In recent, the direction of water resources policy is changing from the typical plan for water use and flood control to the sustainable water resources management to improve the quality of life. This change makes the information related to water resources such as data collection, management, and supply is becoming an important concern for decision making of water resources policy. We had analyzed the structured data according to the purpose of providing information on water resources. However, the recent trend is big data and cloud computing which can create new values by linking unstructured data with structured data. Therefore, the trend for the management of water resources information is also changing. According to the paradigm change of information management, this study tried to suggest an application of big data and cloud computing in water resources field for efficient management and use of water. We examined the current state and direction of policy related to water resources information in Korea and an other country. Then we connected volume, velocity and variety which are the three basic components of big data with veracity and value which are additionally mentioned recently. And we discussed the rapid and flexible countermeasures about changes of consumer and increasing big data related to water resources via cloud computing. In the future, the management of water resources information should go to the direction which can enhance the value(Value) of water resources information by big data and cloud computing based on the amount of data(Volume), the speed of data processing(Velocity), the number of types of data(Variety). Also it should enhance the value(Value) of water resources information by the fusion of water and other areas and by the production of accurate information(Veracity) required for water management and prevention of disaster and for protection of life and property.
Global warming due to climate change is one of the biggest challenges in the 21st century. Global warming is not only a disaster that threatens the global ecosystem but also an opportunity to reduce logistics costs and develop mineral resources by commercializing Arctic routes. The Arctic paradox, in which ecological and environmental threats and new economic opportunities coexist, is expected to have a profound impact on the global environment. As the glaciers disappear, routes through the Arctic Ocean without passing through the Suez and Panama Canals emerged as the 'third route.' This can reduce the distance of existing routes by 30%. Global warming has also brought about changes in the geopolitical paradigm. As Arctic ice begins to melt, the Arctic is no longer a 'constant' but is emerging as the largest geopolitical 'variable' in the 21st century. Accordingly, the Arctic, which was recognized as a 'space of peace and cooperation' in the post-Cold War era, is now facing a new strategic environment in which military and security aspects are emphasized. After the Cold War, the Arctic used to be a place for cooperation centered on environmental protection, but it is once again changing into a stage of competition and confrontation between superpowers, heralding 'Cold War 2.0.' The purpose of this study is to evaluate the strategic value of the Arctic Ocean from geopolitical and geoeconomic perspectives and derive strategic implications by analyzing the dynamics of the New Cold War taking place in the Arctic region.
Understanding the status of surface cover in riparian zones is essential for river management and flood disaster prevention. Traditional survey methods rely on expert interpretation of vegetation through vegetation mapping or indices. However, these methods are limited by their ability to accurately reflect dynamically changing river environments. Against this backdrop, this study utilized satellite imagery to apply the Random Forest method to assess the distribution of vegetation in rivers over multiple years, focusing on the Naeseong Stream as a case study. Remote sensing data from Sentinel-2 imagery were combined with ground truth data from the Naeseong Stream surface cover in 2016. The Random Forest machine learning algorithm was used to extract and train 1,000 samples per surface cover from ten predetermined sampling areas, followed by validation. A sensitivity analysis, annual surface cover analysis, and accuracy assessment were conducted to evaluate their applicability. The results showed an accuracy of 85.1% based on the validation data. Sensitivity analysis indicated the highest efficiency in 30 trees, 800 samples, and the downstream river section. Surface cover analysis accurately reflects the actual river environment. The accuracy analysis identified 14.9% boundary and internal errors, with high accuracy observed in six categories, excluding scattered and herbaceous vegetation. Although this study focused on a single river, applying the surface cover classification method to multiple rivers is necessary to obtain more accurate and comprehensive data.
Recently, the damage by fresh flood increases in Gangwon-do and Gyeongsangbuk-do of the north-eastern area of Korea. Even though the recent pattern of rain fall keeps changing, there is no strategy to mitigate damage by disaster. For the appropriate measure and policy for decreasing damage, an index for vulnerability is necessary to provide evidence of local climate change. The present work analyzes the flooding damage cost during the past 20 years. During 80's, the southern area of Korea was seriously damaged by over-floods on the agricultural ground. After that time, the loss and damage has decreased in the southern area but the middle part has shown slight but distinct increases of damage. The absolute coast of damage in the northern part has kept constant. However, the relative regional damage to the total country damage has kept increasing over 20 years in the same area. The surface area of floods is strongly correlated with the regional damage cost in the southern part but the north-eastern part has weak correlation between flooded area and cost. It implies that the recent damage in the north-eastern mountain area was not caused by flood itself but the other factors such as avalanches. The present work expects that the damage cost can be a good proxy value for index for climate change impact assessment.

Research into underwater wireless networks that enable the monitoring and controlling of the ocean environments has been continuing for disaster prevention and military proposes, as well as for the exploitation of ocean resources throughout the world. A research group led by Hoseo university has been studying a distributed underwater monitoring and controlling network. In this study, we developed an interpolator for acoustic communication between an underwater base station controller and underwater base station, which is included in this network. The underwater acoustic communication provided by this network defines four links whose sampling rates are different. Low power consumption is one of the most important requirements. Therefore, we adopted CIC interpolators, which are known to act as filters with a low power consumption, and some CIC interpolators with an appropriate changing rate were selected depending on the link. However, these interpolators have a large passband drop and wide transition region. To solve these problems, we added a compensator and half-band filter. After verifying the algorithm by using Matlab, we designed and verified it with Verilog-HDL in a ModelSim environment.

