This study aims to identify issues with regard to practicing the current Korean Archives Law and, by doing so, to boost a community-wide discussion for revising it. Five researchers collaboratively interviewed five groups of stake-holders. Each group was consisted of practitioners in central government agencies, provincial governments, and educational district offices, as well as instructors of archival education programs. To uncover diverse issues from various perspectives, the interview was initiated by a common question: "Do you have any idea in terms of revising the current law?" After all interview sessions were completed, the researchers discussed among themselves and established a framework for analysis. The study is expected to provide a starting point for the Korean archival community to reinvent the law so that the archival culture and practice in Korea could open a new era.
The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

With urbanization projects involving trunk roads progressing, many simple interchanges, which separate passing traffic into the main traffic and access subtraffic, are being constructed to maximize the traffic capacity. Under the current Road Connection Rule, the access-prohibited section in an interchange is determined based on the access lane and limit distance in the complete interchange road, but separate criteria for the simple interchange are not defined. This may cause confusion in the Road Management Office's determination of the access-prohibited section in the simple interchange, or lead to the application of the criteria for the access-prohibited section in the complete interchange without considering the features of such interchange. This study conducted a comparative analysis of the domestic and overseas systems related to the installation of access section in trunk roads, such as general national roads. This paper presents a survey of the methods for applying the access-prohibited section in the interchange along with the actual cases and proposes improvement measures for a rational calculation of the access prohibited installation section in the simple interchange to minimize the downsides associated with the application of the extremely strict criteria. The proposed road connection rule improvement measures based on the consideration of the purpose of installing the simple interchange and on the consideration the features of the simple interchange are expected to prevent administration confusion by the field road management offices as well as the waste of unnecessary efforts and costs by petitioners so they can boost the service satisfaction for people and the administrative reliability.

The research was conducted with the purpose of providing effective safety and quality control system for assistive products for handicapped those are used extensively. Assistive products couldn't be classified independently due to collision with the act of medical device and lack in legal basis. The issues about safety and quality have been solved by other legal frames on a case by case basis. We couldn't find any abroad case of independent safety and quality control policy. For the practical solution, this article suggested hybrid classification system mixed with existing policies. Each classified branches are allocated to the appropriate policy of safety and quality control so those are ease of understanding and prospect. And also a delicacy process was suggested not to leave off any assistive products. Through these suggests of the improvement it is expected that blind areas of safety and quality control for assistive products for handicapped could be solved and identity of assistive products could be established to provide product safety for handicapped and boost relevant industries.
Prediction of a stock price has been a subject of interest for a long time in financial markets, and thus, many studies have been conducted in various directions. As the efficient market hypothesis introduced in the 1970s acquired supports, it came to be the majority opinion that it was impossible to predict stock prices. However, recent advances in predictive models have led to new attempts to predict the future prices. Here, we summarize past studies on the price prediction by evaluation measures, and predict the direction of stock prices of Samsung Electronics, LG Chem, and NAVER by applying various machine learning models. In addition to widely used technical indicator variables, accounting indicators such as Price Earning Ratio and Price Book-value Ratio and outputs of the hidden Markov Model are used as predictors. From the results of our analysis, we conclude that no models show significantly better accuracy and it is not possible to predict the direction of stock prices with models used. Considering that the models with extra predictors show relatively high test accuracy, we may expect the possibility of a meaningful improvement in prediction accuracy if proper variables that reflect the opinions and sentiments of investors would be utilized.
Since the 1990s rising intangible asset has become one of the main driving forces of investment stagnation and jobless growth in advanced income countries. We investigate how does the impact of firms' profitability on employment growth depends on the intangibility and whether the relationship between profitability and tangibility has complementarity. With data on Korean firms over the period 1988~2017 we investigate the effects of intangibility and profitability on employment growth based on the econometric approach of system GMM. The empirical results are as follows. (1) the profit rate has gradually led to lower employment growth, while it had positive effect on employment before the period of financial crisis. The estimated values and signs of profit rate coefficients varies from traditional industries to high/medium tech. industries. (2) the effect of increasing asset intangibility ratio on employment growth is negative and statistically significant. (3) the coefficients of interaction term of (profit rate ${\times}$ intangibility ratio) have significant negative values. It means employment effect of profit rate are becoming higher(lower) as intangibility ratio is at the lower(higher) level; profits rate and intangibility are not complement with each other. The results imply that to boost employment industrial policy which has the capacity to coordinate business intangibility is preferred to expansionary demand policy.
The purpose of this study is to examine the historical consciousness and view of the three religions (Buddhism, Taoism, and Confucianism) of Won Cheon Seok who lived a period of historical transition from the end of the Goryeo Dynasty to the early Joseon Dynasty. Actively speaking for the public in his time and having the same attitude as the Neo-Confucian scholars in the end of Goryeo Dynasty, he kept criticizing the abuse of the power by powerful families who made the people fall into a state of distress and misery. He believed the dispatch of troops to conquer the Yodong region as a great opportunity to boost the valiant spirit of his country; however, the reality was quite opposite to his expectation as Lee Seong Gye had withdrawn the army troops at the Wihwado causing a great risk to his country. He took a very hard line stance against what Lee Seong Gye did. Although he was a Confucian scholar, he did not ignore Buddhism and Taoism and understood that after all the three religions were based on the same principle. His deep understanding of Buddhism and Taoism as well as Confucianism helped him to make sense of Confucianism even further. He was able to sublimate the worldly anguish coming from the Confucian thinking system by indulging himself deeply into the world view of Buddhism and Taoism. In the end, his view on the three religions was based on the idea that they taught the same principle. His view of the three religions with transactional features has a huge implication for the contemporary society in which various values and multiple cultures coexist and have more common grounds.
This paper attempted to explore the basic concept of a website for start-up supports angled towards North Korean defector entrepreneurs. The position of this study was made clear by reviewing the existing literature, and the case study was carried out to make sure the results are essential to create the services vital for the North Korean defector's entrepreneurial ecosystem. Focusing on the fact that there is not yet a website for supporting North Korean defectors' start-up in Korea, an early version named "Prometheus" was designed. A revised version called "Pathfinder" followed with improvements. This study conducted academic and practical experiments by directly designing and implementing a medium that can boost the development of the start-up ecosystem of North Korean defectors based on the insights provided by North Korean (future)business owners and South Koreans interested in the start-up ecosystem of North Korean defectors. Taking this study as an opportunity both the research to further clarify the "start-up of North Korean defectors," a very special phenomenon that exist in Korea, and the research for practical contribution should be encouraged in various ways. These efforts will not only help North Korean defectors start-up businesses, and also play a role in boosting a sense of coexistence and cooperation within North Korean defectors community.

