Due to man-made climate change, global abnormal weather phenomena have occurred, increasing disasters. Major developed countries(military) are preparing for disasters caused by extreme weather appearances. However, currently, disaster prevention plans and facilities have been implemented based on the frequency and intensity method based on statistical data, it is not enough to prepare for disasters caused by frequent extreme weather based on probability basis. The U.S. and British forces have been the fastest to take research and policy approaches related to climate change and the threat of disaster change, and are considering both climate change mitigation and adaptation. The South Korean military regards the perception of disasters to be storm and flood damage, and there is a lack of discussion on extreme weather and disasters due to climate change. In this study, the process of establishing disaster management systems in developed countries(the United States and the United Kingdom) was examined, and the response policies of each country(military) were analyzed using literature analysis techniques. In order to maintain tight security, our military should establish a response policy focusing on sustainability and resilience, and the following three policy approaches are needed. First, it is necessary to analyze the future operational environment of the Korean Peninsula in preparation for the environment that will change due to climate change. Second, it is necessary to discuss climate change 'adaptation policy' for sustainability. Third, it is necessary to prepare for future disasters that may occur due to climate change.

International society has been making a lively discussion about natural disaster by climate change to mitigate natural hazard centering around intra-government association. This study dealt with a strategic mitigation and technical adaptation to support a habitual natural disaster region such as Bangladesh in terms of international cooperation for assistance to protect against the natural hazard. The land-cover on scale of one third of Bangladesh is situated lower than sea level that causes habitual flooding accident which gets increasing in the strengthen every single year. Most of people lives around exterior sea coast being faced with disaster of abnormal storm forming every three year cycle. Especially, the socio-economic status of the people in the coast is usually very low, and it need to get help from international cooperation aid. Therefor, the case study for the vulnerability of natural disaster in Bangladesh on geographical analysis is meaningful to join the international cooperation taking a part of role on technical support and education for adaptation of the natural disaster.
Objectives: The mass media play a crucial role in risk communication regarding climate change. The aim of this study was to investigate the trend in journalistic reports on climate change in the daily newspapers of Korea. Methods: We selected 9 daily newspapers in Korea, which according to the ABC Association, represented 77% of newspaper circulation, out of a total of 44 Korean daily newspapers. The collected articles were from 2009 to 2011. All of the articles were sorted into the following 8 categories: greenhouse gas, climate change conventions, sea level rise, Intergovernmental Panel on Climate Change synthesis reports, expected damage and effect, use of fossil fuels, global warming, and mitigation or adaptation. A chi-squared test was done on the articles, which were counted and classified into cause, effect, and measurement of climate change according to the newspaper's majority or minority ownership structure. Results: From the 9 selected newspapers, the number of articles on climate change by month was greatest in December 2009. Generally, the articles vague about climate change (lack of precise data, negative or skeptical tone, and improper use of terminology) were much more common than the articles presenting accurate knowledge. A statistical difference was found based on ownership structure: the majority-owned newspapers addressed the cause of climate change, while the minority-owned newspapers referred more to climate change measurement. Conclusions: Our investigation revealed that generally Korean daily newspapers did not deliver accurate information about climate change. The coverage of the newspapers showed significant differences according to the ownership structure.
South Korean central government has launched the first comprehensive climate change policies in 1999, and they have been renewed every three year. The third policies ended in 2007. However, it is quite rare to analyze whether the climate change policies are effective against climate change. In this context, this paper aims at analyzing the effectiveness of climate change policy which was launched for seven years from 1999 to 2007 in South Korea. The effectiveness analysis of policy can be done in terms of the individual policy and/or all policies being synthesized as a comprehensive unit. Employing the latter methodology, this paper analyzed the effectiveness on the basis of economic growth as independent variable, greenhouse gas emission as dependent variable, and energy use and its process as intervening variable. Seven analytic indicators covering the three variables were selected on the basis of two points in time before and after climate change policy having been launched. The seven indicators were analyzed in terms of three aspects. They were the change in the state of each indicator, the effectiveness of climate change policy from 1999 to 2007, and the effectiveness process from 1999 to 2007. The effectiveness process was analyzed in terms of the relational context and its flow processing path. Economic growth was advanced remarkably with increase in the total consumption of energy. As a result, greenhouse gas emission increased. However, energy efficiency increased with significant decrease in energy intensity, carbon intensity, and energy elasticity. The expansion of new and renewable energy over total energy supply was not effective significantly on the decrease in greenhouse gas emission. The processing path of climate change policy being effective advanced toward increase in energy efficiency through energy intensity rather than toward sustainable development. Such a way of the effectiveness of climate change policy implies that most policies focused on adaptation rather than on mitigation.

