Study on Safety Management Status and Policy Directions of Small and Medium-sized Building Construction Field in Seoul (서울시 중·소형 건축공사장의 안전관리 실태와 대책 마련 연구)

  • Seoul metropolitan government of South Korea has large population and facilities, and lots of building construction have been performed in urban area. Many safety accidents with causing lives and property damages occurred at construction sites in South Korea and Seoul. Thus, Korea government and Seoul have made efforts to secure the safety of construction sites. In this study, current law and measures by central department and Seoul were analyzed to find limitations and improvement points in construction safety management. Safety inspection results for construction sites in Seoul were investigated to demonstrate the main hazard work and safety risk, and interview surveys targeting safety managing persons were performed according to safety management, inspection, and education. Based on analytical results of current status on safety management, improvement measures were proposed for safety secure on construction safety in Seoul. The proposed measures include improvement of safety management systems, alleviation of safety blind spots according to construction size, strengthening efficiency of safety management, and autonomous safety engagement by construction sites centered.

Smart City Policy Promotion and Gyeonggi-do Strategy (스마트시티 정책추진과 경기도 광역자치단체 전략)

  • The purpose of this study is to investigate the role of Gyeonggi provincial governments in smart city policy. In order to satisfy the purpose of the study, we closely identified how may local governments(si. gun) have been taking participated in smart city project of the central government, and its characteristics. Then we know the detailed strategies that Gyeonggi provincial governments should do. Gyeonggi-do provincial governments enacted smart city-related ordinances in 2020 and participated in the Smart City Local Council. In the future, Gyeonggi privincial government will propose amendments to the law, review participation in the central government smart city policy project, the "integrated platform construction project of the metropolitan government model", and propel Gyeonggi-do's own smart city policy based on the blind spots of the policy.

A Case Study on the Experience of Verbal abuse among Athletes (선수의 언어폭력 경험 실태에 관한 사례연구)

  • The purpose of this study is to investigate the reality of verbal violence by leaders in the sports field to inform the seriousness of the damage suffered by athletes and to prepare a starting point for social interest and intervention. To this end, in-depth interviews were conducted with seven players who experienced verbal violence by the leader, and a qualitative case study method was adopted for a multifaceted analysis of verbal violence. As a result, 14 detailed areas and 5 categories were derived. Taken together, the verbal violence of the leader experienced by the players occurred in ambiguous, repetitive, and closed situations and had a structure of passive response. Since verbal violence affects the victim's personal and social problems without leaving evidence against trauma or perpetrators, a close understanding of the atmosphere and environment of the site is considered essential for preparing fundamental measures. Based on the results of these case studies, attention and intervention should be urged through understanding of secretly conducted verbal violence, and close policies should be prepared to supplement the blind spots of verbal violence.

Design and Function Analysis of Dust Measurement Platform based on IoT protocol (사물인터넷 프로토콜 기반의 미세먼지 측정 플랫폼 설계와 기능해석)

  • In this paper, the fine dust (PM10) and ultrafine dust (PM2.5) measurement platforms are designed to be mobile and fixed using oneM2M, the international standard for IoT. The fine dust measurement platform is composed and designed with a fine dust measurement device, agent, oneM2M platform, oneM2M IPE, and monitoring system. The main difference between mobile and fixed is that the mobile uses the MQTT protocol for interconnection between devices and services without blind spots based on LTE connection, and the fixed uses the LoRaWAN protocol with low power and wide communication range. Not only fine dust, but also temperature, humidity, atmospheric pressure, volatile organic compounds (VOC), carbon monoxide (CO), sulfur dioxide (SO2), nitrogen dioxide (NO2), and noise data related to daily life were collected. The collected sensor values were managed using the common API provided by oneM2M through the agent and oneM2M IPE, and it was designed into four resource types: AE and container. Six functions of operability, flexibility, convenience, safety, reusability, and scalability were analyzed through the fine dust measurement platform design.

Factors affecting the satisfaction of persons with disabilities at community oral care centers (일부지역 장애인구강진료센터 이용 만족도에 미치는 요인)

  • Background: To identify the factors that affect the current status and satisfaction of people with disabilities at community oral care centers. Methods: A structured self-administered survey, including five questions on facility environment, five on usage procedure, four on medical skill, four on care cost, three on friendliness, and three on satisfaction, was administered to 218 residents of the G-disabled community care center. It comprised a Likert 5-point scale (strongly agree, 5 points; agree, 4 points; moderate, 3 points; disagree, 2 points; not at all, 1 point). The reliability of the measurement tool was 0.932 for Cronbach's α. Results: The evaluation of community oral care centers for the disabled showed that the environment was hygienic (4.42±0.73), reservation system was well maintained (4.18±0.95), and the dentist-in-charge was satisfied with the treatment (4.37±0.62). The participants agreed that the details were sufficiently explained (4.29±0.71). However, in terms of medical expenses, the score of "have fully heard the explanation of medical expenses and reductions" was 3.88±0.92. The factors affecting satisfaction were sex, final educational background in the facility environment, usage procedure, and medical skill. Conclusion: To increase the satisfaction of people with disabilities at community oral care centers, it is necessary to establish a facility environment and service according to the patients' need and increase the reduction or exemption benefits between different treatment cost categories. Oral health management policies for the disabled should be developed based on these factors, so that the oral care of vulnerable groups in blind spots can be maintained.

