This study aimed to analyze the relationship between the learning perception of aviation service subjects using role play on the interpersonal competence, learning satisfaction, and learning outcomes of college students majoring in aviation service. A survey was conducted targeting 217 university students majoring in aviation service who are enrolled in universities in the metropolitan area and Chungcheong area and have experience in class using role play. In addition, the hypothesis is verified using the structural equation model. Among the perceptions of role play classes experienced by university students majoring in aviation service, 'inter-dependency' was found to have a positive (+) effect on all sub-factors of interpersonal competence. And 'usefulness' confirmed the positive (+) influence relationship with 'temperament for others' and 'communication' except for 'relationship promotion' of interpersonal ability. Among sub-factor of interpersonal competence, it is confirmed that only the factors of 'temperament for others' and 'communication' had an effect on learning satisfaction. And it is proved that learning satisfaction is an important determinant of learning outcomes. Therefore, this study is expected to serve as a basis for deriving an efficient and optimal learning method for practical subjects in aviation service majors.

To minimize the occurrence of aviation accidents in the post-COVID, continuous flight training is crucial. However, the current infrastructure of domestic airports and airfields is insufficient to prepare for and respond to accidents, and there is a need for sufficient facility capacity. Therefore, this study examines the construction of a regional airport to minimize aviation accidents and selects factors necessary for determining the site location. Among the 11 selected factors, six were considered the most important site selection factors, including noise issues, weather conditions, obstacle limitations, environmental issues, airspace conditions, and facility usability. Applying these factors, an analysis was conducted on the Songpo area of Sacheon City, Gyeongsangnam-do. Based on a comprehensive review, it can be concluded that the Songpo area is a suitable choice for a regional airport due to its excellent transportation environment, consideration of noise and environmental issues with the residential population, and other factors. Furthermore, the development of the aviation industry is expected to bring about an increase in tourism and economic benefits, and it is anticipated to make a significant contribution to the domestic aviation industry along with the construction of the currently under-construction Ulleung Airport.

이라크 전에서도 알 수 있듯이, 현대전에서 항공력은 신속성과 정확성이라는 특성으로 매우 큰 파괴력을 지니고 군사작전의 필수요소이다. 그러므로 향상된 공군 전력은 평시에 전쟁을 억지하는 핵심 전력이 된다. 또한 항공산업은 국가의 중추 미래산업으로서 그 중요성이 날로 증대하고 있다. 따라서 제한된 항공 자원을 국가 이익에 최대한으로 부합시키기 위해서 민간항공 정책 부서인 건교부와 국가 안보를 책임지는 국방부와의 유기적이고 상시적인 협력체계가 필요하다. 이는 평시에 국가 방위를 저해하지 않는 범위 내에서 민간항공 산업을 증진시킬 수 있는 방안을 모색 할 수 있고, 또한 유사시에 국가 항공 자원이 효과적으로 국가 방위 임무에 부합하도록 전활 될 수 있는 체계를 구축할 수 있다. 분단된 좁은 국토에서 북한과 대치하고 있는 우리로서 항공산업의 진흥을 통한 국가 경쟁력 강화와 군 작전의 효율성 보장 및 전력 강화라는 두가지 과제를 갈등과 상충이 아닌 조화와 태협을 통해 성취할 수 있는방안을 모색해야 한다.

2004년 7월에 항공법 개정안이 발표되었는데 그 주요 제안이유는 현행 "항공법"중 그 내용이 객관적이고 독립적인 항공사고 조사분야를 "항공사고조사에 관한 법률"로 분법하고, 최근 항공안전 강화추세에 따라 빈번하게 개정되고 있는 국제민간항공 조약 부속서의 표준 및 권고사항에 신속하게 대처할 수 있도록 그 근거규정은 법률로 정하고 세부기술적인 사항은 하위법령에서 정하도록 하며, 그 간 제도운영과정에서 나타난 일부 미비점을 보완하려 하고 있다. 이러한 항공법 개정의 변화과정에 대한 논의와 외국의 항공법 체계와 국내항공법의 체계비교를 통하여 국내항공법의 개정 변화에 대한 추이를 살펴보고자 한다. 본 조사 결과 대부분 국가가 항공법과 항공사고조사법을 분리하고 있기 때문에 현행 항공법을 "항공법"과 항공사고조사법으로 분법하려는 추진방향을 세운 것처럼 생각된다. 현행 항공법에서는 권리제한이나 의무부과, 인허가 관련 기본적인 사항만 정하고 나머지 세부적인 사항은 국제기준의 변경에 신속히 대응할 수 있도록 하위법령에서 정할 수 있도록 근거를 마련하는 방향으로 가닥을 잡아가고 있다. 이러한 흐름에 맞추어 국제표준과 항공선진국으로서의 위상에 걸맞고 급변하는 세계항공운송의 흐름에 순행하는 항공법을 제정하는 지혜를 모아야 할 것이다.

Objective: The objective of this research is to study preceding literature on safety culture surveying tools and indicators used in aviation organizations to help the further understanding of aviation safety culture by presenting Korea-Safety Culture Survey Indicator (K-SCSI) as a relevant case. Background: The aviation field puts a great deal of effort in preventive safety management through the application of Safety Management System (SMS), which was co-developed by international aviation organizations such as ICAO and FAA. To successfully operate safety management system, safety culture factors such as the organization member's level of consciousness, attitude and faith regarding safety must be put together. However, the aviation field currently lacks programs to promote safety culture and the exact understanding of some safety culture concepts. Method: This research inquired into the definition of safety culture in the aviation field and the surveying tools used to measure it. It then described the development and application process of the Korea-Safety Culture Survey Indicator (K-SCSI) mainly focusing on case studies. Results: In this research are presented safety culture promoting programs that can be applied to subordinate indicators of K-SCSI such as organization commitment, management involvement, rationality of reward system, employee empowerment and reporting system. Conclusion: For a mature safety culture to settle successfully, it is essential that safety culture survey indicators are developed and applied in a way that fits the organization's features. Also, behavior measuring indicators are required to develop a more objective indicator and thus must be standardized. Application: Cases that deal with the development and application of safety culture measuring tools within the aviation field can be studied and applied in other domains to spread safety culture.

