The Utilization of Big Data's Disaster Management in Korea (국내 재난관리 분야의 빅 데이터 활용 정책방안)

  • In today's data-driven society, we've been hearing a great deal about the power of Big Data over the last couple of years. At the same time, it has become the most important issue that the problems is caused by the data collection, management and utilization. Moreover, Big Data has a wide applications ranging from situation awareness, decision-making to the area to enable for the foreseeable future with man-made and analysis of data. It is necessary to process data into meaningful information given that the huge amount of structured and unstructured data being created in the private and the public sector, even in disaster management. This data should be public and private sector at the same time for the appropriate linkage analysis for effective disaster management. In this paper, we conducted a literature review and case study efficient Big Data to derive the revitalization of national disaster management. The study obtained data on the role and responsibility of the public sector and the private sector to leverage Big Data for promotion of national disaster management plan. Both public and private sectors should promote common development challenges related to the openness and sharing of Big Data, technology and expansion of infrastructure, legal and institutional maintenance. The implications of the finding were discussed.

A Survey Of Infant Feeding Practices In Seoul, 1991. (영아의 수유 및 보충식에 대한 조사연구)

  • A survey of infant practices was conducted to provide information on which to base planned nursing interventions. The subjects were a convenience sample of 168 mothers visiting out - patients departments of five general hospitals and one public health center in Seoul for immunizations or treatment for common colds for their infants from two to 12 months of age. Data collection was carried out from July 8th to September 30th, 1991 using a questionnaire of 84 questions, 31 on the type of feeding, 22 on supplementary feeding and 21 on demographic infer mation. The results are summarized as follows : 1) The type of feeding was primarily artificial feed-ing (63.1%), followed by mixed feeding (22%) and breast feeding (14.9%) of the 59 mothers expecting during pregnancy to breast feed, 54. 2% changed artificial feeding and 30.5% went on to breast feed as they had expected. For mothers expecting to continue breast feeding over seven months. only one infant was being breast fed for over seven months. 2) For the 106 mothers using artificial feeding, 70. 8% hed attempted breast feeding, 64% of them for less than a month. Breast milk had been suppressed by for medication (38.7%) : 34.9% had used no specia] means. 3) The major reasons for replacing breast feeding with artificial feeding were the infants' demand for more milk (47.2% ) and insufficient supply of breast milk (49.3%). 4) Most mixed feeding was started at the age of one to three months (59.5%). Only 34.4% gave an artificial feeding after breast feeding : most (46%) alternated breast feeding with artificial feeding. On the whole, the motive for mixed feeding was the lack of breast milk (70.3%). 5) Many mothers (81.8%) were adding vitamin or mineral supplements to artificial milk and 51.5% were adding something to faciliate digestion. As for the method of sterilizing milk bottles and nipples, 56% had sterilized them together in boiling water from the beginning : 27% were just washing the bottles after boiling only once initially when measuring artificial milk powder, 31. 5% of the mothers over filled the measuring spoon rather than to the level. 6) The mother's occupation was related to her way of feeding. Mothers at home full time did more breast feeding than mothers employed outside the home. (x²=5.72, p=〈0.05). 7) Most mothers began supplementary food, from three to four months (48.8%) : 11.2% began later than seven months. Supplementary food was given between milk feedings by 67.2% of the mothers : 19.2% gave it before a milk feeding. Some mothers(26.4%) made their own supplementary food : 19.2% used ready - made supplementary food products for convenience. Recommendations for nursing interventions included : 1. Prenatal education about the advantages of breast feeding and breast care, and home visits after delivery for counselling related to breast feeding. Correct preparation of artificial feeding methods need to be taught in both pre & postnatal periods. In addition, specific education about supplementary feeding needed. 2. Further research is indicated about the Perceived lack of supply of breast milk and about the effectiveness of nursing interventions to Promote breast feeding.

Relationship between Some Weather Conditions and Immigration of the Brown Planthopper, Nilaparvata lugens Stal (벼멸구의 비래와 기상과의 관계)

  • ABSTRACT Brown planthopper collection data by 151 light traps located throughout the southern part of Korean peninsula for 7 years from 1981 thru 1987 were analysed with each immigration wave in relation to daily weather charts when the immigration occurred, and summarized as below. 1) Most of the main immigration took place during the mid and late July, though there were some variations from year to year. 2) Number of the BPH collected at one time, and the number of the area where those immigrants where collected were increased when it occurred closer to the end of July. 3) Weather conditions when the immigration took place were divided into 4 types; (a) depression with stationary front passed over the central peninsula (A type, 12 times); (b) depression with stationary front passed over the southern sea (B type, 5 times); (c) stationary front passed over the central peninsula(C type, 7 times); (d) without depression and stationary front (D type, 2 times). 4) Whatever the types of the weather, those immigrations started to land from south-west part of the peninsula, and those numbers of immigrants were also grater at those south-western areas. 5) When common weather factors were counted from each weather chart of the days when thcse immigrations took place, presence of wind from south-west was 26 times, presence of stationary front was 24 times, and presence of depression was 17 times out of all 26 cases of immigration. 6) Therefore, it could be concluded that the immigration of the BPH into Korea is simply accompanied by the north$.$easterly flowing air currents, connected from south-east part of China through Korean peninsula. And other factors seem to be related with inducing their landing.anding.

