Through this study on utilization of de facto standards for national standards, it is researched that major de facto standards bodies status and domestic industrial fields which need utilization of de facto standards for national standards. Through overseas Case, effective usage of de facto standards will be obtained.

본 연구는 KESLI 컨소시엄을 안정적으로 운영하기 위한 실천 가능한 대응 전략을 마련하도록 유도하려는 연구목적에 따라 외국 문헌연구를 통해 전자저널 컨소시엄의 당면과제를 국내와 비교하여 해결방안을 도출하였다. 연구된 주요 당면과제는 학술커뮤니케이션 변화와 전자저널 비중 증대, 빅딜 계약중심의 컨소시엄 가격 모델 성행, 컨소시엄의 가격 인상과 예산 확보 곤란, 이용통계 표준화에 의한 분석 결과의 활용, 아카이빙 및 아카이브 보장의 불확실성, 계약과 서비스 조건의 외부 공개 가능성 등 6개 항목으로 정리하였다. 연구결과 국내외 전자저널 컨소시엄 연구동향과 이슈는 대체로 유사하지만 내용과 연구의 깊이는 달라 국내에서 전자저널 컨소시엄에 대해 더 많은 연구와 보고가 KESLI를 중심으로 이루어져 합리적 인식과 과학적 근거에 기반한 문제제기와 대안제시가 실무현장에서 더 활성화될 필요가 있었다.

핵심 학술저널이 디지털화하면서 도서관에서는 전자정보 라이선스 계약이 급증하였다. 특히 컨소시엄의 빅딜 계약을 통해 특정 기간에 해외 출판사에서 제시하는 복잡한 라이선스 모델을 제대로 이해 하거나 숙지하지 못한 상태에서 학술정보에 대한 계약이 이루어지고 있다. 이에 전세계적으로 라이선스 모델에 대한 표준화에 대한 요구가 증대하였고, 출판사, 도서관, 컨소시엄 혹은 제3의 공신기관에서 각각 라이선스 표준 모델을 제안하고 적용하고 있다. 본 연구에서는 KESLI 컨소시엄 참여 기관들의 요구에 따라 이루어진 KESLI 컨소시엄 표준계약서 모형 개발의 경위를 밝히고, 본 KESLI 컨소시엄 표준계약서와 해외에서 십수년간 개발소(梳)맙구구(逑臼) 적용 중인 전자정보 라이선스 모델과의 비교를 통해 KESLI 컨소시엄 표준계약서 모형의 통용 가능성을 분석하였다. 각 계약서의 기본 구조와 세부 항목을 비교 분석한 결과를 통해 KESLI 컨소시엄 표준계약서의 일부 항목을 수정, 보완하면 실제 컨소시엄의 전자 학술 정보 구매 계약에 활용할 수 있음을 알 수 있었다.

The world is paying a lot of attention to digital twins to preoccupy future technological competitiveness. Digital twins can be used in various fields such as manufacturing, medical care, and cities. Various market research institutes predict that the market size of digital twins will gradually expand. Korea has also selected digital twin as one of the representative tasks of the Korean version of the New Deal and is promoting related policies. However, a common platform or standard for building digital twins is not enough. Interoperability is a very important characteristic for the purpose of creating new value through interconnection between digital twins rather than independently developing and utilizing digital twins. The Digital Twin Consortium is an international council for the effective development and utilization of digital twins, and is working to solve the problem of digital twin interoperability. The Digital Twin Consortium recently published the 'Digital Twin System Interoperability Framework', and this paper analyzes the digital twin interoperability based on it.

본 연구는 한국 인명, 단체명에 대한 등록 책임기관인 국립중앙도서관이 중심이 되어 운영중인 ISNI Korea 컨소시엄의 데이터 활용성을 높이기 위한 기술 요소를 제시하는 것이 목적이다. ISNI Korea 컨소시엄의 경우는 서지 관련 개인, 단체명 정보 외에 다양한 창작물 관련 정보 등록을 목적으로 한다. 이를 위해 본 연구에서는 데이터 제공기관 협의체인 ISNI Korea 컨소시엄인 저작권 단체의 메타데이터 현황과 ISNI의 링크드 데이터 명세서를 검토하여 향후 필요한 기술 요소를 도출하였다. 그 결과 메타데이터 측면에서는 데이터 입수, 정제, 저장, 식별자 관리, 컨소시엄 메타데이터 관리로 총 5개, 링크드 데이터 관점에서 RDF 데이터 관리(저장소), RDF 데이터 발행, RDF 데이터 검색, RDF 데이터 조회, RDF 데이터 다운로드, 온톨로지 조회, 표준용어 조회, 매핑 정보 관리 총 8개 기술요소를 도출하였다.

