Conclusion - For the exploiting of new Distribution market in the neighbouring countries, Middle East countries' a strong priority strategy on S&T and education system give an influence on economic situation of the 4th wave in the world and world order of leading by USA, Japan, or EU, and etc. This is due to the creation of clusters in the form of SEZs, friendly industrial policies and world-class infrastructure and innovation development. Bus passengers need some time to adapt to the changed bus route or free bus transfer system which is part of the public transportation system restructuring plan. This research is focused on the characteristics of monthly patterns of bus passengers. The period of stabilization of bus passenger demand after the rearrangement of bus route system by a time series were analysed. In order to look into the characteristics of bus passenger demand by month, data on the number of monthly bus passengers of recent five years in metropolitan cities across the nation was collected. Kendall's coefficient of concordance is used to test whether the cities showed concordance with respect to the number of monthly bus passengers during a period of five years. The study collected and performed a time series analysis of data on the number of monthly bus passengers during the past ten years in Daegu metropolitan area which carried out a new bus route plan in February 2006. The number of monthly bus passengers in 2006 was estimated using the time series analysis. The city of Daegu found that after six months the estimated and actual values displayed a similar pattern. This result can be applied to other cities in estimating the passenger demands in the future.
Cities are major sources of greenhouse gas emissions but also suitable places for implementing proactive climate mitigation and adaptation strategies. Based on the interdisciplinary review of literature, we categorize the current discussion about urban climate mitigation and adaptation planning, policy and practices into four perspectives - sustainability science, global change science, multilevel governance, and structural engineering. While these four schools of thought have distinct perspectives rooted in different disciplinary lenses, our synthesis of the literature identifies several universal themes that are common to all of the perspectives in the context of combating threats posed by climate change. The Portland case study illustrates that a city can make changes to reduce greenhouse gas emissions and increase adaptive capacity to climate change impacts by implementing smart growth, devising local climate action plans that target emission reductions in various sectors, recognizing the interactions and influences of multiple scales of governance, and supporting the installation of various green infrastructures that contribute to green economy. Furthermore, a university can serve as a hub in this climate mitigation and adaptation arena by connecting various levels of community organizations in both public and private sectors, creating innovative research centers and spatially explicit green infrastructure, designing impact assessments and campus carbon inventories, and engaging students and the larger community through service learning.
This study is performed to reexamine the association between ambient air pollution and daily mortality in seven major cities of Korea using a method of meta-analysis with the data filed for the period 1998-2001. These cities account for half of the Korean population (about 23 million). The observed concentrations of carbon monoxide (CO, mean=1.08 ppm), ozone ($O_3$, mean=33.97 ppb), particulate matter less than 10 ${\mu}m$ ($PM_{10},\;mean=57.11\;{\mu}g/m^3$), nitrogen dioxide ($NO_2$, mean=25.09 ppb), and sulfur dioxide ($SO_2$, mean=9.14 ppb) during the study period were at levels below Korea's current ambient air quality standards. Generalized additive models were applied to allow for the highly flexible fitting of seasonal and long-term time trends in air pollution as well as nonlinear associations with weather variables, such as air temperature and relative humidity. Also, we calculated a weighted mean as a meta-analysis summary of the estimates and its standard error. In city-specific analyses, an increase of $41.17{\mu}g/m^3(IQR)\;of\;PM_{10}$ corresponded to $1{\sim}12%$ more deaths, given constant weather conditions. Like most of air pollution epidemiologic studies, this meta-analysis cannot avoid fleeing from measurement misclassification since no personal measurement was taken. However, we can expect that a measurement bias be reduced in district-specific estimate since a monitoring station is better representative of air quality of the matched district. Significant heterogeneity was found for the effect of all pollutants. The estimated relative risks from meta-like analysis increased compared to those relative risks from pooled analysis. The similar results to those from the previous studies indicated existence of health effect of air pollution at current levels in many industrialized countries, including Korea.

This article is aimed to find a more successful way to build a metropolitan-wide governance for enhancing industrial cluster in South-East region, Korea. We begin a research with reviewing a current study of regional cluster and its governance. New industrial system and agglomeration changed regional growth theory and urban system. In traditional system, a central city dominated economy of the metropolitan area. However, with development of new transportation and communication technology, a central city lost their superiority to suburban cities. In other words, growing competition between central and suburban cities changed traditional concentration and diffusion theory of urbanization which dominated urban geography for last decades. Next, current situation of development of industrial cluster in South-East region is examined to suggest policy for more competitiveness. South-East region has grown as the most prominent cluster of mechanical engineering and metal industry in Korea since the late 1970s. In the form of agglomeration and network of a specific and its related industry, South-East region has formed a linear industrial belt along with the inter-regional South Coast Highway and contain about ten industrial cities. Accompanying with this growing South-East region, a problem has risen from geographic mismatch between metropolitan-wide industrial cluster and its administrative boundary. Since industrial cluster has no specific administrative boundary, adequate government support for developing industrial cluster has not been provided. Responding to the problem, academics and policy makers maintain need in establishing a metropolitan-wide governance for supporting a cluster. At the end, this paper provides some implication to planners and policy makers.

