Quantification of a Global Construction Core Competencies for Korean Construction/Engineering Firms (국내 건설업체의 해외 진출역량 계량화 연구)

  • The Construction industry has been dealing with much trouble due to global economic recession and domestic political trends emphasizing on welfare than development. Consequently, domestic construction market has been dramatically shrunk during the last a few years, and international market has become the only potential solution for the industry. However, there has been lack of efforts in developing a quantified measure of global competencies for Korean engineering and construction organizations. This study attempted to develop quantified indices for Korean engineering and construction contractors with which the level of global construction competencies can be objectively monitored. In doing so, a survey questionnaire was developed to identify relative importances of core competency elements which were derived from extensive literature reviews and experts interviews. AHP (Analytic Hierarchy Process) was employed as a main analysis method in developing quantification measures. The analysis results reveal little differences in competency requirements between engineering and construction firms and it implies that the global market becomes more integrated and requires a total solution for a construction project. The developed core competency measures can be used to quantify the level of preparedness of Korean engineering and construction firms at the time of evaluation and also be used as a basis for performance benchmarking indicators if they are compared with business showings.

The Priority Analysis on the Lifelong Education Enhancing Plan using AHP (AHP기법을 이용한 평생교육진흥기본계획 수립을 위한 정책 중요도 분석)

  • This paper reports the results of an in-depth study on sensitivity analysis based on promoting activities, the relative importance and priority setting in their sub-elements by AHP(Analytic Hierarchy Process) method. For this purpose, lifelong education experts, education administrators, lifelong educators from Daejeon lifelong education organizations participated in this Priority Analysis on the Lifelong Education Enhancing Plan using the AHP. The analysis resulted in the relative importance of promoting activities; 1) realizing of lifelong education system oriented by universities, 2) setting up the integrated online and offline lifelong education, 3) strengthening the lifelong education of local universities, 4) offering customized lifelong education by generation and target group, 5) strengthening the lifelong education of local governments, and 6) advancing the quality of lifelong education by focusing on the professionalism and transparency. This suggests that realization of a lifelong education system oriented by universities and the reorganization of an university system for adult learners have greater importance among other tasks and elements in carrying out the 3rd lifelong education enhancing plan.

A Study on the Factors of Choosing the Liner Shipping Companies Using AHP Method by International Freight Forwarder (AHP기법을 이용한 국제물류주선업체의 정기해운선사 선택요인에 관한 연구)

  • The Purpose of this study is to identify important factors in choosing liner shipping companies using the AHP. The Analytic Hierarchy Process(AHP), introduced by Satty T. L. in 1970, is a decision technique the has been applied to private and public sectors and to group decision problems. This paper will demonstrate the level of importance in 4 major factors: cost, service, transportation and promotion. In detail, the 4 major factors are divided into 14 sub-factors. In the present research, various service attributes for shipping lines were selected from previous studies and the observed data for 4 main service attributes were collected through a questionnaire survey from 26 concerned international freight forwarder experts. The conclusion of this study is as follows. First, it is found that the cost factor is the most important factor among the 4 main service attributes. It is very obvious that the cost factor directly affects the choosing the liner shipping company by international freight forwarders. Second, it is found that the second important factor in choosing the liner shipping company is the transportation factor and the third is the service factor. The promotion factor is underestimated, comparatively speaking. With the ever-increasing competition, liner shipping companies will need to study and understand the selection criteria of their clients(international freight forwarder), and apply the results to their daily and long-terms operations. In particular, liner shipping companies should establish a system to identify and sort the various selection criteria used by international freight forwarding companies.

The Establishment of an Evaluation Model and Analysis of Perceived Differences between Appraisers for Scenic Roads (경관도로의 평가모형 구축 및 중요도 인식 분석)

  • The purpose of this study is to formulate an evaluation model and to select evaluation factors for designing scenic roads and designating existing roads as scenic roads. The definition of a "scenic road" contains the purpose not just of travel or access but visiting itself. The value of a scenic road can be enhanced through the preservation of natural environment along the road or the installation of artificial facilities. In order to promote objective scenic road selection and evaluation, the authors used Analytic Hierarchy Process (AHP), which is a multi-criteria decision making method. The weighting value was 0.382 for the value of landscape along the road, 0.154 for the value of landscape in the road, 0.269 for the characteristics of the road, and 0.196 for the management of the road.

