General aviation and air transport are two wings of the civil aviation industry. Chinese air transport is developing rapidly, and has become the world second air transport system only second to US since 2005. However, Chinese civil aviation is far behind the world average level, and cannot meet requirements of economic construction and social development. The transition and structural adjustment of Chinese economy provide the general aviation with a unprecedented broad market. The prospect of general aviation is promising and anticipated. The development of general aviation industry needs the legislative supports, and the current legislative conditions of Chinese general aviation are undoubtedly far behind the realistic requirements. Accelerating the legislation in Chinese general aviation industry requires scientific legislation concept. First, Legislation must promote development of general aviation industry. The general aviation will serves as a Chinese emerging industry that boosts domestic demand, promotes employment and expedite domestic economic development. We should, based on both the concept of promoting the industrial development of general aviation and national industrial planning, enact and rectify relative laws and regulations. And we should also straighten out the relationship between aviation security and industrial development and promote the revolution of low-altitude airspace management in an all-round way, in order to improve the utilization rate of airspace resources, classify and establish airspace, simplify examination and approval procedure and intensify operation management. In addition, what we should do is to expedite the infrastructure layout construction, guide the differentiated but coordinated development of general aviation industries in various areas, establish a united supervision mechanism of general aviation, redistrict the responsibilities of Chinese Air Control Agency and set up legislation, law enforcement and judicial systems with clarified institutions, clear positioning and classified responsibilities, so as to usher in a new era of the legislative management of Chinese general aviation industry. Second, shift the focus from regulations to both regulations and services. Considering the particularity of the general aviation, we should use American practices for reference and take into account both regulation and service functions when enacting general aviation laws. For example, we should reduce administrative licensing and market supervision, and adopt "criteria" and "approval" management systems for non-commercial and commercial aviation. Furthermore, pay attention to social benefits. Complete social rescuing mechanism through legislation. It should be clarified in legislation that general aviation operators should take the responsibilities of, and ensure to realize social benefits of environmental protection and ecological balance .Finally, rise in line with international standards. Modify Chinese regulations which is inconsistent with international ones to remove barriers to international cooperation. Specify basic legislative principles. One is the principle of coordination. Realize coordination between the civil aviation and general aviation, between military aviation and civil aviation, and among departments. Two is the principle of pertinence. The general aviation has its own rules and specialties, needing to be standardized using specialized laws and regulations. Three is the principle of efficiency. To realize time and space values of general aviation, we should complete rules in aerospace openness, general aviation airport construction, general aviation operations, and regulation enforcement. Four is the principle of security. Balance the maximum use of resources of Chinese airspace and the according potential threats to Chinese national interests and social security, and establish a complete insurance system which functions as security defense and indemnificatory measure. Establish a unified legal system. Currently, the system of Chinese general aviation laws consists of national legislation, administrative laws and regulations and civil aviation regulations (CAR). Some problems exist in three components of the system, including too general content, unclear guarantee measures, incomplete implementation details, and lacking corresponding pertinence and flexibility required by general aviation regulations, stringency of operation management and standards, and uniformity of standards. A law and regulation system, centered on laws and consisting of administrative laws regulations, industrial regulations, implementation details, industrial policies and local laws and regulations, should be established. It is suggested to modify the Civil Aviation Law to make general aviation laws complete, enact the Regulations of General Aviation Development, and accelerate the establishment, modification and abolition of Chinese general aviation laws to intensify the coordination and uniformity of regulations.

This paper analyse the economic inducement effects of aviation industry using Input-Output Model. For measuring economic inducement effects of aviation industry on korean economy, this paper divides air transport industry as two - manufacturing industry and service industry. we also use Input-Output Table of year 1990 through 2003 from Bank of Korea. Empirical results tells that aviation manufacturing industry have high product inducement effects to national economy although its low value-added coefficient such as 0.486 for aviation manufacturing industry and 0.447 for aviation service industry. public R&D doesn't have much effect to each of aviation industries.

