Unmanned aircraft system traffic management (UTM) service for the safe operation of unmanned aerial vehicles (UAV) such as drones using commercial communication networks such as long-term evolution (LTE) and 5G in low-altitude areas of 150m or less is being studied in several countries. In this paper, whether it is possible to secure three-dimensional (3D) coverage for UTM service using the existing LTE cellular network for terrestrial usersis analyzed through simulations. The practicality in the real environment is confirmed by performing performance analysis in the actual topographical environment and the LTE base station layouts in Korea. According to the analysis results, as the altitude increases, the number of line-of-sight (LOS) interference base stations increases, resulting in a worse signal to interference plus noise ratio (SINR), but coverage is secured except for the limited areas within 150m. was confirmed to be possible. In addition, it is confirmed that a significant proportion of outage areas could be reduced by placing a small number of additional base stations for the outage area.
UAM (Urban Air Mobility) is a new safe, secure, and more sustainable air transportation system for passengers and cargo in urban environments. Commercial operations of UAM are expected to start in 2025. Since production rates of UAM are expected to be closer to cars than conventional aircraft, the airworthiness methodology for UAM must be prepared for mass production. Composite materials are expected to be mainly used for UAM structures to reduce weight. In this paper, the composite material qualification method was derived and the materials were applied for small aircraft application. It is expected to reduce the airworthiness certification time by applying composite material qualification system and its database.
UPRT(Upset Prevention And Recovery Training) is an accident prevention training program developed over a three-year period after the main cause of aircraft accidents in commercial aviation between 2001 and 2011 was analyzed as LOC-I(Loss Of Control Flight). In 2014, ICAO presented UPRT for fixed-wing aircraft through Doc.10011(Manual On Aeroplane Upset Prevention And Recovery Training) and recommended mandatory implementation to Contracting States from March 2019. Since naval P-3C is a major mission of maritime patrol and anti-submarine warfare, it takes a lot of time to fly at low altitude (70-600 m), and the majority of P-3C pilots have experienced spatial disorientation, so Upset prevention and recovery training is essential for naval P-3C pilots. To this end, this study intends to present measures for UPRT from limited conditions using the P-3C simulator owned by the Navy.

Navigation accuracy, integrity, and safety of commercial Unmanned Aerial Vehicle (UAV) is becoming crucial as utilization of UAV in commercial applications is expected to increase. Recently, the concept of Local-Area Differential GNSS (LADGNSS) which can provide navigation accuracy and integrity of UAV was proposed. LADGNSS can provide differential corrections and separation distances for precise and safe operation of the UAV. In order to derive separation distances between UAVs, modeling of Flight Technical Error (FTE) is required. In most cases, FTE for civil aircraft has been assumed to be zero-mean normal distribution. However, this assumption can cause overconservatism especially for UAV, because UAV may use control and navigation equipments in wider performance range and follow more diverse path than standard airway for civil aircraft. In this research, flight experiments were carried out to understand the characteristics of FTE distribution. Also, this paper proposes to use Johnson distribution which can better describe heavy-tailed and skewed FTE data. Futhermore, Kolmogorov-Smirnov and Anderson-Darling tests were conducted to evaluate the goodness of fit of Johnson model.
South Korea is advancing the unmanned aircraft private commercial business. Unmanned aerial vehciles industry has been developing for several years also abroad. However, unmanned aerial vehciles industry, can be an accident occurs. Accident of unmanned aerial vehciles to occur material damage and casualties. Particularly if an accident because of a defect in the unmanned aerial vehciles has occurred, it is necessary to analyze the liability for this. The defect accidents unmanned aerial vehciles has been the different manufacturing and design product is intended, whether it is important how to prove to this. This is because, unmanned aerial vehciles are designed in any intent of the original, it is impossible to victims know. So imposing a responsibility to prove the design by the manufacturer intended consumer is not fair. Moreover, the consumer, it is necessary to prove only that the product is one that normally dangerous lacked safety can be expected. This is a detailed issue of judgment of defects of unmanned aerial vehciles, the manufacturer to bear the accountability. In the case where the defect on the display of the unmanned aircraft is a problem, and if it reasonable indication, it is not appropriate to be required to prove that it was possible to prevent damage to the victim.

