The Consideration of Evaluator's Confidence and Risk Attitude in Fuzzy-AHP (퍼지 AHP 적용에 있어서 평가자 신뢰도와 위험인식 성향의 반영)

  • In general, reliability of AHP(Analytic Hierarchy Process) depends on pairwise comparison of evaluators. In addition, human judgment on the importance of alternatives or criteria is always imprecise and vague. To cope with these shortcomings, Fuzzy AHP is suggested and used widely recently. But in Fuzzy AHP, it cannot deal with the evaluator's various attitudes towards risk and confidence owing to evaluator's different expertise and experience. This paper proposes a method for consideration of evaluator's confidence and risk attitude in Fuzzy AHP. And suggested methods are applied various scenarios to verify the meaningfulness. The result shows that the priority of alternatives can be change through the consideration of evaluator's confidence and risk attitude.

A Measurement Way of Competition Power of Container Port: AHP and DEA Approach (컨테이너항만의 경쟁력 측정방법:AHP와 DEA접근)

  • The purpose of this paper is to investigate the international competition power between Korean ports and Chinese ports according to the port efficiency scores of DEA(Data Envelopment Analysis) by newly introducing the priority vector of AHP(Analytic Hierarchy Process) to the DEA method. Empirical analysis shows the followings: First, there was not big changes of DEA rankings when we use the input-oriented CCR and BCC models after introducing the AHP priority vectors to the input variables. Yantian Port's competition power was declined, but that of Busan Port was up in the BCC model. Second, there was some changes of DEA rankings when we use the output-oriented CCR and BCC models after introducing the AHP priority vectors to the output variables. Rankings of Dalian, Qingdao, Shanghai Ports were up. But Shekou, Yantian Ports showed the declined ranking position in the CCR model. In the BBC model, rankings of Shanghai and Busan Ports were up. But those of Shekou and Yantian Ports were declined. The main policy implication based on the findings of this study is that The Ministry of Maritime Affairs & Fisheries in Korea and China should introduce AHP and DEA approaches when they measure the international competition power by using the porrt efficiency scores of DEA.

  • This study aimed to find major issues on negotiations of the BTL project, to analysis the degree, and to investigate the underlying cause and propose solutions. Data were collected from authorities in charge and the companies which have participated in BTL projects. Also, the weights of major issues were analyzed using Analytic Hierarchy Process method(AHP), which uses pair-wise comparison between variables, and the degree of them were listed in the quantitative way. As a result, 4 part had each 2 reasons and others had one reason among 6 negotiation parts of first step. In addition, the solutions were indicated.

  • In this research, we seek to identify an effective operation management strategy of telecommunication systems. In order to develop operation management strategies, we implement a quantitative techno-economic analysis. We evaluate related issues and factors, and apply the developed method to PSTN switching systems. In the proposed techno-economic modeling, we apply a well-known factor analysis technique-analytic hierarchy process-to evaluate PSTN operation management strategies. Then, we implement a decision analysis methodology to evaluate the cost of proposed strategies. We evaluate the proposed methodology by using available real data of the PSTN system. The primary impact of this research will be realized in helping PSTN operator select the best operation management strategy of PSTN system.

  • The rapid increase in the use of many commercial software products has necessitated a systematic and objective method of their evaluation and selection. Our study focuses on the assignment of weights and choice of proper models. First, the weights of attributes are assigned consistently by using the analytic hierarchy process. Second, many models, which can be suitable for the structure of evaluation and selection for software product, are collected, categorized into two types of model, and compared in terms of their strength and weakness. The models involved are four compensatory models and seven noncompensatory models. Finally, they are analyzed through the application of specific software products(database data modelers) in terms of their attributes. Our study enhances the applicability of models to a variety of user requirement utilizing the evaluating procedure and applications.

Priority Setting for Future Core Technologies using the AHP - With Major Fields in Rural Development and Resources - (AHP를 이용한 미래유망기술 투자의 우선순위 설정 - 농촌개발 및 자원분야를 중심으로 -)

  • The study was focused on setting priority for future core technologies in rural development and resources using AHP. The technologies were derived by Delphi method. Evaluation criteria for the priority setting were decided as 'technology', 'market oriented', and 'public concerns' by council. The future core technologies were divided as four groups by importance and R&D level. Technologies in upper two groups were considered in the study. Group I had high importance and high R&D level. Group II had high importance and lower R&D level. Questionnaires were given to 9 specialists in agricultural resources. As the results, 'public concerns' was decided as a most important evaluation criterion. The most important technologies are "technology developing for animal feces and urine treatment, and restoration it to farm land" in group I, and "technology developing for agricultural by-products as energy source" in group II.

