The purpose of this research is to prepare measures to secure the competitiveness (of Korea?) in the global market by further developing the domestic smart city business, which is in a transition period. First, we examined the origin and growth process of domestic smart city (U-City) policy, Second, we analyzed the functions and policy problems that appeared in the process of building smart cities. Third, we studied advanced cases in which smart city projects overseas were promoted in a different way from domestic ones. Fourth, we examined the concept of the expanded smart city and the pattern of policy changes in Korea. Fifth, we analyzed previous studies and presented the direction to take and challenges to overcome for the future development of smart cities in Korea. This research, which looks at the trend of domestic smart city policy from the earliest point in the past to the present, and presents the future direction based on environmental changes, is significant, in that it is expected to serve as the basis for establishing policies for the development and advancement of smart cities in the future.
This study was designed to investigate calcium intake, the ratio of Ca intake versus R.D.A. (Recommended Dietary Allowance) for Ca, apparent Ca absorption rate, and Ca sources of food among school children in Korea. One hundred school children aged from 6 to 12 years were engaged in this study; 33 subjects were from farming village neal Seoul, and 67 children from big cities. Two days of food consumption records and feces collections of the subjects had been done from April 1978 to June 1978. The following observations were made in the present study; 1) Average Ca intake of total subjects was $457{\pm}214mg$ which is only 76% of R.D.A. for Ca. Calcium intakes for farming village children was higher than that of the subjects from big cities (p<0.05). 2) Survey on the food sources of Ca revealed that the amount of Ca taken from cereals averaged 120 mg (22.3% of total Ca intake), 111 mg (24.3%) from fruits and vegetables, 176 mg (38.5%) from meats, poultry, fishes and eggs, and only 68 mg (14.9%) was supplied by milk and milk products. From the data collected, following observations were made; a) No significant difference in Ca intake from cereals was found between village children and the ones from big cities. b) Average Ca intake from fruits and vegetables of city children was significantly higher than that of village children (p<0.005) with the values for 133 mg for the former and 64 mg for the latter. c) For the group of meats, poultry, fishes and eggs, significantly higher intake was found in village subjects than city children (p<0.0005) with the values of 340 mg and 95 mg, respectively. d) Contrarily, Ca intake from milk and milk products was significantly (p<0.0005) much higher in the city children (98 mg) than village ones (7 mg). 3) Apparent Ca absorption rate of total subjects was 51%; 44% for village children and 54% for city children. Ca absorption rate tends to be higher in the city subjects but no significant difference was noted.

This study suggests the methods of the assessment and creation of biotopes in small and medium sized cities, in Korea. For this purpose, Chonju city was selected to classify and asses the biotope types. Moreover, relevant legislations to conserve and enhance urban biotopes were examined. The results of this study are as follows: 1) There were two approaches to asses the potential of urban biotopes in medium-sized cities. One was the urban scale evaluation for urban green spaces and the other was the biotope scale evaluation for the classification and evaluation of biotopes. 2) The urban scale evaluation was developed through overlaping analysis of landuse and vegetation factors. This study also included the conception of watershed. In this conception, three watersheds in Chonju city were characterized. According to these characteristics, individual programs for conservation and enhancement of urban green space were suggested. 3) For the biotope scale evaluation, Selected site was inclusively mapped and field investigation actually was carried. There were total 9 types of bitopes. Especially landuse was appeared in various evaluation items were vegetation structure, area of green space, condition of vegetation and vegetation profile. Mt, Gonji and Dukjin park, Chonbuk national University and fields were evaluated highly I the potential. 4) The biotope programs were based on the results of assessment and physical characteristics of biotopes. The uniform and simple levels on vegetation must be modified with various levels of vegetation structure and vernacular plants. And the physical characteristics like Points, Corridors and Patches can be organized by the conception of biotope networking theory. 5) The proper legislative environment was the clue elements for the biotope programs. Until now, only five types of parks and two types of green space are defined and the minimum size of green space has been proposed by the law. So, it is necessary to enlarge the conception of green space in legislation and improve the quality of green space by amending the related regulations. This study has limitation because it was selected only in Chonju. Through the continuous studies, we need to apply this other small and medium sized cities, South Korea. Also the data collection and management of theme maps such as actual vegetation, landuse and a soil must be done preliminary.
A number of previous studies have maintained that information technologies, due to their ability to overcome distance, can nurturing an innovative class of polycentric urban configurations, i.e., network cities. The present study intends to clarify whether any network relationship has recently been emerged among Korean cities by the advancement of information technology. The analyses focused on the geography of Korean national domains (.kr domains), and the hyperlink associations among three major types of domains, namely commercial, academic, and organizational domains. The study findings altogether indicate that the advancement of global economy and information era appears to be enhancing, rather than reducing the status of primate city. Seoul dominates the entire nation, forming an enclave in the production and consumption of information. Only the domains of educational institutes show network-like relations among local centers to a certain extent. The paper concludes with a discussion on the implications of the findings for future research and ‘spatial’ policy measures.
This paper examined the changes of urban system through the network and the flow pattern reflected in daily movement in Korea. Because daily movement reflects trip pattern, urban system formed by inter-city linkages can be recognized in terms of living sphere. While population movements between cities have the number of linkage systems of city network and the number of traffic regions composed of the origin and destination has increased respectively. Nevertheless, spatial extent of Capital region and Busan region has been expanded. In Gangwon-do in which Seoul-oriented high-speed transportation network has developed, separation of living sphere between Yeongdong area and the Soyanggang cultural region formed around Chuncheon was intensified. Living sphere that includes Daejeon and the surrounding cities has been expanded to the southern Gyeonggi-do. The existing living sphere formed in Jeollanam-do was fragmented into the east and west around Mokpo and Suncheon due to the weakened centrality of Gwangju. Living spheres formed by spatial interaction were consistent with regional administrative boundary. Considering the increased interaction between Seoul and its surrounding cities, the development of global city-region centered on Seoul is expected.
China is suffering from severe air pollution especially fine $PM_{2.5}$ pollution. In 2015, the annual average $PM_{2.5}$ concentration of the 338 municipal cities was $50{\mu}g/m^3$, 78% cities at or above the prefectural level failed to comply with the $PM_{2.5}$ concentration standards. The $13^{th}$ Five-Year Plan for National Economic and Social Development set the goal that the annual average concentration of $PM_{2.5}$ in the municipal cities which failed to attain the ambient air quality standards shall be decreased by 18% by 2020 (CCCPC, 2016). In this study, an air pollution control scenario during the $13^{th}$ Five-Year Plan period was proposed and the $SO_2$, $NO_x$ and PM emission reductions in response to different measures in 31 provincial-level regions mainland China by 2020 were estimated. The air quality in the target year (2020) was simulated using the WRF-CMAQ model. The results showed that by 2020, the emissions of $SO_2$, $NO_x$ and primary PM in mainland China will be reduced by 4.19 million tons, 3.94 million tons and 4.41 million tons, a drop of 23%, 21% and 25% respectively compared with that in 2015, and the annual average concentration of $PM_{2.5}$ will decrease by 19%. Coal-fired power plant contributes the most pollutant emission reduction.
As a pre-step research to make land-use planning in the region level, this study aims to analyze some probability pattern representing transition probabilities from farmland to others using the sequential detailed digital land-use maps. Kinki and Chubu regions of Japan, which have Osaka and Nagoya cities as their center places respectively, were selected as test regions in this study. The 10m grid land-use maps for four time series at every 5 year from 1977 to 1992 were used. In this study, the regions were divided into three sub-areas 10km, 20km, and 30km according to distance from center cities, respectively. The correlation coefficient (CC) between sub-areas with same distance in the two regions was calculated to analyze whether or not the two regions have common points in the pattern of land-use conversion probability from farmland to other types. The probability distribution of the converted areas which were moved to the urbanized area (residential, commercial, industrial, road, park and public facility areas) was about $40{\sim}70%$ for both all periods and sub-areas. According to distance from city centers, the probability moved to the urbanized area was about 60% at 10km area, and 40% at the 30km area, which means that the values we decreased gradually, while in the case moved to the forest and the etc areas, the values were increased slightly. The CC analysis from the paddy field and the dry field to the others separately showed that there is high correlation in the probability pattern between the two regions.

