The Vehicle and Driver of China's Cultural Diplomacy: Global Vision Vs. Localised Practice

  • China's cultural diplomacy is mostly understood as an endeavour to build and project soft power, which draws on three sources of 'culture, political values and foreign policy' according to Nye. This paper focuses on the debates about the vehicle and agents of China's cultural diplomacy. It starts with a theoretical discussion of the competing views in the Chinese context, and develops an argument that the vehicle of China's cultural diplomacy tries to project soft power on two wheels of culture and political values, to serve the purpose of reshaping China's image away from being the 'cultural other' and 'ideological other' respectively. However, the state-led approach to driving this vehicle is generating some side effects with its sponsorship, censorship and presence in the driver's seat. Then the paper analyses the inherent tensions existing in practice both between the two sources of building soft power and between the two means of doing so, attraction and persuasion, with empirical evidence through a comparative case study of the Confucius Institutes in the US and South Korea. The finding shows that China's attempt at reshaping its image as an Eastern cultural contestant is often disrupted by its authoritarian political values, and the state-led persuasion is often reducing China's cultural attraction. Following this, the paper finishes with some recommendations regarding evolving the cultural diplomacy approach from a vertical one that is government-centred to a horizontal one that is network-based with multiple agents, and localising its practice by engaging the target audiences as stakeholders.

The Design Development of Korean Paper Fashion Material through Manual Work (수작업을 통한 한지 패션 소재 디자인 개발)

  • Material is a factor for maximizing formative aspect among fashion design factors. Therefore, central axis of modern fashion is performing various trials for escaping from existing cloth and searching for artistic value. Especially, Korean paper is a formative material, which is manufactured through traditional manual work in Korea. The material is used in various fields on the basis of its aesthetic feature. Especially, fashion field performs handcraft activity on the basis of mulberry pulp, which is a prime material of Korean paper. Because the activity can be reinterpreted by world designers, who want to find motive of fashion material in the third world, it is necessary to perform experimental study for developing expressive form on the basis of diversity of Korean paper material. Therefore, the purpose of this study is to perform experimental study by focusing on the development of Korean paper material in order to express formative feature. The study purposes are as follows. The first purpose is to reinterprete the theory through actual work of fiber formation using Korean paper in the current flow where art and design field are fused and compromised. The second purpose is to suggest vision of material development on the basis of formative feature to fashion world focusing its eyesight to Asia and the third countries. The study results are as follows. First, Korean paper has been evaluated as proper material for the fusion of design and art because of its handicraft feature, long-term preservation, heat insulation, absorption, diversity and eastern feature. Second, the study performed various trials for artistic dress material by developing 12 Korean paper works and suggested the development of new material on the basis of formative feature of modem fashion industry.

  • Many Asian countries are suffered from various problems on water, which include the need for increased access to improves water supplies and sanitation through investments in infrastructure and capacity building, the balances water management system between development and ecosystem, and the need to reduce the human populations'vulnerability to water-related disasters, in particular, from climate variability and evolution. Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. In conclusion, the process of developing the decision makers' platform in each region would be ultimately essential point to increase the awareness of the developed and developing countries' roles, knowledge to clarify roles and responsibilities of each stake holders and finally be a major actor for resolving not only water challenges also issues of human settlements.

  • The Korean fashion industry is composed of originality, technique and business management. It is going to be the main role in the living and cultural industry in 21th century as a strategic advanced industry. On the other hand, more than 15,000 persons who majored in correlated fashion are graduated from universities, colleges, and fashion schools every year. But professional and competent persons specialized in clothings are very insufficient. So cultivation of the talented for fashion industry must be suitablely and differentially carried out, according to regional distinction or characteristics of each university, college level, institute and so on. At same time, it is for the subdivided professional educations in fashion field, also. Education institutions related fashion have to practice not only theory but also field-oriented education of fashion industry. The fashion enterprise must invest resolutely in reeducations for incoming and reading employees, too. Briefing the program of cultivating the competent as follows : (1) The execution of certification programes based on professional job series. (2) Cultivation of the talent by cooperation of industry and educational field. (3) Upbringing the specialists who have both abilities of foreign language and living cultural profession. (4) Establishment of a base oriented north-east Asia as the central fashion business. (5) Efficient using of multi-media. (6) Innovation of technology. (7) Preferential treatment of skilled labors apparel industry field. (8) Establishment of the Korean Society of Fashion Business for a bridge of industrial-educational complex and government, for cultivation of the talent. The programs of 'cultivation of the talent' must be differed from to whom', 'what', 'how long'. But the commonness in all is to need the stimulative education and creativity. Through it, 'what and how think' and 'how application' to all directions is acquired.

  • The roots of Polygala tenuifolia Willd. is a well-known traditional medicine used as expectorant, tonic, tranquilizer in Asia including China and Korea. And also have been used to treat amnesia, neurasthenia, palpitation, insomnia, and disorientation. Glutamate-induced oxidative injury contributes to neuronal degeneration in many central nervous system (CNS) diseases, such as Parkinson's disease, Alzheimer's disease, epilepsy and ischemia. Inducible heme oxygenase (HO)-1 acts against oxidants that are thought to play a role in the pathogenesis of these diseases. NNMBS269, acid hydrolysis EtOAc fraction of the P. tenuifolia showed dominant neuroprotective effects on glutamate-induced neurotoxicity in mouse hippocampal HT22 cells while general EtOAc fraction of the P. tenuifolia (NNMBS268) not shown. NNMBS269 induced the expression of HO-1 protein that has been proposed to play an important cellular defense role against oxidant injury. In addition increased HO activity. In mouse hippocampal HT22 cells, NNMBS269 makes the nuclear accumulation of nuclear factor E2-related factor 2 (Nrf2). In conclusion, acid hydrolysis EtOAc fraction the P. enuifolia. (NNMBS269) significantly protect glutamate-induced oxidative damage by induction of HO-1 via Nrf2 translocation in mouse hippocampal HT22 cells.

