In this work, we present a novel approach to the bit allocation problem that aims to minimize overall distortion subject to a bit rate constraint. The optimal solution can be found by the Lagrangian method with dynamic programming. However, the optimal bit allocation for block-based interframe coding is practically unattainable because of the interframe dependency of macroblocks caused by motion compensation. To reduce the computational burden while maintaining a result close to the optimum, i.e., near optimum, we propose an alternative method. First, we present a partitioned form of the bit allocation problem: a "frame-level problem" and "one-frame macroblock-level problems." We show that the solution to this new form is also the solution to the conventional bit allocation problem. Further, we propose a bit allocation algorithm using a "two-phase optimization technique" with an interframe dependency model and a rate-distortion model.

As information technology rapidly develops and the period required to enter new technology shortens, there emerges a wide variety of alternatives for consumers. When there are many alternatives in the market, users choose after making comparisons. This process of making comparisons is our research key. We established a research model to find a mixed effect that comes from new attitudes to technology adoption and alternative's continuous usage intention. The effect is revealed through a relative attractiveness (RA) factor to explain a user's process of comparison. We empirically test our research model in the new media services, such as mobile TV, web TV, and mobile IPTV. According to our research results, a continuous usage intention of an existing technology is an important factor to explain the adoption of a new technology. So, the contribution of our research is in finding a role for the RA factor in research in new technology adoption.

Recently, because of the rapid remarkable development of the digital media, contemporary society is continuously extending and changing over the limitation of the human recognition. But in the field of architectural form creation, a diagram used in the design process of the past is not enough to reflect a complication, contingent and multiple quality of these contemporary society. So, to reveal the rhizomorphous and non-hierarchial qualify of the contemporary digital network society, architecture became necessary to use the diagram with digital media which have various possibilities to present architect's abstract images that the diagram of the past couldn't do. Therefore, this study proposes that the process for creating architectural form with the digital diagram be a alternative to conquest the limits of contemporary architecture, so it present the complicate and contingent quality of contemporary society. Furthermore, it examines the quality and possibility of the diagram by understanding the creation and transformation of the digital diagram, and how to apply to the actual architecture process of the creating form.

Vapours from origanum oil (O) and thyme oil (T) were applied to the four soil-borne strawberry pathogens Fusarium oxysporum f. sp. fragariae, Colletotrichum fructicola, Lasiodiplodia theobromae, and Phytophthora cactorum, causing Fusarium wilt, anthracnose, dieback, and Phytophthora rot, respectively. Increasing T vapour doses in the presence of O vapour strongly inhibited mycelial growths of the four pathogens and vice versa. When mycelia of F. oxysporum f. sp. fragariae and P. cactorum exposed to the combined O + T vapours were transferred to the fresh media, mycelial growth was restored, indicating fungistasis by vapours. However, the mycelial growth of C. fructicola and L. theobromae exposed to the combined O + T vapours have been slightly retarded in the fresh media. Prolonged exposure of strawberry pathogens to O + T vapours in soil environments may be suggested as an alternative method for eco-friendly disease management.

This article provides a survey of wet (aqueous) methods for recovery, separation, and purification of uranium from fission products in carbonate solutions during the reprocessing of spent nuclear fuel and methods for removal of radionuclides from alkaline radioactive waste. The main methods such as selective direct precipitation, ion exchange, and solvent extraction are considered. These methods were compared and evaluated for reprocessing of spent nuclear fuel in carbonate media according to novel alternative non-acidic methods and for treatment processes of alkaline radioactive waste.

Supporting QoS over multihop wireless mesh networks is difficult because end-to-end delay increases quickly with the increasing number of hops. This paper introduces a novel multichannel time-division multiple-access media access control (McTMAC) protocol that can help to efficiently reduce delay over multihop networks. Performance evaluation results demonstrate that McTMAC outperforms existing alternative protocols. The max-delay can be reduced by as much as 60% by using McTMAC.

With advancement of computer and network, world wide web(WWW) as a medium of information communication is generalized in many fields. In educational aspect, applications of WWW as alternative media for class teachings or printed matters are increasing. In this article, we demonstrate a web-based electronic text on the 'probability and statistics' which is one of six fields of mathematics in the 7th curriculum. This text places importance on comprehension of concepts of probability and statistics as an applied science.

The dc magnetron sputter deposited (Pt/Co/Pt/Ni) multilayers which exhibited Curie temperatures in the range of 150-$300^{\circ}C$ were studied as possible alternative multilayers for magneto-optical recording to the widely studied Co/Pt, whose Curie temperatures are in the range of 200~$400^{\circ}C$. The Coercivities of these multilayers were between 450 Oe and 800 Oe. These multilayers exhibited comparable magnetic and magneto-optical properties to Co/Pt multilayers with enhancement of the Kerr rotation at lower wavelengths and negligible Kerr ellipticity over a wide range of the spectrum (4000~7000$\AA$ ).

This paper presents the fabrication of an electro-luminescence display, which is whollyprinted on a flexible paper substrate. We expect that the printed EL display can be a powerful alternative for general advertisement which is printed only with media ink.
