This study is on capacity building and attitude to work of librarians in Edo State public libraries, Nigeria. Investigation was on the capacity building programs in the Edo State public libraries, the levels of librarians' awareness and participation in the programs, methods of building the capacity programs, influence on the librarians' attitudes to work and factors militating against the programs. Descriptive survey design was adopted for the study and the entire population of 23 librarians were used. Results indicate that the capacity building programs in the library include computer literacy skills, online public access catalogue (OPAC), Internet collection management and general trends in librarianship. The methods used in building the capacity programs in the library include conferences, workshops/seminars, on-the-job and internally organized courses. Respondents indicated very low level of participation in the programs and a negative influence of the programs on their attitudes to work. Various problems were identified as militating against the capacity building programs and solutions were suggested.
Purpose: The purpose of this study is to examine effects of a multifactorial program for preventing the frailty of older adults and effects of a follow-up program applying a capacity building strategy. Methods: A quasi-experimental pretest-posttest design was used for the nonequivalent control group. The follow-up group (n=75) and non-follow-up group (n=68) received the same multifactorial program comprising muscle strength exercise, cognitive training, and psychosocial programs for 12 weeks. After completion of multifactorial program, the follow-up group took follow-up programs applying the capacity building strategy for following 12 weeks. The data of physical function, cognitive function, and psychological function, and self-rated health were collected from both groups three times: before intervention, after intervention, and 12 weeks after intervention. The data were analyzed using $x^2$ test and t-test. Results: In comparison with the non-follow-up group, the scores of Timed Up & Go Test, and physical activities energy expenditure were significantly improved in the follow-up group. Conclusion: These results indicate that a multifactorial program with follow-up adapting the strategies of capacity building for the older adults group is feasible to prevent the physical frailty in community.

Recently, emerging countries have been paying attention to Korean economic development policy, trying to adopt the Korean regional innovation model. Korea is also interested in exporting its regional innovation model and enhancing economic cooperation with those countries. This paper aims to analyze the capacity-building programs of the Korean regional innovation model for emerging countries and suggests policies for it. For this purpose, the local innovators' participation patterns in the process of collaborative learning/networking/interaction are investigated with a focused group-interview method. From an analysis of the programs supported by Korean organizations, this study finds that the correlation coefficient between the training time of capacity building and the participation rate of local members' collaborative learning is very high (0.975). Since the correlation coefficient between the participation rates of collaborative learning and networking is relatively low (0.667), a policy to link local collaborative learning to networking should be provided. As the correlation coefficient between the participation rates of networking and interaction is high (0.950), networking is a key to regional innovation. This study recommends activity programs to promote networking among local innovators, rather than training and consulting programs. As introduced in the Chungnam Techno Park case, this study suggests that the capacity-building program should include programs to initiate a collaborative learning network, to create a local-demand, regional innovation model, and to operate the regional innovation platform, which should be done by local innovators in the emerging countries.

Purpose: This study developed a short-term education program aiming to strengthen global health capacity in nursing students, and examined the effects of the program. Methods: The subjects of this study were 83 students recruited from 29 nursing colleges. Domestic workshops and overseas training in the Philippines were offered. For data collection and analysis, the triangulation method was adopted. Results: Students' critical thinking disposition and global leadership capacity were significantly increased. Thematic content analysis derived fifteen themes: expansion of global health, understanding of cultural diversity, vision of being a global leader, cultivation of communication skills, open mind toward people with different culture, pride and vocation, understanding of nursing in foreign countries, understanding of visiting nurse service, sustainability, understanding of local needs and environments, and education methods with an emphasis on participants, broader view and thinking of the world, reflection on the characteristics of a nurse, development through cooperation, and development through programs. Conclusion: The global health capacity building program improved nursing students' view of global health and nursing care. It is needed to develop continuously diverse global health capacity-building programs for nursing students.

