  • This paper introduces the process in which the Center for Freedom of Information, founded for the public's right to know by disseminating public information, was created . Building archives with scarce resources and capacities has resulted in a number of troubles and frustrations, and the need for reorientation. However, through the contributions of many people empathizing with the unique needs and meanings of citizen-led archives, difficulties were overcome, and archives were built. This paper summarizes the specific difficulties and capabilities required in this process, especially the knowledge and assistance needed in the field of records management. Although much research is necessary, the archives serve as an example of remembering and reconstructing the past when the 1997 Crisis Archives had shaken all the foundations of people's lives, and a tool to guide decision-making.

  • This study looks at the origin of a wild-ginseng, Korean ginseng, and traces the origin of associated wild-ginseng digging customs back to the Annals of the Joseon Dynasty. These historical customs helped Korea gain control over its wild ginseng resources following Japanese colonization acts, Korea's present-day forest laws, and Korean Civil Law. Prior to Japanese colonial rule in Korea (1910-1945), ginseng digging was a common custom, but Imperial Japan distorted Korea's own legal principles of the public rights of wild-ginseng digging during this colonial period. Distorted legal principles concerning digging customs continued after Korea's liberation from Japanese rule and were maintained until the enforcement of the Korean Civil Law in 1960, when legal principles of the right of common were changed to special servitude. The origin of the right of common can be found in the Sichojang of the Joseon Dynasty. The Sichojang, a place where local residents jointly collected firewood and fed livestock, was the minimum right to life and interest at the time. Since the right of common was the right to life, Imperial Japan attempted to abolish it, but it was never successful. In addition, distorted legal principles have been maintained in present-day forestry-related laws and regulations. Over 75 years since the liberation from Japanese rule in 1945, it is imperative to break away from the distorted legal principles and acknowledge that digging custom rights have changed from common customs to a special servitude under Korean Civil Law. Hence, an organization of wild-ginseng diggers is an unincorporated association, and their wild-ginseng digging customs can be constituted as a special servitude. Hence, their practices should be considered valid under customary law. Through this, it will be possible to clarify the legal nature and grounds for ginseng-related wild-ginseng digging activities, as well as the civil responsibility for the activities of wild-ginseng diggers.

  • A variety of risks caused by natural, technological and biological hazards threaten a business continuity of an organization. Business continuity is very important issue for all organizations and its proper management may control success and failure of an organization. Business continuity plan (BCP) may be defined as a management process which provides a business continuity. BCP includes risk management, operational continuity plan, response/ recovery, exercise/study and crisis communication, etc. Risk management is a systematic method to identify, analyze, evaluate and treat emergency risks and risk assessment is composed of identifying, analyzing and evaluating emergency risks. Risk assesment is the first step for making BCP. In this study, risk assessment has been conducted for sewer laying project. Through assessing risks, 18 risks that may threaten the construction operation are identified and it is founded to be that high levels of risks which require treatment are 'collapse of excavation surface', 'breakage of ground infra-facilities', 'noise & dust dispersion' and 'rise of material costs'.

  • Social capital is regarded as the alternative plan and the index of healthy society for constructing social tie through solving social problems on the basis of causal relationship between sports, social capital, and healthy society, in order to accomplish sound society. The role of sports to construct healthy society and social capital is emphasized here. To accomplish healthy society amid various social deviations nowadays, the value of sports should be newly recognized and highlighted among the general public. To attain this purpose, organizing sports club as a voluntary association and facilitating its activities, securing confidence for the sports organization and policies, developing and popularizing sports program to form community and civil society should be embodied. The research field of sports sociology should inquire into the most suitable condition in constructing healthy society and social capital, and should make efforts to find out realistic solutions to satisfy this that purpose. To examine this aspect, cooperative research on micro scale and macro scale of trust as social capital interdisciplinary research into the field of psychology and sociology, research on the methodology of the social network, and critical research are required.

  • Parshall flume is more practical one of hydraulic structures for measuring flowrate in open channels and also has more advantages when the magnitude of flow velocity is relatively lower or much more sediments are brought from upstream. International Organization for Standardization (ISO) has suggested the empirical formulas standardized by the sizes and dimensions of Parshall flume. However, the related studies using the numerical simulations and experiments are relatively rare. Therefore, in this study, it was examined whether the numerical simulation was adequacy for reproducing the hydraulic characteristics of Parshall flume as much as laboratory experiments by comparing the results from numerical simulations and empirical equation. And for arbitrary Parshall flume, that is unlisted in the ISO standards due to environmental conditions, constructional difficulties etc, thus, the hydraulic experiments should be conducted to obtain the empirical formulas for it, the results from numerical simulations were compared with those of laboratory experiments. Consequently, it was convinced that the numerical simulation about Parshall flume was simulated appropriately instead of experimental approach. And the dimensionless discharge equation of arbitrary ones was suggested using the results of numerical simulations, and the equation was validated by comparing with laboratory experimental results showing the maximum relative error of 2.3%. If the actual topography, the shape of inlet and submerged flow, which is excluded in this study, were carefully considered, it would be possible to supply a simple empirical discharge equation based on numerical results. Also, it can replete hard works for hydraulic experiment being error-prone with complex procedures to a minimum of economic effort.