A Study on Human-Centered IT Utilization in Caring for Elderly People Who Live Alone (독거노인 돌봄에 있어 인간중심의 IT 활용방안에 관한 연구)

  • This study was conducted to find ways to utilize human-centered IT in caring for elderly people who live alone. Through focus group interviews with experts, this study investigated the problems with delivery system, and ethical issues. Problems such as lack of trust, supplier-centered care, and uniform service provision were derived as major problems in the delivery system. These findings indicate that IT should be used as an auxiliary means of face-to-face services and to be controllable and convenient. Issues such as "guaranteeing the right to self-determination," "protecting privacy," "sufficiently guaranteeing the right to know," and "encompassing blind spots" were raised as important ethical issues related to human-centered IT utilization. Based on the research results, this study presented the necessity of designing user-centered information technology and the necessity of developing ethical indicators for the use of human-centered technology.

Design of PTZ Camera-Based Multiview Monitoring System for Efficient Observation in Vessel Engine Room (선박 기관실의 효율적인 감시를 위한 PTZ 카메라 기반의 멀티뷰 모니터링 시스템 설계)

  • A pan-tilt-zoom (PTZ) camera-based monitoring system for efficient monitoring in the engine room of a vessel was designed. A number of places exist where traditional analog instruments are still used in vessel engine rooms, and blind spots closely related to safety exist, for which flooding or fire is a concern. A camera-based monitoring system that guarantees a wide range at a relatively fast cycle for these monitoring points can be an effective alternative to enhance the safety of a vessel. Therefore, a multiview monitoring system is proposed in which the functions of the existing PTZ camera are further strengthened using a software. The monitoring system comprises four modules: camera control, location registration, traversal control, and multiview image reconstruction. The effectiveness of the method was evaluated through a series of experiments in an engine room environment.

Home Healthcare Service Awareness Survey for Korean Medicine Doctors: a survey study

  • Objectives: Discussions regarding "medical blind spots" in Korea's "aging society" are continuously rising. In addition, the demand for medical attention and care for the elderly and vulnerable populations continues to increase. Given this, the government is promoting the "home healthcare service" project. This study aims to lay the foundation for promoting this project by investigating the perception of clinical Korean Medicine (KM) doctors in the "community health care" project. Methods: With the cooperation of the Association of Korean Medicine, we sent a questionnaire to all KM doctors through e-mail. The survey included personal information, awareness, appropriate disease and intervention, proper visit location, and pros and cons. Results: A total of 602 responses were collected and analyzed. Approximately 20% of the doctors answered that they were well aware of the service, while 55% responded that they did not know about it. For a visit, a KM doctor selected the appropriate diseases in the order of stroke, dementia and Parkinson's disease, osteoarthritis, and chronic diseases. Among treatments, acupuncture, moxibustion, and herbal medicine exhibited similar results. The most common opinion was that KM doctors should schedule their visits once a week for 6-12 months, which was the most prolonged period among the given options. More than 80% (84.1%) of the doctors replied that care projects were highly essential, and about 63.8% expressed their willingness to participate in these projects. Conclusion: To provide appropriate home health care, we must raise awareness among Korean medicine doctors. In addition, the healthcare budget must be increased to provide the required support.

The Effects of Watching a Virtual Reality (VR) Forest Video on Stress Reduction in Adults

  • This study was conducted to investigate the effects of watching a virtual reality (VR) forest video on stress reduction in adults. Experiments were performed in an artificial climate chamber where temperature, humidity and illumination were controlled. To cause stress in subjects, the subjects were asked to multiply two digit numbers by one digit numbers for two minutes. The subjects then watched a VR forest video for five minutes. During the experiment, the heart rate variability (HRV) and heart rate (HR) of subjects were continuously measured for evaluating their physiological state. After measuring the baseline and watching a VR forest video, their psychological state was evaluated using the profile of mood state (POMS), semantic differential (SD) method, and positive affect and negative affect schedule (PANAS). The results of physiological evaluation after watching a VR forest video showed a decrease in the stress index and HR, an increase in the activity of the parasympathetic nervous system, and the standard deviation of normal to normal RR intervals (SDNN). The results of psychological assessment confirmed that watching a VR forest video induced "comfort", "natural", and "soothed" feelings in subjects. In addition, watching a VR forest video decreased "tension-anxiety (T-A)", "depression-dejection (D)", "anger-hostility (A-H)", "fatigue (F)", "total mood disturbance (TMD)", and increased "vigor (V)" compared to the base line, and decreased "negative affect" and increased "positive affect." These results indicate that watching a VR forest video decreases adults' stress index, stabilizes physiological state, and has a positive impact on psychological state. The findings of this study can serve as a basis for providing forest welfare services to people in the blind spots of forest welfare, and can lay a foundation for the adoption of VR, one of the technologies of the fourth industrial revolution in forestry.

Key Factors that can Affect the Chemical Reaction Kinetics of Aged Metals/KClO4-based Energetic Materials (수분노화된 금속/KClO4 산화제 기반 고에너지 물질의 화학반응역학 변화를 유발하는 주요인자 확인)

  • To minimize such loss due to aging, research on energetic materials is being actively conducted though, there are difficulties in identifying the comprehensive aging mechanisms as they focused on the respective materials. In this study, thermal and surface analysis were performed on energetic materials composed of metals(W, Ti, and Zr) and KClO4 oxidizer to solve the blind spots of this aging study. It was newly found that the metals in the hygrothermally aged compounds can cause significant changes in performance. For example, the growth in the thickness of the oxide film on the metals led to an increase in the average value of activation energy(Eα). In addition, the standard deviation of Eα tends to dependent on the type of metal, which is due to the difference in electronegativity.
