effectively civil applications. In particular, road occupation permit operations have several problems to be improved. This study is aimed to improve the CCAS in terms of simplification of application receipt, issuance of online permit, auto calculation of road occupation fee, and auto issuance of payment notice.
