The Opportunities and Challenges of Implementing BEAM Plus in Hong Kong from the Perspectives of Government and Developers

  • Due to the enhancing environmental concerns worldwide with the need of increasing demand for sustainability of building design, maintenance and operation, key stakeholders including the government and developers in many countries strike for the benefits in implementing the green design and building concepts in constructing, infrastructure as well as the buildings. Different countries have their standards or certifications for green buildings while the adoption rate of BEAM-Plus in HK is relatively less compared with other developed countries such as Europe, USA and Japan. Therefore, in the present research, BEAM-Plus, the beginning assessment method of green standard implemented in HK, will be mainly discussed. Current situation of BEAM-Plus implementation in HK will be reviewed and then adopt a systematic approach via literature review and research paper, questionnaire with Analytic Hierarchy Process (AHP) method to depict the opportunities and challenges from the perspective of government and developers regarding implementing BEAM-Plus in HK and thus investigate the implementation gaps. It is found that for both the macro level of opportunity and challenge, the most important criterion is political, in which the weighting value are 0.3114 and 0.2321 respectively. It is obvious that government plays a critical and significant role in affecting the development of BEAM plus. Technological difficulty is also an important factor that challenging and hindering the implementation of BEAM plus, the weighting value is 0.2194 under challenge hierarchy. More experts and professionals should be imported to Hong Kong to enhance the technique is building green buildings. At the end of this paper, solutions and actions will also be suggested and concluded in alleviating the challenges. Finally, solutions and actions are suggested and concluded in alleviating the challenges. Findings from this research can guide developers to consider adopting green elements, government and Green Building Council in HK to review green buildings' policy.

Study on virtual asset investment factors (가상자산 투자요인에 대한 연구)

  • Research on virtual assets has been mainly interested in policy preparation or legislation for the introduction of virtual assets, or virtual asset operation technology, but this study presents investment factors that most asset investors consider important when making investment decisions. By doing so, we came up with research results that are practically helpful to virtual asset investors. According to the research results, (1) virtual asset investors consider business models such as marketability and competitive advantage of virtual assets as the most important factors, and (2) are highly interested in factors that can be objectively judged when investing in virtual assets. The results of this study suggest that a virtual asset trading market environment that can provide objective investment information and discover various judgment factors that enable virtual asset investors to objectively judge virtual assets should be prepared, and that virtual asset businesses using core technologies will continue to grow. This suggests that a variety of policy support is needed to enable this.

  • The purpose of information system audit is to proactively identify and efficiently manage all risk factors that may arise during the process of constructing an information system, in order to assist in achieving the objectives of information system development. However, there is currently significant dissatisfaction with the quality and effectiveness of the auditing process, leading to ongoing research aimed at finding effective solutions. In this paper, we propose a multi-level evaluation model to enhance mutual understanding between auditors and evaluators and present a model that undergoes a maturity process, improving its levels and stages. We introduce a maturity-based evaluation model platform, enabling efficient communication between auditors and evaluators, allowing for real-time feedback, and supplementing it through continuous search. By presenting this multi-level model aimed at maturing the entire system, we aim to efficiently manage the system development process.

Meta Analysis of Prior Studies on FTA (FTA 연구에 관한 메타분석)

  • Korea has studied FTA over 20 years since FTA with Chile. More than 3,000 Articles have been published in journal so far. Thus, this study aims to present the direction that should be taken by Korean FTA study by using Meta-Analysis for FTA study which has been carried on so far. Many researchers publish several articles each year, showing high quotation index and H-index. However, Korean FTA study lacks network with overseas researchers and fusion study with other sciences. 65.4% of Korean FTA study is carried on Independent research and 91.1% of them, in joint research by fewer than 2 persons. Further, the Subject of FTA study is not diverse and too uniform. Out of total studies, 24.3% of them are related to rules of origin and 15.3% of them, to China, showing that theme of study is quite partially concentrated. This is large difference with overseas FTA study. Study on rules of origin is only 1.5% in overseas. Korean FTA study needs to diversify subjects of study and to balance between academic aspect & practical aspect. When it comes to study methodology empirical analysis assumed large portion in both Korea and overseas countries. Empirical analysis assumes 18.3% in Korea and 47.3% in overseas, both of which are quite high. However, qualitative study such as FGI/AHP, in-depth interview, case analysis is quite rare in Korean FTA study. Partial concentration of countries for study subject needs to be rectified also. In Korea, countries for FTA study is China 15.3%, EU 10.0%, USA 6.3%. In overseas, China assumes only 3.7% of study subject. It is required for Korean FTA study to extend study subjects & study area by forming global study network and to extend qualitative study with microscopic study.