The primary purpose of this thesis is to define and discuss the integration of fixed-base operators(FBO) and general aviation terminals(GAT) in Korean aviation practices in order to develop effective management and operational processes needed for Korea's expanding role in the northeast Asian region. The foundation of this research rests on four interconnected strategic points: the Korean government establishing regulations that define general and business aviation, increasing awareness of FBO and GAT, developing standards for effective operations, and optimizing the budget to build necessary infrastructure. There must be an initiative in establishing a guideline of future demand in order for these aforementioned points to take hold and for aviation activities to flourish. Korea will play a more integral role in an emerging market of general and business aviation by adhering to these strategic efforts.

Since terrorist attacks on the United States in 9/11, the aviation terror has been rapidly reduced while having an enormous amount of expenses invested in the aviation terror prevention. The aviation terror indicates itself the problem, and by the same token, the aviation terror prevention requires a huge investment. However, the available resources are limited, which raises concern over the effective use of the limited resources. Therefore, in order to contribute to the establishment of effective aviation security measures, this study examines and analyses the aviation terror types and changes, with the forecast of the aviation terror types with high occurrence potentiality, and suggests the countermeasures for the aviation terror prevention.

In order to enhance the safety of the international aviation industry, the International Civil Aviation Organization has recommended establishing an operational foundation for systematic and integrated collection, storage, analysis and sharing of aviation safety data. Accordingly, the Korea aviation industry also needs to comprehensively manage the safety data which generated and collected by various stakeholders related to aviation safety, and through this, it is necessary to previously identify and remove hazards that may cause accident. For more effective data management and utilization, a standard structure should be established to enable integrated management and sharing of safety data. Therefore, this study aims to propose the framework about how to manage and integrate the aviation safety data for big data-based aviation safety management and shared platform.

In this study, a total of 2,584 domestic research papers with the keywords "Aviation Safety" and "Aviation Accidents" were subjected to Text Mining analysis. Various text mining techniques, including keyword frequency analysis, word correlation analysis, network analysis, and topic modeling, were applied to examine the research trends in the field of aviation safety. The results revealed a significant increase in research using the keyword "Aviation Safety" since 2015, with over 300 papers published annually. Through keyword frequency analysis, it was observed that "Aircraft" was the most frequently mentioned term, followed by "Drones" and "Unmanned Aircraft." Phi coefficients were calculated for words closely related to "Aircraft," "Aviation," "Drones," and "Safety." Furthermore, topic modeling was employed to identify 12 distinct topics in the field of aviation safety and aviation accidents, allowing for an in-depth exploration of research trends.

The detection sensitivity of a Walk Through Metal Detector (WTMD) currently being developed and operated in Korea differs from one manufacturer to another, making it difficult for them to be used based on Aviation Security level. In addition, the FAA 3-GUN Test approved by the domestic aviation authority for aviation security supervision is a single test object. There is no Operational Test Piece (OTP) consisting of multiple test objects for the operation of aviation security for a WTMD. This paper, the detection sensitivity of a WTMD applied by a commercial OTP was measured and detection sensitivity standards for a WTMD were developed based on results of measurement. Furthermore, institutional plans to maintain the same detection sensitivity for domestic aviation security were made through suggestions for Korean standards OTP development methods, taking characteristics of the aviation field into consideration.

This paper performs a historical review on aviation threats through a statistical survey. The impact factor, as a criterion to measure the seriousness of the threats occurred, is introduced and evaluated based on annual totals of hijacking and fatalities against aircraft 1948 through 2004. Also, the paper suggests processes of evaluating the level of threats and key functions for an effective management of the aviation security.

Purpose of this paper is to enhance aviation safety in korea through comparison with aviation safety policies implemented by other countries. it can be another opportunity for Korean two national flag airlines to reappraise and reinforce the significance of "aviation safety", as well as set forth immediate vigorous efforts to support the government's aviation safety enhancement countermeasures. The paper is to study and analyze the civil aviation industry of China and to present some cooperative and developing models between Korea and China in the fields of civil aviation on the basis of mutul benefit. In this study, civil aviation includes both the air transport industry and aircraft manufacturing industry.
