A Study on the Development and Activation of Marina Port for the Expansion of the Marine Leisure Sports (해양레포츠 확산을 위한 마리나항만 개발과 활성화 전략)

  • In this world, the interest in the marine leisure-sports, nature friendly oriented, has been increased. The width of leisure activities has became enlarged because of expansion of leisure time and the changes of recognition on the rational management and use of marine resources. Marina ports influence significantly marine leports and this paper reviewed the maria ports status and problems. This Country has strived to develop marina ports in local areas, designing the 1st basic National Plan of Marina Development. We have keen interest in Marina but have no detail strategy and preparation. This paper suggested how marina port shall be developed for the expansion of marine leports and what strategies shall be adopted for the activation of the facilities. After reviewing the previous researches and with the results of questionnaire survey, this paper suggested two types strategies. First on the policy oriented point, it suggested 10 alternatives on the perspectives of development and operation areas. Secondly, it proposed some strategies for the activation of marina ports on the aspects of 4Ps of marketing. This paper theoretically groped the activation schemes with the knowledge and experiences of experts, but it is recommended furthermore some survey on the practical field and user attitude must be progressed.

A Study of Stress, Food Habits and Well-Being Related Attitudes in Urban Middle-Aged Men (도시 중년 남성의 스트레스 정도와 식습관 및 웰빙 관련 태도에 관한 연구)

  • The principal objective of this study was to provide basic data regarding health care services for middle-aged men, via an analysis of the relationships among stress level, food habits and well-being-related attitudes with social-demographic characteristics and health-related factors. The main findings of this study were as follows. The average age of the participants was $48.7{\pm}5.2$. With regard to health status, 18.8% of the participants were diagnosed with digestive diseases within the past year. Stress levels were higher in the participants with lower levels of educational attainment. Furthermore, participants who had become divorced or lived separately from their families, participants who did not have their own houses, and participants who reported low marital satisfaction also had high levels of stress. Our food habits scores revealed meaningful differences among the study subjects, and were shown to vary with marital satisfaction, occupation, and residence type. In terms of both the importance and practice level of well-being-associated food habits, the most frequent response in this study was 'Consume home-made food rather than processed or ready-to-eat food' ($4.30{\pm}0.86$, $3.68{\pm}1.04$). In terms of importance level, the factors most relevant to well-being in terms of food habits were education level, marital satisfaction, residence type, self-assessed health status, smoking, drinking, regular exercises and leisure activities. With regard to practice levels, the degree to which subjects engaged in food habits targeted toward well-being differed meaningfully depending on marital status, marital satisfaction, residence type, family type, self-assessed health status, smoking, drinking, nutritional supplement intake, regular exercises and leisure activities. After analyzing the correlation among stress level, food habit score and the attitude towards well-being-related dietary habits (importance and practice level), we observed a meaningful relationship between the four factors at the level of p<0.001. According to the above result, continuous attention to health, including the appropriate control of smoking and drinking, as well as, stress management, via regular exercises and appropriate food habits is expected to exert a positive influence on the prevention of disease, and is also expected to improve quality of life. For all well-being-associated items, the importance level was shown to be higher than the practice level. Thus, in order to foster health-oriented food habits, we recommend that a new plan be designed, targeted toward ease of active practice for middle-aged men.

U.S. Forest Service Research : Its Administration and Management

  • The U.S. Forest Service administers the world's largest forestry research organization. From its modest beginning in 1876, some 30 years before the United States national forest system was established, the research branch has devoted its effort to meet current and future information needs of the forestry community of the United States, not just for the U.S. Forest Service. The research branch is one of three major administrative units of the U.S. Forest Service. The others being the National Forest System and State and Private Forestry. Currently the National Forest System comprises 155 national forests, 19 national grasslands, and 18 utilization projects located in 44 states. Puerto Rico, and the Virgin Islands. The National Forest System manages these areas for a large array of uses and benefits including timber, water, forage, wildlife, recreation, minerals, and wilderness. It is through the State and Private Forestry branch that the U.S. Forest Service cooperates and coordinates forestry activities and programs with state and local governments, forest industries, and private landowners. These activities include financial and technical assistance in disease, insect, and fire protection ; plan forestry programs ; improve harvesting and marketing practices ; and transfer forestry research results to user groups. Forestry research is carried out through eight regional Forest Experiment Stations and the Forest Product Laboratory. Studies are maintained at 70 administrative sites, and at 115 experimental forest and grasslands. All of the current sciences that composed modern forestry are included in the research program. These range from forest biology (i. e. silviculture, ecology, physiology, and genetics) to the physical, mathematical, engineering, managerial, and social sciences. The levels of research range from application, developmental, and basic research. Research planning and priority identification is an ongoing process with elements of the research program changing to meet short-term critical information needs(i. e. protection research) to long-term opportunities(i. e. biotechnology). Research planning and priority setting is done in cooperation with National Forest Systems, forest industries, universities, and individual groups such as environmental, wilderness, or wildlife organizations. There is an ongoing review process of research administration, organization, and science content to maintain quality of research. In the U.S. Forest Service the research responsibility is not completed until the new information is being applied by the various user group : I. e. technology transfer program. Research planning and development in the U.S. Forest Service is a dynamic activity. Porgrams for the year 2000 and beyond are now in the planning stage.

