Influence of Police Authorities and Units on Transport Safety in the European Union Countries

  • The article is devoted to analyzing the police influence on road safety formation. The globalization processes confirm the study's relevance, provoking population mobility and the need to increase freight traffic. The study aims to identify the factors that affect road safety and the activities of the police and the EU transport safety units. An empirical analysis using factor analysis, correlation analysis, and general scientific methods of cognition were carried out to achieve the goal. The analysis results found that the number of police officers affects road safety, but not in all countries, which confirms the importance of other factors. Based on the analysis results of the scientific literature, the factors affecting transport safety are legislative regulation, the use of innovative technologies, transport infrastructure, geography, and psycho-physical and emotional drivers factors. It has been proved that the police authorities and units cannot fully ensure transport safety in the European Union because the safety is formed by a complex of actions by the state and road users.

개발제한구역 관리에 대한 공무원 인식 분석 - 서울특별시를 대상으로 - (A Study on the Analysis of Officials' Cognition on the Management of Green Belt - With Special Reference to Seoul Metropolitan City -)

  • 본 연구는 개발제한구역 관리에 대한 담당 공무원들의 인식을 실태조사하여 향후 개발제한구역 관리제도 개선에 대한 기초 자료 제시를 목적으로 수행되었다. 사례조사는 2000년도 이래 서울특별시 개발제한구역 관련 발생된 민원분석과 공원녹지 담당 등 개발제한구역 관리 관련 공무원을 대상으로 본청 3개과, 25개 구청, 1본부, 5개 사업소의 관련 공무원을 대상으로 수행하였다. 연구과정은 1단계로 개발제한구역 관련 민원 접수 내용을 분석하고, 2단계로 그 내용을 중심으로 심층 면접하였다. 3단계로 1, 2단계에서의 도출된 문제점을 문항으로 하여 설문조사를 실시하여 분석한 결과, 다음과 같은 연구결과가 도출되었다. 첫째, $2000{\sim}2005$년까지 서울특별시에 제기된 개발제한구역 관련 민원은 시설물 및 건축물의 신 증 개축에 관련된 것이 가장 많았고, 무단적치, 토지형질변경 등의 순서로 빈도가 높았다. 둘째, 공무원 인터뷰 결과, 이러한 3가지 종류의 문제가 관리상 어려움이 많은 것으로 나타났다. 셋째, 특히 관리상 문제 가 많이 발생하는 점은 축사. 콩나물 재배사 등 농 수산용 시설물 및 건축물의 불법전용, 농 수산물 가공창고의 타 용도로의 불법 전용, 주택 또는 근린생활시설 건축 시 필로티(pilotie)를 건축하고 이를 불법적인 타용도로 전환하는 행위, 넷째, 불법적 토지형질 변경 및 무단 적치 등이 심각한 것으로 나타났다. 이러한 연구 결과는 개발제한구역의 지정 및 관리에 관한 특별조치법 제12조 제1항 제1호 나목과 다목, 제4호, 제7호, 제8호 등과, 이 와 관련한 동법시행령 제13조(허가대상 건축물 또는 공작물의 종류 등)와 관련하여 농 수산업용 창고 등 허가 시 '임차 토지는 경작 면적에 미포함 시켜야 한다는 점', 또한, '농 수산업용 창고 허가 시 경작 면적이 일정면적 미만일 경우엔 불허가해야 한다는 점', 특히, '농 수산업용 창고 등 허가 시 $10,000m^2$ 이하의 경작 면적지에 대해서도 면적 기준에 따라 창고의 허용 면적을 지정해야 한다는 점'에 대한 개선이 논의되어야 할 필요성이 있음을 시사하고 있다.

스코폴라민으로 유도된 기억력 손상에 대한 복신의 보호 효과 및 작용기전 연구 (Effect of Poria Cocos on the Scopolamine-induced Memory Impairment and Its Underlying Molecular Mechanism)

  • This study was performed to investigate the memory enhancing effect of Poria cocos Wolf (Hoelen cum radix) against scopolamine-induced amnesia in Sprague-Dawley (SD) rats. To induce amnesia, scopolamine (0.75 mg/kg) was intraperitonically injected into SD rats 30 min before starting behavior tests. We have conducted Morris water-maze and Y-maze tests to monitor learning and memory functions. Poria cocos effectively reversed scopolamine-induced memory impairment in SD rats which was represented by an improvement of mean escape latency in water-maze test and spontaneous alterations in Y-maze test. To elucidate possible molecule mechanism, we have measured mRNA as well as protein expression of acetylcholine esterase (AchE), choline acetyltransferase (ChAT), muscarinic acetylcholine receptor (mAchR), and brain-derived neurotrophic factor (BDNF) using RT-PCR and Western blot analysis, respectively. Poria cocos increased mRNA levels of ChAT and mAchR in rat hippocampus compared with those in the scopolamine-injected amnesic group. In addition, protein expression of ChAT and BDNF was also elevated by Poria cocos intake. Furthermore, as an upstrem regulator, the activation of cAMP response element-binding protein (CREB) was assessed by immunohistochemistry. In this immunohistochemical analysis, the phosphorylation of CREB (p-CREB) was reduced by scopolamine injection, which was restored back to control levels by administration of Poria cocos. These results suggest that Poria cocos may improve memory and cognitive deficit in amnesia and have therapeutic potentials through up-regulation of ChAT, mAchR, and BDNF, which seemed to be mediated by activation of CREB.