Analysis of Improvement Targets for Public Safety Threats in the Maritime Area Around the Launch Site (발사장 주변 해상의 공공안전 위협요인에 대한 개선 대상 분석)

  • Securing safety in the maritime danger zone around the launch site before a launch is a fundamental requirement. If maritime safety is not ensured, the launch is halted or postponed. However, challenges have arisen in the process of securing public safety at sea due to factors such as the increasing population engaged in water leisure activities. These challenges include unauthorized entry of vessels into controlled areas, unauthorized access by water leisure activity participants, and non-compliance with regulations. In this paper, we employed the Delphi/Analytic Hierarchy Process to survey 22 experts, including professionals in launch vehicle development and launch site operation, to identify 10 factors posing threats to maritime public safety. Additionally, we identified five issues that need improvement for ensuring maritime safety. This study verified the consistency of expert opinions and conducted an analysis of importance and prioritization, objectively confirming the necessity for amendments to relevant laws or the enactment of new laws concerning the establishment and control of danger zones around launch sites.

Application of analytic hierarchy process technique for selecting a hydrothermal energy site (수열에너지 입지 선정을 위한 계층화분석법의 적용)

  • In this study, an evaluation system that can be used to evaluate the feasibility of developing and supplying hydrothermal energy for the operation of large-scale complex facilities was developed. To this end, this study derived factors to be considered when selecting a location for the use of hydrothermal energy using raw water from multi-purpose dams and regional water supply systems through literature survey and expert interviews. The evaluation indicators derived from this study are divided into four sectors: hydrothermal energy utilization factors, location factors, planning factors, and disaster safety factors, and are composed of 10 mid-level indicators and 34 detailed planning indicators. The relative importance of all factors was derived using the Analytic Hierarchy Process (AHP) technique, and the developed evaluation indicators and relative importance were applied to four multi-purpose dam regions in the country. As a result, it was found that in the development and use of hydrothermal energy utilizing regional raw water supply line the urban planning conditions of the supply site can have a greater impact on the location selection results than the hydrothermal energy development itself. Due to the characteristics of the evaluation indicators developed in this study and their nature as comprehensive indicators, it is believed that the results should be applied to determine the overall adequacy of site selection in the early stages of hydrothermal energy development. In the future, it is believed that it will be necessary to analyze the problems in supplying and operating hydrothermal energy using raw water from multi-purpose dams and regional water resources. Based on the analysis the evaluation system developed in this study is expected to be improved and supplemented.

  • Research on information system supervision services was mainly interested in supervision service standards or legislation, but this study identified the factors that ordering agencies consider important when introducing/advancing information systems and then looked at the information system from the ordering agency's perspective. According to the research results, (1) ordering organizations consider innovation factors the most important when introducing/advancing information systems, (2) organizational culture and the will of the CEO are still important factors, and (3) innovation factors are more important than technology factors. The results of this study indicate that the participation of information system supervision experts is required not only from the technical aspect of the constructed information system, but also from the organizational aspect of the ordering agency.

  • Massive Multiplayer Online Role Playing Games(MMORPGs) headed by some Korean game companies such as NC Soft, NHN, and Nexon have exploded in recent years. However, it becomes one of the major challenges for the MMORPG developers to design their games to appeal to gamers since only a few MMORPGs succeed whereas they require a huge amount of initial investment. Under this background, our study derives the major elements for designing MMORPG from the literature, and identifies the ones critical to the users' satisfaction and their willingness to pay among the derived elements. Though most previous studies on the design elements of MMORPG have used analytic hierarchy process(AHP), our study adopts artificial neural network(ANN) as the tool for identifying key success factors in designing MMORPG. The results of our study show that the elements of the game contents quality have a bigger effect on the user's satisfaction, whereas the ones of the value-added systems have a bigger effect on the user's willingness to pay. They also show that user interface affects both the user's satisfaction and willingness to pay most. These results imply that the strategies for the development of MMORPG should be aligned with its goal and market penetration strategy. They also imply that the satisfaction and revenue generation from MMORPG cannot be achieved without convenient and easy control environment. It is expected that the new findings of our study would be useful forthe developers or publishers of MMORPGs to build their own business strategies.