This study surveyed residents and public officials for the projects to make smart-city plans of Geumsan-gun. First, domestic and foreign cases related to smart city projects were reviewed. The local status of Geumsan-gun was investigated regarding various aspects of the natural, social, urban environment, and smart-city facilities. The survey results were as follows. Overall, more than half of the survey respondents said they were satisfied with their housing quality. Several problems in their areas, such as inefficient welfare system, shortage of parking space, and industrial infrastructure, were reported. On the other hand, tourism and leisure facilities, health care support systems, industries to boost the economy, and the job market were also important issues. The problem was that the regional problems mentioned above were not in line with their preferences for smart-city services. The implications of the survey results could be summed up as follows. The groupware surveys of Geumsan-gun should be used as survey tools, whereas IT survey tools (Google, Survey Monkey, etc.) should be used for locals. In particular, a survey targeting residents should ask plain and compact questions taking advantage of local gatherings. It is also important to have a pilot-survey with relevant public officials and select related projects and regional issues. The survey of local residents and public officials is a prerequisite for promoting smart city projects. The smart city project shall reflect the needs of residents while solving community problems by considering the survey results and local conditions.
Purpose - I analyzes risk-to-performance evaluated in the market using data from sale and lease back. Specifically, I analyze from the perspective of financial institutions that purchase sale and lease back based on the cases of investment by ship investment companies and acquisition of ships. Design/methodology/approach - I use 49 sale and lease back data from 2017 to 2019 for empirical analysis. Findings - The main results of this paper are as follows. First, after sale and lease back of domestic ships, the average amount of sales by the leased shipping company is 25.1 billion won, the average amount of investment by the purchased financial institution is 14.6 billion won (60%) and the average length of the ship is nine years. In ship finance, sale and lease back is deemed to be appropriately used as a means of restructuring for a large amount of money. Second, the main risk factor for sale and lease back of domestic ships is credit risk and can be measured in VaR in practice. As a result of the empirical analysis, the average credit risk burden ratio is 9%. As a major risk factor, low creditworthiness of restructuring companies is the key. Third, as a result of measuring the profitability of financial institutions that purchase sale and lease back of domestic ships at a net current price, it has an average value of 300 million won, but the deviation by case is very large. Fourth, the risk adjusted performance of sale and lease back of domestic ships is 0.54 on average compared to the total risk capital, and 0.52 compared to the stock-risk capital, and as with profitability earlier, the deviation of each case is very large and misaligned. In order to boost the sale and lease back market for large and long-term assets, in order to overcome low profitability as a prerequisite for future participation of commercial purchased financial institutions, it is expected that purchase decisions based on expectations versus risk will be necessary. Research implications or Originality - The results of this paper are expected to broaden the understanding of sale and lease back and foster the ability to assess long-term risk and performance. Based on this, it is believed that rapid restructuring of companies through sale and lease back of large amounts of long-term assets will greatly increase the utility of the domestic financial market.