A Study on the Improvement of Law Analysis of Venture Preferential System on Technology-based Startups (기술기반 창업기업 중심의 벤처우대제도 법령에 관한 연구)

  • In the rapidly changing era of the Fourth Industrial Revolution, the business environment surrounding venture companies is also changing rapidly. In recent years, the government has reorganized the venture verification system, including expanding the types and scope of venture companies. This study analyzes the current status of venture preferential system from the perspective of technology-based start-up companies and in addition, this paper proposes a plan for improving the legal system. For analysis, The relevant provisions were confirmed through a search using "venture" as a keyword in the National Legal Information Center and the Korean Court of General Law. Then, meaningful texts were extracted along with relevant data to secure basic data and analyzed by benefits, by means and by content. As a result of the study, Venture preferential treatment system is focused on 'reduction of burden' by the means of benefits, and on 'financial' and 'production' by benefits. In conclusion, four suggestions for improvement are presented. First, efforts are needed to increase the practical applicability of venture-related clauses. Second, the venture preferential treatment system is mainly focused on mitigating the burden, so efforts are needed to find a balance. Third, the venture preferential treatment system is mainly focused on the 'non-research' field, so the benefits of the 'research' field should be expanded. Finally, efforts to discover and overcome blind spots in the venture preferential system should be supported.

  • The purpose of this study is to identify the accomplishments and limits of the local governments' environmental impact assessment operation system and to propose a policy plan to improve it through an analysis of the current status of the operations by local governments. As the research method, based on an understanding of the basic purpose and concept of the local government's environmental impact assessment, the current status of environmental impact assessment by major local governments such as Seoul, Jeju, Busan, Daejeon, etc. is analyzed and in-depth interviews with public officials in charge are conducted. Through the extensive discussions, the current situation and the problems are identified. The accomplishments of the local governments' operation of environmental impact assessment are: it is possible, first, to select evaluation targets and items in accordance with regional characteristics; second, to continuously strengthen the management and monitoring the evaluation result after through its own follow-up control. The limits revealed are; first, internal organization problems, which are largely due to the fact that the project approvers and the environmental impact assessment consultants are the same; second, poor cooperation system between the department of environmental impact assessment and other departments; third, lack of professionalism in the working forces; and forth, a limited pool of the skilled judges; and last, it was found that there could be frequent problems of overlapping regulation during coordinating target projects and evaluation contents.

Evaluation of Mobile Emissions Reduction Strategies Using Travel Demand Model and Analytic Hierarchy Process (교통수요모형과 의사결정모형을 이용한 자동차 배출저감정책 평가)

  • This study proposed an evaluation method of mobile emissions reduction strategies for air quality management. The proposed method was considered Travel Demand Model (TDM) and Analytic Hierarchy Process (AHP), while an existing method was focused on quantitative factors. AHP of the evaluation indices of mobile emissions reduction strategies show that quantitative evaluation indices such as air pollutants and greenhouse gas reduction are more important than the political evaluation indices (Consistency with an upper plan, Policy applicability, Technical applicability and feasibility) and each weight of air pollutants and greenhouse gas reduction are found to be 0.373 and 0.218. The early scrapping policy of decrepit diesel vehicle is the best policy in the proposal method using TDM and AHP but this result differs from evaluated result by TDM or AHP respectively. These results are limited to the basic assumption and range of reduction scenarios but are expected to contribute to establish more reasonable and effective mobile emission reduction strategies.