The underwater glider using conception of Lagrangian method, is a new observation platform to understand the properties of the ocean vertically. In 2011 March, KORDI made a first successful autonomous trip from Hupo to west coast of Uleungdo piloting Littoral Glider of Alaska Native Technology LLC. The journey considered many environmental variables and route vigilantly selected, the glider covered 177 km horizontally and took approximately 6 days (153 hours). Despite the existence of 1 kt eddy current, Sound velocity sampling was conducted from 5 meters and reaching maximum of 200 meters depth at each dive. It successfully collected sound velocity and temperature profile at every 5 seconds totaling up to 1408 profiles using SVT&P sensor. During the flight it was also a mission to check the diverse modes of the glider i.e. spiral, waypoints, heading, drift and hover could function without a defect in a given situation. These modes were thoroughly monitored and it could be considered that the glider handled it well during the flight. As a result of this test flight, it was evident that the given underwater glider could operate under 2kt current environment with users defined heading and depth, also with the payload up to 5 kg without changing internal buoyancy.

In this age, where the social environment is changing rapidly and unpredictably, interest in safety from crime is increasing in Korean society. As the desire to live a life free from the fear of crime increases, interest in the construction of safe cities is also rising nationwide. To meet the national demand, the Korean government is promoting a project to link public disaster safety systems by involving municipalities, 112, 119, and other emergency services and institutions through the Smart City Integrated Platform in order to construct a smart safety net. This study investigates the linking of theSmart City Integrated Platform and theIntelligent Security Project. The results are as follows. 1. The linkage's objective is clear. 2. The system sector can provide information to accident-related organizations. 3. The scenario area can be expanded to a crime-prevention sector, and a long-term urban information integration infrastructure can be created. 4. Product testing is enabled by a smart city road map and through continuous consultation with relevant organizations. 5. Project diffusion to other local governments can be promoted with the continued addition of commercial products.
The government has been carrying out a project for supporting the rain shelter for hot pepper as part of measures stabilizing the demand and supply of hot pepper since 2012. However, the eaves height of single-span plastic greenhouses extensively used in farms is low, which are inappropriate for the rainproof cultivation of hot pepper. This study attempted to develop single-span plastic greenhouses which are structurally safe and have the dimensions suitable for the rainproof cultivation of hot pepper as well. The structure status of plastic greenhouses and restructuring wishes of 56 rainproof cultivation farms nationwide were investigated to set up the width and height of the plastic greenhouses. 53% of the plastic greenhouses currently in operation had a width of under 7 m and 64% of their eaves had a height of 1.5 m or less, which accounted for the highest rate. Mostly the width of 7.0 m was desired for the greenhouses and the height of 2.0 m for their eaves, so these values were chosen as the dimensions for the singlespan plastic greenhouses. After an analysis of their structural safety while changing the specifications of the rafter pipe in various ways, 5 kinds of models were suggested considering the frame ratio and installation costs. The 12-Pepper-1 model is a developed single-span plastic greenhouse for hot pepper in which a ${\emptyset}42.2{\times}2.1t$ rafter pipe is installed at an interval of 90cm and the models of 12-Pepper-2 through 5 are the other developed ones in which a ${\emptyset}31.8{\times}1.5t$ rafter pipe is installed at intervals of 60 cm, 70 cm, 80 cm and 90 cm, respectively. As a result of an analysis of economic feasibility of 12-Pepper-2 compared to 10-Single-3 in the notification of the Ministry for Food, Agriculture, Forestry and Fisheries, it turned out that there would be an increase in profits by about 1.2 million won based on one building of a greenhouse sized 672 $m^2$.

Climate and land use changes have impact on availability water resource by hydrologic cycle change. The purpose of this study is to evaluate the hydrologic behavior by the future potential climate and land use changes in Anseongcheon watershed ($371.1km^2$) using SWAT model. For climate change scenario, the HadGEM-RA (the Hadley Centre Global Environment Model version 3-Regional Atmosphere model) RCP (Representative Concentration Pathway) 4.5 and 8.5 emission scenarios from Korea Meteorological Administration (KMA) were used. The mean temperature increased up to $4.2^{\circ}C$ and the precipitation showed maximum 21.2% increase for 2080s RCP 8.5 scenario comparing with the baseline (1990-2010). For the land use change scenario, the Conservation of Land Use its Effects at Small regional extent (CLUE-s) model was applied for 3 scenarios (logarithmic, linear, exponential) according to urban growth. The 2100 urban area of the watershed was predicted by 9.4%, 20.7%, and 35% respectively for each scenario. As the climate change impact, the evapotranspiration (ET) and streamflow (ST) showed maximum change of 20.6% in 2080s RCP 8.5 and 25.7% in 2080s RCP 4.5 respectively. As the land use change impact, the ET and ST showed maximum change of 3.7% in 2080s logarithmic and 2.9% in 2080s linear urban growth respectively. By the both climate and land use change impacts, the ET and ST changed 19.2% in 2040s RCP 8.5 and exponential scenarios and 36.1% in 2080s RCP 4.5 and linear scenarios respectively. The results of the research are expected to understand the changing water resources of watershed quantitatively by hydrological environment condition change in the future.