This study aims to classify climate zones for extreme climate indices over the Republic of Korea. First, frequencies and magitudes of extreme high temperature, spatial distributions for extreme low temperature, and extreme precipitation are analysed. Frequencies of summer days in inland region show more than coastal region. In frequencies of frost days, the characteristics of altitude and longitude are appeared. Heavy precipitation days show many frequencies in the southern coastal region and Jeju island, but little in Gyeongsangbuk-do region. The classification of climate zone for extreme climate indices by principal component analysis and cluster analysis is conducted for the first half, second half of study period, and climatology period for 1981-2010. Summer days are classified according to latitude. In case of frost days, the eastern and the southern coastal region and Jeju island are classified as same region. Heavy precipitation days are classified according to longitude in south region of Gyeonggi-do and Gangwon-do. This study will help to prepare adaptation and mitigation system for climate change in wide range of fields.

Vulnerability due to climate change depends on the concentration of carbon dioxide emissions over several upcoming decades. The objective of this study is to estimate the concentration of greenhouse gases and air pollutants in 2100, while also accounting for expected socio-economic changes in Korea. First, we intend to prepare scenarios for possible socioeconomic changes in Korea: business as usual (BAU), high growth and low growth. Secondly, we aim to predict services demands in residential?commercial sector, transportation sector, industrial sector for each scenarios. Finally, the emissions of LLGHG and SLCP will be estimated on the basis of the predicted service demands. The study results project that in Korea, LLGHG emissions will be approximately $660Mt\;CO_2\;eq$. and SLCP emissions will be approximately 3.81 Mt, -including black carbon (BC) by 2100. The transportation and industrial sectors are the major source for LLGHG emissions, and the residential and commercial sector serve as the SLCP source. Later, additional studies on the cost and benefit of mitigation should be carried out by comparing the reduced use of materials that cause climate change as a result of reduction policies and the socioeconomic cost.
Background: Despite the increasing role of dry forests in climate change adaptation and mitigation, these versatile resources has got less attention in the national and regional planning, their potential to enhance the local and national economy has been overlooked, and their contribution to sustainable environmental management has not been recognized. Hence, the objective of this study was to assess the socioeconomic contribution of dry forests and forest products to climate change adaptation in the Liben Woreda, Southern Oromia region of Ethiopia. Methods: For this study, an integrated qualitative and quantitative approach was used. A total of 74 households from villages in the Bulbul, Boba, and Melka-Guba kebeles were randomly selected for the household survey. Results: Results showed that 75% of the respondents in the area indicated that climate change has become their major sources of vulnerability, where drought has been manifested in the form of crops failure and massive death of livestock particularly cattle species. The main income strategies of the study households include livestock, crop, forests such as gum and resins, firewood and charcoal and non-farm activities such as in the form of petty trade, wage and aid. The average total household income was ETB 11,209.7. Out of this, dry forest income constituted 15% of the total income. In addition to using dry forests as rangeland for livestock, the communities collect wood for construction, fodder, traditional medicine, and forest food both for subsistence and for sale. On the other hand, dry forest products could be considered as less vulnerable, rather resilient livelihood strategies to climate- and environment-related risks compared to livestock and crop production such as in the face of drought periods. More than 48.6% of the households argued that the income generated from dry forests increased substantially due to increment in the level of engagement of family members in forest based income activities. On the other hand, 35.8% of the households responded that livestock production, particularly camels and goats, have been making the livelihood strategies of the respondents more resilient indicating the shift made from grazers browsers to livestock. In general trends show that, the trends of livelihood dependency on dry forest were highly increasing indicating the importance of dry forest income in responsse to frequent droughts. Conclusions: Dry forest income has been becoming crucial livelihood staretgy in response to frequent droughts in the study area and hence, it is important to improve the management of dry forests for livelihood enhancement, while also securing their long-term ecological functions.