  • DMSMS (Diminishing Manufacturing Sources and Material Shortage) is increased by developing the scientific technique and downsizing the military part market. DMSMS affects the increase in total life cycle costs and serviceability. Therefore, advance control for parts is important to reduce the cost, and a database is needed to share information on the DMSMS. A task needs to be performed continuously by setting the major control item to management more efficiently. The purpose of this study was to deduce the major control item for the DMSMS management system. Thus, the pre-control item basis of the DAPA (Defense Acquisition Program Administration) Manual and the SD-22 Manual were first selected, and the results of the survey were analyzed by AHP (Analytic Hierarchy Process) method. Fifteen of the detailed items were stratified into three criteria (Impact, Probability, and cost of the DMSMS), and each weight for the items was calculated using a nine-point scale survey. The AHP survey was executed with 25 specialists in the DMSMS management field, and the score of consistency ratio over 0.1 was excluded. The model explained the results and suggested future directions for development.

An Evaluation of Constituent Factors for Port Logistics (항만물류 구성요소의 평가에 관한 연구)

  • Recently, the rankings of Korean container ports in terms of container handling cargo volume were plunged down due to the emerging Chinese ports. The efficient container ports strategies which increase container port competitiveness were requested. In this respect, it is urgently required to draw out constituent factors for Port Logistics, weigh these factors, and finally focus on improving the suggested factors. The aim of this paper is to evaluate weight and priority values for 'inner consisted factors' and 'outer requested factors' of port logistics by using the AHP(Analytic Hierarchy Process) method. As for the analysis regarding the inner consisted factors, the results were shown as follows: a storage and handling system (0.288) as the first rank; an information system of port logistics (0.210) as the second rank; an inland intermodal system (0.189) as the third rank; a ship's entering and departuring system (0.184) as the fourth rank, and a ship's berthing system (0.129) as the fifth rank. In terms of analysis regarding outer requested factors, the results came out as follows: a logistics cost (0.360) as the first rank; a port service (0.128) as the second rank; a connectivity (0.118) as the third rank; a hinterland condition (0.116) as the fourth rank; an convenience (0.106) as the fifth rank; a regional center (0.095) as the sixth rank, and an availability (0.077) as the seventh rank. For analyzing the priorities changes in constituent factors, the comparison of results between the year 2007 and the year 2011 was done. As the results, among inner consisted factors, 'information system of port logistics' was ranked first in the year 2007 while 'a storage and handling system' became the most important factor in the year 2011. Among the inner consisted factors, however, the logistics cost was the important factor in 2007 and 2011, respectively.

A Study on the Determinant Factor Analysis for the Characterization of Saemangeum New Port (새만금신항만 특화에 관한 결정요인 분석에 관한 연구)

  • This study aims to define which factors will contribute to vitalization of Saemangeum New Port to secure international competitiveness in order to attract international shipping companies, shippers and forwarders in constructing Saemangeum New Port, and to propose subsequent implications. For research methods of the current study, a factor analysis and a decision making method of analytic hierarchy process(AHP) were used. Through precedent studies, total 11 measuring variables were selected including short entrance and exit channels, main infrastructure development project, tax cut and deregulation, and through a factor analysis, total 3 high rank evaluation factors including 'location and facilities', 'surrounding infrastructure and hydrophile property', and 'local policy and environment'. Analysis results summarizing a test of reliability of measuring variables in this study indicate that as Cronbach alpha coefficient of total 11 measuring variables were turned out to be over 0.8, it is surpassing general average 0.6, which means there is reliability.

