Rural Water Supply from the Irrigation Reservoir

  • Irrigation water has been mainly used for paddy rice. Irrigated paddy land tends to be recently converted to land for green house, farm house, and rural-industrial complex. Consequently, demand of water for crops, domestic & industrial, rural recreations, small-scaled hydropower, livestocks, and environment in the rural area, so called rural water, is rapidly increasing. In order to supply rural water, water in the existing irrigation reservoir could be enlarged by repairment of irrigation canal and reinforcement of irrigation reservoir, and be saved by the operation rule curve, utilization of dead water, and balanced storage management.

  • From 1997 irrigation water withdraws has been surveyed for the purpose of river operation and management . Recently , the River Law was revised (1999.2.8) and obligate to water users to report their proposed and actual water withdrawals. If we can save more water from rice paddy area, we can use more water for municipal and industrial activity and we can expect water quality should be improved in the river. So the role of irrigation water use efficiency is more and more important.

Experiment Study on Field Applicability of Siphon as a Intake Facility of Agricultural Reservoir for Disaster Prevention (재해대비 농업용저수지 취수시설로서 사이폰의 현장적용성에 관한 실험적 연구)

  • Most of the intake facilities of small agricultural reservoirs are conduits and they are regarded as serious defects due to the structural weakness that penetrates the body of the dam, and countermeasures are needed. This study suggests the application method of siphon type water intake facility by hydraulic model test and physical scale model test of siphon type water intake facility which has high safety and easy maintenance. Experimental results show that sufficient flow rate can be secured for the purpose of intaking water according to the differential head between the reservoir and the discharge part, and the flow rate can be controlled by the valve. The negative pressure was -31.5 kPa, and vibration and noise did not occur during the operation of the siphon. The maximum flow velocity in the discharge outlet was 1.11 m/s which meets the criterion for irrigation canals. Therefore, scour risk would be very low. As a result of the inflow distribution experiment, even if the inflow part is separated by only about 0.8 m, the flow velocity is remarkably decreased, so that the clogging by debris would not appear. When the pump was operated only once for the first time and the inside of the siphon was filled with water, continuous operation was possible by only valve operation. The results of this study are expected to be used for the design guidelines of the water intake facilities and improve safety and maintenance convenience of agricultural reservoirs.

Efficiency analysis of agricultural machinery rental system using the DEA model (자료포락분석법을 이용한 농기계 임대사업의 효율성 분석)

  • This study was conducted to survey and diagnose operation status of the agricultural machinery rental service, analyse and compare operational efficiency among 82 city and county ATDEC (agricultural technology development and extension center) using the DEA (Data Envelopment Analysis) method, and recommend future direction, for improvement of the business. Input variables were invested budget and labor, and output variable was rental return. Percentages of return to investment on the rental service were calculated as 68.3% and 63.9% when analyzed with CCR (Charnes, Cooper and Rhodes) and BCC (Banker, Charnes and Cooper) models, respectively, indicating inefficiency of the service operation. Increase of rental charge would increase efficiency by 63.9~68.3% depending on models, and decrease of financial and labor investment would improve the efficiency by about 11.3%. Technical efficiency would be more important than scale efficiency, therefore adjustment of over-invested budget and labor needed to be made together with increase of rental charge to improve the operation. Among the ATDECs providing the rental service, 6 (7.3%), 43 (52.4%), and 33 (40.2%) were in state of CRS (constant return to scale), IRS (increasing return to scale), and DRS (decreasing return to scale), respectively. These indicated public aspects of the rental system, over-investment, lack of output component for input component, meaning that scale income would be increased by qualitative expand of rental charge. Efficiency analysis of the rental system by region showed that efficient ATDECs to be benchmarked by others were in the order of DMU-70, DMU-54, DMU-29, DMU-5, DMU-22, DMU-2, and DMU-61. More comprehensive and extensive survey and analyses would be necessary in the future.

Electrokinetic Restoration of Saline Agricultural Land (염류집적 농경지의 전기동력학적 정화)

  • The influence of operation time on electrokinetic restoration was investigated to remove salts from sulfate-accumulated greenhouse soil. Operation time is directly related to the process cost, therefore, we determined the relationship between operation time and removal of salts. Nitrate and sodium were removed almost completely within 2 weeks, chloride and calcium was removed in proportion to the operation time. Sulfate was accumulated at the center of anode and cathode. The soil electrical conductivity (EC), an indicator for soil salinity, showed similar shape with the residual sulfate after electrokinetic treatment. The soil EC was not changed after 2 weeks, however, the energy consumption increased with operation time. Based on the experimental results, most salts except sulfate were removed within 2 weeks, but sulfate was not removed during same time period. For the further removal of sulfate, longer operation time is in need.

  • Recently, natural disasters caused by climate change have become more frequent across the world. Our country is also not exceptional, and it is urgent to come up with appropriate measures in the agricultural sector as the size and intensity of drought are becoming severe. Consequently, the Ministry of Agriculture and Food has continuously raised the need for efficient water management and governance to overcome the periodic drought. Thus, there is a need for water-saving education and water conservation governance for sustainable and efficient use of agricultural water. Governance is a cooperative mechanism involving various stakeholders, such as central, local, civil society, and businesses, to solve regional or social problems, with different definitions and concepts depending on the field or scope. In this study, we aim to present basis of a governance framework for direct water management participation involving the key agricultural water use stakeholders to imbibe the culture of water savings and conservation practices. Based on this, water-saving governance was established and operated in Gyeongju and Yeoju, in South Korea as a 'water conservation practice', while the water management status of local farmers, the reliability and importance of stakeholders, and the need for governance were investigated. The results indicate that the involvement of various stakeholders in the governance of water management yielded water-saving effects. This study provides the directions of making a framework for water-saving governance establishment and operation. It is expected that sustainable agricultural water use can be achieved in response to climate change if the governance builds and operates with agricultural water use stakeholders based on the continuous government supports.
