  • Public image on the Archives is investigated through media coverage of archival profession, institutions and collections in Korea between 2003 and 2004 in this research. News stories under the subject of archives are collected and categorized into archival culture, value of records, business archives, government records and civil rights movement, and archivists and archival advocacy. The patterns of the media coverage are discovered and analyzed from various viewpoints. As a result, ongoing proactive public relations with mass media are necessary in order to enhance currently low public image of archives of Korea.

Archival Data Stability Evaluation and Aspect of BD-R TL Media (BD-R TL 매체의 장기 안정성 평가 및 보존 특성 향상에 관한 고찰)

  • The Blu-ray Disc Recordable-Triple Layer (BD-R TL) media is considered as one of strong candidates for archival application among optical media formats, due to its large capacity. However, the long-term stability and degradation aspect have not been fully understood yet for BD-R TL media. Thus, the BD-R TL media were recorded at full tracks and analyzed by the random-symbol error rate (R-SER) measurement at different recording layers and recording positions after the accelerated aging test to understand its long-term stability. Finally, the general degradation aspect of BD-R TL media was discussed to improve the long-term stability.

  • In this paper, I examined what have been researched and determined about preservation strategy and selection of preservation media in the western archival community. Archivists have primarily been concerned with 'preservation' and 'use' of archival materials worth of being preserved permanently. In the new information era, preservation and use of archival materials were faced with new challenge. Life expectancy of paper records was shortened due to acidification and brittleness of the modem papers. Also emergence of information technology affects the traditional way of preservation and use of archival materials. User expectations are becoming so high technology-oriented and so complicated as to make archivists act like information managers using computer technology rather than traditional archival handicraft. Preservation strategy plays an important role in archival management as well as information management. For a cost-effective management of archives and archival institutions, preservation strategy is a must. The preservation strategy encompasses all aspects of archival preservation process and practices, from selection of archives, appraisal, inventorying, arrangement, description, conservation, microfilming or digitization, archival buildings, and access service. Those archival functions should be considered in their relations to each other to ensure proper preservation of archival materials. In the integrated preservation strategy, 'preservation' and 'use' should be combined and fulfilled without sacrificing the other. Preservation strategy planning is essential to determine the policies of archives to preserve their holdings safe and provide people with a maximum access in most effective ways. Preservation microfilming is to ensure permanent preservation of information held in important archival materials. To do this, a detailed standardization has been developed to guarantee the permanence of microfilm as well as its product quality. Silver gelatin film can last up to 500 years in the optimum storage environment and the most viable option for permanent preservation media. ISO and ANIS developed such standards for the quality of microfilms and microfilming technology. Preservation microfilming guidelines was also developed to ensure effective archival management and picture quality of microfilms. It is essential to assess the need of preservation microfilming. Limit in resources always put a restraint on preservation management. Appraisal (and selection) of what to be preserved was the most important part of preservation microfilming. In addition, microfilms with standard quality can be scanned to produce quality digital images for instant use through internet. As information technology develops, archivists began to utilize information technology to make preservation easier and more economical, and to promote use of archival materials through computer communication network. Digitization was introduced to provide easy and universal access to unique archives, and its large capacity of preserving archival data seems very promising. However, digitization, i.e., transferring images of records to electronic codes, still, needs to be standardized. Digitized data are electronic records, and st present electronic records are very unstable and not to be preserved permanently. Digital media including optical disks materials have not been proved as reliable media for permanent preservation. Due to their chemical coating and physical character using light, they are not stable and can be preserved at best 100 years in the optimum storage environment. Most CD-R can last only 20 years. Furthermore, obsolescence of hardware and software makes hard to reproduce digital images made from earlier versions. Even if when reformatting is possible, the cost of refreshing or upgrading of digital images is very expensive and the very process has to be done at least every five to ten years. No standard for this obsolescence of hardware and software has come into being yet. In short, digital permanence is not a fact, but remains to be uncertain possibility. Archivists must consider in their preservation planning both risk of introducing new technology and promising possibility of new technology at the same time. In planning digitization of historical materials, archivists should incorporate planning for maintaining digitized images and reformatting them in the coming generations of new applications. Without the comprehensive planning, future use of the expensive digital images will become unavailable. And that is a loss of information, and a final failure of both 'preservation' and 'use' of archival materials. As peter Adelstein said, it is wise to be conservative when considerations of conservations are involved.

  • This study started with the question "Shall we apply the existing record management method to our trivial daily records?" For the general public, we focus on media that thinks more about daily recordings and suggests a better method, suggesting a 'social platform' as a plan, and using the user's visual approach through UX design methodology. The social archive proposed in this study aims to be a 'square' where various people can gather and communicate and share. A space that can record daily life using 'record' as a basic body Purpose It aims to provide the basis for basic research in various fields, and aims to function as a space for communication of various research things such as researchers and researchers, researchers and producers. In order to maintain, focus on the prerequisites of the existing construction, the items to be researched when constructing the daily archive are 'creative methodology to change research items when building a paradigm', 'network with related organizations', 'service plans for persistence', and characteristics of social media. We discussed the possibility of social media as a social archive platform. Finally, while looking at the user experience design process, I designed some features of the social archive and suggested things to do in UX design.