This study proposes a plan for the residents to have a capacity to build a family-friendly community on their own. As there is not a family-friendly community related program developed for "Resident's Capacity Reinforcement", three programs closely related with family-friendly community program were analyzed instead. Analysis showed that first, the community spirit must be emphasized to maintain the characteristics of family care with social support. Second, educational contents must reflect resident's capacity elements that are necessary for participating in the family friendly community building stages. Third, there is a necessity for systematization of education courses into beginner, intermediate, and specialty course given education is continued. Fourth, there is a necessity for the curriculum that may be used for the family friendly community building to foster human and material resource management ability. Therefore, framework for the educational contents suggests X-axis and Y-axis presented by person-business and morphogenic-morphostatic as referred to Ulrich(1997),s human resource model. However, this study has limitations because educational program of 'livable community building' are analyzed for the plan to reinforce capacity to build family-friendly community. There is a necessity for continuing to improve the program by in depth interview or social survey with residents and leader in community.
The Ministry of Environment supports environmental education mainly in two ways ; one is by supporting schools engaged in environment conservation model school and the other is by extending grants for experiential environmental education programs. This research aims to evaluate the current status of grant for experiential environmental education programs while proposing possible improvement for constructive and continuing development of the support measures. Grant for experiential environmental education programs is divided into two areas of grant for schools and grant for community-based civil organizations. The diagnosis and evaluation were conducted in terms of 7 areas, such as time, facilities, programs, manpower (professional expertise), operation, administrative and financial support mechanism and others. Research process involved the review of previous studies in 2001 and 2003, comparison of the grant program with other grants in and out of Korea for environment education, and the following areas considered when identifying improvement options: i) Overall review of objectives and operations, ii) expansion supports programs oriented problem solving as well as those focused ecological sensitivity, iii) change from expendable, one-time program to productive, continuous program, iv) link to social changes and issues, v) principles for operation and evaluation, vi) criteria and methods for program selection and evaluation, and vii) improving operation system. Based on review and the overall evaluation on the experiential environmental education program grant, the recommendation for improving operation system were provided, which included stages of passive improvement, active improvement and building infrastructure for environment education, and building capacity of the members related in the initiatives.
The paradigm of health promotion requests community participation and its active problem-solving. Community is conceptualized as a resource pool to be organized. Such resource is called community capacity. Community participation is a process of capacity building. Community voluntary associations are considered as valuable resource to be used for health promotion. This paper tried to identify the network structure among community voluntary associations and to infer the possibility to make such network of organizations participate in health promotion programs. Two survey data were used for this research: 1) Measurements and Evaluations of Community Capacity on Dobong-gu (N=94) 2) A development plan of health medicine service to be Healthy Gangdong-gu (N=69). The questionnaire included such variables measuring community capacity as leadership, membership, organizational resources, and inter-organizational network, etc. Both regions had the following common characteristics: 1) There were positive correlations between the organization's budget and membership. 2) Organizational types were associated with their founded years. Two regions showed the following differences: Dobong displayed the high density of community organizations, but Gangdong showed the low density. Dobong community organizations were able to be classified into three network clusters such as women & environments, youth & adolescent, and sports organizations. Each cluster of organizations favored the different type of health promotion programs. Gangdong community organizations were less developed, and not possible to be clustered. Depending upon the level of community capacity or community organizations' differentiation, the strategy of community participation could be settle down in different ways. Particularly the health agency had to pay more attention to support the growth of civil organizations.

Korean government is carrying out educational training program for the competencies of the construction engineers. However, this training program is insufficient to take advantage of the practice. Therefore, the purpose of this study is to investigate and analyze the satisfaction and problems of educational programs at training graduates. And we have suggested the improvement directions of educational program. The results of this study, satisfaction of training programs for construction engineers generally was investigated highly. However, this has been underestimated in terms of capacity-building abroad. And there are operational problems including lack of educational programs using in construction site, lack of training program courses in few work sector and lack of graded training program. Therefore, we have proposed the development direction of training program for construction engineers to solve this problem.
Developing countries face numerous challenges in the process of building science, technology, and research capacity; in particular, the formation and accumulation of skilled S&T workforce. The lack of organized and sustainable higher education options (Master and Doctoral programs), nonexistent or low-quality academic programs, and the absence of research-oriented study options are some of the strong contributors for talented students to emigrate to developed countries. At the same time, the consolidation of a global knowledge economy, the internationalization of higher education, and the competition to attract foreign talent in industrialized countries present challenges for underdeveloped nations to retain their already scarce skilled human resources. In this context, student mobility has been used as a policy mechanism to cope with S&T workforce shortages in S&T laggard nations. It has also enabled opportunities for international cooperation to play a key role. While significant literature has been devoted to studying the gains of developed nations with the arrival and potential migration of the mobilized students, few scholarly inquiries have addressed the benefits and losses experienced by their countries of origin. More importantly, limited research can be found on policy options and policy implications for developing countries to deal with the dilemmas presented by the brain-drain/brain-circulation debate. The goal of this article is to study empirical evidence of an international cooperation initiative for student mobility between the Republic of Korea and Guatemala (implemented during 2009-2015). The paper analyzes this particular international cooperation experience from the perspective of the different actors involved and attempts to draw policy implications and policy options for developing countries to deal with potential risks and gains derived from international mobility for their S&T capacity building.
This paper will discuss about how we can foster educational support mechanisms to facilitate health promotion programs at the local level. Health promotion in Korea is in the early developmental stage; it has only been since the Health Promotion Act was legislated in 1995, the health promotion programs have been planned and implemented. In the context of the recent decentralization process, local health departments have a major responsibility for developing and implementing health promotion programs at the local level. The short history of health promotion in Korea has meant that local public health departments have limited experience and organizational capacity for health promotion planning & practice. The results of one survey for investigating the progress of health promotion at the local level are instructive. The survey demonstrated that the public health workers recognized that the lack of personnels, insufficient budget, the lack of policy & the organizational support, the lack of skill & knowledge to be effective health promotors, the lack of guidance for health promotion practice were major barriers to implementing health promotion programs at the local level. The object of this paper is to suggest some ways of overcoming barriers to implementing health promotion programs at the local level This paper emphasizes on the importance of educational supports as well as environmental supports - legislative, policy, organizational, economical - in building the organizational capacity and infrastructure of local health department for health promotion. It suggests some ways of providing educational supports to the public health workers at the local level. and supports the positions that educational opportunities for training in health promotion can be better provided to the public health workers at the provincial level rather than at the national level. It argues that the educational & training programs should be developed and based on the educational need assessment; that the application of the main educational principles & theoretical models for health promotion be used to develop educational programs for the public health workers; and that professional health organizations should make plans to provide more educational programs at their annual conferences or at other convenient times. These kinds of educational supports facilitate the ability of public health workers to improve their capacity for health promotion practice at the local level and help to alleviate some of the pressure on state resources.
