  • Apartment auction is a system that is used for the citizens to get a house. This paper deals with the implementation of a web-based intelligent decision support system using OLAP technique and data mining technique for auction decision support. The implemented decision support system is working on a real auction database and is mainly composed of OLAP Knowledge Extractor based on data warehouse and Auction Data Miner based on data mining methodology. OLAP Knowledge Extractor extracts required knowledge and visualizes it from auction database. The OLAP technique uses fact, dimension, and hierarchies to provide the result of data analysis by menas of roll-up, drill-down, slicing, dicing, and pivoting. Auction Data Miner predicts a successful bid price by means of applying classification to auction database. The Miner is based on the lazy model-based classification algorithm and applies the concepts such as decision fields, dynamic domain information, and field weighted function to this algorithm and applies the concepts such as decision fields, dynamic domain information, and field weighted function to this algorithm to reflect the characteristics of auction database.

  • Turnkey contract system is an effective ordering system for the ordering organizations that technical engineers are insufficient for their construction projects. It is possible to reduce project duration and to improve project quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system including railway projects. The result includes various methods for improving the system based on the analysis of bid price and selection procedure.

The Analysis of Pine Stumpage Prices Based on Timber Sale Characteristics of the Southern United States

  • The stumpage price changes were calculated and analyzed from the data collected by Timber Mart-South from 1998 to 2007. We analyzed the relationship between pine sawtimber stumpage prices and timber sale characteristics using hedonic pricing method. Quadratic transformation was employed for sale size and contract length. Stumpage prices increased with sale size, contract length, bid sales, and the number of bidders. The presence of above average or excellent grade, market conditions, and logging conditions also are positively related to stumpage prices.

  • Recently, artificial intelligence tools are most used for structural engineering and mechanics. In order to predict reserve prices and prices of awards, this study proposed a novel regression prediction model by the intelligent Kalman filtering method. An artificial intelligent multiple regression model was established using categorized data and then a prediction model using intelligent Kalman filtering. The rather precise construction bid price model was selected for the purpose of increasing the probability to win bids in the simulation example.

  • It has been a basic model for the present electric power industry that more than two generators compete, and thereby the market clearing price and the generation schedules are determined through the bid process. In order for this paradigm to be applicable to real electric power systems and markets, it is necessary to reflect many physical and economic constraints related to frequency and transmission in the dispatching schedule. The paper presents an approach to deriving a Nash bargaining solution in a competitive electricity market where multiple generators are playing with the system operator who mitigates the transmission congestion to minimize the total transaction cost. In this study, we take the effect of the line flows and the role of system operator into the Game. Finally, a case study has been demonstrated to verify the proposed cooperative game.

Bidding, Pricing, and User Subscription Dynamics in Asymmetric-Valued Korean LTE Spectrum Auction: A Hierarchical Dynamic Game Approach

  • The tremendous increase in mobile data traffic coupled with fierce competition in wireless industry brings about spectrum scarcity and bandwidth fragmentation. This inevitably results in asymmetric-valued long term evolution (LTE) spectrum allocation that stems from different timing for twice improvement in capacity between competing operators, given spectrum allocations today. This motivates us to study the economic effects of asymmetric-valued LTE spectrum allocation. In this paper, we formulate the interactions between operators and users as a hierarchical dynamic game framework, where two spiteful operators simultaneously make spectrum acquisition decisions in the upper-level first-price sealed-bid auction game, and dynamic pricing decisions in the lower-level differential game, taking into account user subscription dynamics. Using backward induction, we derive the equilibrium of the entire game under mild conditions. Through analytical and numerical results, we verify our studies by comparing the latest result of LTE spectrum auction in South Korea, which serves as the benchmark of asymmetric-valued LTE spectrum auction designs.

수요함수 관점에서 해석한 수요반응의 사회적 후생 분석 (Social Welfare Analysis of Demand Response from the Viewpoint of Demand Function)

  • Social Welfare is useful concept for evaluating the effectiveness of an economic policy in micro economics. This paper focuses on Social Welfare(SW) of electricity market incorporating demand response(DR). Competition between DR and generation company is modeled as a simple bid function. DR function can be considered as an negative generation(called Negawatt) and as an element of modified demand function. These two approaches result in the same demand reduction, generation power, and the market price. However, SW in the modified demand function approach is not identical to SW in the Negawatt approach. It makes the numerical index of DR effectiveness less persuasive. This paper proposes modified definition of SW in the demand function approach. The proposed definition of SW leads the DR effectiveness index to be identical to that in the Negawatt approach.

  • When we compare CM system with Design Bid Build system, we can see two striking features in CM system. First, CMr participates in construction team along with Owner, Designer and Constructor. The newcomer can change boundaries of function and responsibility. Second, Compatibility through each phase and Objectivity of decision-making become more important, because relation among stakeholders changes from a rectilinear to a network. However, it is not clear how the risk of completion is reasonably treated. So we have to think about the relations between Owner and CMr, CMr and Specialist Contractor from a point of trade risk. This paper covers them.

일본의 해상풍력 입찰제도에 관한 비판적 고찰 (A Critical Review on Japan's Offshore Wind Bidding System)

  • This study examines the issues regarding the selection competition process of offshore wind power operators conducted in Japan in 2020. It also explores the implications of the findings on the legal system of Korea for the introduction of offshore wind power in the future. Drawing on Japan's example, Korea must reconsider the importance of the price aspect when introducing offshore wind power and adopt policies that prioritize balanced industrial development and focus on regional and domestic economic ripple effects.

설계시공일괄입찰에서 설계점수와 가격점수의 영향력 분석 (Analysis of the Influence of Design Score and Price Score for Design Build Bidding)

  • 프로젝트의 특성을 고려한 건설공사의 입찰방식 선정은 매우 중요한 요소이며, 발주자와 시공자 모두의 입장에서 공공건설공사에서 입찰방식의 이해는 그 중요성이 매우 크다. 설계시공일괄방식은 국내에서 흔히 턴키라 불리며 설계에 신기술을 적용할 수 있고 발주자의 리스크 관리가 용이하여 대형 공공건설공사에 많이 적용되는 입찰방식이다. 이 입찰방식에는 낙찰자 선정에 영향을 미치는 단 2개의 영향인자(설계점수, 가격점수)가 있어 각 영향인자 간 영향력에 대한 이해력이 중요함에도 불구하고 관련된 연구는 미흡한 실정이었다. 본 연구는 국내 공공공사의 다양한 입찰데이터를 분석하여 영향인자의 영향력을 분석하고 입찰전략 수립에 참고할 수 있는 근거를 제공하고자 한다. 연구 결과, 기술강조형, 가격강조형, 균등평가형 이 세가지 가중치 평가방식 모두 입찰자평가 순위에 더 많은 영향을 주는 요소는 설계점수인 것으로 나타났다. 또한 계약금액의 조정이 용이하지 않은 입찰방식 자체의 특징 및 총점 차등제 등 입찰평가구조로 인해 설계점수와 가격점수 간 상관관계는 크게 나타나지 않음을 확인할 수 있었다.