Effect of Properties of Fiber and Mineral Filler on Aging of Archival Documents (재료적 특성(섬유 및 금속)이 종이 기록물의 열화도에 미치는 영향)

  • This study was carried out to evaluate the stability of archival documents produced using papers. The properties of archival documents depend on the type of fillers of papers that are used such as fiber, non cellulose fiber, and mineral. The physio-chemical characteristics of archival documents were analyzed by employing acid hydrolysis against cellulose fiber substances. Fibers of Korean hand-made (Hanji), flex, and cotten papers showed higher pH and the degree of polymerization (DP) than wood fiber and mechanical fiber. Mechanical pulp containing 12.8% of lignin showed the greatest decrease of DP due to acid hydrolysis, and this resulted in increase of degree of aging. The filler found to clay and talc did not contain metal such as $Fe^{+2}$, $Fe^{+3}$, and $Cu^{+2}$. The alkaline metals such as Mg, Ca, and Ti showed greater resistance to acid hydrolysis.

A Study on Records as an Act of Artistic Creation: Focusing on Archival Art (예술창작 행위로서의 기록에 대한 고찰 아카이브 아트를 중심으로)

  • This study aims to understand archival art, which is spreading in the art world, and to look at records in a new way. Archival art refers to the act of creating and exhibiting art using records as a medium of expression. Archival art is attracting attention as a method of exhibition and creation of works, forming a trend in contemporary art. Archival art was born amid changes in art creation methods resulting from the rise of conceptual art, the development of media including photography and advancements in digital technology, and the influence of Foucault and Derrida's discourse on archives. The encounter between archives and art, which originated from photographic aesthetics in the 1920s, led to archival turn in contemporary art in the 1990s, thanks to the spread of conceptual art, digital technology, and postmodernism. Archival art not only subverts traditional art creation methods, but also includes criticism and deconstruction of social systems, including modern archives. Archival art rearranges and reorganizes records according to the artist's intention, and even accepts fiction rather than fact. The essence of records in archival art is not the reproduction of the past, but the expression of present needs. The way records are utilized in archival art shakes up the concept of records in archival science, calling for a new look at records as objects with not only legal and administrative value but also aesthetic value.

A Study on Suitable Condition of Accelerated Aging Test and Evaluation Criteria of Data Stability for Archival Performance Analysis of BD-R media (BD-R 장기보존 특성 평가를 위한 가속 열화 실험 조건과 안정성 평가 기준에 관한 연구)

  • The Blu-ray Disc Recordable(BD-R) is one of strong candidates for archival application among optical media formats, because of its large capability. However, the well-defined accelerated aging test conditions and evaluation criteria have not yet been fully confirmed for BD-R. In this study, the data stability and degradation aspect of BD-R were analyzed by the random-symbol error rate(R-SER) measurement after the accelerated aging test. And a reasonable test condition of accelerated aging for BD-R and the appropriate evaluation criterion using R-SER measurement were discussed.

Directions for Vitalizing Archival Information Services based on the Analysis of SNSs and Civil Petitions (SNS와 민원에 기반한 기록정보서비스 활성화 방안)

  • The National Archives of Korea and other archives now provide services through social media such as Facebook or Twitter, and use such platforms to interact with users. To be specific, users communicate with and get information from these archives via the National Sinmoongo, the place for civil petition. Therefore, it is significant to understand the users' needs and the contents of the communication by analyzing the comments and petitions that have appeared in these channels. For this, this study analyzed users' perceptions and information needs shared through social media and the National Sinmoongo of the National Archives of Korea. The social media content analyzed here were posts and comments from the Facebook accounts of the National Archives of Korea, e-Record, the Busan Archives, and the Presidential Archives of Korea. Also, sentences containing the words "National Archives of Korea" and "Presidential Archives of Korea" that have appeared in texts in the National Sinmoongo were analyzed. Based on the analysis results, suggestions that could activate the user-centered archival information services in the archives and records centers were made.

The Recent Trend and Task on the Storage Media for Preservation (기록물 매체수록 해외 동향 및 향후 과제)

  • Microfilm has been used as an important media for enhancing the long term preservation and improving access to records. However, because of technological changes, there have been discussion about whether we should keep using microfilm. This paper presents survey results to review the preservation methods such as microfilming and digitization. The content is organized according to the trends found in the survey from six archives and libraries, including Germany, France, the United Kingdom, and Japan. Moreover, we refer to other papers from the USA and Japan to require further review if we can accept digitized records as the original records, etc. The rest consists of four parts: the use of microfilm as a storage media for preservation, the authenticity of digitized records, the management of records on microfilm, and the preservation of electronic media. Finally, we would like to suggest the way to improve preservation systems and digitize records more widely.

A Study on the redesign Oh my News article metadata (오마이뉴스 기사 메타데이터 재설계방안에 관한 연구)

  • The share of the internet has grown significantly in terms of usage and level of influence. Among the internet media, OhmyNews is considered a alternative media representing Korea's independent internet news, and a typical example displaying characteristics of the internet news. The processing step can be divided as five stage, with recorded information and applicable technical element extractable from each stage. In this thesis paper, we have analyzed domestic and overseas metadata standard examples to devise metadata design plans. Items to be focused when redesigning metadata based on domestic and foreign case studies are as follows: First, user access should be convenient; second, connection with related information should be considered; third, accumulation of production, management, usage, storage, and action history should be considered; and fourth, the design should allow higher utilization of contents. In depth researches over internet media are already being carried out in external academic disciplines including the media information studies, information and communication studies, and communications studies. We expect that it will also be necessary to consider such researches over the internet media for mass media record management research going forward.