일반적으로 비용이 많이 들고 복잡한 처리과정을 거치는 디지털 항공사진측량은 독립형 워크스테이션 시스템을 기반으로 사용되어 왔다. 본 연구에서는 Open Geospatial Consortium에서 제안한 국제 GIS 표준인 Web Processing Service을 통해 항공사진측량 처리 과정에 대한 새로운 접근 방안을 제시하고자 한다. 실험을 위해 항공사진측량 업무를 기본단위로 정의하는 WPS 프로파일링 과정을 거쳐 여러 개의 제네릭 프로세스로 정의하였고, 정의된 프로세스는 WPS 표준에 따라 각각 서버 S/W와 클라이언트 S/W 모듈을 구현하였다. 본 연구를 통해 WPS의 기본 단위 항공사진측량 프로세스를 다수의 사용자가 웹을 사용하여 공유, 재활용 측면의 접근을 기대할 수 있었다.

본 연구는 국내 분야별 저작자, 창작자, 기여자 등의 개인과 단체의 공적 신원을 식별하기 위해 부여하는 국제표준이름식별체계인 ISNI(International Standard Name Identifier)에 관한 것으로 국내 학술, 예술, 문학, 음악 등 단체들의 ISNI에 대한 인식과 활용방안에 대해 조사한 연구이다. 국내 ISNI 발급기관인 국립중앙도서관의 ISNI-Korea 컨소시엄에 참여하거나 참여하지 않는 13개 기관들을 선정하여 총 3개의 집단으로 나누어 집단면담 연구방법을 이용하여 연구를 수행하였다. 집단면담에 참여한 기관들의 인명정보관리 현황과 ISNI 활용에 대한 기대와 장애요인, 구체적인 활용 방안들에 대해 조사하였다. 본 논문에서는 연구 결과를 바탕으로 국립중앙도서관이 다양한 분야의 기관들과 협력하여 성공적으로 ISNI를 국내에 정착시키고 활성화 시킬 수 있는 방안을 제시하였으며, 동시에 ISNI 활성화를 위한 후속 연구도 함께 제안하였다.

Small peptide tags such as c-myc, HA, or FLAG tag have facilitated efficient Western-blotting of proteins of interest especially when specific antibodies for the proteins are not available. However, the conventional Western-blotting requires the multi-steps process taking at least several hours up to two days. With examples of various applications, here we show a convenient and time-saving method for protein detection which employs a fluorescent chemical BDED and its binding peptide RC-tag. And we propose "Estern staining", as a standard term for protein detection method using fluorescent chemicals and their binding small peptide tags. Eastern staining may substitutes for the time-consuming "immuno-staining" in many versatile applications.

USN(Ubiquitous Sensor Network)은 u-city, u-health 등과 같은 영역에서의 다양한 서비스를 통해 유비쿼터스 사회에서 u-life 실현을 가능하게 하는 핵심 인프라이다. 따라서 u-Life의 핵심 기술인 USN 기술에 대한 국내 표준화 확립을 위한 연구가 필요하다. 현재 USN에 대한 표준 현황은 센서 노드 구현을 위한 기술과 센서 노드들 사이의 효율 적인 통신을 위한 프로토콜 및 기존의 망과 연동을 위한 기술 표준 및 연구가 대부분이다. 그러나, 센서 네트워크와 USN 응용을 위한 이기종 센서 네트워크의 통합관리, 센싱 데이터 관리 및 USN 데이터베이스 구조 정의 등과 같은 응용 및 미들웨어 부분에서의 표준 및 연구는 아직 까지 미약한 수준이다. 이에 본 논문에서는 국내 센서 네트워크 서비스의 표준 개발 및 센서 응용 및 미들웨어 부분에서의 표준화된 플랫폼 기술을 위해 OGC(Open Geospatial Consortium)의 SWE(Sensor Web Enablement)를 구성하는 관련 표준 분석과, 국내 TTA(Telecommunications Technology Association)관련 표준과 상호 연관성을 통하여 OGC 표준의 국내 도입 가능성에 대한 연구를 하였다.
