Due to COVID-19, non-face-to-face cultures such as remote classes, remote work, and tele-medicine are spreading. The major contributors to the settlement of such a non-face-to-face society are small and medium SW companies and SW manpower. However, recently as large platform companies and foreign big tech companies hire thousands of SW manpower, SW small and medium-sized companies are experiencing a serious manpower shortage. Therefore, the purpose of this study is to suggest policy alternatives for SMEs to stably secure SW manpower and support continuous business operation. To achieve this purpose, this study examines the current status of the SW industry and manpower, then summarizes related issues and suggests policy alternatives to solve these issues. Those policies include the reinforcement of incentives to support manpower retention such as the Naeil Chaeum deduction system, youth housing union composition, special military service system, recruitment of manpower through the contract semester system of employment conditions, reinforcement of customized education through supplementation of the SW manpower training voucher system, SW field skill standardization, establishment of a governance system for nurturing SW manpower, preparation of countermeasures against the outflow of manpower to large companies, and a win-win cooperation program for large and SME SW manpower.

The inflow of Labor Migrants has been grown up to 600,000 people until now with the adoption of Employment Permit System (EPS) in 2004 until now. However the institutional support lack to ensure their rights and improve their conditions. This is because of their consideration ad temporary labors in South Korean society and labor forces rather than the objects of integration. As a result, the legal status and rights of migrant workers are criticized for their utilization rather than human rights, and human rights protection is insufficient. To this context, this paper analyzed the 19th presidential election pledge of the four political parties (Democratic Party, the Liberty Korea Party, Bareun Party and Justice Party) the majority of the Korean National Assembly, and predicted how the policies of migrant workers would evolve. The study found that there were two political parties that did not mention policies for migrant workers, and the remaining two parties also maintained their current policies. This is probably the biggest reason to recognize migrant workers as temporary residents. However, they should also be aware of the fact, that migrant workers are the members of the Korean society and are the owners of human rights that should be guaranteed, and should consider the policy directions to live with them.
The purpose of this study is to understand the influence of the competence of juvenile counselors and their working environment upon exhaustion. This study is expected to allow the exploration of various support strategies to prevent exhaustion, by investigating the impact of competence and working environment as juvenile counselors experience exhaustion. For this study, the researcher surveyed incumbent juvenile counselors, and the data from this survey were put to hierarchical regression analysis. The key findings of this study were as follows; First, as for the impact of the competence of juvenile counselors upon exhaustion, it turned out to have an explanatory power of 58.4% (F=17.125, p<.001). Second, as for the impact of the working environment of juvenile counselors upon their exhaustion, it has an explanatory power of 70.3% (F=19.339, p<.001). Third, when the competence and environment were input in sequential order, the impact on exhaustion had an explanatory power of 81.0% (F=27.368, p<.001). These findings indicated that the competence and working environment of juvenile counselors did have an impact on their exhaustion. Therefore, it is necessary to take measures to prevent exhaustion by developing programs for juvenile counselors to enhance their competence, government-initiated support policies, and better employment conditions and opportunities for promotion, etc.

The aim of this article is to analyze the relationship between the change of the diversity of the industrial structure, and regional employmentability and the intensification of regional competitiveness, and consequently, is to present policy implications. As a result of the analysis of the whole industry such as the primary, secondary and tertiary industry in Chungnam Province, the existing strategic implementation on the employmentability and regional competitiveness throughout the policy on the existing specialized industries can be regarded as appropriate. However, under the condition that danger and stability in each industry are fluctuated and the internal and external circumstances are varied, the detailed analysis and rapid policy prescription on the primary and tertiary industry are required. Along with these results, policy implications are as follows; Firstly, in terms of effectiveness, regional policy are simultaneously conducted along with industrial, technological and regional development's policies while consider ing complex and comprehensive characteristics of the regional industry and rapid changing the global market conditions. Secondly, with respect to equity, regional policy is needed to implement by reducing the socio-economic gap across regions and mixing regional and sectoral policies along with regional and local uniqueness.

This study analyses the macroeconomic effects of the direct payment system (DPS) for environment-friendly agriculture in Korea. We utilized the applied general equilibrium model (AGE model) for the general agricultural sector as well as the environmentally-friendly agricultural sector. We considered several scenarios based on various direct payment amounts to measure and analyze economic impacts. Scenario 1 considers the current direct payment system. Scenario 2 examines an additional 5% increase from the direct payment amount in scenario 1. Scenario 3 reviews an increase of 10% in direct payment amount while Scenario 4 considers an additional increase of 15% compared with Scenario 1. Lastly, scenario 5 examines a 20% increase in direct payment amounts compared with scenario 1. In addition, the baseline considers conditions prior to the introduction of the direct payment system. The simulation analysis results show that capital formation, production volume, and labor productivity increased in the environment-friendly agricultural sector. In contrast, employment in the environment-friendly agricultural sector decreased. The price of environment-friendly agricultural products following the introduction of the DPS remain consistent with the price of environment-friendly agricultural product before introducing the DPS. This results from price elasticity of supply and demand are inelastic, and there is no change in the income of consumers during the analysis period. However, additional research is necessary for improvement of the model using complementary statistical data for the environmental-friendly agriculture sector.

