As part of an effort to leap smart cadastre system by doing rearrangement of various mismatches in the land register, the cadastre renovation project is being recently conducted. In response to this demand, this paper proposes an image-based rapid parcel boundary demarcation plan using the high resolution aerial image with a GSD (Ground Sample Distance) of 5cm that matches to real ground boundary situation in residential area. To review the feasibility and accuracy of this proposed methodology, we compared the accuracy of parcel boundary point and parcel area extracted from the digital stereo plotting on the basis of results of cadastral boundary surveying and land register over the selected two test areas. The comparative accuracy result of all boundary points by digital stereo plotting is satisfied with accuracy requirement according to the criteria of the enforcement regulation of cadastral surveying, whereas it exceeded allowable error of ${\pm}0.07m$, more strictly specified in the Special Act on Cadastral Renovation. And about 20% of the total 70 parcels extracted by digital plotting are out of area tolerance in Jecheon study area, and 10% of the total 19 parcels in Suwon study area. The parcels exceeding accuracy limit are mostly due to the occlusion caused by building roof or eaves, and the obstacles such as trees existing on the boundary. Furthermore, an object identification is impossible in image because of vague boundary reference in case of nonexistence of man-made structures or natural features. Therefore, the utilization of boundary identification stickers is recommended as a solution for these types of land parcel.

Korean cadastral system keeps graphical maps made by the plane table method from 1910's. The fact is that the graphical maps grafted on paper cover about 95% of the whole land (MOGAHA, 1999). The needs are arising to transform the graphical cadastre to a digital one in compliance with modem technologies. Korean government has already digitise the old maps until last year. A nation-wide land information system, Parcel-based Land Information System, was established upon the digitised map database. However, the accuracy of the digitised coordinates hardly meet the citizens' needs because it cannot exceed that of the paper maps. The definite solution will be surveying all the parcels again and making new digital maps. However, commencing a project for resurveying 34 million parcels will require enormous amount of time and manpower. The strategy should be dividing the country into county-wise or grid-wise pieces and surveying one piece by one piece. Municipal governments of counties, cities or urban districts will be the propelling bodies of the project but the costs will hardly be affordable at a time. For the purpose of resolving the financial problem, each municipality can split its own project into smaller pieces by year base. There is accordingly a great possibility to create inconsistency over the divided project areas caused by different techniques applied, different equipments used and/or mismatches between the project borders. It provides some merits at the same time. The people in project completion areas will be satisfied with the enhanced accuracy and feel safe in land transaction and, in turn, soundly improves overall nation-wide economic situation. Therefore, the main issue of the thesis shows how to make the cadastral re-survey project scalable. Guidelines for how to perform the projects will be derived from a experienced case.

In this paper, development of automation system for real time cadastral surveying and mapping is studied. This system is composed of interface between pc and GPS receiver, input-output-store of positioning information by RTK-GPS surveying. Also coordinates of surveying is displayed on CAD. As a results of this application on the field, transformed coordinates of points are displayed on the map at the real time as surveying. This system is applied to construct coordinate information for a parcel of land, and this could be specially used to realize the information of boundary points in the field.
The main purpose of this investigation is to make up for the limitations of parcel addressing and to seek the application plan of cadastral triangulation point to effective installation of national index numbers. The test-bed has been constructed at the mountainous area located in Nowon-gu, seven cadastral triangulation points within the test-bed was directly applied to this investigation. Each points have been firstly converted from a plane rectangular coordinates to a single plane rectangular coordinates (UTM-K). To verify positioning results achieved from these points, a single plane rectangular coordinates through the Network-RTK was considered. With regards to verification result, maximum coordinate shift was revealed by 6 cm, this level of difference can be satisfied to Article 7, paragraph 2 "the regulation for National Index Number". This means that coordinate transformation applied with cadastral triangulation points can achieve the sastisfied result without local surveying. And also, remarkable effects have been created in terms of financial effectiveness and safe preservation of cadastral triangulation points due to the omission of local surveying.
The cadastral maps as many as about 750,000 map sheets to cover 34,751,000 parcels of land of Korea, are being digitalized. The problem of shrinkage-expansion of the paper cadastral maps has to be resolved for the new digital maps, where the nodes and vertices of the parcel boundaries are represented by coordinates. The photo coordinate refinement techniques, two dimensional projective transformation and local area transformation as in the reseau grid method, were introduced for this distortion correction. Using the fact that original maps drawn on the plane tables in field from 1910 to 1918 have grid lines and have been preserved well, a strategic flow to apply the refinement techniques to the digital maps with the original maps as controls was developed. To accommodate the presence or absence of the original maps and grid lines, and different scales and sizes of the maps, the strategy was implemented by a computer program package. Various distortions and corrections were simulated and errors were evaluated. The RMS errors in the corrected digital maps were allowable, thus, the method developed in this study was to be applicable for the digital cadastral maps.

