Due to the continuous expansion of the highway, the opening of the high-speed railway(KTX), etc, the demands of domestic air transport decreasing. In the circumstances, airports and local governments are spending themselves in taking a measure to activate local airports. In this aspect, this study seeks the smooth flow of human movement through the activation of Daegu International Airport by analyzing the present condition of Daegu International Airport in relation to the appearance of the high-speed railway, deducing plans for activating airports, and presenting the roadmaps for long-, mid- and short-term roles for the development of Daegu Airport, and Presents substantial fulfilling plans to secure the competitive power of Daegu International Airport by speeding up the flow of air goods of the area for the long run. It is suggested in the study that by setting up an organization exclusively responsible for activating Daegu International Airport in the city of Daegu, supporting local travel agencies to promote consistent demands, supporting aviation companies to employ Daegu International Airport as a major air base, establishing airlines with priority for airports that open newly in local cities of Japan and establishing and expanding airlines in China areas be promoted actively. Ministry of Construction & Transportation makes it a means of main airport Policy to only support Incheon International Airport to be a hub. However not only Incheon International Airport should be an amok representing the country, but also the wide Metropolitan area should supply the demands, and airports based in the West and East Coast areas need to be developed in the future. It is suggested that since air demands of domestic local airports are based on the demands of the of gin destination in neighboring region, multiple bases need to be developed. It is suggested that by developing not 1 in mega hub (Incheon International Airport) but 1 in mega hub. 2 in regional hub (the West and East Coast) and Jeju foy the tourism hub in our developing airports system.

As the information age comes out, the aspect of future war brings about the many changes in terms of war-fighting environment. Accordingly, information superiority and intelligence-centric warfare have been important and new war-fighting concept such as NCW(network centric warfare) have been turned up. This paper proposed all-weather core-strategy communications systems guaranteeing not only the real-time transmission of the information collected in a battlefield and expansion, automation, and rapidity of a battlefield but also broadband, mobility, survivability, and flexibility. The proposed military satellite communications system is classified into wideband mass capacity link, survivability, and the system supporting OTM(on the move) communication for the real-time transmission of battlefield information. This paper analyzed the essential operation concepts and core schemes of the U.S. Army's next generation system, TSAT(Transformational Satellite Communication System). Base on the analysis results, this paper proposed that the architecture of next generation military satellite communications systems for NCW have to provide the data rate, anti-jamming capability, network control and management capability which are optimally adaptable for the wireless channel environments such as jamming and interference and to support the variety of platforms like high-speed mobile vehicles, micromini devices, super-high speed unmanned aerial vehicles. Finally, this paper also proposed that next generation military satellite communications systems need the technologies such as the adaptable multi-antenna, laser link, and next-generation anti-jamming waveform.
This study is to deeply investigate the process experience of making the local organization with the supervisors and the social workers-in-field with the research question, 'how is the project process of community building leaded by community welfare centers'. For this, 6 community welfare centers were selected among 22 ones participated in the public contest of Seoul Welfare Foundation, and 15 line workers including the top supervisors working there were selected as the research participants and interviewed. The interview source materials of research participants were analyzed using the method of consistent comparison of Strauss and Corbin(1996). According to the result of the research, the project process of community building leaded by community welfare centers indicated 4 phases such as 'the step of change of recognition', 'the step of mutual communication', 'the step of cooperation expansion', and 'initiative construction'. With the result of this study, I supposed political and practical tasks for promoting that local residents voluntarily build the community and the change of paradigm that is community welfare centers for local residents. Also, this study will be relevant that the result of this study is offered as base line data for extending theoretical and practical discussion about building community depending on characteristic of community and community welfare centers.

Recent increasement of metropolitan infrastructure due to rapid expansion and development of urban areas which caused complexity and diversification of management system demands higher cost and effort to manage and maintain the facilities. The reason why it requires continuous and systematic management by national government is that the infrastructure facilities takes important role as it is directly related to public's living. Thus this study suggests an efficient management plan for increasement of work efficiency, cost reduction, and time saving by introducing 3D geospatial information system for water distribution reservoirs which is managed by the Office of Waterworks Seoul Metropolitan Government. This study evaluates and quantifies the range of work improvement using the 3D GIS technology through carrying out a survey targeting people in charge of the Office of Waterworks Seoul Metropolitan Government and other 8 offices. From the result of the research, applying the 3D-GIS improves by 90.32%, 93.55%, and 91.61% in the area of work efficiency, cost reduction, and time saving respectively. Consequently, using 3D GIS in future management of infrastructure could be used as a way of producing base data which supports administrative decision making through statistical and case analysis based on continuous data management. Also it would contribute to improving work efficiency by improving management system through preventing data omission.
