Recession of hydrograph gives a significant contribution to estimation of baseflow using rainfall-runoff models and baseflow separation methods, because recession affects baseflow. This study attempted to enhance the accuracy of streamflow predictions using a Soil and Water Assessment Tool (SWAT) model and to separate baseflow from the predicted streamflow. For this, this study used two scenarios: 1) to calibrate eleven parameters using an auto-calibration tool with the alpha factor obtained from RECESS (S1); and 2) to calibrate twelve SWAT parameters including alpha factor (one of SWAT parameters) using an auto-calibration tool (S2). Then, baseflow spearation from the predicted streamflow was conducted by using Web-based Hydrograph Analysis Tool (WHAT). The results show that there is no significant difference between Nash-Sutcliffe efficiency (NSE) values of S1 and S2 for calibrations to streamflow. However, calibrations to baseflow showed that NSEs are 0.777 for S1 and 0.844 for S2, which means a significant difference. Quantitatively compared to the observed streamflow, relative errors were 20.78 % for S1 and 6.59 % for S2. Finally, this study showed the importance of recession in baseflow separated from the predicted streamflow using a rainfall-runoff model.

Climate change has caused detrimental phenomena such as heavy rainfall which could aggravate soil erosion. Accordingly, it is needed to evaluate the groundwater recharge, baseflow, and soil erosion for the efficient management of water resources and quality. In this study, future climate change scenarios were applied to the H aean-myeon watershed which is a steep sloping watershed in South Korea to analyze groundwater recharge, baseflow, sediment. Also, the variation of groundwater recharge, baseflow, sediment was analyzed according to the change of slope (5 %). Simulated periods were divided into three terms (2013 ~ 2040 years, 2041 ~ 2070 years, 2071 ~ 2100 years). As a result of this study, average groundwater recharge and baseflow increased by 50 %, 42 %, and sediment decreased by 72 %, respectively. In these regards, the suggested method will positively contribute to hydro-ecosystem and reduction of muddy water at a steep sloping watershed.
This research analyzed the relationship between environmental factors and the density of Sycios angulatus in the Miho Stream, Geum River water system in order to secure basic data for the control of the ecosystem-distrubing plant Sycios angulatus. As a result of the soil particle size analysis of Sycios angulatus habitat, it was found that the density of Sycios angulatus decreased as the silty and clay contents increased. Most of the Sycios angulatus habitats had high sandy and silt content, and low clay content of less than 2%. The increased flow rate reduced the density of Sicyos angulatus. This is because when the flow rate is increased, the Sicyos angulatus cannot grow due to the change in soil characteristics. Water quality plays a role in supplying nutrients when Sicyos angulatus are submerged. However, due to the change in soil characteristics during flooding, the density of Sicyos angulatus tended to decrease due to impaired growth. The Sicyos angulatus can be managed through artificial and natural techniques. The appropriate natural control technique is the creation of a natural waterway in the habitats to change the water contents.
1,4-Dioxane-degrading bacterial consortia were enriched from forest soil (FS) and activated sludge (AS) using a defined medium containing 1,4-dioxane as the sole carbon source. These two enrichments cultures appeared to have inducible tetrahydrofuran/dioxane and propane degradation enzymes. According to qPCR results on the 16S rRNA and soluble di-iron monooxygenase genes, the relative abundances of 1,4-dioxane-degrading bacteria to total bacteria in FS and AS were 29.4% and 57.8%, respectively. For FS, the cell growth yields (Y), maximum specific degradation rate ($V_{max}$), and half-saturation concentration ($K_m$) were 0.58 mg-protein/mg-dioxane, $0.037mg-dioxane/mg-protein{\cdot}h$, and 93.9 mg/l, respectively. For AS, Y, $V_{max}$, and $K_m$ were 0.34 mg-protein/mg-dioxane, $0.078mg-dioxane/mg-protein{\cdot}h$, and 181.3 mg/l, respectively. These kinetics data of FS and AS were similar to previously reported values. Based on bacterial community analysis on 16S rRNA gene sequences of the two enrichment cultures, the FS consortium was identified to contain 38.3% of Mycobacterium and 10.6% of Afipia, similar to previously reported literature. Meanwhile, 49.5% of the AS consortium belonged to the candidate division TM7, which has never been reported to be involved in 1,4-dioxane biodegradation. However, recent studies suggested that TM7 bacteria were associated with degradation of non-biodegradable and hazardous materials. Therefore, our results showed that previously unknown 1,4-dioxane-degrading bacteria might play an important role in enriched AS. Although the metabolic capability and ecophysiological significance of the predominant TM7 bacteria in AS enrichment culture remain unclear, our data reveal hidden characteristics of the TM7 phylum and provide a perspective for studying this previously uncultured phylotype.

In a long-term perspective of development of spatial information industry, security regulation, such as limiting public picture resolution of aerial photographs, needs a rational improvement. However, unplanned deregulation of spatial information could lead problematic results such as national security issues because its present security management system is not established in reasonable manner. The main purpose of this research is to suggest the improvement plan of spatial information security management system to meet the reducing security regulation in accordance with changes of political and economic condition including current national spatial information security polices and spatial information industry. From an analytical standpoint, we examined the overall aspects of legal, operation management, and technical system while we maintained especially integrated perspective of spatial information security management. Followed by investigation of spatial information security issues, as well as its regulation and policies in overseas, rational improvement plan of security management is proposed in the aspects of legal, operation management, and technical system. It is also suggested the three-step improvement plan of reducing regulation of security management system.