  • Though stringent guidelines are in place to protect the harbor environment, pollution from ships, from the ports terminals. Discharge from the ballast tanks of ships, though illegal, does occur. Such vessels, arriving from distant ports of call, can introduce exotic species of plants and animals, causing disruption of the local food web. Discharges rich in nitrogen can generate the rapid growth of plankton, eventually leading to a condition known as red tide that is lethal to some coastal organisms. In addition to the harbor's negative effects on marine organisms, the diesel engines of the ships and the trucks that haul cargo to and from the ports release large volumes of diesel exhaust into the atmosphere. IMO(International Maritime Organization) is strongly proceeding with adoption of a new maritime environment convention and coming into effect for regulation enhancement about the pollutants which are happened in a ship recently. Study about the conventions that our country currently comes into effect, and there is during forwarding and correspondence must be performed effectively. In this paper, International convention on the control of harmful Anti-Fouling system on ship, Ballast water management, Prevention of air pollution from ships, treat a main pending problem in ocean related environmental regulation convention.

  • This work demonstrates the indoor SI-traceable calibration of a transmissometer with a 75-m baseline for the measurement of visibility in MOR (Meteorological Optical Range). The calibration is performed using a set of neutral density (ND) filters (OD 0.1-2.5) and a set of high-transmission quartz glass plates (a bare quartz glass plate and antireflective-coated quartz glass plates), the collection consisting of 20 artifacts in total. The luminous transmittance values of the reference artifacts had been calibrated traceable to the KRISS spectral transmittance scale, which ranges from 0.2 % to 99.5 %. The transmissometer to be calibrated typically consists of a loosely collimated light source based on a white LED (CCT ~5000 K) and a luminous intensity detector with a CIE 1924 V(${\lambda}$) spectral response. As a result of calibration, we obtained the MOR error and its uncertainty for the transmissometer in 20 m - 40 km of MOR. Based on the results, we investigated the applicability of the calibration method and the conformity of the transmissometer to the ICAO's (International Civil Aviation Organization) accuracy requirement for meteorological visibility measurement. We expect that this work will establish the standard procedure for the SI-traceable calibration of a transmissometer.

  • From 1 January 2020, the limit for Sulphur in fuel oil used on board ships operating outside designated emission control areas will be reduced to 0.5 %. This regulation by international maritime organization (IMO) is able to significantly reduce the amount of Sulphur oxides (SOx) discharging from ships and should have environmental advantages and health for all over the world. To meet the regulation, in these days, wet scrubber system is being actively developed. However, this process leads to make washing wastewater. In this study, we evaluated ion exchange resin system in accordance with scrubber wastewater discharge regulation by IMO. Theoretical wastewater used as feed solution of lab scale water treatment systems. The results revealed that nitrate ion was removed selectively in spite of high TDS wash wastewater solution depending on ion exchange resin property. Moreover, it was possible to improve efficiency of the system by optimizing operating conditions.

  • Regarding the small- and medium-sized enterprises in Korea that manufacture the railway vehicle parts, there are over 250 related companies. And they have been surviving in the form of producing and delivering the parts of the railway vehicles by importing the technologies and the products of the foreign countries rather than possessing their own technological abilities. Due to this, regarding the industry of the core components of the railroads, the dependence on the overseas has been high. As such, although, for supporting the small- and medium-sized enterprises that manufacture the railway vehicle parts, the government has been strengthening the diverse policy supports, it is a fact that the effectiveness of the support is not high. And, in order to effectively support these, there is a need to understand clearly and definitely what the important promotion factors are in the process of the technology commercialization. Accordingly, through the precedent researches regarding the factors that promote the technology commercializations of the small- and medium-sized enterprises that manufacture the railway vehicle parts, this research had extracted 10 main items. And the level of the importance of these indices was analyzed by using the AHP (Analytic Hierarchy Process). As a result of the AHP analysis, the factors within a corporation appeared to be the most important factor. And, as for the lower-ranking item, the commercialization capability was analyzed to be the most important item. It is highly expected that the contents and the results of this research will be usefully used when formulating the planning of the support program and the support policy for the technology commercializations by the public research organizations and the railroad management organization, which is an organization that supports the small- and medium-sized enterprises that manufacture the railway vehicle parts.
