Examining the relationship between Intellectual Capital and Innovation Performance: The Role of IT-enabled Dynamic Capabilities (지적자본이 혁신성과에 미치는 영향: 정보기술 기반의 동적능력을 중심으로)

  • The purpose of this study is to investigate the role of IT-enabled dynamic capability in the relationship between intellectual capital and innovation performance under Industry 4.0. We approach the intellectual capital from the perspective of the resource-based view and define the components of intellectual capital as human capital, social capital, and organizational capital. On the other hand, the IT-based dynamic capability means that the information technology and the utilization ability of the enterprise are combined to overcome the turbulent environment. The empirical results showed that the IT-enabled dynamic capabilities mediated the relationship between intellectual capital and innovation performance as it revealed in theory. And in terms of practical implications, we found the importance of an organization's information technology ability to effectively utilize intangible resources for organizational performance.

  • Regional innovation capabilities have been regarded as essential in developing regional economy. Many regional governments all over the world have been pouring great efforts to increase their regional innovation capabilities. In these days, this trend has been prevailed among Korean regional governments. In line with the active support of the central government, Korean regional governments have started their own regional innovation policies. This paper aims at discussing a regional government`s efforts in enhancing its innovation capabilities. As a representative region, we select Kyunggi Province, because it is one of the most advanced regions in Korea. We discuss Kyunggi Province`s innovation promotion efforts in terms of organization, budget, and programs. According to our analysis, the Kyunggi`s provincial government increased its innovation capabilities to a large scale. It has extended its S&T promotion organization, increased its R&D budget to a large scale, and increased its R&D promotion programmes and even initiated its own programs.

  • In this paper, a hybrid sensor is proposed that has two capabilities: The first is to sense longitudinal of flexural elastic waves selectively which are transmitted along the targe shaft, the second to measure the rotating speed of the shaft. All measurement are made in a noncontact manner since this sensor uses magnetostriction as its measuring principles. Furthermore, the switching between these two sensing capabilities are accomplished by a very simple mechanical operation. To verify the capabilities of the Proposed sensor, an Prototype sensor are fabricated and the experiments are made. The result shows this sensor can embody two sensing capabilities in one sensor configuration.

  • The availability of a high quality open source CFD simulation platform like OpenFOAM offers new R&D opportunities by providing direct access to models and solver implementation details. Efforts have been made by Hydro-Qu$\'{e}$bec to adapt OpenFOAM to hydroturbines for the development of steady-state capabilities. This paper describes the developments that have been made to implement new turbomachinery related capabilities: multiple frames of reference solver, domain coupling interfaces (GGI, cyclicGGI and mixing plane) and specialized boundary conditions. Practical use of the new turbomachinery capabilities are demonstrated for the analysis of a 195-MW Francis turbine.

The signal selection between two vibration modes requires only electrical switching operations and the switching between these two sensing capabilities-vibrations and rotational speed-are accomplished by a very simple mechanical operation. To verify the capabilities of the proposed sensor, a prototype sensor is fabricated and the experiments are made. The results show this sensor can embody two sensing capabilities in one sensor configuration.

The Mediation Effect of Knowledge Transfer on IT Project Performance (IT 프로젝트 성과에 대한 지식이전의 매개효과에 관한 연구)

  • Recently, knowledge transfer has been recognized as one of the major factors for success of IT projects but little investigated in Information Systems research. IT project, which needs collaboration between organization's IT project team and external partner, is an critical source for a firm to acquire external knowledge and to achieve its competitive advantage. Based on this recognition on knowledge transfer under IT project, we investigate a mediation role of knowledge transfer to IT project performance after identifying its antecedents such as project team capabilities and partner capabilities. The research model is tested by analyzing 161 sample data gathered from firms' employees who have participated IT projects within last two years. The results reveal that knowledge transfer has full-mediation effect between its antecedents and IT project performance. Moreover, project team capabilities have more impacts on knowledge transfer than partner capabilities do.