As climate change issues intensify, the importance of green spaces, a Nature-based Solution (NbS), is being emphasized for urban climate change adaptation. This study analyzes the carbon neutrality effects of the historical landscape forests of Seolleung and Jeongneung, large green spaces in urban areas, using the i-Tree Eco simulation. By doing so, the study underscores the significance of maintenance and management from a climate change adaptation perspective. For the simulation analysis, an inventory was established based on field-measured tree monitoring data of 10,643 trees within the study area, linked with climate data from nearby weather observation stations. The analysis results showed that the trees within the study area annually reduced air pollutants by 5,400 kg, stored 1,260 tons of carbon, and sequestered 98.23 tons of carbon. Additionally, since the study area primarily consists of forest species, it was found that it can secure relatively higher biomass accumulation compared to trees applied to street trees and park green spaces. This emphasizes the need for maintenance and management of historical landscape forests as urban resources that can contribute to national carbon neutrality due to their high forest structure integrity, in addition to their heritage preservation value.
The fisheries in East Asia are reviewed in conjunction with climate change and social-economic developments in the 20th century. About one third of the human population resides in this region, producing a large share of the world's fisheries products, consuming them, and contributing significantly to the international trade of the products. Ongoing local and global climate changes, as well as ocean warming and acidification, are anticipated to have significant impacts on fisheries. Frequent typhoons have brought untold calamities and miseries to coastal communities. The rate of environmental change is outpacing our ability to respond effectively. The science must now move beyond identifying issues and toward providing sound bases for the development of innovative solutions, including effective adaptation and mitigation strategies. Fisheries management plans must be made to consider both changes in climate and social systems. It seems logical that an international forum should be made available to coordinate scientific research, management, and conservation of the region's fishery resources.

To interpret the climate projections for the future as well as present, recognition of the consequences of the climate internal variability and quantification its uncertainty play a vital role. The Korean Peninsula belongs to the Far East Asian Monsoon region and its rainfall characteristics are very complex from time and space perspective. Its internal variability is expected to be large, but this variability has not been completely investigated to date especially using models of high temporal resolutions. Due to coarse spatial and temporal resolutions of General Circulation Models (GCM) projections, several studies adopted dynamic and statistical downscaling approaches to infer meterological forcing from climate change projections at local spatial scales and fine temporal resolutions. In this study, stochastic downscaling methodology was adopted to downscale daily GCM resolutions to hourly time scale using an hourly weather generator, the Advanced WEather GENerator (AWE-GEN). After extracting factors of change from the GCM realizations, these were applied to the climatic statistics inferred from historical observations to re-evaluate parameters of the weather generator. The re-parameterized generator yields hourly time series which can be considered to be representative of future climate conditions. Further, 30 ensemble members of hourly precipitation were generated for each selected station to quantify uncertainty. Spatial map was generated to visualize as separated zones formed through K-means cluster algorithm which region is more inconsistent as compared to the climatological norm or in which region the probability of occurrence of the extremes event is high. The results showed that the stations located near the coastal regions are more uncertain as compared to inland regions. Such information will be ultimately helpful for planning future adaptation and mitigation measures against extreme events.
