A Public Open Civil Complaint Data Analysis Model to Improve Spatial Welfare for Residents - A Case Study of Community Welfare Analysis in Gangdong District - (거주민 공간복지 향상을 위한 공공 개방 민원 데이터 분석 모델 - 강동구 공간복지 분석 사례를 중심으로 -)

  • This study aims to introduce a model for enhancing community well-being through the utilization of public open data. To objectively assess abstract notions of residential satisfaction, text data from complaints is analyzed. By leveraging accessible public data, costs related to data collection are minimized. Initially, relevant text data containing civic complaints is collected and refined by removing extraneous information. This processed data is then combined with meaningful datasets and subjected to topic modeling, a text mining technique. The insights derived are visualized using Geographic Information System (GIS) and Application Programming Interface (API) data. The efficacy of this analytical model was demonstrated in the Godeok/Gangil area. The proposed methodology allows for comprehensive analysis across time, space, and categories. This flexible approach involves incorporating specific public open data as needed, all within the overarching framework.

  • An initial local government center received direct asking from citizens, wrote the documents by hand, and issued them. Later the appearance of computers, printers, and faxes made it possible to handle civil complaints through copying. Since 2010, as the e-government has started, entering civil service requests into computers after identification by themselves and printing the results has become established. In addition, with the introduction of unmanned administrative services, civil services become available in various places, which causes the increased satisfaction of citizens. One of the services is an unmanned civil service issuing machine, and more than 20 kinds of documents, including a copy of resident registration, can be issued directly. Of course, additional help may be needed if citizens are not familiar with the latest technologies. However, the unmanned civil service issuing machine is a highly satisfactory way in that it is less time-limited as citizens can visit a community center or city hall after the end of work. However, the main problem is that resident registration numbers and fingerprint recognition are required depending on the type of issuance, which increases the inconvenience of handling citizen complaints and is shunned. To solve this problem, we aim to study a method for improving the fingerprint recognition method of unmanned civil service issuing machines by expanding personal identification.

  • The background of the research is the following: As a result of ultra-light flying device industry development, the utilization of drones and their efficiency have been increasing. However, problems regarding flight permission·approval procedure have not been improved, resulting in increased number of civil complaints. Thus, the purpose of this research is to minimize such civil petition according to the required standards of the two government organizations through enhancing the procedure for managing and employing the system. The research methods entail pinpointing the problems by analysing ultra-light flying device related literature review and by holding focus-interviews with field experts, thereby verifying and providing improved solutions. Under (MLIT) Ministry of Land, Infrastructure and Transport supervision and in accordance with aviation security law, the research provides various updated functions such as improved civil petition processing system's employment and management system, flight approval, integration of names, process, format regarding aviation photographing approval, tool buttons such as the 'Main' button in the system's homepage. This research has the following expected effects : Firstly in the law and regulations section, the clear distinction in the missions and roles of each organization enhances cooperations in tackling civil petition. Secondly the integration of civil petition process reduces time and improves efficiency. And lastly, the improvement of supplementary tools for the public is expected to minimize civil petitions. Future research needs to be conducted under the supervision of the Ministry of National Defense(MND). Factors such as systematic infrastructure for flight photography approval, related unit's reorganization following the defense reform 2.0, and guaranteed conditions for field security action units need to be ameliorated.

Big Data Analysis of Busan Civil Affairs Using the LDA Topic Modeling Technique (LDA 토픽모델링 기법을 활용한 부산시 민원 빅데이터 분석)

  • Local issues that occur in cities typically garner great attention from the public. While local governments strive to resolve these issues, it is often difficult to effectively eliminate them all, which leads to complaints. In tackling these issues, it is imperative for local governments to use big data to identify the nature of complaints, and proactively provide solutions. This study applies the LDA topic modeling technique to research and analyze trends and patterns in complaints filed online. To this end, 9,625 cases of online complaints submitted to the city of Busan from 2015 to 2017 were analyzed, and 20 topics were identified. From these topics, key topics were singled out, and through analysis of quarterly weighting trends, four "hot" topics(Bus stops, Taxi drivers, Praises, and Administrative handling) and four "cold" topics(CCTV installation, Bus routes, Park facilities including parking, and Festivities issues) were highlighted. The study conducted big data analysis for the identification of trends and patterns in civil affairs and makes an academic impact by encouraging follow-up research. Moreover, the text mining technique used for complaint analysis can be used for other projects requiring big data processing.

  • This paper presents on the structural behavior of the the methyl methacrylate monomer (MMA) double wide flanged the glass fiber-reinforced polymer(GFRP) pipe composite structures for the manhole raise. The evaluation of structural performance on this composite structure was conducted by the axial load, fatigue load, and ultimate load test. The assessment indicates that the MMA double wide flanged GFRP pipe composite structures was confirmed safety, durability and reliability in result as expected. It was found that this composite structure was able to short working times to around 30-50% and construction costs to around 10-23% with compare other construction methods. Also, environmental pollution and civil complaints will be prevented because there will be no longer any noises, vibrations, dust, or construction wastes.

  • Seat reservations and civil complaints in the library reading room have been done face-to-face by managers, and efficient management has been difficult. In addition, there is a problem that it is difficult to take action in the event of a civil complaint due to user inconvenience, such as a noise problem between users in the reading room. In this study, an online reservation system was developed for efficient management of seats in the library reading room so that it could be serviced non-face-to-face. In addition, when using the library reading room, it is possible to apply for non-face-to-face civil complaints when complaints occur due to noise problems between users, loss of belongings, and snoring during the user's sleep. Managers can smoothly manage library reading rooms through non-face-to-face inconvenience reports. It is possible to increase the satisfaction of using the library by resolving the inconvenience of users. The developed service app allows seat reservations and anonymous inconvenience reports. The administrator can check the received inconvenience report and warn the user of the seat with an IoT sensor-based LED. When corrective action is completed, the result of the action may be fed back to the reporter.

  • This paper examines consumer problems and issues of credit card use. The cases of credit card problems were from a civil consumer organization called Green Consumers Network in Korea. This paper focused on over five concerns, including credit card issuing, lost or stolen card settlements, vendor fee charging to customer, withholding payment in case of unsatisfactory purchases, and abusive debt collecting practices. Some solutions for the consumer problems were suggested.

  • Civil appeals under constructions cause a lot of difficulties of doing construction because of compensations, interruption of works, administrative punishments, etc. So this research focused on the characteristics of civil complaints against constructions by analyzing the causes of civil appeals and treatment conditions classified by year, geography, and breaking time. This research indicates three points. (l) As the level of civil life and consciousness is increased, the number of civil appeals against constructions are tending upwards in view of the results so far achieved by year. (2) Analysis about civil appeals classified by geography shows that the rate of civil affairs in Gang-nam District are higher than that of others.(3) 96% of the civil appeals by breaking time are occurred under the constructions. By predicting and treating of what type of civil appeals are occurred, this research can be used as data which make damage minimized.

  • This study aims to seek adequate and optimized method of applying high quality three-dimensional spatial data created via high-resolution digital aerial photograph image and aerial LiDAR data onto three-dimensional planning of environmentally friendly, ecological restoration of rivers in accordance with irrigation and flood control objectives of urban rivers. Through three-dimensional modeling of before and after the restoration, the research also offers basic information regarding restorations of rivers. Also the transition from the conventional two-dimensional planning into three-dimensional planning environment using smart spatial information acquire accuracy of river analysis, analyze possible civil complaints and suggest solutions to potential problems.

A Study on the Success Factors of Architectural Information System(SEUMTER) in South Korea

  • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.