Then we have 8 clusters of cities by cluster analysis, Also, we analyze the relationship between public transportation characteristics and modal split.

Objectives : Fluoridation of drinking water is known to decrease dental caries, particularly in children. However, the effects of fluoridated water on bone over several decades are still in controversy. To assess the risk of hip fracture related to water fluoridation, we evaluated the hip fracture-related hospitalizations of the elderly between a fluoridated city and non-fluoridated cities in Korea. Methods : Cheongju as a fluoridated area and Chungju, Chuncheon, Suwon, Wonju as non-fluoridated areas were chosen for the study. We established a database of hip fracture hospitalization episode based on the claims data submitted to the Health Insurance Review Agency from January 1995 to December 2002. The hip fracture hospitalization episodes that satisfied the conditions were those that occurred in patients over 65 years old, the injuries had a hip fracture code (ICD-9 820, ICD-10 S72) and the patients were hospitalized for at least 7days. A total of 80,558 cases of hip fracture hospitalization episodes were analyzed. Results : The admission rates for hip fracture increased with the age of the men and women in both a fluoridated city and the non-fluoridated cities (p<0.01). The relative risk of hip fracture increased significantly both for men and women as their age increased. However, any difference in the hip fracture admission rates was not consistently observed between the fluoridated city and the non-fluoridated cities. Conclusions : We cannot conclude that fluoridation of drinking water increases the risk of hip fracture in the elderly.

Total Pollution Load Control (TPLC) is a system for managing the discharge load assigned by satisfying the Target Water Quality (TWQ) in Standard Flow Conditions (SFC). TWQ for a between Metropolitan Cities/Dos Specified (Cites/Dos TWQ) is very important to be the basis of each Unit Watershed TWQ. The purpose of this study was to establish a rational and scientific 'Calculation Metohd of Cites/Dos TWQ'. A methodology for the 3rd phase 'Cites/Dos TWQ' was proposed in this study based on review of the past phase (1rd and 2rd) 'Cites/Dos TWQ' in nakdong river. And utilized water quality model to estimate 3rd phase 'Cites/Dos TWQ' The allocation method of individual discharge sources are important for estimating 'Cites/Dos TWQ' In this case, the key point of the method of calculating the total allowable individual sources is the balance of the equity and the efficiency between individual sources of reduced pollutants. Thus, water quality shall be determined with regard to the current emission levels, the reduction capacity and the technical possibilities of individual sources. We estimate 3rd phase 'Cites/Dos TWQ' according to the 'Calculation Method of Cites/Dos TWQ'.
