  • It is necessary to propose the plans for achieving a stable supply and enhanced distribution efficiency based on the cooperative integration system in the aspects of product logistics information cash flow among the entities of the entire supply chain in order to overcomes the limitations of separate and independent distribution and logistics management system and solve the instability problems of supply & price in Domestic agricultural products distribution sector. Therefore, this paper looks over the problems of information management system in agricultural distribution process and proposes the reference standard model and the standardization plans for information structure on the agricultural products integrated distribution information system.

Food Security Problems in North-East Asia and Cooperative Measures in the 21st Century (21세기 동북아 식량안보문제와 지역간 협력방안)

  • The issue of food security will become one of the most widely concerned area of public policy in North East Asia coming 21st century. Although those countries such as China, Japan, South and North Koreas and Mongolia places emphasis on the need to have stable and reliable capacity for food production, it will be highly possible for these regions to experience the shortage of food supply due to growing population, expanding urbanization and rapid industrialization within next decade. Since world food markets are characterized as unstable structure and dominated by large multinational firms, their reliances on importing staple food may create the aggravation of food shortage problem in emergency situations. One possible proposal for solving food security in north-east region might be movements toward multilateral food supply assurance agreements as a component of trade negotiations among these countries. As measures for cooperation for securing food supply in these regions, following principles would be suggested; 1) encouraging agricultural cooperation based on private business, 2) exchange of technical and human resources rather than material support, 3) developing mutual concern and benefits, 4) managing joint buffer stock for staple food.

  • Efficient water operation and management of an irrigation system plays an important element in the sustainability of irrigated agriculture. An agricultural water is delivered in many open canals of irrigation delivery system by reservoirs. The poor water distribution and management in an irrigation system is a major factor leading to low water efficiency. It is necessary to compare the estimated irrigation demands with the actual water supplies for decision making to maintain the water supply according to demand strategy. Smarter water management, new technologies and improvement of water management system, is essential to solve the problem of water efficiency and availability. In this paper, the irrigation efficiencies according to water delivery performance indicator were measured with automatic water gauge at irrigation canals, and calculated from spatial and temporal distribution of water supply for the lack of planning in water delivery. The analysis of results are obtain an insight into possible improvement methods to develop canal water management policies that enable irrigation planners to optimally manage scarce available water resources.

  • Competition in supply chain has moved from between being organizations to between supply chain. To enhance competitiveness in supply chain, there is a need for organisations to establish and manage collaborative relationships among supply chain partners and share operational and strategic information timely and accurately. As a result, food supply chain partners have adopted of inter organisational information systems (IOIS) such as EDI, IEDI, RFID, internet, and extranets to facilitate exchange of information, streamline production and to effectively manage inventory processes so as to deliver value to the customer. Together with IOIS, cybermediaries also plays a key role in facilitating agriculture and food supply chain. This paper investigates the role and significance of IOIS and cybermediaries in facilitating agriculture and food supply chain. Convergent interviewing was conducted with agriculture producers, food processors and retailers. The study identified logistics, supply chain and customer services benefits perceived from implementing IOIS and utilising cybermediaries services in the food supply chain. To conclude the conceptual paper outlined managerial implications and areas for future research.

  • This paper deals with measurement on the economic impact of tax-free oil for Agriculture in Korea. According to increasing of world oil price, the supply policy of agricultural tax-free oil, which specified to support farmers since 1986, are required to expand by farmers. But the supply quantity of tax-free oil is deceased continuously and Korean Ministry of Trade, Industry, and Energy(MOTIE) present stance of sundown policy of tax-free oil for agriculture. In this context, It is necessary and important to measure the economic impact of the supply policy of tax-free oil for agriculture. This study address a econometric method for measurement the economic impact of the supply policy of tax-free oil and suggest several policy implements. Our results show that when the supply policy of tax-free oil for agriculture is annihilated in phases over the five years. the agricultural GDP is decreased by about 3,195 billion korean won and the agricultural price level is increased by 26.6 points after 5 years.

Rural Water Supply from the Irrigation Reservoir

  • Irrigation water has been mainly used for paddy rice. Irrigated paddy land tends to be recently converted to land for green house, farm house, and rural-industrial complex. Consequently, demand of water for crops, domestic & industrial, rural recreations, small-scaled hydropower, livestocks, and environment in the rural area, so called rural water, is rapidly increasing. In order to supply rural water, water in the existing irrigation reservoir could be enlarged by repairment of irrigation canal and reinforcement of irrigation reservoir, and be saved by the operation rule curve, utilization of dead water, and balanced storage management.

  • Using the daily water balance model of the Keum River Barrage Dam, water supply capacity was analyzed. The scenario of reservoir inflow was selected to case with Daechung dam, case with no dam, case with Yongdam dams. Runoffs in 12 sub watersheds were simulated by the DAWAST model considered return flows.

  • The daily irrigation water intakes from five reservoirs were measured and the water management characteristics analyzed . During the irrigation seasons in 1998 , the total water supply rates ranged from 534 to 864 mm, and thedelivery losses varied from5 to 17 pervent. Major factors affecting the water supply rates were rice transplanting and water management , and rainfall distributions during the growing seasons. The consumptive uses and effective rainfall from each researvoir were compared satisfactorily with the simulated results from the Daily Irrigation Reservoir Operation Model , DIROM.

  • This research was carried out to show the method of preserving high-grade farmland or Agricultural Development Area to contribute to the self-sufficiency of food as well as promotion of industrialization and urbanization, which has reduced 22,000 ha of farmland per year during last 10 years. However, in securing housing estate areas, the farmland conservation policy conflicts with housing supply policy for demands on more comfortable dwelling life for people, which leads to serious situation in Capital Circle of living more than 50 % of total national population. Therefore, this presents the method of fulfillment both the farmland conservation policy for self-sufficiency of food and the housing supply policy for proposition of securable residential areas.

  • In order to analyze water supply capacity in estuary barrage dam, a system was developed in which base model was consisted of daily water balance model and daily inflow model. Agricultural water demand to paddy fields and domestic and industrial water demand were considered in this daily water balance model. Also outflow volume through sluice gate and inside water level at time to start outflow was conditioned initially to simulate reservoir storage. The DAWAST model was selected to simulate daily reservoir inflow in which return flows from agricultural, domestic and industrial water were included to simulate runoff. Using this developed system, water supply capacity in the Keum river estuary reservoir was analyzed.
