Analysis of Disaster Vulnerable Districts using Heavy Rainfall Vulnerability Index (폭우 취약성 지표를 활용한 재해취약지구 분석)

  • In order to improve the vulnerability of current cities due to climate change, the disaster vulnerability analysis manual for various disasters is provided. Depending on the spatial units, the disaster vulnerability levels, and the conditions of the climatic factors, the results of the disaster vulnerability analysis will have a significant impact. In this study, relative assessments are conducted by adding the eup, myeon and dong unit in addition to census output area unit to analyze the impact on the spatial unit, and relative changes are analyzed according to the classification stages by expanding the natural classification, which is standardized at level four stage, to level two, four and six stage. The maximum rainfalls(10min, 60min, 24hr) are added for the two limited rainfall characteristics to determine the relativity of disaster vulnerable districts by index. The relative assessment results of heavy rainfall vulnerability index showed that the area ratio of disaster areas by spatial unit was different and the correlation analysis showed that the space analysis between the eup, myeon and dong unit in addition to census output area unit was not consistent. And it can be seen that the proportion of disaster vulnerable districts is relatively different a lot due to indexes of rainfall characteristics, spatial unit analysis and disaster vulnerability level stage. Based on the above results, it can be seen that the ratios of disaster vulnerable districts differ relatively significantly due to the level of the disaster vulnerability class, and the indexes of rainfall characteristics. This suggests that the impact of the disaster vulnerable districts depending on indexes is relatively large, and more detailed indexes should be selected when setting up the disaster vulnerabilities analysis index.

Assessment of Forest Degradation and Carbon Storage for REDD+ Project in North Korea (북한에서의 REDD+ 사업을 위한 산림황폐화 및 탄소저장량 평가)

  • As the deforestation in North Korea gets severed, the interest for REDD+ is also increasing. This study analyzed historical land cover changes of the study area which is 10,000 ha in Hwanghaebukdo of North Korea for assessing change in landcover and carbon storage. The result showed that the forest area had decreased from 7,035 ha to 4,293 ha which is approximately 39% of total forest area between 1989 and 2013. The deforestation caused that forest carbon storage had decreased approximately $284,399tCO_2$. Set the baseline and analysed the potential reduction amount of carbon emission, it was estimated that REDD+ project could store approximately $364,704tCO_2$ for next 30 years. This study still has limitations such as lacking in direct field survey and the data of stand volume of each tree species which was replaced with the data of stand volume in South Korea. But, study can be applied for future REDD+ projects in North Korea.

  • Recently, the flood inundation caused by heavy rainfall in urban area is increasing due to global warming. The variability of climate change is described in the IPCC 5th report (2014). The precipitation pattern and hydrological system is varied by climate change. Since the heavy rainfall surpassed the design capacity of the pipeline, it caused great damage in metropolitan cities such as Seoul and Busan. Inundation in urban area is primarily caused by insufficient sewer capacity and surplus overflow of river. Inundation in urban area with concentrated population is more dangerous than rural and mountains areas, because it is accompanied by human casualties as well as socio-economic damage to recover destruction of roads, brides and underground spaces. In addition, various factors such as an increase in impervious area, a short time of concentration to outlet, and a shortage of sewer capacity's lack increase flooding damage. In this study, flood inundation analysis was conducted for vulnerable areas using XP-SWMM. Also, three structural flood prevention measures such as drainage pipeline construction, detention reservoir construction, and flood pumping station construction are applied as flood damage prevention alternatives. The flood data for each alternative were extracted by dividing the basin by grid. The Spatial Compromise Programming are applied using flood assessment criteria, such as maximum inundation depth, inundation time, and construction cost. The purpose of this study is to reflect the preference of alternatives according to geographical condition even in the same watershed and to select flood defense alternative considering regional characteristics.

A Study on Identification of the Heat Vulnerability Area Considering Spatial Autocorrelation - Case Study in Daegu (공간적 자기상관성을 고려한 폭염취약지역 도출에 관한 연구 - 대구광역시를 중심으로)

  • The IPCC (Intergovernmental Panel on Climate Change) recommended the importance of preventive measures against extreme weather, and heat waves are one of the main themes for establishing preventive measures. In this study, we tried to analyze the heat vulnerable areas by considering not only spatial characteristics but also social characteristics. Energy consumption, popu lation density, normalized difference vegetation index, waterfront distance, solar radiation, and road distribution were examined as variables. Then, by selecting a suitable model, SLM (Spatial Lag Model), available variables were extracted. Then, based on the Fuzzy theory, the degree of vulnerability to heat waves was analyzed for each variable, and six variables were superimposed to finally derive the heat vulnerable area. The study site was selected as the Daegu area where the effects of the heat wave were high. In the case of vulnerable areas, it was confirmed that the existing urban areas are mainly distributed in Seogu, Namgu, and Dalseogu of Daegu, which are less affected by waterside and vegetation. It was confirmed that both spatial and social characteristics should be considered in policy support for reducing heat waves in Daegu.