항공산업의 성장과 항공안전에 대한 대중의 관심은 안전을 저해하는 위험에 대한 근본적인 분석과 관리에 대한 필요성을 대두시켜왔다. 특히 정비산업은 항공산업의 신뢰성과 안전성을 제공하는 산업으로 위험기반의 점검·감독을 통한 안전 관리가 요구되는 사업이다. 본 연구는 ICAO 및 항공 선진국에서 활용되고 있는 항공안전감독 체계를 기반으로 국내 정비산업 환경에 적절히 적용할 수 있는 체계를 제시하였다. 구체적으로, 정비 분야에서 발생 가능한 조직 측면의 위험을 두 가지로 분류하고, 두 종류의 위험에 대한 발생 가능성과 발생 시 예상되는 심각성을 중심으로 위험을 분석한다. 본 연구는 분석된 결과를 기반으로 제한된 점검·감독 자원을 효율적으로 활용하고 안전을 체계적으로 관리할 수 있는 개선 방안을 제시한다는데 그 의의가 있다.

항공기 제작 및 운송 기술 발달로 국내 항공산업은 비약적인 발전을 이루었으나, 항공안전 사고는 지속해서 발생하고 있다. 관리 감독기관에서는 위험기반 항공안전데이터를 기반으로 위해 요인과 위험도를 분류하고, 운송사업자별 안전 경향성 파악과 취약분야를 도출하여 사전점검을 수행함으로써 사건·사고를 사전 예방중에 있다. 그러나 자연어 형식으로 기술된 항공안전데이터의 휴먼 분류는 지식과 경험, 성향에 따라 서로 다른 분류 결과를 초래하고, 이벤트 내용의 의미 파악 및 분류를 위한 작업에 상당한 시간을 소요케 한다. 이에, 본 논문에서는 KoBERT 모델을 fine-tunning하고 5천 건 이상의 항공안전데이터를 기계학습 시켜 신규 데이터의 분류 값을 예측한 결과 79.2%의 정확성을 보였다. 그리고 유사 이벤트에 대해 동일한 결과 예측과 fail 된 데이터 중 일부는 휴먼 에러에 의한 오류임을 확인할 수 있었다.

테러리즘 양상의 변화와 과학기술의 발전으로 항공보안 분야의 선제적 대응 필요성에 따라 각 국가는 공항 및 항공관련 기관에 생체인식기술을 활용하고 있으며 적극적으로 확대하여 도입하고 있다. 항공안전을 위협하는 요소를 사전에 예방하기 위한 ICAO 항공보안계획은 글로벌 항공운송산업의 지속적인 발전을 위한 전제로써 생체인식을 기반으로한 항공보안 시스템 구축 및 향상 방안을 강구하였다. 본 연구의 목적은 생체인식기술을 도입하여 각 국가 간 균질적인 항공보안시스템을 구현하는 데 기초자료로 활용되기 위함이다. 본 연구는 주요 선진국의 생체인식기반 보안시스템 운영현황을 살펴보고 법적·제도적 분석을 통한 정책적 시사점을 도출하고자 하였다. ICAO 회원국들이 항공테러를 사전에 예방하고 항공보안 관련 정보를 실시간으로 공유하기 위해 항공여객의 생체인식정보 활용을 위한 ICAO 회원국 간 표준화 방향 및 구체적인 가이드라인이 필요하다. 항공안전을 향상하기 위해 항공보안시스템에서 생체정보의 활용은 이제 거의 모든 국가에서 보편적으로 이루어지고 있는 시대적 흐름이 되었다. ICAO 차원에서 국제적 표준 기준이 제시 된다면 글로벌 항공운송산업의 안전 향상 위한 생체정보 활용 시, 회원국 간 실시간적인 정보 공유 등을 통해 발생할 수 있는 항공안전 위협 요소 또는 예상되는 보안사고를 일관성 있게 대처 할 수 있을 것이다.

At the choice of aviation company, safety appears as biggest variable than expenses, speed and comfort so these are concerned not only aviation companies but also countries and customers. Until now, ICAO has been making effort to reduce the flight accident through the safety advice of aviation part, establishment of standard, education, training and develop of navigation aids. Especially in 2008, they emphasize that the flight accident is reduced through researches and applications about SMS as safety regulation. Important primary factor to give influence about promotion of SMS is practice of organization and for this, to investigate recognition about safety management and culture of members. At point of this, this research analyze the recognition degree about how to manage safety and SMS for pilots an mechanics of Korea.

Nowadays aviation noise significantly affects a number of people over the world. This paper is mainly focused on the effect of temporary and permanent hearing loss of cockpit crew, flight attendants, passengers, persons in communities exposed to aircraft overflight. Also this paper describes the human hearing mechanism and the processes of temporary and permanent hearing loss. The results of research are presented and the potential for hearing loss in aviation noise environments evaluated. The Occupational Safety and Health Administration (OSHA) hearing protection criteria are also addressed.