Classification of Environmental Industry and Technology Competitiveness Evaluation (환경산업기술 분류체계 및 기술 경쟁력 평가)

  • The purpose of this study is to evaluate the technological competitiveness of the environmental industry with developed countries in order to establish an international market expansion strategy of the Korean environmental industry and technology. In order to evaluate the competitiveness of the environmental industry and technology, core technologies were classified by the environmental industry sectors based on the classification system of the domestic and international environmental industry and technology. After developing the evaluation index data, the Delphi analysis, journal and patent analysis, as well as the export and import analysis were carried out and the standardization analysis was performed on the index data. Moreover, the weights of each evaluation index were calculated using the AHP(Analytic Hierarchy Process) method and the evaluation results of competitiveness of the environmental industry and technology in Korea, the United States, the United Kingdom, Germany, and France were derived. As a result of the evaluation, the United States was rated with the highest technological competitiveness in all the environmental industry sectors, while Korea got the lowest technological competitiveness rating compared to the 4 developed countries. In particular, Korea got the lowest level of technological competitiveness in the sector of multi-media environmental management and development for a sustainable social system. Therefore, in order for the Korean environmental industry and technology to enter the global advanced market, it is necessary to strengthen the competitiveness through the development of the fourth environmental industry based on IoT(Internet of Things), cloud, big data, mobile, and AI(Artificial Intelligence), which are currently the country's domestic strengths.

A Comparative Analysis of Informatization Level for Agricultural Corporations and SMEs (농업법인과 중소기업의 정보화수준 비교 분석)

  • Agri-food ICT(Information and Communications Technologies) convergence has been raised as an important issue for agricultural industry competence. In this situation, this study is to enhance agricultural competitiveness and seek to development plan for agricultural corporation by diagnosing informatization level. For this purpose, this study conducted survey on informatization level of 3,019 agricultural corporations and calculated level score. And result is compared with SMEs(Small and Medium Enterprise) informatization survey, including manufacturing and service industries, conducted by Korea Technology & Information Promotion Agency for SMEs in recent agricultural corporations' growing with automation of agricultural production and improving service to customer satisfaction. Evaluation system is established to calculate informatization level score and AHP(Analytic Hierarchy Process) method was used by the experts to investigate weighting of assessment area, assessment indicators, assessment items. As a result, agricultural corporation informatization level score was 40.16 points which is lower than the benefitted organization of agri-food IT convergence modeling(43.44 points). By assessment area, the informatization level of promotional environment area was low and investment and training items were analyzed low especially so need to improve urgently. In the analysis result by organization type, agricultural company corporation's informatization level was higher than the agricultural association corporation and 'Processing and distribution' was higher than others by business type. Informatization level of agricultural corporation is 80 percent of 2013 SMEs' level(50.18 points) and 59.4 percent of a large corporation(67.64 points). In particular, big difference is occurred in investment feasibility analysis, informatization investment and education which will be need to improve.

DEA Models and Application Procedure for Performance Evaluation on Governmental Funding Projects for IT Small and Medium-sized Enterprises with Exogenously Fixed Variables of Corporate Competency (기업역량을 고려한 외생고정변수를 갖는 IT중소기업 정부자금지원정책 성과평가를 위한 DEA모형 및 활용절차)

  • Data Envelopment Analysis(DEA) models can be used for performance evaluation on governmental funding projects for IT small and medium-sized enterprises associated with multiple-outputs/multiple-inputs. In order to enhance the accuracy of DEA efficiency scores, DEA models with exogenously fixed variables are required where the corporate competency is taken into account. Additionally, it is necessary to use multiple DEA basic as well as extended models so as to relax the restriction on the performance evaluation to relying on a single DEA model. In this study; 1)a DEA data structure is designed including exogenously fixed variables representing corporate asset, revenue and the number of employees at the point in time that the governmental funding project concerned is initiated; 2)DEA basic as well as extended models are established according to the DEA data structure presented abovementioned; and 3)a case study is illustrated with an empirical testbed dataset. As for the DEA basic models, CCR, BCC, Super-efficiency model are adopted. The DEA extended models are developed based on the models associated with noncontrollable and nondiscretionary variables. In the case study, it is explained a comparison of DEA models and also major numerical outcomes such as efficiency scores, ranks derived from each DEA model are integrated using Analytic Hierarchy Process(AHP) weights. Performance significance with DEA efficiency scores between technical categories are tested based not only on parametric but also nonparametric single-factor analysis of variance method.