In the last decade, there has been a widespread interest in knowledge production activities as a new engine of endogeneous growth. In the knowledge-based economy, there has been a growing importance of the patent as the index of knowledge production. Much literature suggests that knowledge production activities tend to be spatially concentrated and formed the clusters in the advanced economies. The purpose of this paper is to analyze spatial-temporal patterns of knowledge production activities in Korea based on a data set of patents from 1981-2000. This paper uses spatial statistical methods and GIS to explore the spatial dimensions of knowledge production activities in Korea. Through this research, it was found that knowledge production activities were unevenly distributed. The knowledge production activity measured by patent counts is highly concentrated in a limited number of cities. The top 10 cities accounted for 68.5% of the total number of patents in the period of 1981-2000, suggesting the existence of a strong concentration of knowledge production activities in Korea. The locations of knowledge production activities by themselves represented a strong spatial autocorrelation. The concentration of knowledge production activities in Korea is spatially correlated to the concentration of adjacent neighboring cities. The location of knowledge production activities is not free from a spatial context and spillover of knowledge production activities are heavily bounded within geographic limits, forming a spatial cluster. There appear some quite a large spatial cluster around the seoul metropolitan area.
This paper aims to illustrate how the third generation bike sharing schemes (BSS) are operated in Korea and identify the possible factors that have made cities to adopt and maintain BSS successfully in Korea. For this, the paper selects the case of Nubija in Changwon as the representative and the most successful BSS case in Korea. It identifies three major factors that have made the city to adopt Nubija. First, Nubija was initiated as a part of the bigger project of 'Environmental Capital' aiming to develop the city as a world class green city attempted by the city government. Second, the mayor's willingness to learn and adopt European model cities of environmental capital and green transportation played a decisive role in developing Nubija. Third, the city government was able to implement BSS policy in a top-down manner so the policy process was relatively speedy and effective. Also Nubijia became a stable policy because the city has gained international reputation as a Korea's representative green city, and as a result, the city's BSS policy has passed the point of no return. In the future, channels should be made for active citizen participation in the decision making process of Nubija so that they can cooperate with the city government to develop Nubija further.
The distribution of PM10 was investigated using its measurement data collected from a total of 152 AQM stations located across South Korea from 1998 to 2003. It was found that PM10 concentration reaches its peak in the springtime due to massive wind-blown dusts during the Asian Dust (AD) period. Then the concentration level decreases in the summertime, after the rain shower season. When the PM10 data sets were compared across different cities, their patterns contrasted sharply. The highest PM10 concentration was measured in Seoul $(68.2{\mu}g/m^3)$, while the lowest PM10 concentration was measured in Jeju $(39.2{\mu}g/m^3)$. The results of our analysis indicate that PM10 concentrations exhibit a strong proportional relationship with respect to the size of the city. With respect to the correlation analysis of our results, it was evident that PM10 concentrations of nearby cities were found to affect each other.
This study seeks to clarify the background and factors for the expansion of bus networks that connect Incheon International Airport with its hinterlands. For this research objective, this paper analyzes the relationships among the change of bus routes, competitive transportation modes, passenger fares, and the shortest time distance. Previously, the hinterlands of route bus networks that connect Gimpo International Airport were Seoul metropolitan area, Chungcheong region, Jeonju and Iksan in Jeollabuk-do(province). However, the opening of Incheon International Airport resulted in the expansion of the hinterlands of bus networks to Gangwon-do, Gwangju, and major cities in Youngnam region. Simultaneously, route bus networks also expanded in Seoul metropolitan area. Each bus route connecting Incheon International Airport with its hinterlands was opened by a single bus company or various bus companies. In many cases, due to the uncertainty of revenues or bus company's regional ties, a bus route was opened by various bus companies. In this paper, the analysis of the number of one-way route bus service and density of flight passengers shows that the frequency of the route bus service for Seoul except Gangseo-gu(ward) and for Seoul's satellite cities(Suwon, Seongnam, Anyang, Gunpo, Guri, and Osan) should be decreased. The analysis also shows that the frequency of the route bus services for the other cities, counties(Guns), and wards(gus) should be increased. In Seoul metropolitan area, although route bus fares are more expensive than subway fares, passengers use route bus more frequency than subway because time distance of route bus is shorter than that of subway and subway transfer is inconvenient. In general, outside Seoul metropolitan area, air flight is preferred in the regions that have airports. In contrast, the route bus is preferred in Daegu and other regions that do not have airports.

Ratio of a day's tour for Geoje-si, 22.6 percent, has increased to 48.6 percent since the opening of Busan-Geoje fixed link. Eight cities of Yeungnam area including Busan-Ulsan and Daegu-Gyeongbuk has been directly affected by the changed route from GJ Bridge to BG Bridge. In order to compare the range of departure area for a one-day trip in Geoje tourist attractions before and after the new fixed link, duration variation of visitors is described as individual difference by normal distribution function. One-day tour trip model based on a circular trip is also suggested under comparatively simple supposition. Since average area after the opening is equal to maximum area before as minimum area after is equal to average area before, the effect of access improvement by the new bridge is revealed definitely. In addition, the effect of cities located in the middle and long distance is greater. Although cities proximity to Geoje are not influenced significantly, every citizen is capable of taking a one-day trip anywhere.