Overseas advanced countries are aware of the importance of research equipment and are providing a lot of policy support to revitalize the research equipment industry. However, Korea does not have any law to support policies or related projects to revitalize the research equipment industry. Therefore, there is an urgent need for legislation to support policies and projects for revitalizing research equipment industry. It is considered necessary to establish a separate special law for revitalizing the research equipment industry so that it can gain competitiveness in the global market of the research equipment industry. As we have seen, the necessary articles in the relevant laws should be specified so that various promotion policies can be developed to foster the research equipment industry. In order to promote the development of research equipment industry, there are three essential items to be specified in the law. First is research and development support, second is infrastructure development, and third is business incubation. The following contents should be included in each contents. First of all, "research and development support" includes research and envelopment project promotion and support policy items, research equipment development trends and investment trends, joint research between industry, academia, And research and development support for fusion, hybrid and commercialization. Next, the items to be included in "infrastructure development" should include the establishment of research equipment clusters, related support items, training of professional manpower, and research equipment development base area and institutions. Finally, the items that should be included in "business incubation." include support matters for the development of excellent companies (priority purchase system, etc.), matters related to technology transfer and marketing, matters concerning the protection of intellectual property, And matters for promoting overseas expansion.
Wetland function assessment is not only a basic step to understand wetland ecosystems in detail but also an important process as a base of the term, ecosystem service to recognize wetland ecosystems as valuable and useful resources and goods for human being. WET (wetland evaluation technique), EMAP (environmental monitoring assessment program)-wetlands, and HGM (hydrogeomorphic method) were developed as pioneer wetland function assessments in U.S. at the end of $20^{th}$-century. RAMs (rapid assessment methods) became a major function assessment tool which is relatively simpler and easier assessment tool at the beginning of $21^{th}$-century. After that, the hierarchy of three levels of assessment (landscape assessment, rapid assessment, and intensive assesment) has been prepared and strategically utilized according to the objectives and purposes of function assessments. In South Korea, RAM and HGM were used to assess wetland functions with reforming a couple of items and contents at 2001. And, modified and reformed function assessments have been developed to complement and improve upon the existing RAMs and HGMs. Via the trend analysis on wetland function assessments, some needs which require supplements in terms of function assessment are pointed out: 1) wetland function assessments using useful indicators such as birds are needed with considering our environmental characteristics. 2) optimized wetland function assessments for coastal wetlands are also needed. 3) the network construction and further expansion to lead communications and co-operations between researchers and policy makers is needed in the field of wetland function assessment.
The Korean government has implemented the policy for merging 141 health insurers into Korean Unified Health Insurer (KUHI) in July of 2000. The unification of multiple insurers will definitely effect the stability of financial management, equity of premium burdens and efficiency of administrative management. However, it is difficult to predict what forms the far-reaching effects of the unification would take. Thus, pursuing the unification may be express as a huge policy experiment. In order to lead the unification, which lies on a crossroad between success and failure, to the road of success, we need to infer the problems and obstacles predicted in the step-wise processes of merging organizations, finances and the systems of computing premium, and come up with the effective means to maintain the stability of financial management, to improve the equity of premium burdens and to increase the efficiency of administrative management. Thus, I first described the changes of the Korean medical insurance system, and analyzed the performances of self-employed medical insurance 1 year after the integration of societies in October of 1998. At the base of examining the stability of financial management, equity of premium burdens and efficiency of administrative management, I predicted the problems and obstacles that could occur after the unification of the multiple medical insurers, and proposed a few ways of leading the unification of the multiple medical insurers in Korea to success. The most worried factor is that insurance finance would become unstable since the expansion of premium revenues is not easy because raising the premium for all Koreans is to be difficult. In addition, the unification of insurance finance could weaken the insurer's efforts for declaring real incomes of the self-employed and increasing the collection rate of premiums from them. This weakening would be the decisive factor of lowering the equity of premium contributions between the self-employed and employees. And bureaucratization and rigidity that are unavoidable in a gigantic unified organization could lower the efficiency of administrative management. Furthermore, by having 3 labor unions in the unified organization, it is possible to experience frequent difficulties and discords among the unions and between the unions and organization. Thus, when smooth pursuing of the unification of multiple insurers gets difficult, the social expenses derived from the failure would eventually end up on all Koreans. The unification is to be performed after coming up with the ways to eradicate these worries, so that the unification of multiple insurers would step onto the road of success.