Growth and carbon storage of black saxaul in afforested areas of the Aralkum Desert

  • This study aimed to determine the growth and carbon storage of planted Haloxylon aphyllum in the Aralkum Desert in Kazakhstan. Six sites afforested in 2000, 2005, 2009, 2010, 2013, and 2017 were selected. The root collar diameter(cm) and height(m) were measured for all H. aphyllum in 30 m×44 m plots. Biomass accumulation (g m-2) and carbon storage(C g m-2) were calculated using allometric equations and the carbon concentration data of Haloxylon species. The diameters varied from 2.5 cm to 4.3 cm and the height varied from 106.2 cm to 223.7 cm. The growth of H. aphyllum was not linearly related to the afforestation year or soil properties. Tree growth might have been influenced by variations in the microclimate, such as temperature, precipitation, and dust storms. The mean total biomass accumulation was 20.57g m-2 and ranged from 2.42 g m-2 to 64.53 g m-2. The mean carbon storage was 9.70C g m-2 and ranged from 1.12 C g m-2 to 30.61 C g m-2. These biomass and carbon storage estimates were smaller than those reported for other Central Asian deserts, but afforestation enabled the generation of vegetative cover and consequently, carbon sequestration in the manmade Aralkum Desert.

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore.   • Localization is one of the typical phenomena of this age in Korea. Localization of Port is on the beginning in this Country as the introduction of Port Authority in the Port of Busan and Incheon. As the condition of world trade has been changed, the level of Competition among Ports is severer than before, especially in the East Asia Area. Since many experts of Port say that centralized control system of Port has many Problems, some other Port Control system has been studied and suggested for long time. One of the Countermeasures of these Port Problems is Port Authority System which aims the balance of central and local development. Port Authority System does not want to achieve only Public Duty or Utility but also Commerciality which is fundamentally very important for the survival of Port. In this Paper, the necessities of Port Authority Introduction in Korea was explained. And Port Authority System will be introduced 2004 year in Busan Port firstly and Incheon Port, secondly. The Main Contents of Port Authority System was suggested , in this Paper and some Problems which shall be considered for better operation of Port Authority System was investigated. I suggested some countermeasures, endeavoring the competitive advantage of Port and higher Port Performance, in terms of 3 Dimensions. One is in the side of basic Policy Directions, the other is the activation schemes of functional department which composed of many activities of Port Authority System and the third is in the side of operation body. As this paper, however, has some limitations and Port Authority System is just beginning stage, future research shall be continued in real and concrete level.

  • The Northeast Asia has been the fastest growing region in the world for the past few decades. And now the economic bloc maintains its status as a major powerhouse of the world economy. On the way of its economic growth, Russia and Central Asian countries have emerged as major trading partners. The Trans-Siberian Railway(TSR) has been playing a pivotal role in promoting economic cooperation between the two regions. This paper investigates economic environment of the Korean TSR service operators through the SWOT analysis, then proposes management strategies for them. For this purpose, the authors analyze characteristics and roles of the TSR service operators. In addition, a comparison of difference between service operators and shippers about their recognition of economic environment of the TSR transportation service is also carried out.

Korea-China-Japan Joint Fisheries Resources Management through Case Study (주요 사례 분석을 통한 한·중·일 공동어업관리 방향)

  • There exists historically intimate relationship between the fisheries of the three countries of Northeast Asia in terms of the same fishing ground and similar resources. This means that if one of the countries fail to manage their fisheries properly, it will harm the others. Especially, if the EEZ straddling and Trans-Boundary Fish Stocks aren't managed by the cooperation of the three countries, the exhaustion of resources will be more likely to be accelerated. Considering the aspects mentioned, this paper refers to the necessity of fisheries cooperation between Korea, China, and Japan. Next, it analyzed the joint control cases of Norway/Russia Management of Shared Fish Stocks in the Barents Sea, Management of South Tasman Rise in Orange roughy, Agreement on Fisheries between the European Economic Community and the Kingdom of Norway, Conservation and management of pollack resources in the central Bering Sea, and drew a conclusion for ourselves. Last of all, it suggests a step-by-step strategy of promoting joint control between three countries, and the plan of the establishing and managing the organization of joint fisheries control. About the joint control, "The Joint Statement of promoting collaboration between Korea, China, and Japan" has been announced at ASEAN in October 7th, 2003 and the summit talk of the three countries. In the joint statement, the three countries came to an agreement which says, "Cooperation in Fishery Resource Conservation : The three countries will cooperate, bilaterally or trilaterally, to promote the sustainable use and conservation of fishery resource through the effective fishery management". Not only the consistent collaboration between the government is necessary, but also continuous exchange and related study on a Non-governmental level is also needed for the viable outcome in the near future. When deducting the result for the joint fisheries control, this writer hopes the contents of this study will be helpful.