This study was performed investigate the opinion of civil servants in Health center about Rural Health Service Improvement Project The survey by mail was carried out for 447 servants of 25 health centers in Kyungsangbuk-do and the data were collected through self-administered questionnaires to servants about need, participation, concern, and comprehension for the project and satisfied with current facility and equipment of health center. The results were as follows. Generally considered, 48.2% of the improved health center servants was satisfied with health center building and 14.0% or 24.1% of the improving or unimproved center was. About the location of health center, 37.7% of the improved health center servants was satisfied, 25.9% of the unimproved center was. Of the improved health center servants, 43% was satisfied with the medical equipment but in unimproved place, the dissatisfaction was appeared higher than any other place. 49.7% of respondents was participated in making out the Rural Health Service Improvement Project. 50.6% was interested in this project. In the improved area. 65.5% of health center servants replied that the mayor's or county executive's concern about this project was high and 46.5% in councilors but in the unimproved area. their concern was low. About the contents of the project. 24,6% of the servants in the improved center, only 15.2% in unimproved center replied that they had known well. After making out the plan, 13.6% of respondents was unsatisfied with this plan and 17.1% replied that the estimating method of selecting the project area was not good. After the improvement of institution and equipment, 86.1% of health center servants answered that the medical service provided by health center would increase but 59.2% replied that the residents' utilization rate of private medical facility would decrease. The servants of the improved health center replied that the recognition about the developing will of health service(91.2%), the efficiency(91.2%), the quality of health and medical service(93.0%), the amount of health project(91.2%) were improved. In health center which had already improved the institution and equipment, 88.5% of servants replied that the residents' utilization for health center was increased. So, this project should be continuously carried out for health center and health center must develope new project to fit region condition.
The purpose of the study is to suggest contents, and a range of a Nonnative Theory and a practice for overcoming a crisis of the Mass media. In order to achieve the purpose of the study, a limitation and implication of Social Responsibility Theory was looked into by investigating a Hutchins Report. Hutchins Report suggested the related points at moral duty and legal obligation in implementing mass media's Social Responsibility and Accountability, with relations in publics and community. However, within a view point of a lack of Accountability, Social Responsibility Theory limited responsibility to the realm of 'function', 'self-regulation' and 'self-ethics', In order to promote mass media's quality and serve to rehabilitate its reliability under the pluralistic media system, the contents of Social Responsibility and its scope should be suggested. Media Accountability is a starting point to draw out the contents and scope of Social Responsibility and also a valid democratic plan for mass media to 'social self-regulation' through the mutual communication with civil society. For future Social Responsibility and Media Accountability that is suitable for various mass media, and contents and a range should be defined.
This study was conducted to investigate the effective educational and promotional strategies for the Special Act on the Safety Management of Children's Dietary Life on the basis of the survey conducted on parents. First of all, its result showed that most parents are well aware of the main contents of the law. They answered that, when choosing safe favorite food for children, the most important part is the article "Regulations on the standards for children's favorite food should be reinforced." As for the index of safety management for children's dietary life, most respondents think safety the most important; housewives and nuclear family members choose safety (p<.01), while large family members do nutrition. For the question asking how they get the information on safety management for children's dietary life, most of them answered that they generally use mass media, family and friends as a reference. Those with high income usually get the information from special books, those between 30s and 50 from mass media, and those with college graduates from civil social groups (p<.05). In case of taking the safety education programs for children's dietary life, they told that the most necessary information is concerned with hygienic dietary life and nutrition labeling on processed food; housewives are interested in the latter, while working people in the former (p<.05). As a method of informing parents of the Special Act on the Safety Management of Children's Dietary Life, mass media such as TV and radio, and school education are suggested in this survey. Therefore, this study proposes that mass media be considered as the most effective way of promoting the Special Act on the Safety Management of Children's Dietary Life and getting information concerning the law.
The International Civil Aviation Convention (Chicago Convention) has been a backbone of international air transport system whereby air transport between States should be based on bilateral agreements, and in particular, international airfares, which are set up through IATA(International Air Transport Association) rate-fixing machinery could be approved by the governments concerned. International airfares are fares for transporting passenger and freight and their conditions between two or more countries. However, since U.S. pursued th deregulation policy in 1978 whereby routes, capacity and fares could be freely determined by airlines, many States have been following so called open-skies agreements. In many cases, aeronautical and competent authorities have been reviewing whether airlines' commercial activities including air fares could possibly conflict with free competition rules envisaged in relevant laws and regulations. As competition among airlines gets intense, airlines often resort to cooperation with other airlines in the forms such as equity exchange, M&A, code-sharing, fares consultation and resource pooling, mainly with a view to effectively use resources available and to avoid monopoly situation resulting from excessive and destructive competition among players. Whereas bearing in mind that application of competition laws is important to secure consumers' interests by preventing airlines's malpractices such as bargaining exorbitant fares, it is also important to comprehensively consider as many factors as possible, from that unilateral measure by governments may bring about retaliatory measures by the governments affected, to that airlines' cooperative practices may rather increase consumers' benefits by lowering air fares.

Current ICAO USOAP is Snap-shot method, but it will be changed to USOAP-CMA method from the year of 2013. ICAO USOAP results have overall effects on national aviation industry such as routes, insurance, airlines cooperation and so forth. Low grades of results attract international attention and that leads to flag carrier's operation stoppage, route restriction, airlines cooperation restriction, insurance increase directly or indirectly. Thus it is important to get excellent grades in ICAO USOAP and to maintain confidence. Our government ranked top to get 98.89 grades in 2008 ICAO USOAP but after 2008 the revised provisions have not been reflected sufficiently into our air law. So I would like to grip reflection ratio of ICAO Annex 6 Part I into our domestic air law by using the most updated revised edition on this paper. Together I would like to suggest alternatives for the non-reflected and partially reflected.