과학영재고등학생의 과학과 영어과목에서의 학습전략 사용 및 동기의 차이와 학업수행과의 관계 (Relationships of the Self-regulated Learning Strategies used in Both Science and English Classes and Motivation to Academic Performance by Science-gifted High School Students)

  • 본 연구는 과학영재 고등학생의 과학과 영어과목에서의 자기조절학습전략 사용 및 동기에서의 차이와 학업성취와의 관계를 알아보았다. 연구대상자는 과학영재 고등학교 1학년 144명이었다. 연구결과, 과학영재는 영어과목보다 과학과목에서 자기조절학습전략에 해당하는 인지전략, 초인지 전략, 자원관리전략을 적극적으로 사용하였고 동기 또한 유의미하게 높았다. 과학영재가 사용한 자기조절학습전략은 물리학점의 개인차를 전혀 설명해주지 못하였고 동기의 변인 중 과제가치만이 물리학점 분산의 2퍼센트를 설명해 주었다. 영어과목에서는 초인지 전략이 영어학점 분산의 8퍼센트를 설명해주고 자원관리전략 중 시간 및 공부환경조절이 15퍼센트를 설명해주는 것으로 나타났다. 그리고, 동기의 변인 중 자기효능감이 영어학점 분산의 30퍼센트를 설명해 주었다. 이러한 연구결과는 동질그룹인 과학영재가 교과목에 따라 어떠한 자기조절 학습전략과 동기를 사용하는 것이 중요한지를 시사해주고 있다. 이러한 결과를 토대로 효율적인 학업수행을 위해 어떠한 점이 교수학습과정에서 도모되어야 하는지 그 시사점이 논의되었다.

냉요법 적용방법에 따른 냉요법 효과에 관한 연구-건강한 성인 여성에서 스폰지 목욕방법을 중심으로 (A Study on the Effect of Cold Application Using a Sponge Bath in Healthy Adults)

  • This study was a quasi-experimental research study to test the characteristics of temperature regulation according to sponge bath methods of cold application. Thirteen volunteers were selected from among nursing college students according to an established criteria using a purposive sampling technique. Four different cold application methods were used: $\circled1$ tepid water sponge bath at $28^{\circ}C$, $\circled2$ 20% alcohol sponge bath at $28^{\circ}C$, $\circled3$ 40% alcohol sponge bath at $28^{\circ}C$ and $\circled4$ tepid water sponge bath at 28$^{\circ}$C plus an ice bag to the head. Changes in rectal temperature, mean skin temperature, mean body temperature, heat content change and thermal discomfort during the cold application were measured at 5 minute intervals over a 120 minute period. The data collection period was from Dec. 20, 1988 to Feb. 3, 1989. The data were analyzed using descriptive statistics, simple regression, ANOVA, Duncan's multiple range test and Pearson correlation coefficient using the SPSS-X Program. The results of the study are summarized as follows. Five general hypothesis were tested. Hypothesis 1 that "Change in heat content will be decreased for each cold application method according to the cold application time" was rejected. (tepid water sponge bath: after 10 minutes of cold application, 20% alcohol sponge bath: after 25 minutes of cold application: 40% alcohol sponge bath: after 45 minutes of cold application, tepid water sponge bath plus an ice bag to the head: after 80 minutes of cold application) Hypothesis 2 that "Thermal discomfort will be changed for each cold application method according to the cold application time" was rejected after 5minutes of cold application. Hypothesis 3 that "Change in heat content will differ among the cold application methods" was accepted except 0~5, 0~10, 0~65, 0~105 and 0~120 minute. This difference showed significance only between sponge bath methods and tepid water sponge bath plus an ice bag to the head. Hypothesis 4 that "Thermal discomfort will differ among the cold application methods" was accepted at 15, 20, 35, 45, 75, 80, 90, 95, 100, 105, 110, 115 and 120 minute of cold application time. This difference showed significance only between sponge bath methods and tepid water sponge bath plus an ice bag to the head. Hypothesis 5 that "The higher the change in heat content, the higher the thermal discomfort during the cold application time" was accepted for between 10~60 and 75 minute of cold application. In conclusion, this study showed that in sponge bath at $28^{\circ}C$, 10~80 minute was a effective cold application time in the view of heat loss through the skin. Concerning the effects of evaporation and thermal discomfort, it was found that there was no difference with regard to the solutions; tepid water sponge bath; 20% alcohol sponge bath or 40% alcohol sponge bath at a $28^{\circ}C$ controlled solution temperature. So it was thought that the type of solution itself did not have a big influence on the heat loss through skin. The combined effect of sponge bath with an ice bag to the head showed a significant difference and also showed a slight increase in thermal discomfort. On the basis of this research it can be concluded that cold application, for example, an ice bag to the head during a tepid water sponge bath is a good method as it increase heat loss through conduction, although fit can also cause a slight increase in thermal discomfort. The correlation between changes in heat content and thermal discomfort were not high. So factors other than change in heat content are considered to have an effect on the cognition of thermal discomfort.
