Packaging Framework System Under International Trade Rules

  • Purpose - The purpose of this study was to expound the packaging framework system(PFS) under international trade rules. Design/methodology/approach - This study analyzed packaging framework system and packaging regulations and technical standards in international regulations and major countries and classified these in some standards Findings - First, the study provides packaging provisions associated with packaging regulations and technical standards (PRTS). Then, the basis of PFS in international trade rules was proposed; it is believed that the PFS was composed of packaging legal system in WTO institutional framework (WTO-PLS), international organization packaging standard system (IO-PSS) and major countries or regions packaging regulatory system (MCR-PRS). Secondly, this paper expounded relations and legal characteristics of the three packaging systems. Finally, This study investigated PRTS coverage under technical barriers to trade (TBT) and Sanitary and Phytosanitary measures (SPS). Research implications or Originality - The regulations associated with PRTS have played a key role in challenges to merchandise trade in international trade. This study has significance in classifying packaging related reticulations into several criteria unlike previous studies. Therefore it is hope that this study can provide a supplementary document for the existing research of PRTS.

Substantial Improvement of Medical Care for Detainees in Republic of Korea (대한민국 수용자 의료처우의 실질적 개선)

  • The responsibility to ensure the health rights of detainees, particularly their medical rights, fundamentally lies with the state in all nations. However, in the correctional facilities of the Republic of Korea, these rights are currently not adequately safeguarded. Numerous detainees express dissatisfaction with the medical services provided and show a preference for voluntary external treatment. However, barriers such as prolonged application processes for external treatment and the requirement for detainees to cover their medical expenses present significant challenges. Therefore, the National Human Rights Commission of Korea has advocated for an increased medical budget in correctional facilities and a bolstered professional medical workforce to improve the medical care of detainees. Recommendations for improvements include: (1) establishing dedicated correctional hospitals for detainees, (2) setting up specialized correctional wards, (3) collaborating with military hospitals, (4) launching mobile medical buses for diverse specialties, (5) enhancing collaboration with public and private medical institutions, (6) increasing compensation for partnering external medical institutions, (7) improving the working conditions of medical officers, (8) safeguarding the defense rights of medical staff, (9) improving the working conditions of public health doctors from the Ministry of Justice in correctional facilities, and (10) pre-assigning public health specialists and military doctors to correctional facilities. By implementing these measures, it is anticipated that the quality of medical services in the Republic of Korea's correctional facilities will improve, reducing the demand for external treatments among detainees and ensuring their health and medical rights are realistically upheld.

  • This paper analyzes the activities and recommendations of W3C LLD Incubator group and investigates the benefits of Library Link Data through case studies. It also discusses the necessary global identification systems for developing useful LLD as well as the problems associated with linking available vocabularies with existing data sets. Ways to apply RDF, SKOS, Microformats, and RDFa to LLD are presented. the many challenges related to establishing LLD-based information services and the various barriers that prevent libraries from accepting LLD are also identified. Finally this paper presents a new LLD-based digital information system and provides some recommendations on how to promote and expand LLD in Korea.

Adopting e-Government Services in Less Developed Countries According to the Characteristics of Business Intelligence: (Sudan as a model)

  • In this paper, a contribution is presented covering the data set in improving and developing electronic services provided to citizens through e-government services based on business intelligence in government agencies in the Republic of Sudan. The Business Intelligence Concept Survey was conducted from the perceptions of information department employees in government agencies. The survey was conducted from April to June 2021 using questionnaires. The dataset contains responses about the factors that influence the use of business intelligence and the barriers and limitations to the use of business intelligence. A five-point Likert scale was used to analyze the quantitative data. The opportunities and challenges associated with it were also discussed and explored. As evidenced by the results, the information department employees agree that business intelligence improves the government decision-making process, which helps decision makers and decision-makers to find alternatives and opportunities that contribute to making more accurate and timely decisions. The results also indicate that creating the infrastructure for applying business intelligence in the e-government work model contributes to the successful implementation of business intelligence in Sudan.

Intelligent Shoes for Detecting Blind Falls Using the Internet of Things

  • In our daily lives, we engage in a variety of tasks that rely on our senses, such as seeing. Blindness is the absence of the sense of vision. According to the World Health Organization, 2.2 billion people worldwide suffer from various forms of vision impairment. Unfortunately, blind people face a variety of indoor and outdoor challenges on a daily basis, limiting their mobility and preventing them from engaging in other activities. Blind people are very vulnerable to a variety of hazards, including falls. Various barriers, such as stairs, can cause a fall. The Internet of Things (IoT) is used to track falls and send a warning message to the blind caretakers. One of the gaps in the previous works is that they were unable to differentiate between falls true and false. Treating false falls as true falls results in many false alarms being sent to the blind caretakers and thus, they may reject the IoT system. As a means of bridging this chasm, this paper proposes an intelligent shoe that is able to precisely distinguish between false and true falls based on three sensors, namely, the load scale sensor, the light sensor, and the Flex sensor. The proposed IoT system is tested in an indoor environment for various scenarios of falls using four models of machine learning. The results from our system showed an accuracy of 0.96%. Compared to the state-of-the-art, our system is simpler and more accurate since it avoids sending false alarms to the blind caretakers.

