Recently, the construction of U-City or of U-City service (U-service) in many kinds of urban development projects becomes the general trend. However, as the construction of U-city comes into the spotlight like the trend of the times, various service constructions are being indiscreetly implemented since it's processed focusing on local specialized projects or local landmark project by a local autonomous entity or an institute in charge being off the original purpose of the improvement of living quality of residents and the efficiency of urban management, which causes a number of problems on the process, maintenance, operation and management of those projects. Therefore, this study is to derive the standard pattern of U-service construction through the analysis of patterns and numbers of U-service and problems during the process of construction in domestic U-City construction case district, and is aimed to suggest the reasonable direction of service construction based on this. 11 projects areas in which data related to U-service are available among U-City construction project areas were selected for the subjects of this study, and it's standardized with 228 detailed unit services that were suggested by U-Eco City R&D and with 11 service domains that are regulated in "the Act of ubiquitous city construction etc.", and it is limited to services that were suggested in U-City case area of which design was completed by July, 2010 based on this. The actual state of various U-service construction is analyzed through case studies as well as reviews on the legal and theoretical concept and the method of pattern classification of U-service, the plan for the standardization (pattern classification) of U-service and the plan for the construction body of service and to share the costs are suggested as the plan to construct reasonable U-service based on this for the method and the procedure of this study For the method to construct U-service, the plan to classify the pattern of U-service into the basic service and additional service is suggested, and whether it has the publicity, whether urban infrastructure is included, whether utilities are included, the body of realization, the recipients, the urgency, the importance and the spreading, etc. are suggested for the index to determine the pattern of service. The method to get the executor of a project to construct the basic service, the method to get the executor of a project to construct the most basic service among the group classification of service and to get a private entity and a local autonomous entity to perform additional service in the future, and the method to construct the whole service and to distribute the construction costs were suggested, and the first one that determines the body of construction after dividing U-service into the basic service and the additional service was evaluated to be the most reasonable one. And the plan to solve the problem that the excessive construction costs of U-service are shifted onto the executor of a project through benefit principle, balanced distribution principle and consultation and mediation between the interested parties was suggested for the criteria to share the costs.
The objective of this study is to review the methodology of economic analysis of fishing ports by examining the economical feasibilities of a national fishing port (Jeongja Port) in Ulsan. This study utilized market value evaluation method to measure the benefits and costs related to the development of ports. The benefit variables are income effects resulting from the developments while the cost variables are sum of construction costs and maintenance costs. The income effects are measured in two ways: (1) income from individual project resulting from the developments, (2) the income effects by utilizing investment multipliers. The results shows that the BC ratio (Benefits/Costs) of Jeongja port by using (1) income from individual project resulting from the developments was 1.07 while the BC ratio by using (2) the income effects by utilizing investment multipliers was 1.10 due to a relative short period of useful life for investment multipliers. However, the income variable utilizing investment multipliers is more sensitive to the period of duration than the income variable from individual project.

With the recent emergence of the 4th Industrial Revolution, the government is promoting the development of smart construction technology and institutional improvement through various policies to induce cutting-edge and technological innovation in the construction industry. As part of such smart construction technology, the application of BIM is being activated, and related regulations and guidelines are constantly being supplemented. In relation to BIM, there are many studies on the fields of library, design standards etc., but research on specific unit price utilization and unit price DB construction for calculating construction cost is insufficient. Therefore, in this study, a basic study was conducted on the linkage of the construction standard market unit price and the BIM library. Based on the basic research conducted in the future, we intend to establish specific standards for calculating BIM-based construction costs.

Along with the increase of the quantity of data in various industries, the construction industry has also developed various systems focusing on collecting data related to the construction performance such as productivity and costs achieved in construction job sites. Numerous researchers worldwide have been focusing on developing efficient methodologies to analyze such data. However, applications of such methodologies have shown serious limitations on practical applications due to lack of data and difficulty in finding appropriate analytic methodologies which were capable of implementing significant insights. With development of information technology, the new trend in analytic methodologies has been introduced and steeply developed with the new name of "big data analysis" in various fields in academia and industry. The new concept of big data can be applied for significant analysis on various formats of construction data such as structured, semi-structured, or non-structured formats. This study investigates preliminary application methods based on data collected from actual construction site. This preliminary investigation in this study expects to assess fundamental feasibility of big data analytic applications in construction.

Construction Performance measurement and management has been interested by construction practitioners. However, current construction project management practices are related to short-term improvement plans rather than long-term and systematic approaches based upon performance analysis. AR a result, there is a need for developing of a collaborative plan over project life cycle. Therefore, this paper reviews extensive literature and proposes the construction performance estimating model using a system dynamics. The paper proposes casual maps for planning, design, procurement, and construction phases. Each casual map includes all performance indicators and factors that impact on performance directly or indirectly. These casual maps that were developed by system thinking will enhance the understanding of the relationships among performances and factors. After further data gathering, these models can be used to estimate construction performance and eventually these will save project costs and shorten project schedule.