The purpose of this study is to research into a method of selecting the subject parcel with a change in the category of land given surveying the land alteration state focusing on the present state of road in the government-owned and public land by using the fuzzy membership function and GIS spatial analysis. It selected the old town center of Incheon Jung-gu, and the new downtown & the forest land of Gyeyang-gu as the research subject region, and carried out GIS spatial analysis on a serial cadastral map, urban planning road layer of Korea Land Information System, practical width of road layer of Road Name Address Management System & cadastral data base, and then calculated the suitable index for the subject parcel with a change in the category of land by using the fuzzy membership function with having the critical value as the area ratio of each parcel on a serial cadastral map that was incorporated into road layer or practical width of road layer. It finally selected the parcel, which is different in land category from the real land usage, as the final subject parcel for altering land category, by using the screen of visualizing the suitable index and the aerial ortho photograph. As a result of the final selection, the fuzzy GIS spatial analysis method, which was suggested in this study, is judged to be efficient in the selection period and the methodology compared to the existing manual method. It could be confirmed to be more suitable method for downtown than forest land and for the new downtown than the old town center.

Korean cadastral system is primarily based on the graphical maps, thus, map reproduction by excessive shrinkage or extension, map mishandling and imperfection of surveying techniques have created cadastral non-coincident areas, which caused public distrust as well as considerable difficulties in land administration and policy making. Therefore, in this study, the methodologies for the resolution of the non-coincident problem are presented by means of a comparative analysis between cases of the non-coincident areas. The non-coincidence caused by the mismatch of parcel boundaries can be settled by introducing a coordinate-based system namely ${\ulcorner}$Integrated Land Information System${\lrcorner}$, meanwhile, those by other reasons can be done by establishing and executing a plan that can deliver the unification of the cadasoal and the land registration systems. Governmental intention and budgetary measures for securing the project expenses are essential to make this feasible. If the comprehensive improvement project is completed, the cadastral registers that define the parcel boundary, area and ownership will recover public confidence, which in turn secures land owners' rights by promoting land markets and stabilizing land prices.

The aim of this study is to represent the effective method for undertaking cadastral surveying works through analyzing and comparison of the surveying results both Total Station and GPS surveying techniques. in the value of coordinate of land parcels, the surveying results of using Total Station and Real Time Kinematic GPS surveying are compared and anayzed. As a results, each axis X and Y differences are ${\Delta}X=0.02m\;and\;{\Delta}Y=0.02$. Therefore the latter surveying method is available to use for production of numerical casdastral map at a large scale and for field surveying in farmland adjustment area. Furthermore travers surveying is not needed to be done when horizontal position of the boundary of a land parcel is determined by the method of RTK. It is recognized as a effective and efficient method in rapaid, accurate and economical aspects.

Cadastral parcel objects as polygons are fundamental dataset which represent land administration and management of the real world. Thus it is necessary to assure topological seamlessness of cadastral datasets which means no overlaps or gaps between adjacent parcels. However, the problem of overlaps or gaps are frequently found due to non-coinciding edges between adjacent parcels. These erroneous edges are called uncertain edges, and polygons containing at least one uncertain edge are called uncertain polygons. In this paper, we proposed a new algorithm to efficiently search parcels of uncertain polygons between two adjacent cadastral datasets. The algorithm first selects points and polylines around adjacent datasets. Then the Constrained Delaunay Triangulation (CDT) is applied to extract triangles. These triangles are tagged by the number of the original cadastral datasets which intersected with the triangles. If the tagging value is zero, the area of triangles mean gaps, meanwhile, the value is two, the area means overlaps. Merging these triangles with the same tagging values according to adjacency analysis, uncertain edges and uncertain polygons could be found. We have performed experimental application of this automated derivation of partitioned boundary from a real land-cadastral dataset.

The cadastral system which accomplishes the base of national land administration with accuracy of proper data and the cadastral maintenance quickly is agreeing with the actual place in information ages in Inundation. But even in spite of many efforts, various Problems are exposed in accuracy of the data on the cadastral maps and local situation must agree accurately from the process which propels cadastral information systems. Therefore, it must be carried out the cadastral non correspondence arrangement first of all in link of the plan which it corrects the error of existing data and computerization quickly. It summarizes the research as follows ; Cadastral non correspondence of the land boundaries on the map and actual circumstance does not agree with cadastral maps accurately, The lands which exceed the standards with the position error excess of 50cm on lil ,200 and 240cm on 1/6,000 areas on the map scale are the registration correction objectives. It is investigated that the cadastral non correspondence parcels occur in various cause and long period, the area error corrections are mainly objectives, and about 80% of the test area comes to reveal within permitted the limit of the measurement of planimetric area for cadastral survey, so it is not difficult with the fact that the compensation back which it follows in area increase and decrease and the location error correction becomes the important object fer the cadastral non correspondence arrangement projects.