Biochemical weapons, called as a poor nation's nuclear-weapon, are most favorable Weapons of Mass Destruction(WMD). At the beginning of war, these biochemical weapons, which can threaten the operations of our forces and cause the anxiety and chaos of people, should be used to attack our principle facilities. And these attacks might be conducted as a long term scenario over the war. Consequentially, our military training as well as civilian-military joint training have been focused on these circumstances to improve defense capability against the invasion of biochemical weapons. Add to these efforts, there have been a lot of researches to develop advanced decontaminations that can secure our troops and equipments. In this study, applicability of the water-soluble decontaminant for the contaminated aircraft was evaluated. The water-soluble decontaminant has been applied to the military stations and ground weapon systems only. According to the theoretical analyses and published papers, the water-soluble decontaminant has been shown better decontamination capability than commercial cleaner by roughly 50%. Furthermore, as a result of experiment efforts in this study, it was showed that the water-soluble decontaminant can reduce corrosion risk which is primary concern for the aircraft structures.
Purpose: The purpose of this study is to propose an Integrated Safety Evaluation Process (ISEP) that can enhances the safety aspect of the safety-critical system. This process utilizes the advantages of the iterative Systems Engineering process combined with the safety assessment process that is commonly and well defined in many standards and/or guidelines for railway, aerospace, and other safety-critical systems. Methods: The proposed process model is based on the predefined system lifecycle, in each phase of which the appropriate safety assessment activities and the safety data are identified. The interfaces between Systems Engineering process and the safety assessment process are identified before the two processes are integrated. For the integration, the elements at lower level of Systems Engineering process are combined with the relevant elements of safety assessment process. This combined process model is represented as Enhanced Functional Flow Block Diagram (EFFBD) by using CORE(R) that is commercial modelling tool. Results: The proposed model is applied to the lifecycle and management process of the United States aircraft system. The US aircraft systems engineering process are composed of twelve key elements, among which the requirements management, functional analysis, and Synthesis processes are considered for examplenary application of the proposed process. To synchronize the Systems Engineering process and the safety assessment process, the Systems Engineering milestones are utilized, where the US aircraft system has thirteen milestones. Taking into account of the nine steps in the maturity level, the integrated process models are proposed in some phases of lifecycle. The flows of processes are simulated using CORE(R), confirming the flows are timelined without any conflict between the Systems Engineering process and the safety assessment process. Conclusion: ISEP allows the timeline analysis for identifying activity and data flows. Also, the use of CORE(R) is shown to be effective in the management and change of process data, which helps for the ISEP to apply for the development of safety critical system. In this study, only the first few phases of lifecyle are considered, however, the implementation through operation phases can be revised by combining the elements of safety activities regarding those phases.

The nuclear power industry in the world has recognized the importance of integrating non-technical and team skills training with the technical training given to its control room operators to reduce human errors since the Three Mile Island and Chernobyl accidents. The Nuclear power plant (NPP) industry in Korea has been also making efforts to reduce the human errors which largely have contributed to 120 nuclear reactor trips from the year 2001 to 2006. The Crew Resource Management (CRM) training was one of the efforts to reduce the human errors in the nuclear power industry. The CRM was developed as a response to new insights into the causes of aircraft accidents which followed from the introduction of flight recorders and cockpit voice recorders into modern jet aircraft. The CRM first became widely used in the commercial airline industry, but military aviation, shipboard crews, medical and surgical teams, offshore oil crews, and other high-consequence, high-risk, time-critical industry teams soon followed. This study aims to develop a CRM training program that helps to improve plant performance by reducing the number of reactor trips caused by the operators' errors in Korean NPP. The program is; firstly, based on the work we conducted to develop a human factors training from the applications to the Nuclear Power Plant; secondly, based on a number of guidelines from the current practicable literature; thirdly, focused on team skills, such as leadership, situational awareness, teamwork, and communication, which have been widely known to be critical for improving the operational performance and reducing human errors in Korean NPPs; lastly, similar to the event-based training approach that many researchers have applied in other domains: aircraft, medical operations, railroads, and offshore oilrigs. We conducted an experiment to test effectiveness of the CRM training program in a condition of simulated control room also. We found that the program made the operators' attitudes and behaviors be improved positively from the experimental results. The more implications of the finding were discussed further in detail.

The introduction of automated flight systems has greatly improved aviation safety, but aircraft pilots continue to face new challenges. The pilot's stress from an aeronautical perspective can be distinguished by the 'Startle and Surprise' responses. 'Startle' is a short, strong physiological response to sudden or threatening stimuli such as unexpected gunfire. 'Surprise' is a cognitive-emotional response to an event that goes beyond one's expectations. In Martin et al.'s (2012) Startle Effect Experiment, the pilot identified physiological responses in the 'Startle' state, including delayed response and increased heart rate. In the Rahim (2020) Startle/Surprise experiment, the pilot's breathing rate and pulse rate did not change due to pre-planned emergency training. On the other hand, it was confirmed that the pilot's respiratory and heart rate were greatly increased due to the complicated aircraft and unplanned emergencies. Based on the results of these experiments, domestic pilots need to be trained to handle non-technical and various unexpected emergencies that could arise in an aircraft, rather than be just put through courses for enhancing technical capabilities or simple repetitive training as required by aviation law.
As the industry related to drones has been activated, the public interest in drones has increased explosively, and many cases of drone-using are increasing. In the case of military drones, the security problem is the level of defense of the aircraft or cruise missiles, but commercial small and low cost drones are often released and utilized without security count-measure. This makes it possible for an attacker to easily gain access to the root of the drones, access internal files, or send fake packets. However, this droning problem can lead to another dangerous attack. In this regard, this paper has identified the vulnerabilities inherent in the commercial drones by analyzing the attack cases in the communication process of the specific drones. In this paper, we analyze and test the vulnerability in terms of scanning attack, meson attack, authentication revocation attack, packet stop command attack, packet retransmission attack, signal manipulation and de-compile attack. This study is useful for the analysis of drones attack and vulnerability.