In the construction industry, Case-Based Reasoning (CBR) is considered to be the most suitable approach and determining the attribute weights is an important CBR problem. In this paper, a method is proposed for determining attribute weights that are calculated with attribute relation. The basic items of consideration were qualitative and quantitative influence factors. These quantitative factors were related to the qualitative factors to develop a Cost Drivers-structural equation model which can be used to estimate construction cost by considering attribute weight. The process of determining the attribute weight-structural equation model consists o 4 phases: selecting the predominant Cost Drivers for the SEM, applying the Cost Driers in the SEM, determining and verifying the attribute weights and deriving the Cost Estimation Equation. This study develops a cost estimating technique that complements the CBR method with a Cost Drivers-structural equation model which can be actively used during the schematic estimating phases of construction.

Dispute related to construction projects involving numerous persons is one of the biggest challenges faced by contractors today. It costs a substantial amount of money and time in resolving these kinds of claims. Recently, with the changes in the construction environment and thought of relation with owner, the number of construction claims has increased. But, a majority of these claims do not prevail, and in fact, frequently get dismissed in its entirety. The reasons for such dismissals include the ignorance about the claims, lack of clear and convincing evidence, and so on. But most of reasons are the claims are not managed well on construction process. This paper analyzes the failure causes by relying on past claim failure cases, and then drew works that have connection with failure causes through interview. It also presented importance degree of construction management works.
This study deals with construction contract bid-rigging by Japanese contractors who monopolized the construction market of the Korean Peninsula during the Japanese colonial rule, and investigates the abuses of the contract bid-rigging. First of all, construction contract bid-rigging in Korea was triggered by Japanese construction contractors and contract brokers, who had savored the benefits of bidrigging in Japan and had repeated the bid-rigging in Korea since 1903. Second, the agency played a significant role to mediate construction contractors, and existed throughout the Japanese colonial rule on the Korean Peninsula with changing their names. Most of them were engaged in major contract bid-rigging scandals. Among them was Construction Association of Korea, which existed for over 13 years. The agencies had took part in governmental services since the mid-1930s when Japan exploited Korean people during wartime, and focused on sweating human resources for the constructions. Third, one of the biggest construction bid-rigging scandals during the Japanese colonial rule was "the 1st and 2nd scandal on Daegu construction contract bid-rigging." Indeed, the second scandal paved the way for the serial scandals: "Kyeongseong construction contract bid-rigging scandal", "Busan construction contract bid-rigging scandal", and other cases throughout the nation. Fourth, along with the contract bid-rigging cases related to the Japanese Government-General of Korea and local authorities, bid-riggings firmly took rooted in local governments' farmland reclamation projects in the 1920s and the poor relief services in the 1930s. The "bid-rigging charges" forced contractors to compensate their losses with exploiting material costs and labor costs, generating serious problems. The construction contract bid-rigging enabled Japan to monopolize the construction industry and to sweat farmers on the Korean Peninsula. Against this backdrop, contract bid-rigging by Japanese construction contractors during the its colonization made Korean contractors ruled out, and helped Japanese monopolize the industry. A large amount of bid-rigging charges drove Japanese contractors to do fraudulent work with cheap materials and to exploit Korean labor force.

Financial difficulties and claims frequently stop construction works and cause subsequent contract cancellations. However, as the criteria to assess costs have not been established, many cases of legal disputes over the assessment of cancellation costs are taking place and the concerned parties are suffering the loss of time and money. Therefore, the present research aimed at developing a rational and systematic model of cancellation cost assessment following the cancellation of contracts. The research was carried out in the following methods and scopes. 1 ) The research was focused on the assessment of fair cancellation costs from constructors' side for contracts cancelled by any causes for which the owners have liability. 2) To obtain basic materials about cancellation cost assessment methods, contracts, claims, contract cancellations and construction-related laws at home and abroad were examined. 3) A cost assessment model was developed for systematization and efficient operation of cancellation cost assessment, and the reliability and efficiency of the proposed model was verified through a case study. The conclusions drawn from the research are as follows. The importance of the cancellation cost assessment model was confirmed as, using the cancellation cost assessment model, direct cancellation cost and indirect cancellation cost could be assessed systematically, the number of disputable items could be reduced because reasonable evidences of actual spending were presented, and the loss of constructors could be minimized because systematic and rational cost assessment became possible for many disputable cases of indirect cancellation cost, which the constructors had been unable to prove so far though having spent.

In this study, based on actual project implementation cases, task management plans for construction management related green building certification were derived in major stages. Accordingly, the importance from details of construction management tasks for the operation and management process of the schematic design phase, design development phase, and construction document phase, focusing on G-SEED certification, was analyzed. In addition, major items were derived based on the weight of additional construction costs and acquisition scores through previous research cases on the analysis of construction costs for G-SEED certification, and the importance from details of construction management tasks on the major items of G-SEED certification was analyzed. As a result, the review and confirmation of the elements of reflection related to G-SEED in the schematic design phase, the adequacy of design documents and the connectivity of design phase in the design development phase were important. And the review and confirmation of the items directly related to the construction phase in the construction document phase were important.