  • In this paper, we analyze the quality of life of children and adolescents with cancer. Separated children and adolescents to treat more than 293 patients myeongreul quit two years to analyze the quality of life. In most previous studies it was to compare the quality of life of the patient to feel the parent to evaluate the quality of life in children and adolescents with cancer. Or It was common practice to evaluate Pediatrics as a group. However, to evaluate a wide range of ages of children and adolescents cancer patients as a basis, there is a problem. Therefore, in the paper according to the degree language understanding and 10 to 12 years old and 13-20 years old classified as two groups. In addition, we use KMMQL-AF questionnaires written in korean. Accurate across the 10 local hospital the experts have described the extraction accompanied by an in-depth interview research surveys for data collection (15.07.2011 - 01.31.2012).

Factors Influencing the Activation Time of the Rapid Response Team (신속대응팀의 활성화 시간에 영향을 주는 요인)

  • Purpose: The rapid response team is a patient safety system that detects symptoms and signs of deteriorating inpatients and provides intervention and treatment. This study analyzed the factors influencing the activation time of the team. Methods: This is a descriptive correlation study that analyzed the electronic medical records of patients activated by the rapid response team. The collection period was from January 2014 to December 2017. We analyzed 278 pieces of data activated by the rapid response team for patients aged 16 years or older at C University S Hospital in Seoul. We employed the SPSS 23.0 program for data analysis. Results: The reasons for activation of the rapid response team were oxygen saturation of less than 90.0%, other causes, and change in consciousness. The most common diagnosis of activated patients was respiratory failure (32.4%). The average activation time was 153.43±286.05 min. The activation time was shortest during convulsions (13.29±7.32 min). For patients with a history of kidney disease (B=0.58, p=.008), in case of surgery (B=0.55, p<.001), if the first symptom is mediated by the physician (B=0.53, p=.007) the active time is often extended. On the other hand, activation time is reduced when consciousness changes (B=-0.51, p=.002), especially when oxygen saturation is below 90.0% (B=-0.64, p<.001). Conclusion: Based on the results of the study, it is expected that patients deteriorating in the general ward would be recognized early, which will help in the effective activation of the rapid response team.

An Analysis of Korean Research Trends on the Kindergarten and Child Care Center Directors (유아교육기관장에 관한 국내 연구 동향 분석)

  • The purpose of this research is to analyze research trends of kindergarten and child care center directors focusing on the articles in a journal of early childhood education in Korea. For this, I divided and analyzed 162 articles of related early childhood education directors contained in the National Research Foundation of Korea. The National Research Foundation of Korea listed eight journals from 1991 to 2013, according to the study period, study topic and study method. As a result of this research, first, the research trends in the study period show that until 2003 less than 5 articles were published while gradually increasing since 2004 and the director-related papers were published in the 20 pieces every year from 2009. Second, concerning the study topic, the most common topic was about 'institutional management of director', and 'director leadership', and 'role and duties', and 'quality' were followed. Third, types of study included many quantitative studies but they are decreasing recently and qualitative studies tended to increase since 2006. There are many studies for the teacher and data collection methods have been utilized frequently having questions marked distinct by quantitative research. Data analysis was being used a lot with quantitative analysis. These results of the study imply that it is necessary to execute studies of topics such as a director's leadership and core competencies and to diversify study subjects and methods on the kindergarten and child care center directors.