Priority Analysis of Activation Policies for Agro-healing services (치유농업 서비스 활성화를 위한 정책 우선순위 분석)

  • This study was conducted to investigate priority recognition of experts and related facility operators in establishing policies for revitalizing agro-healing services. After reviewing related studies, 5 policy division and 19 detailed sector were drawn, including improving accessibility, improving promotion and information provision method, improved public relations and information provision, diversification of facility and program, financial support, and expansion of expert and specialized institutions. A questionnaire survey was conducted on agro-healing experts, agro-healing facility operators, social welfare experts, and social welfare facility operators. The AHP analysis indicated that agro-healing experts and facility operators had the highest priority in the division of expansion of expert and specialized institutions, while social welfare experts and facility operators had the highest priority in financial support. The IPA analysis was conducted to identify the priority of each policy sector. Respondents recognized above normal importance to policy divisions, but were relatively aware of the importance of improving accessibility, with overall satisfaction level appearing to be moderate. The results of this study are expected to provide useful information for establishing agro-healing policies and for establishing effective strategies.

  • Lately, variety of algorithms using encryption technology has been adopted as methods of unlocking smartphone. It is advancing toward the direction to solve through human biometrics technology which has already succeeded in commercialization. These include finger print recognition, face recognition, and iris recognition. In this study, we selected biometrics recognition technology and pattern recognition and password input methods which are already commercialized as evaluation items. The evaluation items are five algorithms including finger print recognition, face recognition iris recognition, pattern recognition and password input method. Based on these algorithms, analytic hierarchy process is used to analyze the preference of smartphone users. Also, the theoretical implications are presented based on the analysis results.

A Comparative Study of Fishery Industry Competitiveness in China's Coastal Provinces

  • Fishery industry is an important part of agricultural industry in coastal countries. The purpose of this study is to use the theory of industrial competitiveness for reference, use Analytic Hierarchy Process (AHP) and Delphi method to establish the evaluation index system, and analyze the fishery industry competitiveness of 11 coastal provinces in China. This study data came from China Fishery Statistical Yearbook 2020. The results show that Shandong Province is the most competitive province in fishery industry among the coastal provinces. The inter-provincial differences are great. Not only the resource endowment is the factor that affects the fishery industry competitiveness, but also the long-term profitability is too. The proportion of recreational fishery in the fishery economic output value has become one of the main indicators to measure the competitiveness of the fishery industry. The findings of this study suggest that all regions should adopt measures in accordance with local conditions, promote the integrated development of the fishery industry, enhance the added value of fishery products and enhance the competitiveness of fishery industry. The disadvantage of this study is that the fishery industry competitiveness of China's coastal provinces is only compared and analyzed. The future direction is to carry out a comparative study on the international competitiveness of fishery with other east Asian countries.

A Study on the Evaluation Model of Government-funded Research Institutes Using AHP (AHP를 이용한 정부출연연구소 평가 모형 연구)

  • Purpose: The purpose of this study is to analyze the current status and investigate relevant indicators so that R&D performance evaluation suitable for government-funded research institutes can proceed. A suitable performance evaluation model was presented based on the surveyed indicators. Based on the presented performance evaluation model, the importance was analyzed to calculate the weight for each indicator of the performance evaluation model. Methods: The method applied in this study presented a performance evaluation model based on the organizational performance evaluation cases of advanced overseas countries. By using the AHP(Analytic Hierarchy Process) technique, the weight of each indicator of the performance evaluation model was studied. Results: As a result of examining the indicators necessary for the evaluation model, focusing on overseas cases, 13 evaluation items were derived. A weight was calculated for the importance of the study results. And the scientific/technical research results showed the highest excellence. Conclusion: Key indicators of performance evaluation suitable for government-funded research institutes were derived and presented through detailed modeling in three stages. A realistic model that can objectively evaluate the performance of government-funded research institutes was proposed using the AHP technique.