  • The magnetic field standards, facilities and capabilities available at NPL for the calibration of magnetometers and gradiometers and the measurement of the magnetic properties of materials will be introduced. The details of the low magnetic field facility will be explained and the capabilities this facility enables for the characterisation and calibration of ultra-sensitive room temperature magnetic sensors will be presented. Building on core material capabilities that are compliant with the IEC 60404 series of written standards, the example of a standard permeameter that has been modified for the measurement of strips for real world conditions is discussed. This was incorporated into a stress machine to measure the DC properties of the soft magnetic materials used by the partners of a collaborative industry led R&D project at stress levels of up to 700 MPa. The results for three materials are presented and the changes in the properties with applied stress compared to establish which material exhibits favourable properties.

  • Starting from the capabilities approach, this work develops the concept of Sustainable Wellbeing, which highlights the importance of incorporating temporal sustainability in the analysis of wellbeing, with intergenerational justice. For its measurement, 12 dimensions are identified and defined, based on the philosophical approach of Central Capabilities of Martha Nussbaum. The measurement is applied to 18 Latin American countries, with 116 indicators and using a multiple correspondence analysis (MCA). The results show the viability of operationalizing the capabilities approach and its potential to support the formulation of associated policies.

  • Due to the recent mid- to long-term slump and falling growth rates in the global economy, interest in organizational structures that create new products or services as a new alternative to survive and develop in an opaque environment both internally and externally, and enhance organizational sustainability through changes in production methods and business innovation is increasing day by day. In this atmosphere, we agree that the growth of small and medium-sized venture companies has a significant impact on the national economy, and various efforts are being made to enhance the technological innovation capabilities of the members so that these small and medium-sized venture companies can enhance and sustain their performance. The purpose of this study is also to investigate how the technological innovation capabilities of small and medium-sized venture companies correlate with the performance of knowledge management and to analyze the role of network capabilities to organize the strategic activities of enterprise to obtain the resources and organizational capabilities to be used for value creation from external networks. In other words, research was conducted on the impact of technological innovation capabilities of small and medium venture companies on knowledge management performance by using network capabilities as parameters. Therefore, in this study, we would like to verify the hypothesis that innovation capabilities will have a positive impact on knowledge management performance by using network capabilities of small and medium venture companies. Economic activities based on technological innovation capabilities should respond quickly to new changes in an environment where uncertainty has increased, and lead to macro-economic growth and development as well as overcoming long-term economic downturns so that they can become the nation's new growth engine as well as sustainable growth and survival of the organization. In addition, this study was conducted by setting the most important knowledge management performance within the organization as a dependent variable. As a result, R&D and learning capabilities among technological innovation capabilities have no impact on financial performance. In contrast, it was shown that corporate innovation activities have a positive impact on both financial and non-financial performance. The fact that non-financial factors such as quality and productivity improvement are identified in the management of small and medium-sized venture companies utilizing their technological innovation capabilities is contrary to a number of studies by those corporate innovation activities affect financial performance during prior research. The reason for this result is that research companies have been out of start-up companies for more than seven years, but sales are less than 10 billion won, and unlike start-up companies, R&D and learning capabilities have more positive effects on intangible non-financial performance than financial performance. Corporate innovation activities have been shown to have a positive (+) impact on both financial and non-financial performance, while R&D and learning capabilities have a positive (+) impact on financial performance by parameters of network capability. Corporate innovation activities have been shown to have no impact on both financial and non-financial performance, and R&D and learning capabilities have no impact on non-financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance.   • This work describes capabilities based acquisition process in the SoS(System of Systems) environment. It is written as qualitative paper based on a cognitive paradigm. Future battle space is formed with grids of the various sensors and the shooters. It has been also transformed into a SoS concept which accomplishes missions and their functions through network based battle management systems in a single theater. The SoS is a set or arrangement of systems that results when independent and useful systems are integrated into a larger system that delivers unique capabilities. Therefore the acquisition process is changing over from single system requirements to capabilities based acquisition of the SoS. In this point of view, this paper analyzes functionally JCIDS, DAS and CEP which are critical elements of the acquisition process. From results of this comprehensive analysis, perspectives on the application of capabilities based acquisition suitable for Korean acquisition environment are presented.
