  • Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.

  • Korean sixth industrialization policy is similar to that of Japanese such as goal of policy, setup and promotion method of specific policy projects as it benchmarked a Japanese case. First of all, the certification systems of both countries, the most representative policy, are very alike that the governments officially certificate management bodies, prepare the ground for continuous sixth industrialization, devide intermediate support organization into the central unit and regional unit, and have the function of support and control of sixth industrialization management bodies. Furthermore, both countries create fund for sixth industrialization as an investment support policy, and push forward with the phased support policy businesses such as individual support and connected support for management bodies. However, there are some differences between certification systems of both countries such as process-oriented or result-oriented for certification, subtle differences of the role in support organization, and the range and rate of support.

  • The purpose of this study is to verify qualitatively and quantitatively practitioners' perceptions of functions and roles of community child center which plays a pivotal role in afterschool care in Korea. To achieve its purposes, we investigate environments, services, workers, service users, and delivery systems of community child center. As a result, 4 types of perception of community child center(service integration-oriented type focusing on professional workers, care-oriented type based on child care center's physical environment, delivering service-oriented type working in collaboration with schools, and individual case management-oriented type) were examined. These results were also classified into two categories. One focused on the importance of workers and supports for service environments. The other focused more on the functions of community child center to find commonality and originality in other afterschool care systems. This study can be valuable in understanding practitioners' different perception on functions and roles of community child center which have not yet been confirmed statistically. The results allow us to apply diverse practitioners' perceptions to the practice, and to elicit discussions regarding improved practice directions for managing community child center.