The Comparative Assessment of Cold Tolerance of Broad-leaved Evergreen Trees by Low Temperature Treatment (저온처리에 따른 국내 상록활엽수종의 내한성 비교 평가)

  • The aim of the present study was to compare the cold tolerance of seven different types of trees growing in southern Korea to select evergreen broad-leaved trees that can be used as street trees in large land areas experiencing climate change. The trees compared were the thorn tree, Cinnamomum camphora, Camellia japonica, Machilus thunbergii, Dendropanax morbifera, Daphniphyllum macropodum Miq., Quercus glauca Thunb., and Raphiolepis indica. When the trees were subjected to low temperature treatment, their electrolyte elution volume values appeared to increase with the decreases in the treatment temperature. The analysis of the cold tolerance of each type of tree was based on the estimated temperatures in the following order: C. japonica (-11.586℃) > R. indica (-9.348℃) > Q. glauca (-8.719℃) > M. thunbergii (-8.090℃) > D. macropodum (-7.409℃) > D. morbifera (-7.085℃) > C. camphora (-6.995℃). The relative cold tolerance difference found in the seven tree species was more than 5℃, as evaluated previously. In the Lauraceae family, the difference in cold tolerance was more than 2℃, even in the same species. The analysis showed that trees with excellent cold tolerance included Q. glauca Thunb., C. japonica, R. indica, and the thorn tree. This knowledge is required for the evaluation of the possibility of the survival of trees under cold temperature conditions in cities.

Future Inundation Risk Evaluation of Farmland in the Moohan Stream Watershed Based on CMIP5 and CMIP6 GCMs (CMIP5 및 CMIP6 GCM 기반 무한천 유역 농경지 미래 침수 위험도 분석)

  • The objective of this study was to evaluate future inundation risk of farmland according to the application of coupled model intercomparison project phase 5 (CMIP5) and coupled model intercomparison project phase 6 (CMIP6). In this study, future weather data based on CMIP5 and CMIP6 general circulation model (GCM) were collected, and inundation was simulated using the river modeling system for small agricultural watershed (RMS) and GATE2018 in the Tanjung district of the Moohan stream watershed. Although the average probable rainfall of CMIP5 and CMIP6 did not show significant differences as a result of calculating the probability rainfall, the difference between the minimum and maximum values was significantly larger in CMIP6. The results of the flood discharge calculation and the inundation risk assessment showed similar to trends to those of probability rainfall calculations. The risk of inundation in the future period was found to increase in all sub-watersheds, and the risk of inundation has been analyzed to increase significantly, especially if CMIP6 data are used. Therefore, it is necessary to consider climate change effects by utilizing CMIP6-based future weather data when designing and reinforcing water structures in agricultural areas in the future. The results of this study are expected to be used as basic data for utilizing CMIP6-based future weather data.

  • In order to predict the risk of freeze injury for 'Changhowon Hwangdo' peach trees, we used the dormancy depth (i.e., the daily chill unit accumulation during the overwintering period) as a proxy for the short-term, physiological tolerance to freezing temperatures. A Chill-days model was employed and its parameters such as base temperature and chilling requirement were optimized for peach trees based on the 12 observational experiments during the 2008-2009 winter. The model predicted the flowering dates much closer to the observations than other models without considering dormancy depth, showing the strength of employing dormancy depth into consideration. To derive empirical equations for calculating the probabilistic freeze risk, the dormancy depth was then combined with the browning ratio and the budburst ratio of frozen peach fruit branches. Given the exact date and the predicted minimum temperature, the equations calculate the probability of freeze damages such as a failure in budburst or tissue browning. This method of employing dormancy depth in addition to freezing temperature would be useful in locating in advance the risky areas of freezing injury for peach trees production under the projected climate change.