Granular gland regeneration in the toad after dorsal skin wound histologically was examined using scanning and transmission electron microscopy. After cutaneous wounds were induced by excision, animals were maintained in special cages for up to 20 days. In transmission electron microscopy (TEM), newly formed granular gland, though poorly developed, was seen on 4 day after injury. Epithelial cells moved toward apical region of newly formed gland. The cells had smooth surface and were not connected to other cells by desmosomes. Mitochondria rich cell (MRC) possessing long cytoplasmic processes formed a gland cavity and hemidesmosomes were found under the cell processes. Basal cavity of newly formed gland consisted of MRC, pro-granular producing cells (pGPC), and granular producing cell (GPC). Moreover it was observed that xanthophores moved to the base of the epithelial tissue on 10 day after the injury. These cells contained numerous pterinosomes and carotenoid vesicles. Immature pterinosomes were large and carotenoid vesicles were moderately electron dense. On 13 day after the injury, xanthophores contained abundant carotinoid vesicles and lammelated pterinosomes. Iridophores were also observed adjacent the developing xanthophores on 16 day post-injury. These observations indicated that regeneration of granular gland from glandular precursor cells during wound healing and subsequent expansion of the glandular cells might be dependent on maturation and proliferation of these newly formed cells.
The influence of the incinerated ash and additives on glass phase formation of lightweight aggregate, weight-lightening, and the bloating mechanism was investigated. Clay was used as base materials and incinerated ash was added from 0 to 30wt%. The additives such as $Na_2CO_3,\;CaCo_3,\;K_2CO_3,\;MgCO_3$, and a little amount of waste oil were added to the mixed body. In clay/incinerated ash/additive system, it turned out that $CaCO_3\;and\;MgCO_3$ were the components for glass phase formation and $Na_2CO_3$ was the component for both glass phase formation and weight-lightening. The small addition of waste oil from 0.5wt% to 3.0wt% affect on the bloating of aggregate. Incinerated ash had a good effect on the glass phase controlling. The most effective condition controlling glass phase and bloating of aggregate was 10wt% incinerated ash, 2wt% waste oil at 1200$^{\circ}$C. The bloating mechanism of lightweight aggregate is as follows; 1) micro-crack formation caused by thermal-shock and gas generation from inside of aggregate, 2) volume expansion by glass phase formation on the aggregate surface and rapid gas bloating inside of aggregate, 3) densification after bloating.
New neutron shielding materials, KNS-201, KNS-301 and KNS-601 have been fabricated to be used for radioactive material shipping and storage cask. The base materials are a modified and a hydrogenated bisphenol- A type and novolac type epoxy resin, and aluminium hydroxide and boron carbide are added. These shielding materials offer good fluidity at processing, which makes it possible to form this resin shield into complicated geometric shapes such as radioactive material shipping and storage cask. Several measurements were made for the shielding materials to evaluate the thermal and mechanical properties and radiation resistance. The properties of the shielding materials are as follows: onset temperatures 2S7~28$0^{\circ}C$, thermal conductivities 0.9S~1.14W/m. K, thermal expansion coefficients 0.77~1.26x$10_{-6}{\circ}C_{-1}$, combustion characteristics < 80$0^{\circ}C$, ATB(average time of burning) < 5sec, AEB(average extent of burning) < 5mm, tensile strengths 2.5~3.2kg/$\textrm{mm}^2$, compressive strengths 13.2~1S.2kg/$\textrm{mm}^2$, flexural strengths 5.2 -6.4kg/$\textrm{mm}^2$. In general, the concerned properties of KNS-201, KNS-301 and KNS-601 were revealed to be better than those of NS-4- FR. foreign neutron shielding material. It is also observed that the radiation resistance of KNS- 601 was better than those of KNS-201 and KNS-301.
