  • This study was conducted to analyze Korean companie's perception in IT investment cost-benefit analysis(CBA), and to see if various user group's perception is different. Literature was reviewed to classify and define variables in IT CBA, and questionnaire was distributed to CEOs, CIOs, IT managers, and general managers in Korean companies. Respondent's priority ranking in IT CBA was shown to be tangible benefit, direct cost/intangible benefit, and indirect cost/risk. Data analysis showed that Korean companie's actual practice in CBA was generally aligned with their perception. User group's(Executives vs. mangers, and IT managers vs. general managers) perception was not shown to be statistically different. Survey result also showed that IT CBA was not well practiced in the companies although respondents perceive the analysis very important. These findings suggest that more education and practical experience is needed for Korean companies to perform IT CBA.

  • Recent heavy rains and typhoons broke down road slopes, which caused a hazard to safety. As a result, interests in the effective investment for disaster prevention is increasing. Measures of investigation method for slope have been taken, but the financial costs have never been analysed. This study applied the cost-benefit analysis theory used in public economics to the evaluation of the financial reasonability of management for slope. By applying cost-benefit analysis to road slope investigation method, the reduction of safety costs and resulting financial benefits can be seen and it also clarifies the reasonability and investment effects of slope management.

  • Since the Renewable Portfolio Standard (RPS) would be started in 2012, the use of renewable energy should be 11% of total energy use including bio-fuel in 2030. The economic efficiency for renewable energy in B power plant was considered with the bio-diesel, wind power and solar power. The Net Present Value (NPV) and Benefit/Cost Ratio(BC) were used for the economic efficiency with the cost and benefit analysis. In case of bio-diesel, the cost resulted from the fuel conversion and the benefit would be created with trade and environmental improvement. With regard to wind power and solar power, the construction cost would be required and benefit factors would be same as the bio-diesel. The wind power was the best of economic efficiency of renewable energy as the results of NPV and BC ratio. Whereas, the market of wind power was very popular and the techniques of wind power has been developing rapidly.

  • R&D institutes, supporting development in industry, are required to provide an economic basis of their R&D investments. In this paper, we apply prospective cost-benefit analysis to evaluate the economic impact of R&D investments. We compute main metrics with cost and benefit estimated via counter-factual evaluation model. Among many projects of KRISS to improve measurement reliability, three projects are evaluated by applying prospective cost-benefit analysis.

  • User reviews posted in the application market show high relevance with the satisfaction of application users and its significance has been proven from numerous studies. User reviews are also crucial data as they are essential for improving applications after its release. However, as infinite amounts of user reviews are posted per day, application developers are unable to examine every user review and address them. Simply addressing the reviews in a chronological order will not be enough for an adequate user satisfaction given the limited resources of the developers. As such, the following research suggests a systematical method of analyzing user reviews with a cost-benefit analysis, in which the benefit of each user review is quantified based on the number of positive/negative words and the cost of each user review is quantified by using function point, a technique that measures software size.

  • The aim of this study was to analyse the cost-benefit-ratio of a soil remediation project. The target of the study was the 'Altablagerung Osnabrueck-Wueste' the largest inhabited former landfill site in Germany. The determination of benefit resulting from the soil remediation was quantified with the help of willingness-to-pay(WTP) analysis (contingent valuation method, CVM). 400 households participated in the survey. The average WTP was 6.5 Euro per household per month or 78 Euro per house-hold per year. The projected benefit generated by the remediation (consumer value) for the population in the landfill area was determined to be 0.7 million Euro per year. Factors which influence the will-ingness to pay were evaluated. The most important factors were age, garden use and the prevailing concern about personal health. A computation of the cost-benefit relationship was made on the basis of three different scenarios, which differed in terms of the projected benefits. Finally the economical efficiency of the project was determined. With a projection of 18 years and upwards the remediation of the soil is economically worthwhile.

  • In this study, we investigate the welfare effect of mandatory prescription(MP) in Korea. An immediate effect of MP is the increase in the implicit price of prescribed medicine, which could be obtained easily from drug stores before MP. This will lower the quantity demanded. which will in turn reduce the abuse of drugs. The key to the cost-benefit analysis of MP, therefore, should be focused on this point; price increase in the cost side and quantity decrease in the benefit side. Since we do not have as much information as needed for the analysis, however, we made strong assumptions for the clarity of numbers; the severity of moral hazard of medical doctors related to the sales of hospital drugs, constant demand elasticity, constant benefit multiplier of reduced drug usage, and so on, With these rather strong assumptions, we find that i) the benefit side is much more sensitive to demand elasticity than the cost side effect ii) the larger the demand elasticity, the greater the size of net gain of MP, though the result depends on the size of the benefit multiplier. This analysis shows that we need to have more information on the specific institutional path of health benefit diffusion caused by the reduction of drug usage, which was the major target of MP.

  • Rockfall mitigation methods have been widely constructed along railway lines but aren't estimated with any economic analysis methods up to now. Therefore, this study applied a benefit-cost analysis to rockfall mitigation method to determine whether it is indeed an economically efficient construction. The Benefits were estimated based on data collected from disaster history, and included three types of benefits that are originated by reduction of train accident, train delay and rockfall removing cost. The costs included both construction cost and the maintenance cost of the selected method. This analysis could clarify the investment effect of rockfall mitigation method that would be built at rockfall prone slope.

  • A reliability-based cost-benefit model for the risk management of oil platforms in the formulation of optimal decisions based on life-cycle consideration is proposed. The model is based on structural risk assessments and the integration of social issues and economics into the management decision process. Structural risks result from the platform's exposure to the random environmental loading associated with the offshore site where it is located. Several alternative designs of a typical platform are proposed and assessed from the cost-effectiveness viewpoint. This assessment is performed through the generation of cost/benefit relationships that are used, later on, to select the optimal design.

  • While many success stories are reported in the area of RFID applications, actual RFID deployments in industry are being realized a lot slower than expected. One of the main reasons for that is the lack of decision makers' understanding on the RFID ROI. In this research we drew a comprehensive list of cost and benefit items regarding RFID deployments especially for distribution and retail industry. In addition, we mapped these cost/benefit items to corresponding SCOR processes so that users can easily utilize the suggested cost-benefit analysis model when they want to improve their own processes using the RFID technology. The developed cost-benefit analysis model was implemented as a software tool for convenient use. Our research results can be used not only for those who want to evaluate the RFID technology prior to actual deployment but also by the researchers in this area.
