A Study on the Setup Model of Safety Management Information System in the Construction Management (건설산업관리(CM)에서 안전관리정보시스템 구축 모델에 관한 연구)

  • Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled. In an attempt to improve such inferior safety control of domestic CM, this study analyzed safety control operation system in CM home and abroad and suggested a model for the construction of safety control management information system suitable to the conditions of Korea.

  • Due to unique characteristics of small construction companies, safety management is comprised of complex problems (e.g., resources constraints, a lack of formalized management structures, low level of management safety commitment etc.). In order to understand causal interdependencies between safety factors at different system levels (regulation, organization, technical and individual), this paper aims to develop a system dynamics (SD) model of safety management in small construction companies. The purpose of the SD model is to better understand why small construction companies have low level of safety performance. A causal loop diagram (CLD) was developed based on literature, with an attempt to map causal relationships between variables. The CLD was then converted into stock and flow diagram for simulation. Various tests were conducted to build confidence in the model's ability to represent the reality. A number of policies were analyzed by changing the value of parameters. The value of a system dynamics approach to safety management in small construction companies is its ability to address joint effects of multiple safety risk factors on safety performance with a systems thinking perspective. By taking into account feedback loops and non-linear relationships, such a system dynamics model provides insights into the complex causes of relatively poor safety performance of small construction companies and improvement strategies.

  • Although the safety management plan review system according to the Construction Technology Promotion Act for securing the safety of the construction work is a fundamental system essential for the prevention of the construction industry disaster, the necessity of its improvement has been raised because it often fails to meet the original purpose. In this study, through the analysis of the effect of the safety management plan and the problems of the operation, we suggest ways to improve it in view of the construction accident reduction and conducted surveys on the construction site through the questionnaires of the client, construction company, and construction business technology manager. In order to improve the effectiveness of this system as a result of the study, it is necessary to distribute the guidelines for the preparation of the safety management plan, manuals, etc., to simplify the contents of the safety management plan, also the step-by-step approval of the safety plan can be a solution. For this, it is necessary to revise the policy through consultation with the Ministry of Land, Transport and Maritime Affairs and related experts.

  • This study suggests a safety management model for construction management (CM) suitable to domestic conditions so that inefficiency resulted from the operation of construction projects by public and private institutes according to different systems can be eliminated for the securing of systematic and efficient safety management. Based on the suggested safety management model, this study also develops a safety management information system that can efficiently and consistently manage and maintain a large quantity of information, and give necessary supports in a speedy way in the managing of construction projects.

  • In order to prepare effective safety management program, the evaluation of safety management level must be implemented. But research efforts on the safety management in Korea are limited to evaluate large construction companies. This study is initiated with the purpose of understanding safety management system in medium- and small-sized construction companies. The study performed questionnaire survey with 54 large companies, 46 medium- and small-sized ones. Employing 'Management Safety Health Index' of Maekyung Economic Institute, 34 questionnaire items were chosen by 9 associated experts. Based on the questionnaire survey, analyses were performed to compare safety management level between large companies as well as medium- and small-sized ones.

  • The government has done much investment and its efforts to prevent the accident in the construction industry owing to the high rate of accident and the dangerous factors, but it is not improved the level of safety activities as desired. On the contrast, after adopted quality management system and environment management system in the advanced countries, they are developing the safety management system consequently and achieving high efficiency in this field. Although Korea executed the KISCO 2000 program by Korea Industrial Safety Corporation since July 1, 1999, it was excepted to the construction industry. Therefore, it is urgent matter to be developed the safety management system being applied to the construction industry. In this study, it was developed the safety management system in the construction industry, and suggested its documentation and an executive method according to the construction safety works.

  • The increasing size and complexity of modern construction projects demands mature capabilities of onsite personnel with regard to recognizing unsafe situations. Construction safety training is paper or computer-based and suffers from a distinct gap between the classroom training environment and real-world construction sites; even trained personnel can find it difficult to recognize many of the potential safety hazards at their jobsites even after receiving construction safety training. Immersive technologies can overcome the current limitations in construction safety training by reducing the gap between the classroom and a real construction environment. This research developed and tested a new Augmented Reality (AR)-based assessment tool to evaluate the hazard recognition skills of students majoring in construction management as part of a construction safety course. The quantitative and qualitative results of this research confirmed that AR-based assessment can become a very effective assessment tool to evaluate safety knowledge and skills in a construction safety course, outperforming both paper and computer-based assessment methods. The students preferred AR-based assessment because it provides a realistic visual context for real world safety hazards.

  • In these days, large construction companies computerize safety management function and use softwares but small and medium ones do not have any or little in Korea, although it is much mote necessary for the latter having high accident ratios than for the former to make efforts to develop computerized safety management tools. That is, a reason why no safety management program has been developed and construction accident are required to be reduced outstandingly, computerized safety management systems are much needed to be developed. Thus, safety management software named SAFETY PLUS has been developed in this research that has 4 management scopes classified by the size of construction project. The utilization of SAFETY PLUS will be able to increase both effectiveness and efficiency of safety management efforts and result in drastic decrease of construction accidents.