  • 기후변화 및 토지이용변화에 따라 강우량 및 증발산량 등과 같은 물순환계 구성요소가 변화하면 유역에서의 물순환계가 영향을 받게 된다. 이렇게 변화된 유역의 물순환계를 종합적으로 관리하기 위해서는 물순환 개선 기술을 통한 지속가능하고 건전한 물순환체계의 구축이 필요하다. 유역 물순환 개선 기술은 기후변화가 진행 중에 있거나 예상되는 지역에 대하여 강우-유출수를 지연, 저류, 침투시켜 지속가능한 물순환체계를 유지 회복하도록 하는 기술이라 할 수 있다. 한국건설기술연구원에서는 기후변화 대비 수자원 적응기술 개발 연구단(CCAW, Climate Change Adaptation for Water resources)의 연구비 지원을 받아 유역 건전성 및 취약성을 평가 하고 취약한 유역에 대한 물순환 개선기술을 확보하기 위한 연구를 수행 중에 있다. 특히, 수년간 국가연구개발사업을 통해 개발되고 사업화에 성공한바 있는 유역 물순환 평가 모형인 CAT(Catchment hydrologic cycle Assessment Tool)을 수정 개선하여 수요자 중심의 활발한 현장 적용을 도모하고 있다. 본 연구에서는 개발된 유역 물순환 개선 및 평가시스템의 적용성 평가를 위하여 대상유역으로 태국의 Lam Takhong 저수지 유역을 선정하였다. Lam Takhong 저수지 유역은 유역면적은 $1,423km^2$이며 저류량은 약 $440{\times}106m^3$이다. 입력자료인 DEM, Land Cover 자료는 USGS Hydro1K (https://earthexplorer.usgs.gov/), 하천망 및 유역경계 자료는 USGS HydroSHEDS (https://hydrosheds.cr.usgs.gov/dataavail.php), 기상 및 관측 유입량, 저수지 제원 등의 자료는 APEC 기후센터의 협조를 받아 1976년부터 2016년까지의 일단위 자료를 이용하였다. 모의결과는 저수지 월별 관측 유입량과 상류 유역의 모의 유출량을 이용하여 비교-분석 하였다. Lam Takhong 저수지 상류 유역은 APEC 기후센터에서 SWAT 모형을 이용하여 저수지 유입량 분석을 수행한 바 있다. 따라서 본 연구의 결과를 SWAT 모의결과와 비교하여 그 적용성을 검증하였다. 월별 관측 유입량과 저수지 상류 유역 모의 유출량을 비교한 결과 CAT의 경우 결정계수(R2) 값이 0.86, SWAT은 0.76으로 나타나 CAT의 적용 결과가 좀 더 우수한 것으로 나타났다. 모의 결과는 매개변수 최적화 과정을 거치지 않은 결과이며 SWAT 모형과의 결과 비교를 위하여 매개변수는 동일하게 적용하였다. 향후 매개변수 최적화 모듈을 통해 검 보정 단계를 거친다면 정밀한 분석이 가능할 것으로 판단된다.