Due to abnormal weather conditions such as high temperature, the management of greenhouse rose farms is getting worse. In order to enhance the competitiveness of these farms, new measures are needed to improve their management performance. Therefore, this study suggests alternatives to improve the efficiency and productivity by identifying the causes of inefficiency of greenhouse rose farms in terms of management performance analysis through DEA analysis and MPI analysis. As a result of DEA analysis, the average TE of farmers increased from 0.867('16) to 0.905('17), but decreased to 0.850 in 2018, indicating that it was inefficient. In order to increase the management efficiency of farmers, efforts to preferentially reduce the costs (equipment, employment labor, fertilizer, facilities, seeds) that cause inefficiencies are needed. As a result of MPI analysis, TECI decreased from 1.044(T2) to 0.939(T3), which was the cause of the MPI decrease, and the TCI was rather increased from 0.958(T2) to 0.969(T3). In other words, it means that the decrease in productivity is due to insufficient utilization of potential production technology rather than the slowing of technological progress. This implies that it is important to provide technical guidance on utilization after technology dissemination.

In spite of the various government policies to increase the jobs and to improve the employment environment, the unemployment rate has not reduced. The aims of this study are to analyze the structural mismatch(especially geographical mismatch) between job opening and job seeking, and thus to comprehend more deeply the factors affecting unemployment rates of economic regions in Korea. For the period of 2008~2013, the unemployment rates caused by geographical mismatches between job opening and job seeking have been increased steadily. For Chungcheong, Dongnam and Honam economic region, geographical mismatches of low-educated and low-skilled jobs showed relatively quite high, indicating that the job seeker have a strong tendency of preferring certain areas in looking for their jobs. It means that the job seeker can get a job only to move the other areas within an economic region. However, for Capital region, which is the largest job seekers in Korea, geographical mismatches in all types of jobs showed very quite low. So, it is very difficult for the job seeker to escape from unemployment when changing the other areas in looking for a job in Capital region. The results of this study gives an important implication that a nationwide uniform unemployment policy may not be effective to reduce unemployment conditions, and a differentiated unemployment policy should be established in considering the characteristics of geographic mismatches by the types of job in terms of the level of education and skill for each economic region.

This study provides basic data needed to improve the working environment of the first class emergency medical technicians, in order to decrease their job stress and increase their job satisfaction. Job stress and satisfaction were compared and analysed in emergency medical technicians who were working for 119 rescue and hospitals at the time when twenty-one years had passed after the initial training of emergency medical technicians in order to identify differences between 119 rescue and hospitals, and their advantages and disadvantages. The subjects of the study were 182 first-class emergency medical technicians who were working in twenty-eight 119 rescue centers and fourteen national and local emergency medical centers in Gwangju, Jeollanamdo and Jeollabukdo. The study subjects were interviewed by questionnaire. For statistical analysis, SPSS/WIN 20.0 was used, and the results were analysed with chi-square, t-test, ANOVA, and ANCOVA testing. There was no significant difference in job stress between the subjects working in 119 rescue centers (2.92) and those working in hospitals(3.01). The satisfaction score of fire-fighting workers was 2.98 and that of hospital workers was 2.54. Hospital workers' satisfaction was significantly lower (p<0.001). The score of hospital workers' pay satisfaction was the lowest($2.07{\pm}0.62$). The job stress decreased and job satisfaction increased with decreasing monthly average number of patients(p<0.001), increasing monthly income(p=0.047), and more frequent holidays they had(p<0.001), the less. For less job stress and higher job satisfaction, welfare conditions both at 119 rescue and hospitals should be improved. 119 rescue centers should develop violence prevention measures and offer resting places for emergency medical technicians. Hospitals should pay more attention to the yearly pay increase rate and stability in employment types.

Guaranteed seafarer wage payment is essential to ensure a stable supply of seafarers. However, disputes over non-payment of wages to seafarers often occur. In this study, an automatic wage payment system was designed using a blockchain-based smart contract to resolve the problem of seafarers' wage arrears. The designed system consists of an information register, a matching processing unit, a review rating management unit, and wage remittance before deploying smart contracts. The matching process was designed to send an automatic notification to seafarers and shipowners if the sum of the weight of the four variables, namely wages, ship type/fishery, position, and license, exceeded a pre-defined threshold. In addition, a review rating management system, based on a combination of mean and median, was presented to serve as a medium to mutually fulfill the normal working conditions. The smart contract automatically fulfills the labor contract between the parties without an intermediary. This system will naturally resolve problems such as fraudulent advance payment to seafarers, embezzlement by unregistered employment agencies, overdue wages, and forgery of seafarers' books. If this system design is commercialized and institutionally activated, it is expected that stable wages will be guaranteed to seafarers, and in turn, the difficulties in human resources supply will be solved. We plan to test it in a local environment for further developing this system.

The primary objective of this study is to firstly survey and analyze the working environment and actual condition, secondly know their problems, and then provide the basic data about how to improve their working conditions. The specific study items for getting the goal above is as follows: 1. How does the industrial company connect with highschool vocational education well? 2. How does the mechanical technical highschool graduate apply with industrial field? The result of study is as follows: 1. National high school graduates and those who get the job through the school and the teacher changed their job at short period compared to other. 2. There was no benefit about the same major's worker at industrial field. The workers admitted that there is the exemption fo military service and the certification's allowance, only for which is related to their job. The longer the workers stay their job, the more they had the chance to get the exemption of military service. National highschool were carried out the curriculum well as planed especially for their major subjects. Whereas, the public and private highschools weren't. The seniors of their job and the coworkers are very helpful for learning the actual knowledge. The workers said that the school's curriculum and club activity weren't effective applying with their working field. 3. The study says that the important things of their job is the knowledge of their major. Those who 80% answered that the worker must improve the knowledge of their major to be a good engineer. Learning from their senior in working field was very helpful. The question above was ranked as the first. 4. The answer says that the new changed job's pay is more than the previous job. That is, the reason of leaving the job is the pay gap. The most dissatisfaction and problems in present job was the environment of working and the working condition. 5. Regarding to asking next year's plan, the answer says that keeping the job was ranked as the first. That answer means that they conservative.