Estimation of Agricultural By-products and Investigation on Nutrient Contents for Alternatives of Imported Oil-cakes (수입유박 대체 비료자원 발굴을 위한 농업부산물 발생량 추정 및 양분 함량 조사)

  • This research was conducted to improve availability of agricultural by-products, national natural resources that could be used as fertilizer source, by estimating the amount of production and collecting main contents of fertilizer substances from previous studies and data, in order to be used as basic data to investigate national resources that could be used as alternatives for imported oil-cakes in the future. Conversion factor was used to estimate annual production of agricultural by-products for main 34 crop types in 2018. For total agricultural by-products, rice straws accounted at 50.3% for the highest proportion, followed by 8.7% of rice husks, showing that by-products from rice harvest accounted at 59.0% for all by-products. Further, there were listed the contents of fertilizer substances (nitrogen, phosphoric acid, potash) in 40 types of by-products from agricultural areas. The average contents of nitrogen, phosphoric acid, and potash in agricultural by-products were 1.43%, 0.59%, and 1.90%, respectively. As a result of estimating the annual nitrogen supply amount from 26 agricultural by-products in 2018, it was found that it could supply 44,911 tons of nitrogen. The investigated by-products contained fertilizer substances such as nitrogen, phosphoric acid, and potash, but the contents were lower compared to castor oil-cake used as main component of organic fertilizer. Therefore, resource management plan needs to be established for efficient use of by-products because time, location, and nutrient content of agricultural by-product production were extremely different. Research on fertilizer and manure using agricultural by-products need to be conducted to develop and distribute alternatives for imported oil-cakes.

Monitoring on Biological Distribution Around Historical Wooden Buildings Adjacent to River - With the Case Study of Silleuksa Temple, Yeoju City?- (수계에 인접한 목조건축물의 생물분포 모니터링 연구 - 여주 신륵사를 중심으로 -)

  • The Silleuksa temple in Yeoju city is adjacent to the South Han River and often has high humidity and fog days. In addition, its proximity to forests renders it prone to damage by insects and microorganisms. In order to obtain the basic data necessary for the establishment of a cultural property preservation management plan, the biological distribution of the wooden buildings and the termite distribution in the surrounding forests were monitored for three years. The wood-boring bee, an insect known to inflict damage to heritage structures, was confirmed, and the distribution of insects varied annually and seasonally, presumably due to the location characteristics of the site and the climate change during the year. In the forest behind, termite colonies were identified as a whole and their distribution pattern was different every year. As per the results of the microorganism survey, the species distribution and pollution degree were different at the entrance of the building. Therefore, it needs continuous biological distribution and conservation environment monitoring to mitigate the effects of wood-damaging organisms.were different according to the entrance of the building.

  • Since policies of each local government toward regional development have been focusing on only development of the individual applied items such as a character merchandise, co-regional brand, and developing a speciality for the region, the adverse effects of design have been came out. So we carried out this research to minimize the adverse effect of design and also we would like to give the opportunity of thinking of a new way to activate local economy, to create regional identity and to develop local resources by applying the Cl program which have bean used as the way of business improvement coping with the conceptional change of competitiveness with a comprehensive view. Therefore, for design to play an important role in regional development, as standing on the basis of regional development it is necessary to attain the various goals such as activating administrative organization, improving the administrative image, and making the local in go unique. And also it is necessary to develop the communicational strategy as an innovative and expressive program which can consider human network development as an regional resource. To carry out this communicational strategy effectively, in particular, it is not only inevitable to operate the strategic and comprehensive programs promoting the regional development according to the of 6 stages design develop cent program which consists of region's self-verification and self-recognition, self-determination, development of self-innovation, visibility to unify the regional images, creating the design system, and carrying out and verifying the program, but also it is necessary to apply regional development system which can change the regional basic plan, aiming at regional development, into unique regional trait that has an future image by improving the program with constant management and feedback through verifying the design program.

A Study on Verification of Delivery Ratio Methodology for Basic Plan at TPLMs(Total Pollutant Load Management System) (수질오염총량관리계획 수립을 위한 유달율 적용방안 검증 연구)

  • The TPLMs is a system to manage the total amount of pollutants discharged from the watershed in order to achieve the target water quality of the river. In this process, the pollutant load can be classified into generation, discharge and delivery load. When using equation 2, the discharge coefficient should be 1. In case of using equation 3, it is considered that the discharge coefficient defined in the Technical Guideline should be applied. The delivery load is calculated as the product of the discharge load and the delivery ratio, and the delivery ratio is defined as the rate at which the pollutant discharged from the watershed reaches a specific point in the stream. In this study, the delivery ratio estimation method proposed by Hwang (2016) was applied to the Yonggang watershed in the Nakdong river. And the input data of QUALKO2 model was generated by using the estimated delivery ratio (equation 3) and the validation study was conducted by comparing with DRave (equation 2). As a result of the study, it is possible to use both the equation 2 and the equation 3, but it is necessary to change the methodology according to the application of the discharge coefficient.