A Study on the Development Strategy of Smart Learning for Public Education (스마트러닝의 공교육 정착을 위한 성공전략 연구)

  • Recently the development of ICT has a big impact on education field, and diffusion of smart devices has brought new education paradigm. Since people has an opportunity to use various contents anytime and communicate in an interactive way, the method of learning has changing. In 2011, Korean government has established the smart education promotion plan to be a first mover in the paradigm shift from e-learning to smart learning. Especially, government aimed to improve the quality of learning materials and method in public schools, and also to decrease the high expenditure on private education. However, the achievement of smart education policy has not emerged yet, and the refinement of smart learning policy and strategy is essential at this moment. Therefore, the purpose of this study is to propose the successful strategies for smart learning in public education. First, this study explores the status of public education and smart learning environment in Korea. Then, it derives the key success factors through SWOT(Strength, Weakness, Opportunity, Threat) analysis, and suggests strategic priorities through AHP(Analytic Hierarchy Priority) method. The interview and survey were conducted with total 20 teachers, who works in public schools. As a results, focusing on weakness-threat(WT) strategy is the most prior goal for public education, to activate the smart learning. As sub-factors, promoting the education programs for teachers($W_2$), which is still a weakness, appeared as the most important factor to be improved. The second sub-factor with high priority was an efficient optimizing the capability of new learning method($S_4$), which is a strength of systematic public education environment. The third sub-factor with high priority was the extension of limited government support($T_4$), which could be a threat to other public schools with no financial support. In other words, the results implicate that government institution factors should be considered with high priority to make invisible achievement in smart learning. This study is significant as an initial approach with strategic perspective for public education. While the limitation of this study is that survey and interview were conducted with only teachers. Accordingly, the future study needs to be analyzed in effectiveness and feasibility, by considering perspectives from field experts and policy makers.

Establishment and Application of Landscape Control Point Selection Method for Landscape Assessment of Urban Development Projects (도시개발사업의 경관평가를 위한 조망점 선정체계 구축 및 적용)

  • This study furnishes basis data for plan foundation and proper valuation of view by presenting objective and concrete selection standards and ways of Landscape Control Point(LCP) on valuation of development projects. To sum up the results of study, it establishes the prospect, publicity and direction of view as a selection standard LCP on precedent studies. The prospect, which includes visual range, direction of view, geographical features, and visibility, sets up as a valuation basis picking out the available places which have alterations according to direction and distance in practice. In the case of publicity, to select the place as there presentative area where public activities often happen than others, thirteen evaluation indexes including administration facilities, educational facilities, commercial facilities and so on. And variation of landscape is set up as an assessment index to know how much the land has changed from the beginning to the end of development. To apply the selection standards to sample places, the preliminary LCP is founded by analyzing both the prospect and published; a series of courses for selecting the final LCP is founded by analyzing the preliminary LCP and variableness of landscape on a basic of placed which have many alterations of view. At last, in the case of a selection system for LCP, the preliminary LCP is founded by analyzing both the prospect and publicity; a series of courses for selecting the final LCP is found by analyzing the preliminary LCP and variableness of landscape. Applying selection standards and the assessment index to the Sam-deok 3 residence improvement area, in the case of prospect, the southern distant view area has the largest extent. Next, the results of the assessment using the system of publicity show that a five-lane road is taking up the largest area. Hence, a total of 48 preliminary LCPs are set up by analyzing both the prospect and publicity. The results of analyzing landscape variation, one of the valuation indexes, show that Sam-deok dong around the post office has the highest rate of variation at 28.07%. Finally, three LCPs in each part, which are close range, middle range and distance view, are selected; thus, a total of nine LCPs are selected. The selected LCPs that go through a series of practical courses like a GIS program have a lot of professional opinions and are expected to secure objectivity of landscape assessment.