Qualitative Case Study on Life of non-disabled Adolescent of Parents with Intellectual Disability (지적장애 부모를 둔 비장애 청소년의 삶에 관한 질적 사례연구)

  • In this study, it investigates the life of normal adolescents who have parents with intellectual disability and their difficulties which suggested social welfare meanings of this study. In order to conduct wide and in-depth analysis on cases by utilizing the characteristics of qualitative case studies, it describes and analyzes the intellectual disability parents' normal children in detail from the viewpoint of an insider through in-depth interviews, various sources and diverse data collecting methods. As for the subject of this study, both parents should be persons with intellectual disability and their child shall be non-disabled and at least a high school student or older. Through the intentional sampling, five late adolescents who were in high school, all males participated in the study. The data collection process had been conducted from January 2014 to May, which is commonly utilized for qualitative case studies, and comparative analysis between cases were practiced for analysis. For credibility of the research results, it obtained severity at each stage by meeting the standard. The analysis results were largely divided into "growth story of non-disabled adolescents" and "life of non-disabled adolescents". Nine upper categories analyzed the common features in each case. The nine categories were "no one tells me to study", "advance while learning the sense of academic achievement", "hide into my own space", "having to grown up early", "different parents but same love", "relatives raised me", "have a friend who accepts me as I am", "being pressed by poverty", and "standing on a knife edge of being hurt and taking heart". Based on the in-depth research on normal teens that have intellectually disabled parents, theoretically speaking, this study expanded the prospect of study on intellectually disabled to their normal, intellectual teenage children. As for practical significance, understanding their parents' intellectual disability, parenting technique training, case management from the community level is suggested. Rregular real condition research of the families, allowance system for economic support et al. is suggested in policy aspect.

The Regional Folk Plants in Southern Inland Area of Gyeonggi-do (경기남부 내륙지역의 민속식물자원)

  • This study was carried out to clarify the regional folk plants in the southern inland area of Gyeonggi-do Province. According to the survey results, derived from 1,229 sheets of 90 residents at 35 places from 9 counties and cities between October 2009 and December 2010, the folk plants in the inland southern area of Gyeonggi-do consisted of a total of 259 taxa; 82 families, 200 genera, 221 species, 4 subspecies, 32 varieties, and 2 forma. The classification of the plants by its usage was; 214 as edible, 119 as medicinal, 34 as ornamental, 18 as timber, 12 as dye, 5 as oil, 3 as spice, 2 as fiber, 2 as aroma, and 22 as others uses. So, the edible and medicinal uses are higher than other uses. The most useful part was the leaf, followed by fruit, stem, root, and flower. The collection season was focused on spring and summer, because the leaf was mainly collected in an edible condition during those seasons. Traditional knowledge of folk plants was mostly passed down orally. The consistency comparison between the standard common name and the local name was the highest in the people in 50s and the lowest in those in 80s.

  • Technology forecasting is about understanding a status of a specific technology in the future, based on the current data of the technology. It is useful when planning technology management strategies. These days, it is common for countries, companies, and researchers to establish R&D directions and strategies by utilizing experts' opinions. However, this qualitative method of technology forecasting is costly and time consuming since it requires to collect a variety of opinions and analysis from many experts. In order to deal with these limitations, quantitative method of technology forecasting is being studied to secure objective forecast result and help R&D decision making process. This paper suggests a methodology of technology forecasting based on quantitative analysis. The methodology consists of data collection, principal component analysis, and technology forecasting by logistic regression, which is one of the data mining techniques. In this research, patent documents related to autonomous vehicle are collected. Then, the texts from patent documents are extracted by text mining technique to construct an appropriate form for analysis. After principal component analysis, logistic regression is performed by using principal component score. On the basis of this result, it is possible to analyze R&D development situation and technology forecasting.

Survey on Wild Edible Plant Resources in Korea and Its Germination Characteristics (우리나라 야생식용 자원식물의 종류 및 발아 특성에 관한 연구)

  • This study was conducted to obtain the basic information of edible resources among plant species. Potentials of resource plants were important in various usages, healthy food, medicinal materials, and breeding materials. Through our investigation 609 species of resources plants were considered as edible resources. These species belong to 74 families in which Asteraceae, Poaceae, Fabaceae, and Rosaceae were major families. Brassicaceae, Liliaceae, and Asteraceae contained large numbers of edible plants because plants belonged to these families were mainly used as vegetable. But Cyperaceae and Poaceae had relatively small numbers of species in the category of edible plant because plants belonged to these families have not been used directly as vegetables, common usage of edible plant. But Poaceae have a potentials as genetic donor for resistance-breeding strategies in major cereals. Although Poaceae can not be used as food directly, Poaceae should be investigated intensely in future for improvement of major cereals or application as fodder plants. The beneficial traits of edible plants as breeding materials have not been studied yet and development of new crop from plant resources requires the information about current situation in occurrence of resources plants genetically related to current crop species. Our results do not cover all plant species in Korea but this classification and identification about edible resources will provide primary information about plant resources. The collected seeds of resource plants showed wide spectrum in germination rate among plant species. The germination rate would probably be affected by collecting times, collected stage, and stored period. The proper methods about improving germination rate have to be elucidated to propagate the resource plants.
