Sustainable Development and New Urbanization: A Conceptual Consideration (지속가능한 발전과 새로운 도시화 - 개념적 고찰 -)

  • This paper is to conceptualize 'new urbanization' on the basis of a certain possibility of 'sustainable urbanization' in the capitalist society, while admitting some criticism on its possibility. For this purpose, first of all, this paper points out some economic and environmental difficulties in the Fordist regime of accumulation and the developmentalist strategies which have promoted the modem urbanization in the industrial society. Then, this paper examines the concept of 'sustainable development' which has been suggested to manage such problems in modem industrial cities, and explores its limitation that the application of this concept has been usually confined to some ex post facto - that is, weak sustainable development - strategies to resolve urban environmental problems. Finally, in order to overcome these problems both of developmentalism and of weak sustainable development, this paper conceptualize strong sustainable development for new urbanization and suggest urban environmental strategies for strong sustainable cities.

  • Various environmental problems due to the rapid industralization and urbanization have been worsened as much as to threaten the environmental restitution of globe and become a critical international issue. Korean government presented the green growth as a new state vision for 60 years afterwards and is making efforts to solve the environmental problems. Daegu metropolitan city has faced various environmental problems including overpopulation of cities, traffic pollution, household wastes and green zone problem because of urbanization for the last decades. As such urbanism continues, the quality of residential environment is rapidly deteriorating and the intensive use of land leads to increase of building area raising the temperature of cities. Therefore there have been demands for the healthy, pleasant and satisfying residential environment and the improvement of residential environment and such recognition rises from society in full measure. Nevertheless the current residential complex concentrates only on raising the efficiency of land use. Related laws in the past(Daegu Metropolitan City, Urban Planning Municipal Ordinance as of October 10, 2003) tried to prepare a standard to segmentalize the building-to-land ratio, floor area ratio and regulations of number of floors vertically, but currently it is abolished and the regulations are becoming eased. The purpose of this study was to analyze the characteristics of the floating wind before and after the vertical segmentation of residential areas(Daegu Metropolitan City, Urban Planning Municipal Ordinance as of October 10, 2003) by using KLAM_21, a model that enables analysing and predicting the flow and generation of clod wind, and to present a plan to improve the quality of residential areas afterwards when developing building lot and re-developing housing areas.

  • Cities developed by prosperity of industrial activities are inflated due to the rapid influx of the urban population. In the process, their structure was reorganized with overall urban redevelopment methods. As the a results from the propulsion of overall redevelopment plan, the city environment exposed uniform urban landscapes, absence of sense of place for permanent abodes and other urban problems. At the beginning of the 21st century, people with introspections on the problems focused their attention on making their places attractive using their place's unique identity so that people could feel like to stay there for a long time. They tried to regenerate buildings and cities while still maintaining spatial and historical context of their living environment. This study looks into the regeneration of Shikumen Linong House as a fine example of such a redevelopment in order to provide with a practical resource for urban redevelopment plans in Korea. The study in the first content examines the formation processes of the city of Shanghai as the gateway of the modern China. In the second, it looks into the formation processes and characteristics of Shikumen Linong House in the Xintiandi complex between 1920 and 1930's. In the end, it analyses spatial and formational characteristics and the applied dwelling regeneration method for the of Shikumen Linong House in the Xintiandi complex.

A sample design for the survey on goodwill in retail properties (상가권리금 현황조사를 위한 표본설계 연구)

  • In this paper, we study a sample design for survey on goodwill in retail properties to provide a protecting policy for small traders and tenants, to use basic data for a dispute case related to goodwill. Since goodwill in retail properties is occurred by individual rent company, we use the census on establishments from the Statistics Korea as population. First of all, we consider preferentially seven metropolitan cities in which there are more than half of population. Total sample size is decided as 8,000. We allocate the sample size for markets as stratum in each city using proportional formula and the sample size for industrial classifications in each market using root proportional formula. Also we compute survey weights and calculate estimators, standard errors and interval of estimators for each characteristic such as type of establishments and market in seven metropolitan cities.

Creative City Policy in France: Case studies on Creative City Development Projects of Nantes (프랑스의 창조도시정책: 낭트의 창조도시 개발사업을 중심으로)

  • This study aims to analyze a creative city development case of the Nantes City in France focused on vitalizing creativity by urban regeneration and to get some policy implications through reflecting on process, governance and performance of the Nantes case. The Nantes City tried to overcome its regional economic depression caused by closing shipyard through its creative city program. The Nantes creative city program has been maintained for 20 years, which succeeded in both transforming economic structure of the Nantes city and improving the image of it. As a result, the Nantes city is regarded as a best city for living in France. It established own city model by participating in European projects, referring to cases of other cities and adopting specialists' views. In the process of creative city, the Nantes distinguished itself from other cities in sizes and circumstances and devoted itself to interactions between the city and culture projects, focused on clear objectives and dynamic co-works. In addition, the Nantes changed creatively buildings and spaces to regenerate deserted regions, and established some high valueadded creative industry on the basis of historic and cultural resources.

