Analysis of Traditional Urban Morphology of Korean Contemporary City and Institutional Measures for Preservation

  • In the present circumstance of exploring measures for sustainable development, finding and using planning elements of historical city is getting important as a urban planning tool. Thus this study aims to examine the characters of Korean traditional urban form through three periods, Josun, modern and contemporary eras. Three urban centers representing different characteristics were selected; historical center based on 14th century's traditional planning, modern period urban center, which is related with development of railway, and contemporary urban center of late 20th century. Analyse of urban tissue, composed with form and scale of street network, blocks and plots, shows that each urban center of Seoul has certain common attributes in terms of morphology in spite of the difference of formation and development period. However this historical urban forms are rarely applicated in the current urban planning, such as new-town planning or district unit plan. This shows the necessity of modification of urban regulation for preserving the identity of our city and pursuing sustainable development.

  • Nowadays, interests on Eco-city planning as Solution for problems of energy demand and environmental change has grown. so Eco-city planning became a major political topic for urban planning and urban design in many advanced nation cities. The purpose of this study is to find out the organized characteristics of Eco-City planning by analyzing successful overseas case where wasted historic port area in city is are regenerated with a environment-friendly concept for Eco-City "HafenCity". It is located on Hamburg-mitte in Hamburg, Germany and is currently the largest construction project in Europe. HafenCity as Home to about 12,000 and the workplace of 40,000 people is being created to accommodate a variety of uses including residential buildings, business, office and retail space as well as cultural and leisure facilities. First of all, HafenCity impresses because of its size as well as because of its Urban planning for eco-city. It presents the excellent change from wasted historic port to the ecological urban space.

  • This study suggested 'Environmental Friendly City Model' and 'Energy Planning Process' according to the increasing necessity of 'Energy Saving Green City and 3 technologies like (1)Urban Spatial Modeling, (2)Urban Energy Consumption, (3)Urban Energy Supply Planning technologies were suggested which are able to support sustainable urban energy planning'. The results are as follows. (1)E-GIS modeling system was suggested as a 'Planning Supporting System'. (2)Urban Energy Consumption Algorithm was systemized with planning information of E-GIS DB. (3)Urban Energy System Location was deduced by integrating E-GIS DB and ANN algorithm.

A study on urban planning between Buyeo and Kyoto in terms of the interrelationship over the history

  • Due to the strong relationship between Baekje, one of the ancient Korean Kingdom and Japan through the same religion, Buddhism, it is possible to find many similarities in remains, such as temples, and pagodas, and in many relics, in both cities. However, from the point view of urban planning, Buyeo, originally designed as the fortress city, has a different city planning strategies from that of Kyoto which is a straight-lined city. After Buyeo was destroyed by Silla, one of the Three Kingdoms in Korea, it got deemphasized in Korean history. Later, Buyeo's recent city planning was directly affected and implanted in Japanese Imperialism period (1910-1945) one which emphasizes the layout of Japanese temple which serves as the center of the ceremonies for their ancestors. Thus, it is possible to find cultural interrelation in urban planning between two cities throughout the history of Korea and Japan.

Smart City Policies Revisited: Considerations for a Truly Smart and Sustainable Urbanism Practice

  • The notion of smart cities, presently, is a highly popular topic in urban policy circles. This concept is adopted by many cities across the world-with an aim of increasing urban smartness in various ways and areas. Productivity, innovation, liveability, wellbeing, accessibility, sustainability, governance, planning, and citizen participation are among these areas. Despite good policy intentions, smart city initiatives in practice had only limited impact in delivering the desired urban outcomes. This paper aims to investigate the smart city phenomenon and its planning practice approaches from an evolutionary perspective. The study places smart city plans and strategies of a number of cities across the globe under the microscope. The findings reveal that current smart city efforts are not adequate to combat the challenges of the Anthropocene epoch-that is already upon us. This paper concludes with a consolidated definition of smart and sustainable cities and considerations for moving towards Post-Anthropocentric urbanism-that is truly smart and sustainable urbanism-to avoid an imminent urban ecocide.

  • To make more beautiful and exciting scenery of a city, the design of private buildings has to be controlled in a way to improve the public amenity by the proper design of buildings ensuring views to natural assets in the city. And it is important to provide an urban landscape solution, while solving the afflictions of architects between their dream in individual architecture and the significances of Urban landcape as a whole. This research is based on the survey of the experts and public officers in the field of Urban landcape planning and administration in Gwang-ju City and Chonnam Province in Korea. The search reveals the following fact. Comparing the fact that some of foreign countries have proper systems of planning, regulations, guidelines, and design awards for the improvement of Urban landcape long time ago, the systems of Urban landcape planning and related administration in Korea is still in a primitive stage, due to the lack of the consideration of local characteristics and resources, variety of solutions, and setting of goals and objectives. Consequently, public enlightening of the importance of Urban landcape and the development of relevant contents in Urban landcape planning and administration are mostly required, to build up the system that can allow people to live in beautiful and good scenery of a city.

유비쿼터스 도시계획에 있어서 주거계획 문제에 관한 고찰 (A Study on the Housing Complex Planning in the Ubiquitous City)

  • Ever-developing information and communications technology has changed the ways of life from that of industrial society to the information-oriented community, and is widely used in a variety of social and economic contexts. Besides, urban problems in today's society are intricately involved so that the possibility of any reliable breakthrough may not to be likely. To work out these complicated problems as well as to understand the crux of the matter more comprehensively, ubiquitous urban planning has been laid out, and as a result attempts to reflect this system are cautiously made in metropolitan areas. However, most u-City planning, integrating uibiquitous technology, has focused on creating urban infrastructure and its services, therefore neglecting the importance of housing in urban space. Consequently, thorough u-City planning has yet to be defined in relation with urban space, and housing planning, established on the basis of the user-oriented housing environment, needs to be urgently made. Centering on the importance of housing in the construction of an improved future urban environment, this study aims to discuss the role of urban environment planning where metropolutan residents can enjoy a comfortable and convenient life. As well, this research paper seeks to focus attention on the consideration for users that is often disregarded but requires reflecting in the u-City planning.

순천시 개랭이 권역사례를 중심으로 한 농촌경관계획과 도시경관계획 사례의 실증적 비교연구 (An Empirical Comparative Research between Rural Landscape Plan and Urban Landscape Plan with Gaerangyi Rural Landscape Plan in Soonchon City)

  • This paper aims to make an empirical comparison between the rural landscape planning and the urban landscape planning. The research method is a contents analysis about Jeollannamdo-province Landscape Base Plan and Suncheon-city Urban Landscape Plans, and Gaerangyi Village Rural Landscape Plan out of total 111 cases of Rural Landscape Plans. The findings are as followings: firstly, the only 14 villages out of 45 villages had the province-unit landscape base plan, the city/gun-unit urban landscape plan, and the rural landscape plan in sequence periods. Secondly, it was found that the Gaerangyi Village Rural Landscape Plan was relatively coordinated with the Jeollanam Province's Landscape Base Plan, but the former was not relatively coordinated with the Suncheon City Urban Landscape Plan. Thirdly, three hierarchical discordance may drive from the difference of applicable acts and authorities concerned. However, in Suncheon City, a rural-urban integrating city, both an urban landscape plan excluding rural regions and a rural landscape plan excessively emphasizing a rural village's unique characteristics, while its administrative district is unclear are hard to be seen as a good plan fully containing Suncheon-city's full identity.

한국과 일본의 역사도시 경관관리법규의 비교 -경주시와 나라시의 사례로- (A Comparative Study on the Regulations for Landscape Managements of Historic Cities in Korea and Japan)

  • The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.
