  • This study focuses on the possibility that skill-biased technological change is one of the factors for relatively poor employment conditions of the unskilled after the economic crisis. Increasing employment share of skilled workers accompanying with rising wage premium for education since implies that labor demand has shifted toward the skilled. The decomposition of changes in wage share of skilled workers into between-industry and within-industry changes suggests that the increase in the demand for skilled labor has been largely due to within-industry changes, which can be seen as reflecting the effect of the skill-biased technological change. Also the regression results indicate that the employment share of skilled workers has more rapidly increased in the industries with higher ICT (Information Communication Technology) investment intensity since the mid 1990s, hinting to the possibility that skill-biased technological changes may have come from ICT.

The results of this study will be able to be furnished as basic data in deciding the direction of policy toward skillful dental technicians with a view to improving job employment rate of college graduates. The questionnaires for data were done by the dental technicians working in Daegu City and Kyeongbuk Province and students studying at the department of dental technology, Daegu Health College. The questionnaires of this study were processed by SPSS program. We could confirm through the investigation that on-the-job training as one of the joint policies between industry and the academic world is closely related to all the college education and that the results of on-the-job training can be expected under the close cooperation and the complementary relationship between industry and the academic world. Therefore, this study indicates the directions of policy toward skillful technicians through the cooperation between industry and the academic world as follows : 1. The cooperative systems among industry, academic world, and government are needed for the improvement of efficient job employment rate. The continuous training programs are needed to be built up for the maintenance and development of the technicians'specialty after employment. 2. The all-in-one educational programs both education and employment are needed for the on-the-job training through the cooperation between industry and the academic world, and the activation of the organizations which fully operate them is also needed. • This study investigates the employment structure and the social safety net experience of the subcontracting cleaning workers in Korea, who have been main targets of the labor outsourcing despite the necessity and permanence of their labour. This study specifically focuses on the fact that these subcontracting cleaning workers are mostly female and in their old age, and analyzes how the combination of their age, gender, and employment structure leads to the (mis)match with the Korean social security system. Case study with in-dept interview method has been conducted to the old-aged female subcontracting cleaning workers in Korea. The result of this study is as follows. It was the income insecurity that led them to (re)enter the labour market, and the cleaning work was the almost the only wage work they could do considering their age and gender. Cleaning workers are mostly employed in the subcontracting company, and thus their labour contracts depend on the business contract period between the original and subcontracting company. Consequently, their employment relationship is mostly insecure unless they are guaranteed employment succession through the collective agreement of trade union. Moreover, it has been discovered that the employment insecurity due to the indirect employment relationship led to the poor labour conditions, low wage, and the exclusion from the social safety net.

  • Iksan Export Free Zone which was established for the export promotion, the employment augmentation, the technological improvement and the regional development promotion through the attraction of foreign direct investment is declining function with diminution of foreign direct investment, exportation and employment since the middle of the 1980s. The decline factor of the function was inherent in disregard of the necessary locational factors for Export Free zone's function promotion and without respect to conditions in a choice of location. And the present labor intensive industrial structure of region has some difficulties with a modification of Export Free Zone's industrial structure to a technology intensive industry. According to the lack of coherent policy, a limited plottage and a lack of the extensible space decrease the effect of agglomeration and economic of scale. And the lack of governmental policy to create a dynamic advantage comparative with an amelioration of the locational conditions of region diminish the regional attractive force to foreign direct investment.

  • Steel nitriding is a thermo-chemical process leading to surface hardening and improvement in fatigue properties. The process is strongly influenced by many different variables such as steel composition, nitrogen potential, temperature, time, and quenching media. In the present study, the influence of such parameters affecting physic-chemical and mechanical properties of nitride steels was evaluated. The aim was to streamline the process by numerical-experimental analysis allowing defining the optimal conditions for the success of the process. Input parameters-output results correlations were calculated through the employment of a multi-objective optimization software, modeFRONTIER (Esteco). The mechanical and microstructural results belonging to the nitriding process, performed with different processing conditions for various steels, are presented. The data were employed to obtain the analytical equations describing nitriding behavior as a function of nitriding parameters and steel composition. The obtained model was validated, through control designs, and optimized by taking into account physical and processing conditions.