Policy Implications of Creative-Based Strategies and Culture-Art Creative Urban Policy in Japan: Focusing on Kanazawa and Yokohama (일본의 문화예술창조도시정책과 창조기반전략의 정책적 함의: 가나자와와 요코하마를 중심으로)

  • This study examines the characteristics of creative city policy for Japanese culture and arts creation cities and finds the implications of culture and arts city policy by reexamining the examples of Kanazawa and Yokohama from the viewpoint of creation-based strategy of the city. The policy implications of creative-based strategies are as follows. First, in terms of the governance of the creative-based strategy, Kanazawa conducted governance through a citizen-led cooperative network, while Yokohama promoted creative city policy through a local government-led cooperative network. Second, The mechanism of action of the endogenous resources of Kanazawa and Yokohama was different. Third, the territorial embeddedness in Kanazawa and Yokohama was easy for pedestrians to access to the customer center in the creation core area. Both cities have good access to domestic and international demand, and amenity is well established.

Determination of Similar Exposure Groups Using Weekday Time Activity Patterns of Urban Populations (평일 시간활동패턴을 활용한 도시 인구의 유사노출집단 분류)

  • Objectives: Determining the time activity patterns of urban populations is critical when performing an exposure assessment. The purposes of this study were to classify urban populations in Korea by their time activity patterns and to identify factors that influence these patterns. Methods: The time activity patterns of 31,634 and 20,263 individuals were obtained from two national databases collected in 2004 and 2009, respectively. The two largest metropolitan cities in Korea, Seoul and Busan, were selected for this analysis. For each city, multivariate linear regressions were performed to determine factors affecting the time spent in a residence and in transit. We also used cluster analysis to classify each urban population by activity pattern. Results: Nine distinctive activity patterns were identified in the Seoul and Busan populations, respectively, and the resulting classified population groups had specific characteristics. The identified patterns were similar for Seoul and Busan. The most significant factors affecting time spent in a residence were employment status, age, marriage status, education, and gender. Gender, education, employment status, and monthly income were significant factors affecting time spent in transit. Conclusion: These results indicate that, in addition to region, exposure scientists in Korea should consider classifying populations based on age, gender, and occupation.

A Comparison of Stress Levels of Elementary Students by Geographical Regions (지역 수준별 초등학생들의 스트레스 비교 분석)

  • Purpose: The purpose of this study was to compare stress levels of elementary students according to three regional levels: a large city, a medium-sized city, and a rural area. Methods: This was a descriptive comparative survey using a convenience sample of 1,161 5th-and 6th-grade students. The stress level was measured by a stress scale that consisted of 65 items regarding personal characteristics, family, school, and peer factors. The data were analyzed by ${\chi}^2-test$, t-test, ANOVA and multiple regression using the SPSS 10.0 statistical program. Results: Overall, the mean stress scores reported by the participants were near the middle of a 5-point scale and the level of family-related stress was highest, followed by peer, school, and individual-related stress. Sixth-graders and female students showed higher stress levels than 5th-graders and male students, respectively. The participants reporting unsatisfaction with their lives and those living in large cities tended to have significantly higher stress levels. Conclusion: Grade, gender, life satisfaction, and regional levels were all significant factors associated with high stress levels among elementary students. Development of stress management programs for this specific population, especially targeting students who are female and living in large cities, is needed.

A Study on the Commodity Substitution of Housework (가사노동의 상품대체에 관한 연구)

  • In this study the phenomenon of commodity substitution of housework is approach in the contexts of economic system, patriachal family system and housework-related human resources. the objectives of this study are as follows: (1) To measure the level of commodity substitution of housework in large cities. (2)To investigate the factors influencing commodity substitution of housework. The samples were composed of 982 housewives dwelling in 6 large cities including Seoul. The statistics used for data analysis were frequency distribution, percetile. multiple regression analysis. The major findings are the following; (1) When the housework was divided into two subdomains , in the domain of food the purchase level was for below average while in the domain of clothes, the level was quite higher than average. This result hows that commodity substitution has become more common in the domain of clothes by mass production of clothes on a commercial scale. (2) the level of commodity substitution of housework was influenced by the family attribute variables such as housewife's age, family income. housewife's education, family types, housewife's brought-up regions, presence of sewing machine, employment status of housewife, by one patriarchal norm variable such as home-orientedness, and by tow human resource variables such as importance of housework and household tasks performance competnecy. Among variables house wife's age was the most influential one and such variables as family income, housewife's education, household task performance competency, importance of housework, and home-orientedness were also important. Considering that the influence of home-orientedness demonstrates the importance of patriarchy and that importance of housework and that performance competency also are determined by the patriarchal variables such as sex-role attitude and home-orientedness, we can conclude that Hartmann's theoretical approach with which the changes of housework were explained in the two contexts of economic system and family system is applied to the changes of housework in Korea.

A Study of Mode Choice Analysis of Blind Spot Areas for Public Transportation in Four Metropolitan Cities (대도시권 대중교통 사각지대 통행자들의 수단선택 모형 개발 - 급행버스 노선 도입에 따른 선호의식 조사를 중심으로 -)

  • This study selected blind spot areas for public transportation in four metropolitan cities including Busan, Daegue, Gwangju, and Daejeon. Then this study developed a nested logit model and analyzed the changes of mode choice behaviors after adopting rapid transit system using stated preference(SP) survey. As the study results, blind spot areas have more potential public transportation demand and tendency to shift to public transportation from autos than built-up areas. This study results can be utilized to evaluate demand changes for new rapid transit system in a circular expressway and an arterial highway connecting CBD and surrounding areas. The study results also can be utilized to analyze the potential public transportation demand in the surrounding areas.