Pediatric Nurses' Perspectives on Family-Centered Care in Sri Lanka: A Mixed-Methods Study

  • Purpose: This study was conducted to investigate nurses' perceptions and performance of family-centered care (FCC) at a children's hospital in Sri Lanka and to explore the feasibility of implementing FCC in the context of the Sri Lankan healthcare system. Methods: A convergent, parallel, mixed-methods design was applied to understand Sri Lankan nurses' perspectives on FCC. In total, 157 nurses working at a large teritagy children's hospital responded to a self-report survey and 18 nurses participated in focus group interviews. Results: Of the factors of FCC, family participation in caring for children received the highest score (4.09±0.51) for perceptions, and information-sharing received the highest score (3.54±0.55) for performance. The qualitative data revealed the following five themes: (a) importance of the family in caring for children; (b) helping families during children's hospitalization; (c) taking steps to implement FCC, even with imperfect knowledge; (d) barriers in the current situation; and (e) suggested strategies to promote FCC. Conclusion: Participants endorsed the concept of FCC and demonstrated some aspects of it in their day-to-day practice. The results indicate a clear knowledge deficit and several challenges, which need to be addressed to effectively implement FCC.

Challenges in Patient Counseling and Medication Reconciliation for Foreign Inpatients in Korea (외국인 입원환자의 복약상담과 입원약력관리 현황에 관한 탐색적 연구)

  • Objective: This study is to evaluate the awareness, needs, and barriers in patient counseling for hospitalized foreign patients. As the number of foreign population increases in Korea, demands on quality of Korean health services are rapidly increasing. Previously most of the studies have focused on the availability and utilization of healthcare service, and prevalence of disease for foreigners, however, no study has been conducted on quality of direct-patient care such as patient counseling. Method: In the present study, a survey was conducted on a total of 161 participants between March 7 and May 7 in 2014. The study subjects were consisted with 103 foreign patients who had experienced inpatient care within 1 year and 58 hospital pharmacists who work in the hospital with foreign inpatients. Results: Firstly, the hospital pharmacists were highly aware of the necessity of counseling for foreign inpatients. Secondly, the largest portion of barrier to patient counseling service was accounted a lack of foreign language skills. Lastly, the monitoring of efficacy, potential adverse reactions and discharge follow-up were emphasized. Conclusion: Effective communication skills would be essential to improve pharmaceutical care services to foreign inpatients.

Wiki-Based Expert Knowledge Collaboration Effects on Performance of Project Members (위키방식의 전문지식 협력이 프로젝트 구성원의 성과에 미치는 효과)

  • The advent of Web2.0 has believed to be the solution against many barriers in information sharing, especially wiki. Information sharing and collaboration are realized voluntarily and unselfishly with wiki. The purpose of this paper is to analyze the benefits and challenges of using wiki as a project management method in an IT/IS project. Wiki-based project management could provide project managers and members with expert knowledge collaboration for better project results. In the research model, we used TMS(Transactive Memory System) theory to define the relation of collaboration and performance of project members. Based on a survey among project members, the interactions between wiki characteristics and performance are examined in an IS project environment. Using Smart PLS 2.0, the data was analyzed to define the interactions by the structural equation modeling. From the empirical data, the mediated effect of expert knowledge collaboration is supported. We also derive the implications of wiki-based method. It is expected to bring new possibilities of Project management performance.

  • Sustainable housing design can contribute to dramatically reduced energy usage and can be applied to all new building projects. This paper explores the potential in Korea of applying available energy efficient building technologies. The objective was to determine the degree of energy reduction that can easily be achieved in new building design. The pilot project is providing some prototypes with display units which incorporate principles of sustainable design and performance utilizing the eco-design objectives. This building challenges ingrained preconceptions about system designs for four energy saving levels(40%, 60%, 80% and zero energy) and exposes barriers to low energy buildings posed by new standards and guidelines.

  • The COVID-19 pandemic has disrupted supply chains across the world. When the pandemic broke out, the disruptions were mainly due to the lockdowns imposed in various countries. The WTO has predicted that the pandemic might cause world trade to decline by 13 to 32 per cent in 2020. This paper will examine the implications of COVID-19 on digital trade, particularly the use of blockchain in the Asia Pacific. The Asia Pacific (particularly Singapore and Hong Kong) is a leader in the use of digital technologies. This paper will thus attempt to draw out lessons from the first movers for the rest of Asia. It will examine the bottlenecks in the application of this technology in the Asia Pacific countries, and the need for regulatory changes in the Asia-Pacific. It will trace the technology's barriers to adoption, both as regards interoperability, and regulatory framework. The advantages of blockchain technology in trade finance are clear; it can promote trade efficiency, mitigate risk and expand trade to other regions. However, earlier efforts to introduce digital technologies have failed. More collaborative efforts are required, so that networks can connect seamlessly on a single technology platform, and meet the demand for trade finance. The COVID-19 pandemic seems to have provided an enabling environment for the intensification of digital efforts, increasing their urgency; should these measures indeed successfully occur, they will improve the resiliency of supply chains across the region.