  • 2007년 발간된 IPCC의 4차 평가보고서에서 자연재해, 환경, 해양, 농업, 생태계, 보건 등 다양한 부분에 미치는 기후변화의 영향에 대한 과학적 근거들이 제시되면서 기후변화는 현세기 범지구적인 화두로 대두되고 있다. 또한, 기후변화에 의한 지구 온난화는 대규모의 수문순환 과정에서의 변화들과 연관되어 담수자원은 기후변화에 대단히 취약하며 미래로 갈수록 악영향을 받을 것으로 6차 기술보고서에서 제시하고 있다. 특히 우리나라는 지구온난화가 전 지구적인 평균보다 급속하게 진행될 가능성이 높기 때문에 기후변화에 대한 담수자원 취약성이 더욱 클 것으로 예상된다. 따라서 지표수에 용수의존도가 높은 우리나라의 댐 저수지를 대상으로 기후변화에 따른 수환경 변화의 정확한 분석과 취약성 평가는 필수적이다. 본 연구에서는 SRES A1B 시나리오를 적용하여 기후변화가 주암호 저수지의 수환경 변화에 미치는 영향을 분석하였다. 지역스케일의 미래 기후시나리오 생산을 위해 인공신경망(Artificial Neural Network.,ANN)기법을 적용하여 예측인자(강우, 상대습도, 최고온도, 최저온도)에 대해 강우-유출모형에 적용이 가능한 지역스케일로 통계적 상세화를 수행하였으며, 이를 유역모델에 적용하여 저수지 유입부의 유출량 및 부하량을 예측하였다. 유역 모델의 결과를 토대로 저수지 운영모델에 저수지 유입부의 유출량을 적용하여 미래 기간의 방류량을 산정하였으며, 최종적으로 저수지 모델에 유입량, 유입부하량 및 방류량을 적용하여 저수지 내 오염 및 영양물질 순환 및 분포 예측을 통해서 기후변화가 저수지 수환경에 미치는 영향을 평가하였다. 기후변화 시나리오에 따른 상세기 후전망을 위해서 기후인자의 미래분석 기간은 (I)단계 구간(2011~2040년), (II)단계 구간(2041~2070년), (III) 단계 구간(2071~2100년)의 3개 구간으로 설정하여 수행하였으며, Baseline인 1991~2010년까지의 실측값과 모의 값을 비교하여 검증하였다. 강우량의 경우 Baseline 대비 미래로 갈수록 증가하는 것으로 전망되었으며, 2011년 대비 2100년에서 연강수량 6.4% 증가한 반면, 일최대강수량이 7.0% 증가하는 것으로 나타나 미래로 갈수록 집중호우의 발생가능성이 커질 것으로 예측되었다. 유역의 수문 수질변화 전망도 강수량 증가의 영향으로 주암댐으로 유입하는 총 유량이 Baseline 대비 증가 하였으며, 유사량 및 오염부하량도 증가하는 것으로 나타났다. 저수지 수환경 변화 예측결과 유입량이 증가함에 따라서 연평균 체류시간이 감소하였으며, 기온 및 유입수온 상승의 영향으로 (I)단계 구간대비 미래로 갈수록 상층 및 심층의 수온이 상승하는 것으로 나타났다. 연중 수온성층기간 역시 증가하는 것으로 나타났으며, 남조류는 (I)단계 구간 대비 (III)단계 구간으로 갈수록 출현시기가 빨라지며 농도 역시 증가하였다. 또한 풍수년, 평수년에 비해 갈수년에 남조류의 연평균농도 상승폭과 최고농도가 크게 나타나 미래로 갈수록 댐 유입량이 적은 해에 남조류로 인한 피해 발생 가능성이 높아질 것으로 예상된다.

Assessment of Carbon Stock and Uptake by Estimation of Stem Taper Equation for Pinus densiflora in Korea (우리나라 소나무의 수간곡선식 추정에 의한 탄소저장량 및 흡수량 산정)

  • This study was conducted to estimate carbon stocks of Pinus densiflora with drawing volume of trees in each tree height and DBH applying the suitable stem taper equation and tree specific carbon emission factors, using collected growth data from all over the country. Information on distribution area, tree age, tree number per hectare, tree volume and volume stocks were obtained from the $5^{th}$ National Forest Inventory (2006~2010) and Statistical yearbook of forest (2016), and method provided in IPCC GPG was applied to estimate carbon stock and uptake. Performance in predicting stem diameter at a specific point along a stem in Pinus densiflora by applying Kozak's model, $d=a_{1}DBH^{a_2}a_3^{DBH}X^{b_{1}Z^2+b_2ln(Z+0.001)+b_3\sqrt{Z}+b_4e^z+b_5(\frac{DBH}{H})}$, which is well known equation in stem taper estimation, was evaluated with validations statistics, Fitness Index, Bias and Standard Error of Bias. Consequently, Kozak's model turned out to be suitable in all validations statistics. Stem volume table of P. densiflora was derived by applying Kozak's model and carbon stock tables in each tree height and DBH were developed with country-specific carbon emission factors ($WD=0.445t/m^3$, BEF = 1.445, R = 0.255) of P. densiflora. As the results of analysis in carbon uptake for each province, the values were high with Gangwon-do $9.4tCO_2/ha/yr$, Gyeongsandnam-do and Gyeonggi-do $8.7tCO_2/ha/yr$, Chungcheongnam-do $7.9tCO_2/ha/yr$ and Gyeongsangbuk-do $7.8tCO_2/ha/yr$ in order, and Jeju-do was the lowest with $6.8tC/ha/yr$. Total carbon stocks of P. densiflora were 127,677 thousands tC which is 25.5% compared with total percentage of forest and carbon stock per hectare (ha) was $84.5tC/ha/yr$ and $7.8tCO_2/ha/yr$, respectively.
